This version of the patch fixes some last few things:

*Some typos (kindom->kingdom; Mediterreanean->Mediterranean;
moutains->mountains)
*Added ?female: qualifier for President
*Removed some trailing newlines in ruleset
*Added flag credits in flags.spec
*Optimized the svg image by stripping some unnecessary metadata

Would you mind dropping the emblem from this flag altogether? The original
image on Wikimedia has licenses incompatible with the GNU GPL, so if you want
to use that emblem you'd better ask User:Willtron to dual license it for us.

I think the flag of Zaragoza looks promising. Perhaps enlarging the lion
emblem a bit. We'd have to ask the author to dual license the image, though,
since it's released under the Creative Commons Attribution ShareAlike license
which is incompatible with the GNU GPL according to
http://www.gnu.org/licenses/license-list.html .

The idea of a vertically striped flag sounds interesting as well and should
be simple to draw from scratch.

Some final comments: Translated strings must only include ascii, so the
accent over o in Aragón in the legend must go. Use a TRANS comment as in
f.e. danish.ruleset instead. I'd also recommend using conflicts_with with the
Spanish since Aragon is a part of modern Spain.

Nevertheless, this is a quality nationset. I'd love to see your other work.

Anyway, the flag of Zaragoza

would be an option. Or perhaps the original flag but with vertical stripes?
That's what the Aragonese coat of arms looks like, so perhaps that's more
appropriate.

And are there any other problems with the patch apart for the flag issue?
I've made dozens of other nations, so if this one is ok I can make patches
out of them as well.

conflicts_with will only make sure the AI won't pick these two together in
pregame. Two human players may still choose both in one game. Civil war may
also cause them to appear in the same game.

How about finding an alternative historical flag for Aragon?

This nationset can unfortunately not be taken into mainline Freeciv. The flag
is too similar to the Catalan one, which will cause confusion if both these
nations are participating in the same game.

I packaged the nationset and put it on the download server so that users can
download and install it on their own:
