Follow-up Comment #1, patch #3355 (project freeciv):

Trend has been to replace tech flags with effects that can have also other
requirements than techs. Since this patch goes opposite direction, I'm waiting
objections a bit longer. Reason I think this is better implemented as tech
flag is that effect wouldn't work as people expect with most requirement.
Implementation would simply be lacking as change in some random requirement
wouldn't change the borders. Having this as tech flag clearly indicates that
this is meant to work with techs only.

Details:

I have not been happy with the fact that Ocean Cities claim just adjacent
tiles regardless of their theoretical border radius. That's because same ocean
tile claiming rules apply to them than to land border sources.

Maybe correct way to do this would be to make the rules symmetric in respect
to terrain class cities are in: ocean cities could claim ocean all the way to
their border radius, but only adjacent land tiles. That doesn't seem to be
easy thing to implement correctly, however. 
This patch takes another approach which I hope gets accepted as sufficient
compromise. It adds new tech flag "Claim_Ocean". Once player knows that tech
(or one of these techs), all his/her cities can claim ocean tiles without
adjacency restrictions.
Alien ruleset is made to use this. The tech making Ocean city building
possible, "Ocean Cities", also enables ocean tile claiming.
