Well, I suspect that Cliff is actually talking about Label colors, not folder 
colors: control-click (or right-click if your mouse supports it) on the folder 
and select a color from the Label menu item.

To color the actual folder, you need to have folder icons of different colors 
handy, such as those here:

 and change the icon by doing a Get Info on the icon file, selecting the icon, 
copying it, doing a Get Info on the target folder, selecting the icon and 
pasting it; same way it's worked since OS 7 or so...

There's your answer right there.

I believe that Unsanity's Labels X can color just the icon.

But it is still a haxie and haxies can possibly have negative effects on 
your system. Caveat emptor (which Google actually translates to let him 
beware of the buyer).

Bruce,
First I cloned the external drive from another drive and I naturally
became the administrator. Then I added GLK (father-in-law) as a User
and then made him the administrator. (The plan was to boot from this
drive and/or clone it back to his internal drive.) Then I drag/dropped
GLK's backed up files to the new external drive. Most of the files
(but not all) were locked, read only, with me as the owner. I had to
unlock, change ownership and then I could change folder color.
I don't think this answers cause. That is, I don't know what I could/
should have done to avoid the laborious file by file fix.
Fortunately, GLK doesn't have much on his drive.
Maybe it's the drag/drop file thing?

file and could not do it. I researched the HELP but still could NOT COLOR THE 
FILE OR FOLDER. I do find the colors in the Finder/Pref but I can not select 
them.

Folder Label Color settings ?

Running Tiger on G4

While transferring files from my father in-law's G4 internal HD
to an external HD
I colored the files that I transferred to keep track.
It seems that the folders or files that I dragged and dropped before
coloring
now allow me to uncolor them on the new drive.
But if I colored them before transferring, now I cannot uncolor them
on the external.

Not a big deal really, but any suggestions are appreciated

Are you sure the files/folders aren't locked? or the privileges different?

Do a get info on them to check.

Yes, that was the problem exactly.
Had to go through each file and unlock, change the owner and color.

Did you figure out what caused the problem? I ask because a few folks have come 
to me with similar weird ownership issues after copying a lot of files to 
external drives, and I haven't been able to figure out why. OS X is supposed to 
allow full read/write access to files on removable drives.
 
I suspect it's got something to do with ACL's on files but I've usually just 
brute-forced the issue by forcing an ownership change.
