I have drawn up a document, can you help me to make sure that if I send these

A heads up for the submarine user community that the submarine PMC has
been 'moved to the Attic'. This means that the submarine developers (more
formally its Project Management Committee) have voted to retire submarine
and move the responsibility for its oversight over to the Attic project.
Loosely speaking this means that the projects resources will be moved to a
read-only state.
You can read more about the Apache Attic and the process of moving to the
Attic at https://attic.apache.org.

For now, I have to wait for secretary to move the project to retired status, which should happen soon. In the meanwhile, do you want to inform users on users (and eventually dev) that you are retiring the project?
