from running bisnotice.xsl (as mentioned in the guidelines here):

The mail would need to be sent by you as you are the PMC Chair for the
Apache Incubator project.

As you have noted in
https://github.com/apache/incubator-impala/blob/master/EXPORT_CONTROL.md,
"Designed for use with OpenSSL" sounds right to me for Impala - which
makes Impala an "Encryption item".

Correct that our policy is that Ted Dunning will have to send it as
the PMC chair - you need to update your "SUBMITTED BY" line (and
probably in the XML).

Personally I would also not send an encryption notice to a foreign
government authority without being somewhat legally protected as an
ASF officer. :-)

Please be cautious about mixing public/private email lists.  I'm removing
impala's private based on this.

The guide that Sailesh pointed to [1] mentions the "PMC Chair" which would
be the Incubator PMC, and hence Ted Dunning.  If you don't hear back, may
be best to ping him directly (I had assumed this was what Sailesh did).

I just want to confirm, when you're talking about using OpenSSL, its more
than just "you need to run Impala on a (Tomcat|HTTPd) instance with SSL
enabled (e.g. the user would do that) and you're actually linking to
OpenSSL in your product?
