I am no expert but I think you are nearly there. One thing to bear in
mind is that, with a tool like levels, every time you use it and press
OK you will lose some detail. So it will pay not to accept your changes
until you are really satisfied with the result. If you need to go back
then it will probably be better to redo that layer from fresh. In other
cases with a layer stack you can, of course, turn layers on and off with
the little icon on the left and so work on any layer you wish.

The Windows installers for GIMP 2.6.5 and GIMP 2.6.6 is packaged wrongly 
and will only keep from crashing with luck.

You should either use GIMP 2.6.4 or wait for GIMP 2.6.7 to be released, 
which should be soonish.

Just guessing what you are trying to do, but I would;

Open the required image
Select all
Copy

Then move to your 300dpi image and paste (as a new layer would
probably be best)

[Gimp-user] New file

newbie here, if i create a new file of a certain template (A4, 300dpi), how
am i then able to import an image into it?  there is an Acquire option under
File but it doesn't seem to be able to pull images off my desktop, it that
possible?

First question to ask is if whether or not you are using the installers 
for 32 or 64 bit Windows. I am running Gimp 2.6.6 for Windows on 64 bit 
XP SP3, without any difficulty, though it appears I may have intstalled 
using the 32 bit version.
