It does indicate that your platform does not support execute bits -
pyconsole.py is not supposed to be run when GIMP starts, and the missing
bit prevents this on other platforms.

Other than this message there are no ill effects.

The GTK+ file-chooser probably uses the icons from the hicolor theme. No
idea if it should use windows system icons on Windows or if it would be
better to include the icon theme in the installer.

No idea what you mean by BUMP.

 I'm still seeing the same Help-Internal browser problem:
  The GIMP help browser plug-in appears to be missing from your 
  installation. You may instead use the web browser for reading the help

Absolutely. The help-browser plug-in is not included in the installer
and this is not likely going to change. Not until someone manages to
build webkit on Windows.

I saw a request in Bugzilla that someone show output for gimp 
--verbose command and being naturally curious ran it myself. (see 
output below)

(1) One thing caught my attention in it:

FWIW: Now, even when I set preferences to use online help and use web 
browser its not opening in browser. (default browser Firefox-portable, 
WinXP SP3)

On closer examination I see that it is doing what it should - skipping 
the GAP related plugins in:
D:\Program Files\GIMP-2.6\lib\gimp\2.0\plug-ins\ put there by the GAP 
2.4 installer and using instead the (newer) plugins gap_plugins.exe and 
gap_video_extract.exe found at:

which I deliberately put in a separate location so I wouldn't lose them 
if installing a new GIMP-2.6.x version subsequently.

Googling [gimp_wire_read] I see a number of posts (apparently related to 
GTK and/or Python and mostly MAC related)

Searching Bugzilla for [gimp_wire_read] I find two hits:
(1) Bug 483502 -- Save as dialog comes up empty on second use
(2) Bug 551243 -- crash in GNU Image Manipulation Program: I had just 
clicked on s...
Both: Product: gtk+ Component: GtkFileChooser Version: 2.12.x Status: 
UNCONFIRMED


Above are on Unix systems. I haven't seen any errors associated with 
above but wonder if the warning message in --verbose output indicates 
something just waiting to get triggered?

gimp_wire_read(): error is usually what you get when the plugin crashes
while talking to the main Gimp process. It's not a good thing.
