I don't know if there is some configuration problem involved, but if not
this may be of use:  You can set up the GIMP so that holding the ALT key
down and scrolling your mouse wheel will make brushes larger or smaller
on demand. Go to Edit > Preferences > Input Controllers and double click
on Main Mouse Wheel to bring up the configuration dialog. Picture worth
thousand words:

I think this setting should be a "default" - but meanwhile, you can set
it up yourself. I also configure the GIMP to make the current brush
"softer" or "harder" - that is, more or less fuzzy around the edge - in
response to holding down Ctrl + Shift + Alt and scrolling the mouse
wheel up and down. (This only works with VBR brushes.)  Controlling
brush size and hardness with the mouse wheel is way more efficient than
constantly switching between brushes or leaving the canvas to drag slide
controls around.

@Michael: Happens for both versions, on Ubuntu 16.04.

time the slider moves is right click (moves 10 either direction) or
dragging exactly where arrows are. Clicking on any of the bars does not
move arrows.

I was editing an image with GIMP (2.8.16 and 2.8.22) and noticed that if I
click Color Picker -> and try to click the bars on the ride-side column in
the colorpicker they don't seem to move anymore. I can drag the arrows, and
right click to get a percentage move, but before you could click and drag
anywhere on the bars and it would allow you to accurately pick a color
without having to manually find the arrows first.

Is this a new "feature", or is there a setting or otherwise something that
I can do to go back to old behaviour?

Thanks Rich.  I did find the solution.  It was starring me in the face the whole
time.  I'm usually under a crunch for time, so I need to find an editor, and I
think GIMP will do.
All I really do to these images is barely tweak exposure, gradient white to
transparent and save to PSD files for the layout person.  I sharpen them with a
PS batch file, then throw them on the network for her.

I think you should go for the development version of Gimp currently 2.9.5

Easiest way for that in linux is Ubuntu (or derivative such as Mint) where Gimp
2.9.5 can be installed via a ppa see:

work:

$ pacman -S base-devel \
> mingw-w64-x86_64-glib-networking

Then press Enter to select all of the options.

This process automatically installs gnutls and nettle (referenced in Partha's
post)

The final line of the three listed above should be added to the relevant section
on the GIMP Windows hacking page.
