(GT) SAUDI CEILING PLAN TO HIT INDIAN MIGRANTS: Indians working in Saudi Arabia would be the worst hit by the kingdom's plans to put a 20 per cent ceiling on the number of expatriate workers and their dependents. The unprecedented plan, which would be executed within 10 years, was taken by the manpower council chaired by the Interior Minister, Prince Naif, yesterday (Feb 2), Riyad's Arab News said. (UNI report in NT) RIDE ON WHEELS OF DISCIPLINE: Bus owners in North Goa have decided to introduce discipline in the operation of their fleet from 10 February with the cooperation of the government agencies and the traveling public. (NT) GARBAGE DUMPING IRKS SALIGAO RESIDENTS: Indiscriminate dumping and burning on Saligao plateau of plastic wastes generated by hotels and establishments in the coastal belt has angered residents and raised fears among them of health problems. Even as dumping of garbage started in the mid-eighties, the quantum of plastic wastes and frequency of trips by vehicles have increased in recent years. The turth is that the Saudis all want managerial positions or positions where they have little or no work to do. It seems that they feel it is a given right for them to obtain such positions. I worked in Saudi Arabia for over 7 years and met very few Saudis who were willing to work. Many of them that did work were second generation Palestinians who became Saudis. We need to maintain the tempo of this movement in the future and see that the objective of achieving the status of an official state language for Marathi is fufilled at the earliest, he said. Talking about the action plan, Mr Khalap said organisations and individuals committed to propagation and development of Marathi would be meeting very soon. They would chalk out a road map for implementation of the conclusions arrived at the Sammelan. Activities in this direction could include enhanced educational programmes, strengthening of primary education system, promoting literary activities among the people of Goa. The text of the Official State Language Act is in an ambiguous form, Mr. Khalap said. It is for the state legislative assembly to amend the existing Act and make Marathi the joint official state language along with Konkani, he said. He hoped that some day enlightened Goans would endorse the amendment through their representatives. The law would also provide for education at primary level in either of the two languages compulsorily, thereby preserving and conserving the real asmita or asmitai of the state, Mr Khalap said. The real identity of the state is composite, homogenous, characteristic of the Goan people. In the absence of this characteristic the increasingly cosmopolitan demography of Goa will drown not just Marathi but also Konkani, and thereby everything else for which Goans stand, fight and dream about, he observed. Almost all the speakers at the recent literary conference had stressed on the need for supporting both the languages in Goa. In fact, the president of the Sammelan dwelled upon how the spoken languages over a period of time had become literary languages and therefore Konkani's emergence, first as a literary language and subsequently as an official language was in the normal course of events, he said. As an effort to find an amicable solution to the language issue, I, as the deputy chief minister of the Progressive Democratic Front had proposed the use of Konkani and Marathi as the media of education at primary level with government-aided support. Mr Churchill Alemao, one of the leaders of the Konkani movement, had also supported this move. However, certain sections started an agitation in favour of English, which was as violent as the agitation of the Konkani-Marathi language movement, in 1986, Mr Khalap stated. The development of Konkani language does not depend upon the status given to it by any law, but on its use by people at all levels, Mr Khalap concluded, adding that if Konkani had suffered today, it is because of 'Konkaniwadis' who kicked away the golden opportunity to propagate Konkani language through Konkani education at all levels. This has resulted in majority of the students dropping out of schools, without proper knowledge of Konkani, Marathi or even English language and ending up as peons, cooks, waiters and butlers, or turning into vagabonds and castaways, open to all vices, he noted. Mr Khalap also lamented that the Konkani language as it stands in Devnagari script today, has no use for the Catholic population of Goa. In 1987, when the Official State Language Bill was being considered, I had proposed through an amendment that Roman script should also be permitted for Konkani, for initial period of 10 years. Had this been done, the Sahitya Akademi awards would have been won by authors writing in Roman Konkani, instead of a small minority writers contributing in Devnagari script, he bemoaned. Among the landmarks in his life he lists his involvement with the student movement (1971-75) and his links with the Jayaprakash Narayan movement from 1975-79. In 1985, he supported the electoral campaign of Uday Bhembre against Babu Naik. Later, he has spells in the Congress (1989-90), and the Samata Andolan, a local organisation working for social reform (1993 onward). Recently, Naik published a collection of essays titled 'Zai kai Zui?' He explained to FREDERICK NORONHA fred at bytesforall dot org about his priorities and concerns. Naik sees his book as a collage of multiple experiences in day-to-day life. Excerpts: -- FN: How would you describe this book? What is its focus? -- 'Zai kai Zui' is a collection of short essays and short stories. It has 24 essays and stories on wide range of subjects. The first essay is on the 'afternoon' which captures the mood of that time of the day when alone at home. The second essay is on the marigold flower, which has a special significance in Goa's cultural life. It is a symbol of agrarian Goan society and can be appropriately termed as flower of Goa. (Other essays deal with the craving for Goan food, sleep and sleeplessness, the stages in the life of a girl child, a short story on social activist and poet Safdar Hashmi and his sister, the accidental death of a dog, the death of schoolboy-acquaintance Mandar, female foeticide, Santa Claus and Christmas which the author terms his favourite Indian festival, etc.) One is an essay on various aspects of sleep, and sleeplessness. (My view sees) death as an unending sleep. I don't believe in rebirth and heaven or hell and the existence of a soul. Death is the end of life. In the Hindu community, there is a practice to close the eyes of a dead body if they are open and put sugar in the mouth after death. (This is a ritual I like as it) signifies the desire that the unending sleep be sweet and peaceful without any awakening. The essay on 'gol-gumat' (Goa's traditional round drum) takes a philosophic turn. It compares the philosophy of the straight line and the curve. Every straight line has a dream to be a curve and every quadrilateral or triangle has a dream to be a circle. I like the 'gol-gumat' more than the Taj Mahal because every time one looks at Taj Mahal it is the same, while the 'gol-gumat' like Picasso's painting reveals different dimensions each time one looks at it. One essay is on the 'Cross of Flowers (Fulancho Khuris)' which was there on Bambolim Plateau without any roof overhead. (Personally, I) dislikes the huge church built to accommodate the cross and feel that the cross should have been under the sky and part of nature. 'Naggva' is a short story about a daughter of a migrant worker. It ends on a very optimistic end when Siddapa's wife Kaveri, after the death of Siddapa, leaves Goa for her distant village in Karnataka with a sole determination that she will enrol her daughter in a primary school in her village. Naggva promises the author's daughter that she will send a postcard in Kannada when she is able to write. We are eagerly waiting for that postcard. -- FN: What prompted you into writing it? -- My love for my mother tongue: Konkani. -- FN: To the reader who is not aware of your work, could you please give a short background of your writing? -- I started writing as a columnist for Konkani daily, 'Sunapranth'. In the initial phase, I use to write about cultural, political, social issues, atheism, the need to oppose the caste system and sometimes about philosophy and psychology. In order to lend variety in the column I started writing travelogues and later short essays and short stories. -- FN: How does this compare with your earlier writing? -- My very early writings were in Marathi.
