hi everyone
  I'm Mike from the UK,  i have visited Goa many times and really love the place.   Infact around 4 years ago i  decided to buy a house there only to find that the builder was/is a con-man, i am to this day trying to get my money back    does anybody have any advice for me, i am having some very hard times at the moment and this money would really help me out of a terrible hole that I have found myself in. 
 The name of the builder is ERIC FERNANDEZ, does anybody know of this builder?
  I have no money to visit at the moment, could anybody please give me some advice?

of Bijapur? Most of the historians have concentrated their work on the
powerful Bahmanis and have in passing, mentioned the Adil Shahis, Imad
Shahis, Ali Shahis and Nizam Shahis, all of which emerged from within the
Bahmani empire.

Dr. Teotonio de Souze has referred me to a doctoral dissertation by M. A
Nayeem as an excellent work on that subject. Unfortunately, I have not
beeen able to locate this paper.

In any case, Muslim atrocities have been mentioned but never specified.
For instance, books dealing with the Portuguese conquest of Goa, have
mentioned Muslim atrocities as just that. They have never specified the
nature of these or who were they carried out by and under whose orders?
Yusuf Adil Shah, Ismail Adil Shah, Kamal Khan, Asad Khan or Sabaji? I have
read the history of the Gowd Saraswats and it has been mentioned, once
again, that they fled Goa when the Adil Shahi rule commenced. However,
that was all the mention that was provided.

If for you, such one liners are enough of a testament, more power to you.
I wish my life was as simple, but I prefer to read more on the subject
before drawing any conclusions.



 Tariq and perhaps others may (conveniently) disagree with me on equating
 Muslim rule with colonialism. I would be happy to go over governance,
 society, religion, language etc. to make my point. However to accept
 Muslim rule over Goa and India as not colonial would suggest that the
 Muslims (Moguls and Sultans) had some natural or God-given right to rule
 over other peoples and land. The fact that any king with his armies (or
 navies) march into another territory (which was not his) is the start of
 colonialism. Please convince me otherwise or read me a new definition of
 colonialism. Regards GL.

I suspected that you would make such a case. By such a definition, every
King, Emperor, Sultan, Raja and President was a colonizer. In more recent
times, every Prime Minister or President is a colonizer as well. After
all, how dare Vajpayee extend his rule to Lucknow, Guwahati and Kochi.
Similarly, how dare Goerge Bush extend his domain to the hill-billies of
Alabama.

Muslim or Christian. They all have mastered and embibed
in eating good and merry making. Unlike the other
community (am referring to Gujurs, Sindis and others in
other Indian states) who say they have feasted if
treated themselves out in restaurants over the week
ends or otherwise everyday is papad, bindi aur sabji
(vegetable I suppose).

Now back to square one, as someone who said this
earlier, we have to bear the brunt for what Goa is now
utterly because of us GOANS, OUR MLAs, OUR POLITICIANS
(we have elected them knowing what they are) OUR
INDUSTRIALISTS, OUR ADMINISTRATORS. We need to clean
our homeland first with relevant and appropriate
authorities before we indulge chanting unwanted
slogans. So lets stop here and get our hands in
cleaning our dirty linen and hold on to the land that
we all are so fond of and much spoken on this net.

the process is completed which takes approximately one
and half year. During the presentation G.O.A. has

GOA'S REVENUE EXPENDITURE SPURT HITS STATE DEFICIT FIGURES

PANJIM, March 24 -- Goa's state revenue expenditure is galloping faster than
expected, outgrowing its projections, and making the revenue deficit of the
State grow from bad to worse.

This is the news emerging from the Economic Survey 2002-03, released by the
state's Directorate of Planning, Statistics and Evaluation on the eve of
Tuesday's annual budget to be presented to the state assembly.

Goa also has a whopping debt. It has loans of Rs 2,071.2 crore (estimates,
2003) it has to repay. Some of these high-cost loans have come directly from
the Government of India or one of its bodies, HUDCO.

For instance, the IDBI has charged the Kadamba Transport Corporation a
phenomenally-high 21% rate of interest. The IDBI has refused to allow the
KTC to prepay its very high cost loans, complains the Economic Survey.

Goa's main concern, says the government's economic survey, is the state's
revenue deficit.

In order to achieve a sustainable financial orbit for development, the
state needs to eliminate its revenue deficit at the earliest possible, it
adds.

It says the Centre's permission to retire a proportion of the high cost
debts would bring down Goa's interest burden substantially.

This needs to be augmented by a strict control over growth in salaries and
other establishment expenditure of the state, says the economic survey.

It argues that after implementing the Voluntary Retirement Scheme, Goa
should now look forward to reap its benefit in form of a lower salary
bill.

But this analysis seems to overlook the reality that the state has been
expanding vastly its personnel in the police and some other departments,
even while paying off bureaucrats to retire early.

It calls on Goa to forumulate a `fiscal reforms programme' to eliminate its
revenue deficit by the year 2003-04.

In reality, Goa's revenue deficit has grown from Rs 14-crore (1997-98) to Rs
140.7 crore (1998-99), Rs 208.8 crore (1999- 2000), Rs 226 crore (2000-01)
and Rs 228.5 crore (2001-02).

Budget estimates for 2002-03 expect this to be better at Rs 123.6 crore,
declining further in its optimistic projections to Rs 56.6 crore and finally
to a surplus of Rs 3.8 crore in 2003-04 and 2004-05 respectively. It's to be
seen if these projections become reality.

MAJOR SOURCE: Sales tax is the `major source of income' to the state,
constituting some 70% of Goa's tax revenue. In April-September 2002, the
sales tax collection was Rs 210.5 crore, against Rs 160.8 crore in
April-September 2001.

But the state could not sustain this growth during the second half of
2001-02 due to (a) slump in (the) tourism sector on account of the events of
September 11, says the Economic Survey.

Goa has also been introducing 'user charges' on a 'broad spectrum of
services'.

Says the Economic Survey, Some new services have been brought under the
revenue net by putting nominal fees initially, which can be revised
subsequently.

This, it adds, has resulted in a significant growth in non-tax revenue
revenue of the state.

Some non-tax revenues implemented include: tightening regulatory measures
under the Goa Registration of the Tourist Trade Act; hiking registrations
for fishing canoes; nominal fees for Transport Department application forms;
hiking of hire-charges of revenue land under river nagivation sector.

Extra cess on milk coming in to Goa gets the state five million rupees a
year. The survey says factory licence and other fees could be hiked; fees
for kerosene and food vendors is up; and it cost you an enhanced Rs 100 for
a licence to fell your tree and Rs 1,000 to appeal.

Rates of rest houses and eco-tourism cottages have also been hiked; so has
rent for commercial utilisation of government buildings by private parties,
which has been fetching very low rent fixed many years ago.

Hoardings on government land are being taxed, and idle government land will
be systematically inventorised.

GOVT STAFF: Goa government employees account for 44,000 people (as of 1999-
2000). Of this 31,000 are in government departments and 13,000 in
grant-in-aid institutions (such as schools) and corporations.

For years, the government has been taking of 'administrative reforms', and
continues to do so, promising right sizing the strength of government
employees and increasing their efficiency and productivity.

Posts will be abolished where not required, and additional posts will be
created wherever essentially required in improving teh quality of service to
the public, argues the Economic Survey.

It plans to bring down the government work force by 5% by 2004-5. (ENDS)

PANJIM, MARCH 24 -- The two commercially-significant talukas of Tiswadi and
Salcete have Goa's highest cash deposits on a per-capita basis.

Inhabitants in Salcete have  Rs 1,17,384 deposits per capita, just below
those in Tiswadi with Rs 1,93,863.

Interestingly, residents of these commercially-important talukas of Tiswadi
and Salcete are also the State's highest borrowers -- at Rs 85,394 and Rs
29,249 per head.

And, believe it or not, Goa has just 4.4 per cent of its population in
poverty, going by official figures.

According to official figures, just released here as part of the state's
Economic Survey, industrial production grew over a 1993-94 base of 100 to
305 in 2000-01. But mining fell to 98% on the base year. Of industries, the
'chemicals and chemical products' sector was responsibile for nearly 41%.

Government figures say the number of cultivators declining by over 26
per-cent in a decade.

Goa's poultry too seems to be ailing with the number declining from .92
million to .78 million over the five-year period from 1992 to 1997.

New Delhi's aid has been declining in relative terms. Central assistance as
a share of the state plan, has declined from 86 per-cent of Goa's plan size
in 1987-88, to just 15.5% in 2001-02.

INFLATION: Goa is also listed as a costlier place for industrial workers,
going by the 1982 prices.

If one takes the consumer price index for industrial workers (1982=100), a
basket of commodities costing Rs 100 in 1982 cost Rs 520 in Goa, as compared
to Rs 441 in the rest of India in 2000.

Goa's school dropout problem was also a serious one with over 40 per-cent
dropping out between Std I and X.

Dreaded malaria continues to haunt Goans, remaining the State's most serious
health issue, affecting about the largest segment of its population. In
2001-02, the state saw 13,187 cases reported. Goa's infant mortality rate is
shown as declined from 24.8 in 1987 to just udner 14 in the year 2000.

Housing co-operatives dominate State's co-operative sector with as many as
1047 of the 1897 co-ops being housing co-ops. Urban credit societies (357)
come next in number, followed by dairy (158) and consumer co-ops (101).

DOGS, LIVESTOCK: Dogs in Goa went up from 60,479 (1992) to 78,838 (1997), as
per the livestock census. It is not clear, however, whether strays were also
taken into account.

In the tourism sector, UK was Goa's largest tourist sender, with 35.7% of
foreign tourists coming from that island nation.  Germany (6.3%), Finland
(4%) and Switzerland (3.4%) were next.

After seeing a high of 419 charter flights and 1,16,992 charter tourists
landing in 2000-01, charter arrivals declined in the next two years to
almost 1996-97 levels.

Another area of concern is the State's fast-growing vehicle population. Goa
ranks fifth in terms of its road density (after Delhi, Chandigarh, tiny
Pondicherry, and Kerala).

The vehicle population has touched 3.6 lakh. Of this, 2.5 lakh are
motorcycles and scooters, perhaps reflecting the poor public transportation
system in the state.

In terms of per capita electricity consumption, Goa was ranked seventh among
all Indian states. But it may be difficult to come to speedy conclusions
over this figure, since industrial power guzzlers have also accounted for
some part of this share.

Goa's state expenditure on health and education is a paltry 14.4% and 5.1%.
But Goans' life-expectancy is the second-highest in the country, second only
to Kerala.

Over the years, the sex-ratio has declined from a high of 1128 (in 1951) to
as low as 960 (2001) females per thousand males. In part, this could also be
a result of the reversing of migration trends, earlier largely based on
out-migration by mainly male workers, which has shifted in recent years also
to in-migration into Goa.

Goa (with 82.3%) ranks fourth in its literacy rates among all states in the
country. Besides Kerala, even the smaller Mizoram and Lakshadweep have edged
past this potential-laden region with higher literacy rates.

Job-seekers on the Employment Exchange totalled a little over a hundred
thousand in 2001.  Nearly one-third of these were HSSC passed with another
third being matriculates. But this is not an actual indicator of
joblessness, as some registered have done so to improve their current jobs.

According to the Eleventh Finance Commission Report of 2000, Goa's social
and economic infrastructure in 1999, was the best in the entire country.

United States war against Iraq condemned
---
With the call to boycott the United States products,
the people's rally against war, organised by the World Social Forum
while disapproved the US intervention in Iraq, it described the war
as a war against the millions of innocent Iraqi citizens, specially
women and children.
The rally echoed the sentiment of the international fraternity, described
the war as the violation of international law and held it as a set-back
to efforts to resolve conflicts between the nations through peaceful
and lawful means, under the framework of the United Nations charter
and the UN bill of rights.
The rally resolved to convey to the US President, Mr George W Bush
and to the UN Secretary-General, Mr Kofi Annan its absolute disapproval
of the US invasion of Iraq. The resolution said: The war against Iraq
is wholly unacceptable and cannot be justified. Nor can this repugnant
action of US and its allies be legitimised by recourse to any God or religion.
It was pointed out that the economic and environmental costs of the war
are internationally borne and even Goans would also have to bear the
consequences.
We therefore call upon the UN Secretary-General to assume total control
over this conflict on behalf of the international community of lawful and
law-abiding nations and to demand from the US government a
complete and immediate cessations of hostilities, the resolution added.
The rally also demanded that the reconstruction of Iraq's economy
should only be carried out henceforth under the overall supervision
of the UN and its institutions. The resolution was adopted at the fag end
of the meeting with those assembled, raising their hands to support it.
Political leaders, who addressed the gathering, included the Nationalist
Congress Party chief, Dr Wilfred D'Souza, the Goa pradesh Congress
committee president, Ms Nirmala Sawant and Mr Matanhy Saldanha
of the United Goans Democratic Party, coalition partner of the Goa
government.
Other leaders of the Communist Party of India, the Maharashtrawadi
Gomantak Party and the Communist Party of India-Marxist, besides
ex-MLA, Mr Victor Gonsalves were present.
The World Social Forum-Goa convenor, Mr Christopher Fonseca,
Mr Raju Mangeshkar and Mr Rajan Narayan also addressed the
gathering. The speakers unanimously criticised the US action
against Iraq and demanded the US government be asked to cease hostilities.
Dr Wilfred de Souza pointed out that the US can also attack India,
using the same yardstick used against Iraq.
Ms Nirmala Sawant suggested that the Goa government be asked
to issue circulars to schools, before they disband for their vacations,
to have peace marches in their areas to protest the war and demand peace.
Despite world-wide protests, the Indian government has not taken
an open stand against the war, she regretted. The war, she said,
is destroying our humanity.
Dr Meenakshi Martins said, There is also a need to organize village-level
marches for peace and to organize prayers for peace.Referring to children
and environment as the only two resources of the world, Ms Shanti Fonseca
said, These resources are being threatened in the current war.
We remained silent too long, she said and added that we have woken
up a little late. The reward of silence is death, the reward of awakening
is life, she added.
Mr Satish Sonak said this is not a war but a slaughter or mass butchery
of a kind never seen before. The US followed no rules. Its target in Iraq is
not the Iraqi Army but property, women and children.
Is this the way to solve the problems of the world, he asked
Mr Ashwin Tombat stated that the US could also ask India to grant Kashmir
its freedom or face American bombs.Dr Peter Ronny de Souza
of the Department of Politics, Goa University, said the university
should do its bit in providing authentic information about such political
conflicts and the US interests.
He said there is a dire need to expose the lies and deceit and misinformation,
spread by the US government about its war with Iraq.He said the nations,
both the US and the United Kingdom, are no democratic governments
but juntas and should be labelled as such.
