[Goanet]EDC JUDICIAL INQUIRY WELCOMED
Chief Minister Manohar Parrikar must be repenting for starting the EDC debate. Over the years the Economic Development Corporation has been chewed to its bones by the various Chairmen and Directors. This continued after the BJP took over the reins. Chief Minister Parrikar will also stand exposed as to how he helped his close relatives and BJP friends and pushed the crumbling Corporation over the brink. The EDC is not the only Corporation which has turned out to be a white elephant. Almost all Corporations have been used and abused by those in power. A judicial inquiry may reveal a lot that could be an eye-opener to other sinking Corporations. It is good that Mr Parrikar has ordered a judicial probe. It should investigate the misdeeds in the affairs of the EDC since its inception. It should not target any one person or one particular tenure but all those guilty should be brought to book. In fact the entire Board of Directors should share the blame for all wrong doings even if they now claim not to have enjoyed a share of the pie. The mismanagement of all these corporations, including the EDC is a collective responsibility and all have to pay the price, whether they played an active or passive role in the scams. Now that a judicial inquiry will get to the bottom of the rot, one wonders why the Chief Minister also wants a parallel inquiry by his Vigilance department and the Crime Branch. Both these departments are controlled and manipulated by the Chief Minister and will not be able to deliver an impartial inquiry. So in all fairness we should wait for the outcome of the judicial probe, which should begin as soon as possible so that all those guilty are brought to book. The Chief Minister has been very sly in distracting people's attention. He always has something or the other to mesmerise Goans. The year began with the Sky Bus hype and now its the International Film Festival. Goans have to smarten up and not be carried away by all the hollow schemes and promises the Chief Minister makes. Goans have to be able to read between the lines as to how systematically Mr. Parrikar has eroded the Secular fabric of our State and is moving closer by the day to his ultimate goal. Mr Parrikar has made no secret about his RSS ideology and he knows his destination. He is using everyone possible to cruise through all the bends and curves to get there. He has prioritised his action plan. Having successfully manipulated the education field, police and the press he now knows that his job is half done. Though he was without much academic qualification, Goa's first Chief Minister, the late Dayanand Bandodkar is remembered for the right reasons but the present Chief Minister though over highly qualified will be remembered for all the wrong reasons. Being an IIT it would have been expected that Parrikar would have looked at things in a bigger and better perspective but unfortunately we have a Chief Minister who by now is known for his vindictive attitude. If it was possible may be he would have cut my power and water supply. Fortunately I live in a colony of 400 flats so that is not possible. Mr. Parrikar I will support any right thing you do but please respect people's right to expression. Our State is meant to be a democracy but unfortunately we are moving towards fascism under Manohar Parrikar. The act of omissions and commissions by the present government needs to also come under public scrutiny. On October 24th Chief Minister Manohar Parrikar will complete three years in office. On this very inauspicious occasion, I will release a white paper detailing all the illegalities committed by the Chief Minister Parrikar and his high-handed actions that is eroding the otherwise secular fabric of this State. Mr. Parrikar will receive the first copy. Mr. Chief Minister you may be used to back-stabbing others. You have done it to Dr Wilfred De Sousa, Francisco Sardinha, etc. etc. but I assure you, Mr Parrikar that I will never stab you from the back. Why should I? [Goanet]INTERVIEW: Camoes probably wrote a 'substantial part' of his epic in Goa
CAMOES PROBABLY WROTE A SUBSTANTIAL PART OF HIS EPIC IN GOA - Professor Olivinho Gomes (b. 1943) has over two dozen books to his credit, and handled the Vice Chancellor's post at Goa University for awhile. But it was his student-days fascination with the verse of the Portuguese national poet Luis de Camoes. So he spent the better part of his spare time over five years to translate this great poet's work into one of India's smallest national languages, but his mother-tongue, Konkani. On the lines of the classical Sanskrit epic of India, the Ramayana, Gomes has called his translation 'Luzitayonn'. Camoes, or Camoens (1524?-1580) is considered as Portugal's national poet and greatest literary figure. Among the events of his turbulent life were study at the University of Coimbra, banishment from court, loss of an eye in the Moroccan campaign, imprisonment for street-fighting, military service in India, dismissal from an official post in Macao, and being shipwrecked. 'The Lusiads' ('Os Lusiadas', meaning the sons of Lusus, i.e. the Portuguese), is a Vergilian epic, encompassing the voyage of Vasco da Gama and much of Portuguese history. Camoes received a meagre royal pension, but died in poverty. His highly regarded sonnets and lyrics appeared posthumously. This Santo Estevam-born scholar, just finishing his teens when the jerky linguistic post-1961 transition took place in this former Portuguese colony. Some recall it as a time when the local elite went to bed one night speaking Portuguese, to wake up the next dawn to find languages like English (and in lesser measure, Hindi, Konkani or Marathi) were the favoured tongues suddenly. Dr Gomes was one who weathered those changes, did his PhD in Sociology, got into the Customs and Central Excise higher echelons through the Indian Revenue Service, and then gave up that all to shift back to Goa in 1987 for a life as a scholar. Recently, he completed an ambitious and arduous work of translating Camoes' Os Lusiadas into the local language of Konkani (spoken around Goa and in pockets of western coastal India, by an estimated 2 to 5 million people). Dr Gomes' earlier well-known works include the sociological study of Chandor and Goa generally called 'Village Goa', and another titled 'The Religious Orders in Goa: XVI-XVII Centuries'. He told FREDERICK NORONHA about his 747-page translation. Excerpts: - What inspired you to undertake this work? - We had this text for study for the Portuguese Lyceum, and was very much enamoured of it for its fascinating poetry and descriptions of unrivaled imagery in terms of international oceanic lore and flora and fauna of the most varied and interesting glimpses of the history of Portugal. In the latter are some episodes that are portrayed most engagingly and in lovely and memorable poetry. I thought of the beauty of the epic and the majestic sweep of the poetry in it, and felt that an epic of this magnitude should come into my lovely (language of) Konkani with all its versatility. For it extols the greatness of the numerically-small Lusitanian people who did wonders with their courage to embark on the high seas and 'discover' lands and places unknown to Western man earlier, somewhat akin to the Konkanis in their own variegated achievement including founding and ruling an empire in India in the person of the Rashtrakutas. The epic praises also the greatness of India, which the Portuguese were seeking. It states (in the voice of the Melinde pilot) that their labours should end there for this country contains everything they desire to have, in terms of human and material wealth. It gives perspicaciously accurate descriptions of several parts of India, including Goa, the social fabric of the places and the like. Therefore, I wanted to explore and assert the literary potential of Konkani to come up to the high expectations demanded by any venture of this size and value, which has been accomplished in substantial measure. Besides, excepting Ev ani Mari, an epic of small proportions, in Konkani, composed by Eduardo Bruno de Souza, in 1889, and reconstructed in Devanagari and edited with notes by me in 1989, there is no other epic in this language. We need to see one in it for emulation, and to see the world classics in Konkani - How long did it take you to complete? - Some two-three years, for the first draft. This meant snatching whatever time I could from my then very-busy schedule. One had to check stanza by stanza for accuracy of the translation, comparing it with the original,

YRC is organizing its annual knock-out soccer tournament at Sour Grounds and this year YRC starts celebrating 25 years of its existence. Since this is going to be the Silver Jubilee tournament, surely lot of interest will generate into this tournament. Yesterday 24th inst. at 7.30 p.m., in one of the city hotels YRC organized its draw for the forthcoming tournament which is going to start on 3rd of next month at Sour Ground. This year 12 Indian soccer teams will participate in their knock-out tournament devided into two groups. Group A consists of UFC AVC CRC Jai Hind Kerala Challengers Rising Stars while group B consists of Navelim Santos Maroons UG Curtorcares Bombay Boys. It warned that every owner in possession /in charge of a dog within the Corporation shall pay for a sterilised dog a LIFE TAX of Rs.100/- and cost of badge Rs.10/- (a reasonable amount of Rs.110 considering that canines ordinarily have a short life span) BUT what provoked the CANINE MEET is that for NON STERILIZED dog the LIFE TAX is Rs.1000/- and if one needs to have their dogs sterilized (which OBVIOUSLY most owners will be compelled to do considering the high costs and given a weeks dead line ) such sterilisation facility is available at PAWS Municipal Animal Shelter St Inez in Panaji for Rs.400/-inclusive of antirabies injection. This means owners will have to pay Rs.1410/- for non sterilised dogs. And those who have pet dogs WITHOUT licence will be impounded and released on payment of fines ,sterilisation fees and life time dog tax. The moot question discussed at the Canine meet a) how to overcome the temptation for owners to avoid sterilising them in view of the exhorbitant fees b) how could makind adopt a hypocritical attitude to dogs when they raised a hue and cry during the Emergency when sterilisation in the name of family planning was carried out in 1975-76 Surprisingly most canines refused to deliberate on these two issues because they all felt that OWNERS who kept canines as pets would prefer to pay Rs.1410/= rather than sterilise them and thus ensure their right to life. However tension is brewing and it will be only after 1.10.2003 that the OWNERS faithfulness towards his pet dog will be on test. Some members however who were nervous about the deadline and short notice decided to meet the Counsel who sucessfully won the case on BAN ON SHOOTING OF STRAYS to file a WRIT PETITION and obtain a stay on the Commissioners Notice. They would prefer that a)canines who have crossed the normal reproductive age could be considered for sterilisation; b)the life tax for non sterilised dogs reduced to Rs.500/- to make the same affordable to all Owners c)that the implementation be differed for another three months on compassionate grounds to enable owners to arrange the funds; or decide change of onwership of dogs. Air-India fares to U.S., Europe cheaper till December From Indo-Asian News Service New Delhi, Sep 25 (IANS) After many highs and lows, West-bound air travellers from India are in for good times, with flag carrier Air-India announcing reduced fares to attract more passengers. Air-India Thursday said from next month it would make available special fares for economy class passengers travelling from India to destinations in Europe and the U.S. that would be 15 to 25 percent cheaper. The new fares would apply for flights to London, Paris, Frankfurt, New York, Newark and Chicago to attract passengers from October to December. These attractive fares are 15-25 per cent lower than the fares applicable for travel during the peak season of July-September, when airlines record high occupancy factors on their flights, an Air-India spokesperson said. But passengers travelling first class and executive class need not fret, although they have to pay full fare. For them the airline has announced promotional schemes that would entitle Newark-bound passengers to a free one-night stay at a hotel in Paris. Those travelling to London, Paris, Frankfurt and Newark can avail of a limousine pick-up service at the time of arrival and departure. This is in addition to the free ticket for a companion that first and executive class passengers are eligible on full fare. Passengers travelling on full fares to Europe and the U.S., but not taking a companion, can get a free ticket to Dubai in lieu of the companion. The airline has re-introduced discounts for senior citizens travelling to Europe and the U.S. Men above 65 and women above 60 could travel by paying 25 percent less than the usual fares applicable for travel to these destinations. [Goanet]How Panjim got it's name
ETYMOLOGY OF PANAJI Panaji - the capital city of Goa, has a blurred history before the beginning of the 1800's. Before the shifting of the capital from Old Goa to Panaji, majority of the land around the present city, as the records go, was a marshy saline land, with hardly any prominent landmark except the Palace of Adilshah (the present Secretariat). There were hardly any houses to name. The prime occupation through this area was the handling of the customs (Alfana) of the incoming outgoing ships. It was in front of the Palace of Adilshah, that the ship of Afonso de Albuquerque moored, when it attacked and won the land of Goa from the ruler of Bijapur. Panaji was connected to Old Goa, the then capital, via the Ponte de Linhares or the Bridge of Linhares (named after the Count of Linhares), built by the architectural designs by the Jesuit Priests, over the marshy land. 'Panaji' or 'Panjim' or locally called as 'Panji' is supposed to have derived its name due to the degeneration of the word Pahajani Kali. This is said was due to the custom of collecting a waterway tax, by the Portuguese. In Konkani language Paaz means path. There is also a saying fuul na pakali (literal translation 'if not the flower, than at least a petal, meaning if not much than at least a little). This may have meant the modest tax collected as royalty for use of the waterways. The writer opines that the name of this place may have derived due to reasons of family relations, combined with the transportation system. Panji in Konkani means great grandmother. There is every possibility that as in olden times, there may have been a large joint family whose siblings may have been married off to families staying in the far corners of Goa. It is also an opined theory that there may have been a loving great grand mother in that family. During the post liberation period (1961), the elders were known to be traveling from area's such as Pernem, Valpoi, Sanvordem, Canacona, etc, by carts, machilas (palanquins) or where there were waterways, by sail boats. Such type of commuting required a travel time of anywhere between a day to three days. During these travels, the travellers were forced to rest and then to continue their journey. As is the age old habit of elders, there would be a barrage of questions ranging from family health to the situation in the respective villages. Gossip being a favourite subject. In such circumstances, it was natural for those inquisitive people to find out where the travelers were headed. There is every possibility that among these travelers, were those people who were related to the joint family and were going to visit the great grandmother thus leading to a reply that 'they were going to their Panji (great grandmother)'. Based on this theory, it is opined that the local villagers, in different areas of Goa, identified this destination as Panji in view of the above. An action committee which had been formed by the citizens, met on Tuesday and it was unanimously decided to file a public interest litigation (PIL) against BSNL towards unwarranted and unlawful increase in telephone rentals and other tariffs.In their representation to the general manager the subscribers have also stated that initially they were classified as rural customers. Accordingly they were given special concessions in the initial deposit amount and offered special rural rental charges of Rs 100 and 250 free calls bimonthly. However, the subscribers have further stated that if the rentals were restored to earlier levels than they would ask for a re-connection.BSNL officials at Panjim confirmed receiving a representation from Colvale subscribers but expressed inability of resolving the grievances of the subscribers.BSNL public relation officer Mr Harikrishna said that the decision of classifying places into rural or urban areas was based on 2001 census. Any change on this can only be decided by the Centre he added. It may be recalled that a representation signed by more than 300 subscribers was handed over to the general manager in May, wherein the subscribers had objected to the department's policy of attaching the Colvale exchange to Panjim SDCA because of which the subscribers are liable to pay rental of Rs 250 per month.This was against the tariff table sent to the consumers by BSNL which clearly indicates that since the capacity of Colvale exchange is of 1000 lines, the consumers will be charged monthly rentals of Rs 120 per month. However, it is learnt that a group of delegation led by Nilkant Halarnkar visited the office of the general manager (Telecom) on Monday who were informed that the relevant matter is being referred to the higher authorities and some developments are expected in course of time. The delegation was also handed over a letter informing that the subscribers of Revora and Nadora attached to Colvale exchange will be billed on rural basis hereafter. This needs to be removed immediately and this part broadened a little especially on the western side. There are signboards just near the rumbler strips; are the motorists not required to be forewarned about these rummbler stripes or should they realise only when their vehicles go for a toss. Have you seen the workmanship of the rumbler stripes erected by the PWD in haste? Even a gaundi from Pernem or a gawda could have done a perfect job. The ambulances moving up and down have a harrowing experience when the entire IV drip given to a patient while transporting shakes violently. Even the KTC buses stage cariages and mini buses which have poor shock absorbers could cause slip disc to commuters. Have you tried sitting in the KTC minibuses second last seat? Please order a gentle rumbler strip. There was an appeal for traffic islands made in the Goa Legislative Assembly. It is now proposed to be erected. Did it require the death of Da Costas and Salelkar to erect one? Earlier two years ago only after the death of one Barad at KTC Margao bus-stand road dividers were erected. Why can't elected representatives be sensitive to genuine demands made by people? If the Government only had to use the newspapers as the litmus test of their performance much would be achieved. Why are heavy vehicles allowed to move during peak hours? The petrol tankers, the tipper trucks, the goods trucks, the chemical carriers, the mining machinery, all deccelerate the traffic movement at peak hours. Can we not restrict their movements from say 7.00 a.m to 3.00 p.m and then from 4.30p.m. to 9.00 p.m. atleast on working days? Why has nothing been done on the Sotrant slope at Cortalim is it possible to avoid overtaking uphill. Try it with a Maruti vehicle, just follow a KTC bus or truck and see for yourself how much carbon monoxide you have to consume from these vehicles moving uphill. Can that stretch not be widened to allow overtaking within the lane because the gradient is steep and difficult for heavy vehicles to move uphill. The same is at Chicalim and Vaddem and then at Siridao. Why does your Government sleep over these matters? it is true that once the four lane is ready things will change but how many more deaths. Take the Porvorim and Chinchinim junctions can you not remedy the situation there with so many deaths. Is it not necessary to illuminate the roads and that too the NH? Why dont we get existing staff trained or employ staff who are trained in Road traffic management. Can graduates or matriculates or ITIs in diesel and motor mechanics regulate traffic movement? CM of GOA, I fully support your plan but please let us also know about your schemes or plans to NRI Goans (not just GULf), we too have our parents back home (and properties). ... People learn from experience.. When I was informed that my mother had mild stroke, I left same day for GOA. Did't know what to do, she was all by her self with all her 4 children being abroad.Her brothers Sister didn't want to know. To find some one to look after such patients has become very very difficult now a days in GOA. Money does not play important role in this cases. Some one told me I could get help from Kerala where they send a lady and that charges are Rs.4000 pm. I was so desparate, I went to Kerala but came home disapointed. Some of the condtions which they put are: 1. There should be another lady in the house. 2. Person who they send will not do any cooking or any house work. Spent nearly two months but could not find any one nor I receive any support from my family, I was completely on my own, I almost had a nervous breakdown, I have then decided to stay with my Mom for good. At this time, a freind of mine (along with his Mom, brother Sisters) said to me you go back to your work (UK) and we will take care of your Mom in our home (which is about 15kms away) untill we find some one to look after her in her own home But my Mom stayed with them for 11 months..
