Yes! Absolutely let's correct this gross mis-information. Please post
your opinion and displeasure directly to THE APPROPRIATE AUTHORITIES and
not on this discussion site (a la) as in the pictures promoting tourism
in Goa.  Goans are known to take their displeasure out on each other.
:=)) Should I translate this into Konkani? :=))). The difference between
Goans and Mesticios is well known. This difference does not mean that
one is superior and the other is inferior. It does mean we all have our
heritage and are proud of it.

You may like to know that I did write to the website administrator
sometime ago [couple of months] to correct the info. My guess is that
they have not been very keen to rectify the error or are misinformed. It
is unfortunate that the Goan Community in the UK are in their slumber
and many may not even know what is right or wrong!

The Zone XI, Indian Jaycees will honor The Jaycee Creed Awardees of the
Year 2003 at a glittering Awards Ceremony on 28th December 2003, at 6.30
P.M. in the Hotel Nova Goa Conference Hall, Panaji-Goa. The ceremony will
highlight the career of each honoree in narrative form and will provide a
stage from which the honorees can challenge and inspire young people from
Goa and India. For each honoree, there will be a video presentation
profiling his/her accomplishments, followed by the trophy presentation, and
an acceptance speech.

A program that was established in the year 1996, our honorees selected in
the past few years have represented the heights of progress in the different
human endeavors. While many have gone on to achieve even greater
accomplishments, all have continued to serve humanity in a great variety of

Dear Jorge,
I must admit that I never heard of Luso-Descendentes
from my parents.  You seem to say that the book you
refer to says that they are both the Descendentes
(Portuguese settled in Goa from the earliest
Portuguese times who never inter-married with
Indians/Goans but married other Portuguese settlers)
and Mesticos (the offspring of intermarriage between
Portuguese and Indians/Goans). The Goans of only
Indian blood are not Luso-Descendentes.
Where did the term Goans originate?  In early
writings, and even in my personal experience with
Portuguese people, the Portuguese seem to refer to us
Goans as Indianos.   But I heard Portuguese-speaking
Goans call our community Goeses.  Anyway, as far as
I heard, the Goans are Indians of Goa who never
inter-married with the Portuguese.

This is a predictable response but surely you must know that there is no
truth in such an allegation.  To remind you, Aires Rodrigues arranged the
1999 and 2000 Goan Int. Conventions.  He felt unable to continue to do so
and we discussed the need for someone suitable to take over.  Aires
suggested only one candidate, you.  He asked me to put out the feelers so I
spoke to you and after considerable hesitation you agreed.  

Before, during or after the 2001 Convention at the Kala Academy,   Aires 
did not slam the initiatives that you took.  Far from it, he supported  you
fully and  did all the work in arranging the post-Convention cocktail party
in my Goa apartment.  Remember it?

Unfortunately you chose to drop out  of WorldWide Goans after the 2001
event.  However, we respect that decision and do not hold it against you. 
My understanding it that Aires is not critical of your role and is not
attacking you personally.  He is critical of the Goa Facilitation Centre
(GFC) for the reasons he has made abundantly clear.

I do not myself agree with all he says but fully support the main thrusts
of his criticism.  Why?  

I was invited to  the post-Convention meeting at  EDC  House after the 2002
event.  I voiced by criticism of NRIs seeking special privileges and
handouts from the Goa Government at the expense of the locals.  I 
emphasized that to be taken seriously,  the GFC should set itself easy
targets that were affordable, benefited a substantial number of NRIs and
had the effect on improving the image of the GFC.  I described three such
possibilities:

1. Publish a regular  (initially monthly)  GFC e-mail newsletter notifying
NRIs of  the GFC developments and  outlining opportunities, case studies
etc.
  
2. Create a central enquiry point in Goa for dealing with requests for
information from NRIs and advising them regarding their complaints.

3. Produce a  short weekly Goa News video clips service on the Internet, in
Konkani with English sub-titles. This could, very gradually,  be developed
into a 24 hours service with  learn Konkani courses, teatrs,  Village
feasts and yatras, cookings demos, travel programmes,  etc. and funded by
advertising.  Basically a web-based 24/7 service.

All this was received with great acclaim.  I was subsequently informed that
the CM had agreed to the suggestions and they would be implemented  “very
soon.”I have heard nothing further.  Is it just a talking shop?

NRIs should consider boycotting the stage-managed and extravagant three-day Gomant 
Vishwa Sammelan to be held at Kala Academy from 3rd to 5th January 2004 and send a 
clear signal to the Government of Goa in no uncertain terms that they should no longer 
be taken for a ride.

Grievances of NRIs have repeatedly been discussed at length and this Sammelan is being 
held with ulterior motives and a vested agenda at taxpayers expense. The conclave  is 
going to be a criminal waste of scarce public funds without any concrete results in 
sight and a mere merry-making party for chums and friends of the communal and casteist 
BJP  who will pack the hall for a show in the name of NRIs.

It is ridiculous that the Government claims that 700 NRI delegates would attend the 
conference The authorities may struggle to get 70 NRI s to attend knowing very well 
the event is a futile exercise. 2004 will see Goans have to pay exorbitant  parking 
fees and other enhanced taxes ostensibly to pay amongst others for such a Sammelan 
that could very well have been avoided. 

The NRI Goa Facilitation Centre (GFC) set up by the Government of Goa is still to 
achieve any concrete results though it was started with ambitious plans and tall 
promises. Since enough of talking has been done, it is  time to start taking concrete 
steps to meet the aspirations of NRIs. 

The Government of Goa is  using the GFC to present to the world a deceptive  image  
that the quality of life in Goa has improved. By lighting up Panjim as has been done, 
will fool no one. We can see utter darkness down the tunnel.

The one major factor that drives NRIs from returning to their land is Corruption and 
Chief Minister Manohar Parrikar has for political compulsions not shown any initiative 
to root out this evil as was promised.

Goan politicians and their chums have to be condemned for making frequent overseas 
trips as these trips at taxpayer expense have in reality been shopping and sightseeing 
jaunts. Chief Minister Parrikar  whilst in the Opposition  had vehemently opposed such 
trips and on assuming office had assured that he would not allow any. He has 
conveniently deviated from his assurance to keep his colleagues happy and more 
importantly his chair intact.

Government of Goa has to be deplored for sending a delegation to the Gulf recently to 
study NRI grievances in spite of Government already being fully aware of the 
longstanding NRI grievances and vows.

To encourage Goan NRIs to retire in Goa, the Government should seriously address the 
issue of old age and medical care. The overall infrastructure of Goa is an issue of 
great concern and the steep rise in dacoities and murders is also something that 
scares NRIs away. 

Many Goans feel the urge to play a role in shaping the future of Goa but the 
authorities would have to encourage NRIs to return and invest their skills and savings 
in the land of their roots and mere holding Sammelans at tax payer's expense would be 
an exercise in vain.

It is time the Government confronts the reality that NRIs cannot be lured and fooled  
by merely holding sammelans.The authorities who are fully aware of the demands and 
concerns should get their act together and prove to the NRI community that their hopes 
and aspirations are being met.

In 1500 the Portuguese Governor of India, Alfonso d'Albuquerque encouraged
his countrymen to marry Indian women in order to establish Portuguese
authority in India. The offspring of these mixed marriages between the
Portuguese and Indians were known as Luso-Indians and now they are called
Goans: a common community in Goa, Bombay (Mumbai) and West Coast India.

In its early days, the East India Company's Board of Directors did not
allow families or wives to travel along with its officials and soldiers to
India. The English missed the companionship of their women and many of them
had relationships with Luso-Indian and Indian women.

The offspring of these mixed marriages and relationships are known as the
Anglo-Indians. In 1687, the EIC encouraged marriages between European
soldiers and Indian women, and even paid the mother of mixed offspring five
rupees on the day the child was christened.

Until 1911 Anglo-Indians were universally known as Eurasians. For
occupational purposes and as a point of differentiation from the Europeans
and the Indians, they were designated Statutory Natives of India; while for
the defence of Empire purposes, they were called European British Subjects.

What do you mean by non-official honorary Chairman, Tony? We all know
that
Chandrakant Keni is the Honorary (i.e. without any emoluments) Chairman of
the NRI Facilitation Centre. But was he or wasn't he appointed by the
Government - or rather, by the Chief Minister - of Goa? If yes, he cannot be
deemed to be non-official, can he?
 - What I meant by the term non-official was that he was not a Government
servant holding an official post. Perhaps it was not the appropriate term to
use - I stand corrected!

CHRISTMAS USHERED IN: Carol singing, chimes of church bells, fireworks and
solemn midnight religious services ushered in the Christmas celebrations
throughout the State. Despite the chill wind and fog, Catholics all over Goa
attended midnight mass in their respective parishes which was followed by
get-togethers and parties which continued till the early hours of the
morning. Christmas trees and cribs were set up at strategic places unfolding
the Christmas story of the birth of Jesus Christ. (H)

MASSES, DANCES AND FUN: Christmas celebrations began at midnight with mass
at churches all over the State and followed by dances and various
entertaining programmes. The choirs were echoing in the streets, city
circles and houses, bringing to the common man the message of the birth of
Jesus Christ at Bethlehem. (GT)

FESTIVAL OF LOVE AND BROTHERHOOD: Christmas descended on Goa as on the whole
world to the song of angels, now an ageless yuletide anthem, Glory to God
on high and Peace to men on earth. The midnight mass was held outdoors at
the Mary Immaculate Conception church in Panaji. In his homily, the parish
priest, Fr Antimo Gomes, used the anecdote of a man who roamed the whole
world seeking an answer to his question: What language does God speak? (NT)

GOVERNOR, CM GREET PEOPLE: The Governor, Mr. Kidar Nath Sahani and the Chief
Minister, Mr Manohar Parrikar, have extended warm greetings to the people of
Goa on the occasion of Christmas. Mr Sahani said, At a time like now when
the world is witnessing many problems affecting peace and order, Jesus
Christ's message of human compassion, love and brotherhood are becoming more
and more relevant to be followed by one and all. Mr Parrikar said, It
(Christmas) is time for introspection to strive for spiritual growth as

VAILANKANI STATUE, CROSS DESECRATED: In a shocking incident on Christmas
eve, a roadside cross and statue of Our Lady of Vailankani were desecrated
by vandals in Ponda city in the wee hours on December 24. In a police
complaint, Daniel Fernandes said that when he went to open his service
station, located near the cross at Upper Bazaar, he was shocked to see the
cross and the statue desecrated. (H)

MUMBAI GIRL DRUGGED IN BUS, ROBBED: A Goa-bound passenger was relieved of
her gold ornaments worth Rs.13,000, after being drugged with a biscuit
offered by a co-passenger. Nancy Pinto (26), employed in Mumbai boarded the
bus at Santa Cruz (East) to come down to Nagoa-Bardez for Christmas. A male
passenger, seated next to Nancy, befriended her and offered her a biscuit.
Shortly after eating the biscuit, Nancy lost her consciousness. When she
woke up at about 4 am, she was stunned to find all her persons belongings-a
gold chain, two bangles, two rings, credit card-as well as the co-passenger,
missing. (H)

RAIDS YIELD HUGE CACHE OF DRUGS: Food and Drugs Administration inspectors
conducted  raids at Vagator and Anjuna and seized a large stock of
sedatives, sex-boosting drugs and anesthetics worth Rs.2 lakh. While some of
the drugs were unlicensed, others had expiry dates erased from the label.

BLACKENING OF GU PROF'S FACE CONDEMNED: The Goa University Teachers'
Association, Taleigao, yesterday expressed shock at the incidence of face
blackening of its colleague Dr Joe D'Souza, attached to the Department of
Microbiology, during office hours by some student activist on December 23.

MAN FOUND MURDERED: Anthony Gonsalves from Vasco, believed to be a security
guard, was found brutally murdered on December 24 afternoon at the Candolim

BODY FISHED OUT: The Curchorem Fire Brigade fished out the dead body of one
Nagraj Samu Sindhigar of Guddamal, Sanvordem, from the Zuari river at

'GUTKHA' SEIZED: About 84 kg of Star Gutkha worth Rs.50,000 along with a
Maruti van has been seized by Ponda police on Tuesday night. One Narendra

SHOW-CAUSE NOTICE FOLLOWING GT REPORT: Taking serious note of a report
published by Gomantak Times, the Registrar of Co-operative Society, Panaji,
yesterday served a show cause notice to the managing committee of the

You may like to know that I did write to the website administrator sometime

 Whatever be the alleged grievance, the recent attack by AVBP
activists on Prof. Joe D'Souza in his office in the Microbiology Dept. 
of Goa University must be roundly condemned. It ill behoves these
activists to take the law into their own hands, particularly after the
issue concerned was already being dealt with by the courts.
 Since both the Education and Home portfolios are with Chief
Minister Manohar Parrikar, it is incumbent upon him to initiate appropriate
action to ensure that the guilty are punished.

shirt or just a pull-over in 32-35 degree temp!!! Oh those Canadians,

Even as the government has relaxed the curbs on noise pollution
granting a relaxation on use of loud music from 10 pm to 12 midnight,
most of the religious services were held indoors.

However, in the northern coastal belt police kept a close vigil on late

walkie-talkie to Capitaum Pandurang. Poilem rre!!!

Christmas carolers were also seen at various shopping malls and merry
old Santa Claus was seen distributing sweets and gifts to little
children.
During the week, a large number of Christmas tree parties have been
organized in view of the tourist season.

Response: Khuxealbhorit Natalam! Great atmosphere. Reflects the
disposable income in the state! This time of the year many Goenkars are
known to drink to his wife's health so often that it ruins his own.

For the first time after almost a decade Goa is witnessing a flood of
domestic tourists and all hotels have been booked till after the new
year. Even the KTC bus terminus' in Panjim and Margao have been
witnessing a
flood of tourists descending into Goa during the last ten days.

Response: We hope these visitors will have a great time in Goa and be
repeat patrons and clientels. Which means, we hope Goans will go out of
their way to make these vacationers welcome as is the usual Goan
tradition. This is even if the 'dukranchem mass' is expensive the aunty
with the dukors is making a financial bundle:=) ani songlem sorpatel
has run out.:=))

Detractors do just that : detract. Very rarely do detractors add value to an
idea,concept or activity. This problem is not peculiar to the NRI cell; it
is universal. It is one reason why the individual detractors do not organise
themselves into an association ...but suggest that the OTHERS should form an
association or do the work.

In another context Vivian and Filomena are doing a good job. I have no axe
to grind with them. For the NRI cell they will remain detractors unless they
are willing to organize the association that they are talking about!

There is also a vacancy in the NRI Facilitation Cell,it appears. Any takers
from amongst the NRIs turned moradores of Goa or repat gaunkars?

  During our recent visit to the Gulf, the Chairman of the Cell
 challenged anyone present to quote an instance where the Cell had failed
to
 respond to any enquiry and there were no takers!
 It appears to be case of physician heal thyself!

Aires accepted the appointment as Vice-Chairman of the Cell and then
resigned. I declined to take his place for personal reasons viz. health, age
and the distance from my village home to the headquarters in Panjim. These
were the same reaons which led me to step down as President of the World
Wide Goans after the Convention in December 2001. I made a public appeal at
the conlusion of the Convention as well as through the Net and personal
approaches to several persons to take over the post, but no one was willing
to oblige!
It has become fashionable for us to slam any initiative taken by others
without offering any viable alternative or willigness to participate in it.

Dear Tony

I resigned as Vice -Chairman of the NRI Goa Facilitation Centre due to my
responsibilities to the legal profession and the bureaucratic nightmare
of the set-up of the Centre.
 
My role at the NRI Goa Facilitation Centre would have been in conflict with my
profession as I am appearing, and will continue to appear in various cases
against the Government. It would be improper for me to be any kind of
Government functionary.

I am also dismayed at the way the Govt. bureaucracy functions and at the
snail's speed at which things  move and I was not inclined to be a party to a set-up
that would not achieve quick and concrete results.

Mr Chandrakant Keni had been coaxing me to accompany him on this recent
gulf jaunt. I declined as I would never travel an inch at tax payer's expense.
You may have felt otherwise.

Mr. Tony Martin seems to have misunderstood the meaning of the British usage
of the word steward.
In Goa, perhaps, like in the airlines, the term steward 
is used to refer to a person who serves food in a restaurant.
But in the context of the elite clubs in the U.K., e.g. the
M.C.C.,  a  steward means a member of the top-most
managing committee.
So , Sunil Gavaskar was insulted  - not by a  waiter,
but by a member of the Managing Committee. Hence his refusal to accept the
honorary membership of the M.C.C.

I fully appreciate your concerns about the N.R.I. Cell being associated
with the E.D.C.
When C.M. Parrikar accepted the suggestion for establishment of an NRI
cell at the WWG Convention in Dec.2000, he wanted the organisers to take
over its management and was averse to it operating under any government
agency, but since the necessary resources and infrastructure was lacking, he
had perforce to accept the reponsibility. Since he did not want it to
function directly as a Government Department, the next alternative was to
associate it with a Public Corporation such as the EDC.
It should, however, be clarified that although its offices are located
in the EDC premises and one of its officers has been deputed as a Nodal
Officer to the Cell, it does not function directly under the EDC management
but under a non-official honorary Chairman Mr. Chandrakant Keni.

Regarding Tony Correia-Alfonso's posting about the
official NRI Cell in Goa.  Let me first correct what
Tony says:

I DID NOT propose an NRI association to REPLACE the
official NRI cell. In fact, I suggested an association
of former Non-Resident Goans who have returned to
settle in Goa.  I specifically stated that the group I
was suggesting would not be a replacement for the
official NRI Facilitation Center. Instead it would
inter-act with  and complement the offical center.  As
a group we would be listened to, as a lone voice
carries no weight.

What I suggested was an association of NRI returnees
as a self-help group to share experiences and to
assist each other with the problems unique to those of
us who have returned to Goa.  The NRI Facilitation
Center has its vision on a far higher plane, and
appears to have a single mission - to get NRI
investment in Goa whether financial or through
personal expertise. Perhaps it stands for
 Non Resident INVESTMENT Facilitation Center 

Tony, having called out to Goans several years ago,
to return to their mother land, should have more
empathy for those who heeded the call.  From personal
experience I can relate my frustrating experiences in'
dealing with the bureaucracy for mundane tasks such as

purchasing a vehicle, getting a drivers license and
other matters, all because I do not have a Ration
card,
and was derogatorily called a bhailo. Issues unique
to holders of foreign passport include dealing with
the Customs service, Police Foreigners registration
procedures, Tax issues etc.  Is there anyone at the
NRI Facilitation center who can guide us or help us
with such matters ?

My experience with bureaucracies anywhere in the
world,
and more particularly in Goa, has been dismal.  That
is why I have a deep-seated suspicion of anything in
which the bureaucracy is involved. If one puts a value
to the time put in by some top officials of the
Government to organize the Samelan, that alone would
be a heavy expenditure, that could be better utlized
elsewhere for the betterment of Goa.  

We can agree to disagree, but I stand by my beliefs.

GOVERNOR, CM GREET PEOPLE: The Governor, Mr. Kidar Nath Sahani and the Chief
Minister, Mr Manohar Parrikar, have extended warm greetings to the people of
Goa on the occasion of Christmas. Mr Sahani said, At a time like now when
the world is witnessing many problems affecting peace and order, Jesus
Christ's message of human compassion, love and brotherhood are becoming more
and more relevant to be followed by one and all. Mr Parrikar said, It

VAILANKANI STATUE, CROSS DESECRATED: In a shocking incident on Christmas
eve, a roadside cross and statue of Our Lady of Vailankani were desecrated
by vandals in Ponda city in the wee hours on December 24. In a police
complaint, Daniel Fernandes said that when he went to open his service
station, located near the cross at Upper Bazaar, he was shocked to see the
cross and the statue desecrated. (H)

MUMBAI GIRL DRUGGED IN BUS, ROBBED: A Goa-bound passenger was relieved of
her gold ornaments worth Rs.13,000, after being drugged with a biscuit
offered by a co-passenger. Nancy Pinto (26), employed in Mumbai boarded the
bus at Santa Cruz (East) to come down to Nagoa-Bardez for Christmas. A male
passenger, seated next to Nancy, befriended her and offered her a biscuit.
Shortly after eating the biscuit, Nancy lost her consciousness. When she
woke up at about 4 am, she was stunned to find all her persons belongings-a
gold chain, two bangles, two rings, credit card-as well as the co-passenger,

RAIDS YIELD HUGE CACHE OF DRUGS: Food and Drugs Administration inspectors
conducted  raids at Vagator and Anjuna and seized a large stock of
sedatives, sex-boosting drugs and anesthetics worth Rs.2 lakh. While some of
the drugs were unlicensed, others had expiry dates erased from the label.

Nagraj Samu Sindhigar of Guddamal, Sanvordem, from the Zuari river at

'GUTKHA' SEIZED: About 84 kg of Star Gutkha worth Rs.50,000 along with a
Maruti van has been seized by Ponda police on Tuesday night. One Narendra
