Getting into Goa In Singapore, you get free local phone calls on arrival at the airport. In Finland's capital of Helsinki, the sleek and regular Volvo buses ferry you from Vaanta airport to town for around four to five Euros, an extremely reasonable fare by local standards. If you're a stranger in this city, no reason to fear. There's a nifty website that gives you elaborate instructions on how to get from one point to another in town. Not just that, it will also tell you exactly how long your journey would take, what time you need to start at if you want to reach on time, and which buses or trains or trams could connect you. Even nearby Bangalore welcomes you to the Garden City with pre-paid autorickshas from near the main city railway station -- which means no over-charging -- and an un-crowded booking counter that allows you to book tickets speedily to scores of destinations in neighbouring states. Places like Hyderabad have elaborate what's-on guides that tell you how to keep buys while in the city. Smaller cities like Hubli or Belgaum make up by their local transport network. What does one get in Goa? You land at the airport, and there are no buses to take you onward. Your taxi ride costs more than a Mumbai-Goa bus ticket. That's not all. Across the state, taxis and rickshaws charge so extortionately high, that they've almost priced themselves out of business. Few taxi operators do well. Others wait in queue up outside hotels to get a single passenger, which could be once a day or even once in two days. Goa's scattered nature, and lack of return passengers, poses its own problems. But surely some solution could be thought of; just as the mini-buses have proven to be a boon to ply in parts of a small state where larger buses have been unviable. Leave alone the tourists, even the locals are plagued by a transport system -- dreams of the Skybus notwithstanding -- that saps their energies and makes them un-competitive. It results shops in main-towns like Panjim closing shutters by 8 pm if not earlier; workers need to, after all, find their way home. River-based transport, both scenic and enjoyable, never touches even a fraction of its potential, despite frequent promises on this score. For a supposed touristic paradise, Goa offers the visitor a rather raw deal. Getting into or out of Goa can be quite a challenge. Strange for a state which claims to be one of South Asia's most popular tourist and conference destinations. This is something that plagues many of the 1.35 million residents of this state, and a greater number of visitors coming to Goa each year. It also affects the large expat population of Goans, regardless of whether they come in by air, rail or road. Thing are far from functional. Start at the Konkan Railway Corporation booking counter at Panjim. It could be an interesting exercise to study the man-hours wasted there, because of the long queues one has to put up with. During the frequent seasonal rush, tickets are hard to come by. Railway agents help a bit; but if you have to cancel a ticket booked through an agent, life can be hell. The KRC was showing some signs of offering more travel options to Goa; but the June 2003 accident that killed 50 has meant a major setback to their plans for faster trains and safer journeys. Goa's rail links with Bangalore, not even a daily service, show the lackadaisical manner in which the transportation needs of the region are taken care of. We're worse off, on this front, than we were many years back. The coastal steamer offered both tourists and Goans an inexpensive and enjoyable journey; but the misdirected IPKF operations in Sri Lanka put paid to that once and for all. Substituting that with catamarans and hover-crafts have long been spoken of, and even tried. Even if far costlier, such services have, till date, not been able to sustain themselves. Bus services have long been propped up by the private sector. Market pressures have brought in some degree of efficiency. But there too, all the buses for Mumbai depart from either end in the late afternoons or evenings. This means, the traveller is stuck if he needs to reach Mumbai (or Goa) at any time other than the morning. Besides, buses can be plagued by breakdowns en route, or get caught in the morning traffic-jam while entering Mumbai. Can such infrastructure just be left to chance to come about? Not to say that the air scenario is better. Mopa airport is still a dream. Navy-controlled Dabolim offers its odd-hour slots to the airlines, meaning you land there around dawn, or have to jostle with the whole lot of flights bunched-up during the afternoon hours. Within Goa, the transport infrastructure is as chaotic, if not worse. Office-goers living as little as 10 kms away from the state-capital have to depend on their own two-wheelers, thereby clogging roads and enhancing pollution levels in this small state. Late-night buses, despite frequent promises, have been a non-starter. Even on the

What about the two forts in Chapora. The small one on the beach and the big one on top of the hill. Are these protected by the State. When I last visited the forts there were shacks and trash all around inside the big fort on top of the hill. An ugly sight for tourists! An E.G.M was called for elections. They were advised that it would be illegal to hold an election at an E.G.M. . The remedy used thereafter is highly irregular if not down right illegal. The confirmation of elections can only be done at an A.G.M as per our Constitution. If he was not elected in the first place they body cannot simply okay something which didn't happen. I have checked on the legality of this and have found out that it is a down right fraud . Furthermore it was not on the agenda that this was the course of action that would be taken. I have received advise that the correct thing, would have been to call and A.G.M under the title of unfinished business. The President may be opted by the Board members. If this is the case he has no authority to sign. Many people perform a service and are allowed to charge for their services - say a band playing or a disco When and if you pay over the odds for a disco then you suspect that something is not correct. Secondly the usual practise is for the offertory collection or part of it to be gifted to the officiating clergy. I have not read anywhere in our Constitution that the Association can organize religious events. We have a memorandum and this should be adhered to. I do not believe this to be the case. It might be that it was worthy to make gifts, where do we stop and how far can we go? Every year the government calls for applications from among the Goan people at the onset of the tourism season for running of shacks on the beaches and the shacks are allotted after draw of lots. Though the successful applicants have been given assurance over the years by the authorities that they would be given the contract to run the shacks next year, somehow or the other the assurance made to shack owners have not been kept. Like every year, this year also the applications were called for running the shacks and 193 people have been allotted shacks after draw of lots, which was held in public. But some of the shack owners, who lost out on lots, have been crying foul and allege that the system was not foolproof. The tourism director, Mr N Suryanarayana told The Navhind Times that the draw of lots was held in full view of applicants and young children and others among public were invited to draw lots. This system has been adopted by the government ever since the Bombay High Court directed it, he added. Mr Suryanarayana, however, said that this year government had decided not to give licences to run the additional 51 shacks which were permitted last year. This decision follows the assurance to the effect given by the Tourism Minister, Mr Francisco Xavier Pacheco on the floor of the state legislative assembly. He said that there were as many as 60 new allottees this year from among the 193 successful applicants. He also said the applications at various strategic tourists locations, like Calangute, Candolim, Baga, Colva, etc were far in excess of number of shacks to be permitted and at other places like Velsao, etc the applicants match the number of shacks to be permitted. Mr Suryanarayana denied knowledge of any of the allottees giving rights to run the shack to others for a premium. There have been allegation that a number of people seek allotment of shacks and on successful bidding they give the rights to others, most of whom are those who do lose out on lots but have been running the shacks earlier. Meanwhile, key players in the hospitality industry feel that government should have a uniform policy to regulate the food business on the beaches. The senior officials in the hospitality industry feel that rather than permitted shacks all along the beaches, the government could set up food courts on-line with those existing in other parts of the world. For this, they said, the government should build infrastructure complete with all facilities like running water, toilets, decent food storage facilities, proper cooking facilities septic tanks, etc at strategic places near the beaches and let out these to the successful applicants. These facilities would help maintain the beaches and also help the service providers provide better quality food thereby eliminating health risks. These facilities will also help the people run their business well, said the officials in tourism industry. No water supply to residents of Valpoi for three days. According to sources, the taps went dry on Wednesday and the water was released only on Saturday.Unhappy residents pointed out that many representations were made to the PWD office, but no officer was present to entertain their grievances. When Herald contacted the local PWD office (Water Supply), it was revealed that the Assistant Engineer, holds additional charge of Valpoi, attends to duties at Valpoi only twice a week. On the other days, he is at his present posting at Bicholim. The post of a full-time AE is vacant, following the transfer of AE Kotariya about six months ago.Moreover, the post of two junior engineers are also vacant, since the past few years.The lone engineer Talikutti reportedly went to the site at the Dabose Water plant, leaving only clerical staff to face the wrath of angry residents at the PWD office. Sources from the PWD office explained that the shortage of water was due to disruption in electricity. However, they (PWD) could have used a generator, in the absence of proper electricity, and this would have reduced the hardships of the residents, insisted Valpoi Municipal Council vice-chairman Daud Ali Aga. When contacted, Deputy Speaker and local MLA Narahari Haldankar admitted that the water supply problem could have been averted, had the PWD used its generator. However, the PWD generator is under repairs, explained Haldankar, but warned that such a lapse by the PWD would not be tolerated in future. Haldankar also asked the VMC to begin cleaning of all public wells, as a preparatory step to tackle water scarcity, which could affect residents during summer. Meanwhile, electricity department Assistant Engineer S Fernandes informed Herald that at least 25 trees at Rede-ghat at Valpoi fell on electricity lines during strong winds which hit Valpoi on Wednesday afternoon. Power supply was restored after 24 hours. Unfortunately, within restoration of power supply, another tree fell on the wires and power was shut down for another day, explained Fernandes.The clearing operation was done by the Valpoi Fire Services, Valpoi police and the electricity department. After joining the Loreto Sisters of Dublin, she came to India in 1929 and took the name Sister Teresa. She spent 17 years teaching and as principal of St Mary's High School in Kolkata before deciding to work among the 'poorest of the poor'. Around 1948, she decided to form a congregation. But she lacked medical training to serve the sick. Hence, she headed for the Holy Family Hospital in Patna to learn about first aid. Patna archbishop Benedict J Osta told rediff.com that the three months she spent there were very precious for Mother Teresa. It was a period of uncertainty. She was frightened and unsure of the future. It was her training at the Holy Family Hospital that gave her the confidence to go ahead with the task she had in mind. The room where Mother Teresa stayed is now a part of the Missionaries of Charity's house. Outside the room there is a board that read: 'Mother Teresa, who started her mission of love after undertaking training at Padri ki Haveli, stayed in this room, 1948.' It has been left untouched, as it was when she inhabited it. The small room still has everything she used: an iron cot, a large desk, a small table on which she kept her Bible, a chair, a wall-mounted cupboard, a kneeler bearing the symbol of Jesus Christ and a wooden clothes hanger. The room leads to another, which has a picture of Mother Teresa with the first governor of Bihar and Bishop Wilder Muth, taken on the occasion of the inauguration of the MC House in Patna in 1963.
