Back in those days, there used to be establishments (restaurants and clubs) in Dubai which were members only, which was an euphemistic way of saying Whites only. Meanwhile there is a need to revamp the entire Board of official and non official members of the Goa Advisory Board for the effective implementation of the Goa Daman and Diu official Languages Act 1987 viz;constituted on 10.10.2005, 13.01.2006, 22.6.2006 only after the agitation of the protogonists of Konkani only in the Roman script took shape i.e since June 2005. It is seen that the Board is constituted of two thirds majority non official members who are STAUNCH protoganists of Konkani only in Devanagari script viz; a) Mr Chandrakant Keni b) Mr Pundalik Naik c) Mr Dilip Borcar (of Agacaim ) d) Mr Shivdas N (Naik) e) Mr Damodar Mauzo f) Mr Vishnu Surya Wagh included on 22.6.2006 g) Mr Shambu Bhau Bandekar ex MLA Canacona -do- other two members (included on 13.1.2006) apparently to represent i) those Goans whose mother tongue is Konkani but write in Marathi and ii) those non-Goans who have settled in the Novas Conquistas talukas before and after liberation who speak and write Marathi a) Mr Gurudas Sawal Gomantak Marathi Academy b) Mr Narendra Azgaonkar of Camurlim and only two others who have not been vocal on the demand for official language status to Konkani in Roman script; a) Mr Simon D Souza ex Dy Speaker (has an eye on the Vasco da Gama Assembly Constituency seat in the forthcoming elections) b) Mr Olivinho Gomes ex Goa University ( has some disputed financial dues to be cleared by Goa Government) Similarly the Advisory Board for Konkani of the Sahitya Academy at New Delhi is heavily loaded in favour of the protoganists of Konkani ONLY in Devanagari script and hence needs to be revamped to constitute it with both the factions --- protoganists of ONLY ONE SCRIPT ONE LANGUAGE and UNITY IN LANGUAGE AND DIVERSITY IN SCRIPT The Chief Minister Mr Pratapsing Raoji Rane being the Minister for Official Languages is also aware that the Statement of Objects and Reason of the Goa Daman and Diu official Language Act --- clearly states that 95% of the people of Goa speak Konkani which lays to rest the fact that none can temper the Official Language Act 1987 but an amendment to incorporate in section 2c /Roman script will not alter the principal act, in any way. In any way after the grant of Statehood to Goa and segregating the two overland territories of Daman and Diu the Act needs to be amended in any case as proposed in 2000 by the ex CM Mr Manohar Parrikar. Therefore the protoganists for Konkani in Roman script should channelise their energies ONLY seeing that the ninteen year old justice done to Konkani in Roman script is settled even if it means unseating the coalition Government in power. They should also be clear in their minds that the present agitation which has no numbers in its favour is for --- doing away with the introduction of one subject ENGLISH in the Primary section Marathi medium schools. This is because most of these persons send their wards to English medium schools and are only interested to deprive the low income groups to learn the language of the stomach English as it would also dilute their vote bank -- remember if there is a politician at one end there ought to be a fool at the other hence if all are educated and literate the vote banks are affected and politicians suffer the threat of defeat. The young turks rebels should take up this issue and muster the courage to remedy this injustice now or never. Meanwhile the local press has been distorting the SCRIPT ISSUE as a LANGUAGE ISSUE and fomenting a divide for reasons unknown. After Independence day -- the protoganists for Konkani in Roman script will demand from each of the MLAs to make their stands clear in writing. They should not try to make noises behind the skirts of women or behind the curtains of the GPCC office or the CLP but stand by the courage of conviction for whatever they stand. In any case they should remember that as lawmakers and representatives of the people they should reflect in their duties the will of the people and not of their own. Hi Fausto, What are your specific objections to Marathi being included in the Act? Would you recognise that a significant section of the Goan population (we are not talking about Maharashtrians here) use Marathi as their preferred language for literary and cultural purposes (just as we are currently using English). Also, should the state be playing a role of proscribing which language should and should not be used? Hasn't this very situation lead to a mess at the primary level of education (nursery in English, primary in Devanagari Konkani, middle and high school back in English)? Why bother about excluding certain languages based on age-old biases? In any case, Konkani as the 'official language' for nearly 20 years hasn't offered government jobs in any significant way, though this was held out as a promised carrot in the past. As far as the bogey of languages like Kannada is concerned (which some have been raising), don't forget that Goa was ruled from what is now Karnataka for a significant period of time. And, before Devanagari and Roman came on the scene, wasn't Hale-Kannada the lingo used here? Including for comunidade records? This looks like a scare-building exercise to maintain hegemony. This is to bring to your kind notice that the attached questionnaire was submitted to you at the hearing with a copy of the same to M/s. Prudential Group on the Mapusa Project, the same was read out with certain apprehensions by the undersigned during the said Public Hearing. The response to those queries are still awaited from the concerned authorities as well as from M/s. Prudential Group. We take the liberty to add one more query to the questionnaire already submitted as above so that this may also be taken on record while making your report as required by MoEF, (Ministry of Environment and Forests) New Delhi, on its standard PUBLIC HEARING FEEDBACK FORMAT. In addition to the questionnaire already discussed during the Public Hearing, we would like to know if the 'contour plans' of the property at Chalta No. 10, PTS 36 at Mapusa has been made. If yes, kindly furnish a copy of the same. At the Public Hearing, M/s Prudential Group presenter has gone on record to say as under:- QUOTE Though both project costs are less than Rs. 50 crores individually, which ceiling invites EIA proceedings of which Public Hearing is mandatory, the Group felt it fit to do the EIA even though it was not officially required to do so. UNQUOTE In view of the above, kindly clarify if this EIA report has been done voluntarily and without it being binding on the Group. Kindly furnish us with the transcript of the final report of the Public Hearing that will be sent to MoEF, New Delhi for our perusal and action. We remind you, Sir, that our stand is not against these development projects in Panjim city as well as in Mapusa. All we are saying is that the Public Hearing should have been conducted prior to the deforestation, hill cutting and generally before starting of construction work on these projects. It must be noted that both the projects were will underway in violation of section 4 of the EIA notification, 1994 at the time of the said Public Hearing conducted on August 8, 2006. We would also like to bring to your kind notice that no print media persons were present (as required by item 22 of the PH Feedback Format) for the Public Hearing except for one of Goa's cable TV Channels (Goa 365), that too because the undersigned had made a special request to its Director for its presence for the hearing. Hello Eric, Indeed it’s very sad news given by Eric, about the Carnac Road Chapel. It was the most frequented chapel for me during my three years residence in Mumbai, just next to Metro Cinema. As it was a walking distance, I can say equal walking distance also to Our Lady of Dollars, but preferred to this chapel, I will certainly miss it on my trips to mumbai. I have learnt that the Jesuit fathers have shut it's doors, a response to falling attendance: most Crawford Market catholics have now moved on. It had been magnificently renovated in the early 60's: at the helm of inspiration/design/architecture was Basque native, Rev. Molinet - he had taught us french. It would never have happened, however, without the Barcelona duo, Bro. Munoz and Bro. Hernandez, master craftsmen who never appeared to put their chisells down. I really meant to remember the Choir, doing this today. Devanagri, Devchargiri, Dadagiri! Open letter to whoever is responsible for excluding official Konkanni in Roman script! Whats this I hear about Devanagri script being the only official script for my mother tongue Konkanni? Shouldnt be there a freedom of rights for anyone who wants to write Konkani in any script? Do you have to force a writer to write Konkani only in Devanagri script to be recognized? If you write Konkani in any other script is the writer not qualified for Government grants even if the quality of writing is of superior standard? This is just not acceptable. Why force anyone to write against his/her wish in a script s(he) is not conversant with and be a loser, especially those writers born in Goa before 1961? Enforcing this is similar to forcing Hindu Goans writing in Konkani in Roman script during the Portuguese rule. Is there any evidence of this? If there is, it is equally unacceptable. But the Portuguese never encouraged Concanim anyway. Hindus wrote letters in Konkani/Marathi in Devanagri script and less educated Goan Catholics wrote Konkani in Roman script. In fact the only qualification for a Catholic bride at that time would be a requirement to write letters in Konkani in Roman script together with some sewing skills. I remember one Prof Sardessais Conversacao guidebook which translated Portuguese phrases in Concanim in Roman script of course, and which was a very valuable tool for Goans from villages to learn the Portuguese language. We never saw Concanim written in Devanagri script during Portuguese rule, not that it was of any use to us. The only Devanagri script we saw was for Marathi schools in Goa and there was even Urdu script for Urdu studies. So it is no wonder that after the liberation, no Catholic Goan (born before 1961) that I know of was ever awarded a Sahitya Academy award for Konkanni so far, because most of the veteran writers came from the pre-liberation period. If novelist Reginaldo Fernandes were alive today, he wouldnt get any Sahitya Academy Award for sure, because he wrote Konkani in Roman script. The only Catholic Goan, who could come close to receiving it would be Prof Olivinho Gomes, but he never wrote a novel in Konkanni in his life as I can recall, although he translated some works from novelists like Francisco Luis Gomes from Navelim.(Os Brahmanes, I think). If I write Konkanni in Devanagri script it could be full of mistakes, like I wouldnt know if I use the first u or the second uu or first ka or second kha,etc and I am not able to differentiate between these accents, but I can write a novel in Konkani for its substance, wordage and entertainment. But I have to write it in Devanagri script or else it is not recognized by the Academy. Where are my rights? Its ok to make Konkanni in Devanagri script compulsory for people born after 1961 for sure, but what about us? We have something to offer for readers in Konkani literaure, but the Government says we are no good writers as long we write in Roman script. Isnt this a double standard? Is it our fault that liberation took place in 1961? Did the Indian government or the Indian Sahitya Acadmy make sure that we, the Catholic students during the Portuguese rule in Goa, were allowed the facility to learn Devanagri script in our aula, the way they force it now in Konkani schools? No! And if there was such a facility, I would surely have taken it. The Marathi schools were far away in Hindu strongholds. I took French and it was even more difficult. So why castigate people like us now? So I would request the Human Rights department (if there is such a thing in India) from Goa/India or the freedom fighters or anyone who took away our rights/freedom to write in our script of choice against our wishes, to strongly force the government to recognize Konkani in Roman script. So let Konkanni be written in Devanagri script or in Roman script and let every writer be recognized for his/her contribution to society. Remember Hindus too wrote Concanim in Roman script during the Portuguese rule and were recognized by the people of Goa for their contribution in Concanim Tiatro or on Vauraddeancho Ixtt or other publications. So dont give us the only option there is right now, that Konkani will be recognized only in Devanagri script and that it is the only right way or else take the highway. After all, Konkanni in Roman script is NOT Devchargiri. But if that is the governments or the Sahitya Academys or anyone elses perception, then I am afraid I can accuse all of you as the perpetrators of a greater Dadagiri! Silviano C.
