Punishing the guilty as direct 'Retribution' In many countries (specially traditional ones), the guilty are subjected to quick corporal punishment instead of lengthy period of incarceration / imprisonment. In 1994 an American youth called Fay, residing in Singapore was convicted of vandalism and subjected to Singapore's legal justice. This created and international uproar, especially in the USA. The statement noted that in the past five years, fourteen young men aged 18 to 21, twelve of whom were Singaporean, had been sentenced to caning for vandalism. Fay's arrest and sentencing shook the American community in Singapore. Schools advised parents to warn their children not to get into trouble. The American Chamber of Commerce said We simply do not understand how the government can condone the permanent scarring of any 18-year-old boy -- American or Singaporean -- by caning for such an offense. Two dozen American senators signed a letter to Ong on Fay's behalf. But according to a string of polls, Fay's caning sentence struck a chord in the U.S. Many Americans fed up with rising crime in their cities actually supported the tough punishment. Singapore's embassy in Washington said that the mail it had received was overwhelmingly approving of the tough sentence. And a radio call-in survey in Fay's hometown of Dayton, Ohio, was strongly pro-caning. It wasn't long before Singapore patriarch Lee Kuan Yew weighed in. He reckoned the whole affair revealed America's moral decay. The U.S. government, the U.S. Senate and the U.S. media took the opportunity to ridicule us, saying the sentence was too severe, he said in a television interview. [The U.S.] does not restrain or punish individuals, forgiving them for whatever they have done. That's why the whole country is in chaos: drugs, violence, unemployment and homelessness. The American society is the richest and most prosperous in the world but it is hardly safe and peaceful. The debate over caning put a spotlight on Singapore's legal system. Lee and the city-state's other leaders are committed to harsh punishments. Preventive detention laws allow authorities to lock up suspected criminals without trial. While caning is mandatory in cases of vandalism, rape and weapons offenses, it is also prescribed for immigration violations such as overstaying visas and hiring of illegal workers. The death penalty is automatic for drug trafficking and firing a weapon while committing a crime. At dawn on May 13, six Malaysians were hanged for drug trafficking, bringing to seventeen the number executed for such offenses so far this year, ten more than the total number of prisoners executed in all of 1993. Most Singaporeans accept their brand of rough justice. Older folk readily speak of the way things were in the 1950s and 1960s when secret societies and gangs operated freely. Singapore has succeeded in keeping crime low. Since 1988, government statistics show there has been a steady decline in the crime rate from 223 per 100,000 residents to 175 per 100,000 last year. Authorities are quick to credit their tough laws and harsh penalties for much of that. Mog asundi Miguel Navhind Times on 29 July, 2008 Cong panel says no to central varsity status for GU by RAMNATH N PAI RAIKAR Principal Correspondent PANAJI — A panel constituted by the Goa pradesh Congress committee under the chairmanship of Mr M K Shaikh to present its observations on the proposed centralisation of the Goa University, is of the opinion that Goa University, the only state university, should work as a state-based university and the central government could think of setting up an independent central university for Goa. The panel members, who deliberated on the related issues at various meetings, are expected to present the report to the GPCC later this week. Speaking to ‘The Navhind Times’ Mr Shaikh said the report is under preparation and would take all aspects on centralisation of the GU into consideration. The panel members include senior educationists namely, Fr Romuald D’Souza, Prof Suresh Amonkar, Prof M S Kamat, Prof Newman Fernandes and Prof Hillary D’Souza. The panel is of the opinion that although a centralised university in Goa would receive lot of funds from the Union ministry of human resource development, besides quality faculty to teach at this university and better students, there would be certain drawbacks to it such as local students having to compete with national level students, if adequate clauses are not included while transforming the Goa University into a central university,” the sources informed. The report of the panel would also include recommendation that certain colleges in the state, which have developed themselves into excellent educational institutions should be allowed to run autonomously. The report is further expected to suggest that though most of the departments at the GU fail to fill up the required quota of students, with the exception of chemistry department, a separate central university could be set up with departments dedicated to educational fields which are not available at the GU. “The panel is of the opinion that a central university in Goa can be a good research institution, besides being an educational body, and help the students to carry out frontier research,” the sources revealed. The panel has also taken into account the possibility of many foreign universities opening their shops in Goa in the near future. “The report may further have references to such possibilities, as an outcome of liberalisation wherein even the government of India cannot stop the influx of foreign universities in the country,” the sources informed, adding, “Goa being a centre of attraction worldwide, will attract many of such educational institutions and could, in the next 15 years, whether one likes it or not, become an educational hub.” The report of the panel, in a nutshell, will recommend maintaining the identity of the GU as an autonomous body, with the monitoring and administrative control from the state government, and presentation of its annual report as well as budget in the state assembly, the sources maintained. Though you two appear to be mentally as steady as 25 year olds, me, well more than triple this these days at least... Recently as 4 or 5 years ago I could have held my memory any 25 year old with every bit of scrap information from the time we landed at London Airport in 1961 till a few years ago but these last few years have taken their toll on my little grey cells, I seem to forget names, sometimes place names, I will wander mid-sentence or lose the thread of my conversations with friends, family even my customers at my business. Now if that's not a form of creeping alzheimers I dont know what is. The grey matter needs working upon, daily regularly reading, not just for eye exercise but keeping up with current affairs around the world (especially these days in Goa, there is so much going on there, sufficient for anyone keeping away the dreaded memory loss, stay alert fit until at least they reach 100 and beyond). I tried to remember things by association this sometimes works but eventually, like the dreaded house of cards, it only takes a little wind.. Says Edwin: “There were stains of blood at the entrance and a chargeable torch lying in the veranda with the door wide open. It was obvious that Dominic had suffered some head injuries and bruises at a few places on his body. The first postmortem report suggested head injuries at the back and also on the forehead. Bruises in the neck, elbow and knee region were also identified. The first autopsy report does not mention any vital organ failure which could lead to death. “There was further reason to suspect murder as the deceased had had a brawl with some quarry workers around 15 days before his death. The dispute was over a demand for an additional access road bisecting the property to which he had refused leading to fisticuffs. The investigating officer, Canacona P. I. Suraj Halarnkar in his casual approach failed to collect the crucial evidence from the site which was not cordoned off during the first investigation. When pressed by family members of the deceased to register it as a case of murder, Canacona PI Mr. Halarnkar refused saying that he has to get permission from the Superintendent of Police South Goa.” Subsequently an application was filed on 24th July 2008 in the office of Superintendent of Police, South Goa, to register the case as murder. But till date no case is registered. The argument of the police is that the cause of death in the postmortem is reserved and the police would act only after the analysis of viscera is obtained. However till 29th July 2008, eight days after the death, the viscera was not send for analysis in spite of frequent pleas to the Superintendent of Police to that effect. This was when my daughter expressed a sudden renewed burst of interest in discovering yet more things about her Goan heritage! She then asked if I would accompany her in this instance. It was hard to refuse! I therefore forsook the competing and infinitely cheaper visit to the Goan Festival in London that is invariably a great success with about 6000 people attending annually. However, I was glad Toronto won in this instance! We both had open minds about what we might expect and were pleasantly surprised and pleased with the entire programme. The 'keynote addresses' were very relevant to the theme of the Convention and prompted a range of questions from the floor. Several workshops were arranged and it was possible to choose whatever one wanted and learn so much. Further, the informal discussions among varied participants were also highly valuable from my perspective. The Convention prompted at least one participant to say that we in the Goan Diaspora could do more than just discuss issues about Goa at Goan Conventions and expressed the strong desire, circumstances allowing, to visit Goa and work voluntarily in a specialist capacity. If such voluntary hands-on support was welcomed in Goa, it could set a trend, if not happening already, for at least one key outcome stemming from the Toronto Convention. Any successful convention/conference manages a good balance between serious and thought provoking discussion, and a good quality social programme alongside. This was achieved extremely well at this Goan Convention in Toronto. From my conference organising experience, I am aware that, it is not an easy task at all to arrange for one lasting for about a week and therefore want to congratulate Kevin Saldanha and his team of hard working organisers who generated this innovative, succesful and satisfying event. They assiduously took care of every detail, including meeting the many needs of the participants, and were particularly helpful to those of us who were unfamiliar with the convention setting in Mississauga. Despite the enormous time and energy they had invested in organising the event, they managed to save much warmth and cheer for the participants and this was much appreciated. There were two other things to note. It was wonderful to meet and discuss issues with several Goanetters who were just names previously as well as to make new acquaintances. Outside of and also at the Convention, I also managed to meet old friends resident in Toronto who proved to be as excellent hosts as the Convention organisers--leaving me with a truly warm feel for the many Torontonians I met on this trip. I only hope that the UK Goans will be able to reciprocate just as well when the Goan Convention is held in London. Having just flown back from Toronto I feel pretty jet lagged and 'groggy' but wanted to respond quickly to your post before contemplating reading the mountain of mail in my inbox. But for the sheer tiredness, I would have provided much more detail than I have done rather hurriedly above. Too many innocent Indians have died for no reason while in the past, instead of taking and demanding ACTION, most Indians breathe a sigh of relief that they were not in the area, and brag of life returning to normal within 24 hours - of course for everyone except the friends and families of the innocent victims whose lives are scarred forever. While it is facile for some intellectually lazy Indians to somehow cite the US as an enemy of Islam, nothing could be further from the truth. Israel's battle for survival, too, is not against Islam, but radical Arabs who have refused to accept its right to exist in peace and security. In Afghanistan and Iraq, the US has led the battle to liberate 50 million Muslims from the previous brutal tyranny of a small number of Muslim tyrants. The US has been in the forefront of liberating mostly Muslim Kosovo and Albania from European Christian Serbian extremists and terrorists. When the tsunamis hit a few years ago, it was the US rescue and relief efforts that helped Muslim Indonesia cope with the disaster. In order to confront the growing terrorist menace, India and Indians need to first place the blame squarely where it belongs - on Pakistan and its ISI - and to incorporate the millions of sane Muslims who dominate the Muslim community in India in battling the enemy trying to disrupt and destabilize India. The US succeeded in getting the Sunnis in Iraq to confront and defeat Al Qaeda by showing them that their primary targets were not Americans but innocent Muslims. India must encourage Indian Muslims to confront the Indian Mujahedeen, who are heretics in the eyes of Islam. Killing innocent civilians for no apparent reason is described as a haraam in the Quran, and Indian Muslims, who are often among the innocent victims, know this better than anyone else. Another step must be to present the evidence of Pakistan's complicity in these attacks to the UN and demand that, if it does not stop, the UN must shun Pakistan as a state sponsor of terrorism that must be sanctioned by UN member states. Enough is enough. The US succeeded in limiting the terrorists to the sneak attacks on 9/11/2001. Instead of placing subtle blame on the US, which is leading the fight to liberate innocent Muslims around the world, India must see how this was done and do the same. Finally, cross border attacks on terrorist camps in Pakistan must not be ruled out if Pakistan will not take action against them. Enough is enough.

One said Govt to put Mopa work on fast track. The other, on the front page, said Land acquisition for Mopa starts. It is reported that acquisition of about 1800 acres of land for the airport proper is being restarted at Mopa after going on for 5 years. Simultaneously another 220 acres of land are being acquired for the approach road. The process is being fast tracked on the basis of trhe ICAO report which said Dabolim would be saturated by 2012-13. There is, however, no information about when the land acquisition would be completed. But there is a plan to appoint a new steering committee for Mopa airport within one week. I wonder if Goa is on the fast track to a first rate fiasco. It is one thing to speed up the land acquisition for the airport and approach road. It is an altogether different matter to put up the airport on a Big Bang basis in just a few years. For one thing, the ICAO data are as of 2005 or 2006 when air traffic growth rates in India and Goa were at their peak. They have since subsided considerably due to the spike in crude oil prices and hence ATF and air fares. So the expected saturation at Dabolim may be put off for a few more years at least. Goa needs to know how the CM plans to keep his promise to keep Dabolim open while Mopa is being operated. What about the slogan Mopa yes, but not at the cost of Dabolim? We need to know whether the planned design and business model of Mopa is likely to put Dabolim out of business, intentionally or unintentionally. This has to be out in the public domain and not foisted on the unsuspecting Goa populace at the last minute. A fraud is quite likely to be perpetrated which will ruin Goa's economy and society for all time. Where are all the land scam experts who should be throwing some light on the re-starting of the acquisition process? Most importantly, who is going to hold the CM and his steering committee accountable for transparency on the plan for Mopa? What happened to all the saviours and redeemers of Goa? Sleeping soundly? The workshops/topics were varied and provided a springboard to action. As we know, the Goa is under attack on various fronts and needs all the help she can get. This convention provides one vehicle for expats to connect with Goa in a constructive way. No doubt Goa Sudharop will do its bit, but a worldwide mass is needed to be more effective. It was great to meet Virginia Gomes (Lisbon) and Cornel da Costa (London) for the first time. Both raised a number of pertinent issues/questions which provide food for thought if we are to move forward. Also wonderful to see some familiar faces. I know Bosco, Francis, Kevin, and their spouses/families made great personal sacrifices and spent a good deal of time to make this convention happen. Also Mervyn, Ben and others. To all of them our gratitude. Ultimately the success of a convention is judged in time with the legacy which endures through serious initiatives and collaborations. In that respect, a good start in Toronto, potentially building on Lisbon last year. Romance may have befallen some too. Keep fighting for Goa. The next similar convention is in London (more later). This conclusion was based on evidence - what I saw and researched in the course of my relentless travel to all corners of Goa almost every day the past 15-18 months. This evidence was published in the form of photographs, hundreds of them, later distilled into a photo documentary The Rape of Goa. More recently, dossiers I obtained under the RTI Act were adduced here on Goanet (and made available to Lionel Messias who has begun publishing them in the local press). Not a single GBA honcho ever evinced the slightest interest into just what material I had gathered from my peregrinations and independent investigations. That should say a lot. Consequently, I reckoned that these were not men and women wedded to the goal of saving Goa. There is now a case to be made that the GBA's chicanery was willful, and that its leadership cleverly manipulated the Goan people to serve the interests of the big builders and the political masters who stood to benefit from GBA's policy of laissez faire. Awhile back Soter D'Souza, part of GBA's Core Group, publicly began questioning GBA's mysterious moves and non-moves. At once the usual pack of noisy dogs went into overdrive with the help of their mercenary accomplices in the local media (including some editors - more on this on another day). Those questioning the GBA were branded as BJP operatives and charged with acting at the behest of Manohar Parrikar with the express goal of destabilizing GBA. This ploy has become the standard operating procedure for GBA charlatans caught in flagrante delicto: deflect attention by accusing those who expose their nefarious machinations as allies of the BJP/RSS. But this lame game played by Oscar Rebello and his ragtag bobtail band of schemers has run out of steam and now has one foot in the grave. The draft of the proposed new Regional Plan due to be out soon will be dead on arrival for it will be born out of the illicit wedlock of the vacuous and the venal. S. Kamat's column in O Heraldo a few days ago was a telling indicator that people have finally seen through GBA's deceit. [I shall here resist the delicious temptation to say, I told you so.] So who in the GBA do I hold responsible for this sordid mess? First and foremost, the convener, Dr. Oscar Rebello. He let go Goa's interests and sold his soul long ago. Remember the ode he composed in honour of the valiant, forthright and amazingly far-sighted Digambar Kamat? Dr. Rebello never tires of telling Goans that the GBA is you. But he does not like accountability and you are not allowed to question him, the little naked emperor you installed in the first place. The faintest hint of uncomfortable questions is enough to get his monkey up. His conduct at GBA meetings these days, throwing tantrums and threatening to resign when challenged, would make a worthy copybook for a petulant schoolboy. (I wish the few honest folks there would call his bluff and throw him out.) Then we have the two ladies serving as Rebello's proxies on the Task Force, Patricia Pinto Ritu Prasad. They have proven themselves to be inept and ineffective. Why are the proceedings of the Task Force shrouded in secrecy and intrigue? Is this some kind of a CIA-like covert intelligence operation? In Nov 2007 we witnessed the stultifying spectacle of the south Goa convener of GBA - Shridhar Kamat - preening at the CM's official residence as the would-be conduit between Digambar Kamat and the GBA delegation. You would think that this naked sellout by a key member would have invited swift consequences from within GBA. Au contraire, the selfsame worthy (also known for his proximity to the concrete pastry king from Margao) has since risen in stature within GBA ranks. Another GBA Core Group member from Margao is a contractor for the mining industry, raking in the bucks with every scoop of the electric shovel. And these guys are going to save Goa? Let me reprise my afore-stated concerns about the composition of the Task Force (TF) which, as constituted, the GBA should never have acquiesced to be part of. One glance at the Task Force panel and the only word that springs to mind is mediocre. Why are there so many architects on the TF? If CI fails, it will only mean one thing. The CITIZENS OF GOA HAVE FAILED to be conscious. The Rules under which CI will function: 1. There will be no office bearers, no permanent convenor, no guests, and no invitees. There will be only 'THE HOSTS'. All who attend such events shalll be the Hosts. 2. As is normal for the host to pay for the function, the CI hosts will pay, in the understanding that: More pay less The slogan here is: Small money from a lot of people makes better sense than a lot of money from one person The contribution box will be prominently placed at the entrance of the venue. 3. Each event will have a new convenor. The issue to be discussed should have a wide ranging implications for Goa and Goans. 4. There will be 'TWO entry registers. One for the Hosts and one for the Press. The Press persons being 'hosts' too, will sign both registers. This is to record who was present for the event to cover its deliberations. 5. If the event is a Public Debate, there will be voting by voting slips. For today's event, the school of thought was that the voting should be by show of hands. This proposal was put up to various persons and it has now been decided that the voting will be by depositing 'vote slips' into the box: 'Y' for the motion, 'N' against the motion 'A' for abstention. The Moderator (Shri. M.S. Kamat has prefered 'voting slips instead of show of hands) Those who will speak in the debate must fill up the slip at the entrance to record their :NAME/ADDRESS/TEL. NO./ PROFESSION/ AND 'FOR' OR 'AGAINST' THE MOTION. 6. There will be half-hour 'Open House' before the 'for' and 'against' team leaders present their over-all summation. The participants for the open house must write (in brief) the question they want to speak out on a slip provided and send it accross to the moderator (in time). The Moderator reserves the right to decide if the question will go or not. 7. At the end of the event (today), while the voting is ongoing, the contribution box will be opened and cash deposited counted. 8. The Convenor for the day will announce both, the results of the voting as well as the contribution received. 9. The main register will reflect the report of the event, the result of the voting, cash received et al before the pages are sealed for the next event's proceedings to be recorded. 10. There will be an additional circulating 'register' for COMMENTS SUGGESTIONS. This register will continue for all events likewise, recording each event separately. 11. The Convenor shall announce the results of the event of the day, declare the total expenses incurred, toal contributions received, if any figure carried forward, and deliver the 'vote of thanks' NOTE: All registers etc. will be in the possession of the CONVENOR of the previous event. The next or the future Convenor will take over the registers as well as the surplus cash if any from the previous convenor to conduct the next event. so on and so forth. END

The way to stop the exploitation to educate others on what is happening to those that are in similar situations. That is why it is our business to point out the dangers of selling your ancestral home in Goa. I hope Dean D'Cruz presented some rational ideas for action, like helping pass zoning laws that make sense and are enforceable, organizing citizens groups that observe whether corruption is taking place in the issuance or permits and licenses and alerting the public through one of our many Goan journalists, etc. Not to mention the obvious, helping elect honest politicians. Hope? You live down the road from the convention yet you were unable to show up. We got delegates from as far away as Australia. These are people who are genuinely concerned with what is happening to Goa and who are doing something to help. Hoping for the best works only for those who are in cocoons. The other members of the Commission are Smt Anuradha Sangam Divker, Smt Ezilda Sapeco, Shri Subhash Sirsat, Smt Vassanti Shenvi and Smt Shubhangi B.Kavlekar. The Commission discussed threadbare issues related to child and child rights with the Chief Minister and briefed him about the activities to be taken up by them which includes paying visit to various organizations, institutions, NGOs dealing and working in the field of children and child welfare, review with all heads of the Department who are directly / indirectly concerned with children, conducting camps/ training in the field of child rights , care and protection, review and expedite speedy disposal of all cases of the child in various forum and setting mechanisms to see that Goa attains the child friendly Goa. It may be noted that the state Government under the Commission for Protection of Child Rights Act 2005( Central Act ) has constituted the first Goa State Commission For Protection of Child Rights for providing speedy trial of offences against children and violation of child rights and for matters connected with it.. The Commission is functioning from the 3rd floor, Sakhardande Apartment, Dr. Dada Vaidya Road, Panaji. It is open on all working days during office hours. The members would be available on every Thursday from 3.00pm to 5.30 pm. the contact numbers are 2421870 (Office) and Chairperson 9822121705. There after the Members of the Commission also met the Minister for Women and Child Development Shri Ravi Naik at his official residence, Altinho and discussed various issues related to child and child rights.
