There is no way of reasonably confirming or excluding the harassment charge.

No way of knowing who is/was upto what.

Remember now ...not everybody who sad he as a Freedom Fighter can
honestly state that he wasn't just another gunda or opportunist. Sure
there were genuine ones but not all of them.

So, I will learn from St Thomas - and not believe until I hear more
independent verification.

But, if what is alleged is true, it matters little if

(a) They are secret or not
(b) Whether other democracies have similar units or not

If there is Harassment - then Gabriel is spot on.

I would not necessarily ask o senhor Carambolim to turn up.

GOAN land could not be sold to a foreigner. But the fact is that Goan land is 
being 
sold and that too violating the stringent Foreign Exchange Management Act 
(FEMA). 
The land deal has been taking place notwithstanding the fact that the state has 
as a 
statute, Registration Act 1908, prohibiting foreigners from buying land in the 
state. In 2008 the hundred-year-old Act was further amended and re-christened 
as Goa 
Registration Act to plug the loopholes. During the past two decades, huge areas 
have 
been lost through rampant conversion of agricultural land for commercial use, 
particularly in the coastal region.

The reason for amending the Act was, around 482 cases of prima facie violations 
of 
land deals by foreigners coming to Goa on tourist visas, in flagrant violation 
of 
the FEMA had come to light. In fact the Enforcement Directorate (ED) had 
investigated 12 cases of FEMA violation, which involved the citizens of Russia 
and 
United Kingdom. These deals had run into crores of rupees. Unearthing of these 
cases 
had made the government sit up. But the areas of land converted for 
non-agricultural 
use are quite large. In most of the cases of foreigners buying properties, 
lands 
have been purchased by Goan proxying for non-Goan buyers. In fact the committee 
constituted by the government to identify such cases had referred 298 cases to 
the 
Enforcement Directorate for action.

While amending the Registration Act the government had made its intentions that 
it 
would acquire the properties, which were sold illegally to foreigners. But 
incidentally the government has neither taken back any such property nor has 
taken 
action against any of the sub registrars for giving permissions to the deals. 
Technically, the Reserve Bank of India has to declare the buyer as the violator 
of 
its guidelines. Significantly, according to the RBI guidelines, foreigners can 
acquire immovable property in India, provided the individual has established a 
branch office or place of business in India. Obviously the onus lies on the 
state 
government to pursue the matter with the RBI, furnish proof of the ambiguity 
and 
make it act in the interest of the state and its land. There is little doubt 
that 
the lands have been sold by circumventing rules and this could not be done 
without 
the active connivance of the Goan partners. Though the government at one stage 
had 
promised to constitute a committee to go into the cases of such companies 
formed by 
the foreigners buying the lands, it is yet to take a concrete shape and 
character.

If the reports are to be believed nearly 3,000 Britons own property in Goa and 
around 5,000 units of property have been sold to foreign buyers since the FEMA 
1999 
came into force. Some time back quoting data from the state registration 
department, 
the chief minister had mentioned that maximum cases are in coastal Bardez 
taluka 
(351) and Salcette (37). Panaji has 75 properties being purchased by foreign 
nationals.

Significantly, the Britons who have 'legally' invested in property in Goa are 
worried of this issue. These people wanted to settle in Goa for the reason that 
they 
would be able to live a more comfortable life with less money. But in the 
changed 
situation they are scared and think it better to be at home than in a place 
where 
you are worried about either your property being taken away or your visa being 
denied. The government should frame proper rules to make sure that no more 
dubious 
land sales take place but at the same time take care of the legal buyers and at 
least provide them a safe passage. It should also pursue all cases of illegal 
deals 
and ensure that lawbreakers, irrespective of whether he is a Goan partner, do 
not 
escape the provisions of law.

PANAJI: The Goa health department's nodal officer for swine flu on
Sunday alleged that the state health authorities were not cooperating
with him and not doing enough for quarantined patients. He says he would
like to step down from the post. 

Rajendra Tamba, the nodal officer who has been conducting regular media
briefings ever since the first swine flu patient was identified in the
state in June, said he had already written a letter to the state
government, asking to be relieved. 

There is absolutely no cooperation from the health department. Now the
three swine flu patients have to face a lot of inconveniences because of
this slack attitude, Tamba said. 

I had asked for Rs 10 lakh (Rs 1 million) from the government for the
swine flu programme a month ago. But not a single penny has been paid.
When I asked the department to requisition a taxi to ferry a swine flu
suspect's throat samples to the laboratory (Pune), the department
insisted that we use public bus transport, Tamba said. 

Now the swine flu patients who have been quarantined are complaining
about lack of facilities at the quarantine facility in Chicalim. I don't
blame them because the department, despite repeated requests from me, is
not doing anything about it. And this criticism is affecting the image
of my office as nodal officer, he said. 

Three swine flu patients are quarantined in Goa over the last one month.
The director of the state health services was unavailable for comment.

Ever since it was established that a large number of foreigners of different 
nationalities had unauthorizedly purchased huge plots of land in the state, the 
government agencies have begun investigations into the land deals. Over 450 
illegal land deals involving British, Russians, Germans, etc have been 
unearthed.

Most of the land that has been bought by foreign nationals is along the
state’s coastline and prime locations. It has been revealed that the
foreigners have “illegally” bought over 12 lakh square metres of land in the 
state.

The Enforcement Department, which looks after cases of violation of Foreign
Exchange Management Act, has issued show-cause notices to a large number of
companies owned by foreigners asking their officials to explain why action
should not be taken for violating the state laws.

Dozens of United Kingdom nationals, who constitute a chunk of those who have 
been booked for violation of FEMA, recently raked up the issue and
petitioned their Prime Minister, Mr Gordon Brown claiming harassment by Goan 
officials in registering the land deals.

Though it was reported that Mr Brown had intervened in the matter and had
written to Indian officials, the state officials said that they have not yet 
received any correspondence from the British Prime Minister or any of the 
central agencies.

“There has not been any sort of officials communication from any quarter so
far, they said. The senior officials in the state administration denied the 
claim made by the UK nationals that they were being harassed and said that 
these people (against whom action has been initiated) had purchased the land in 
total violation of the country’s laws that govern purchase of land by 
foreigners.

“How can we register any deal that has been made against the law of the
land,” said a senior government official even as he denied that any person
was ever harassed while seeking registration of a legal deal. The state
government officials, however, admitted that it has come to notice that the
purchases could have been done in connivance with some unscrupulous
elements.

The officials also said that many foreigners were “lured” into making
purchases by some locals, including a few lawyers and other officials,
adding that some foreigners had given written complaints that they were
misled at every step of land deals by “everybody” involved in the deals and
that they were ignorant of the law.

The officials, however, said that they would proceed with the cases in
accordance with the provisions of law and take appropriate action as laid
down in law. They also said that Enforcement Department was already looking
into the matter and action would follow soon.

*The Health Officer PHC Aldona has instructed some residents of Povacao Ward
in Moira to refrain from using well water for human consumption with
immediate effect.* (PHCS/09-10/407 of 01/07/09).

These instructions shocked many residents of Moira but not as much as it
caused them to feel angry and frustrated, because this development has
exposed an open secret: that every Government Department concerned,
including the Directorate of Health Services, has once again failed
miserably in the execution of its duties. Such appalling negligence amounts
to criminal dereliction of duty, not to speak of contempt of Court. It is
patently evident that in the eyes of the various concerned government
departments, the defining factors of ‘development’ are considerations other
than that of the health and well-being of citizens.

In 1998, the High Court had *suo** moto *converted media reports of a public
nuisance into a Writ Petition: (No. 443/98). As a result the Goa State
Pollution Control Board (GSPCB) notified *“A comprehensive program for the
prevention, control or abatement of pollution of streams and wells in the
State of Goa…”,* but the GSPCB itself failed to execute any of the
directions as envisaged in the Extraordinary Gazette (Series I No. 50) dated
10th March 2000. The notification has apparently been buried in the archives
of the departments that include the following:

   - Directorate of Health Services
   - Planning Authorities: the PDA /TCP
   - Local Authorities: Village Panchayats / Directorate of Panchayats
   - PWD : Public Health E /Water Resources Dept.

To all intents and purposes, the orientation of these departmental
hierarchies has either been ignored or those holding charge preferred to
remain in the dark. Hence, what we have are problems such as this:

· A proliferation of septic tanks that do not meet safety
specifications is probably one of the major causes of the problem.

· It is compounded by concentration of population in building
societies. Without doubt, the sewage build-up in small plots of land that
are licensed for building societies add drastically to the problem of ground
water contamination.

· Most contractors flout all the rules of sanitation in the labour
camps that they erect at building sites.

· Irresponsible contractors use heavy duty pumps to draw water from
the existing wells causing a fall in water levels of surrounding wells and
exposure to salinity due to resultant imbalance of aquifers.

But one of the vital preventive measures as described in the directions
issued under the Water Act, 1974 and made mandatory in the Extraordinary
Gazette is “*that soak pits shall not be permitted within 20 metres distance
from any source of drinking water”.* This condition is vital for the
survival of a village like Moira. We shall not let this condition be flouted
any longer in our village.

Therefore it is prayed:

1.  that directions specified in the Extraordinary Gazette shall be
applied to the whole State of Goa.

2.  that remedial measures shall be undertaken by concerned departments
to deal with contaminated wells on a war footing.

3.  that preventive measures shall be strictly enforced through all the
concerned departments.

I tried to get some info on google but nothing came up, so I'm posting  
to this list. If there's another email forum for this kind of  
question, please let me know.


There is a construction site right next to my house and the migrant  
laborers who live in tents there are afraid their children will get  
bitten by snakes since they've seen many around. My father wants to  
buy them a lamp so they can see better in their tent area, but I  
thought there might be a better solution.


Please let me know what you think and also, if you know the best place  
for snake bite treatment - we've heard not all hospitals are equipped  
with antidotes?

I find it amusing to read Rajiv's comparing Fr. Prakash with Medha and
saying that Medha has become a hated person in Gujarat.

I think it is a huge compliment for Medha and just shows the selfish nature
of the Gujaratis, if indeed what Rajiv said is true. Medha has been fighting 
for the downtrodden; the Gujaratis
are stealing the livelihood from the tribals for their own selfish ends.

If only they had some compassion and put themselves in the feet of the tribals 
? Sure, one can have disagreements with Medha, her style and even
her adamant nature. But no one will deny that she stands for the downtrodden
unlike Modi who speaks only for the Ambanis and the Tata's.

It is time Gujaratis started looking beyond their noses, Rajiv included.

Goa's forest department rescues 1693 reptiles in current year

Panaji: With the increase in encroachment on jungles, Goa'''s Forest
Minister today said that his department was rescuing four reptiles
everyday from residential areas.

In a written reply tabled in State Assembly's monsoon session began this
morning, Filipe Neri Rodrigues said the forest department rescued 1693
reptiles, including pythons, during current financial year and released
into wild.
 
Nearly 4,000 snakes have been released into their natural habitat over
the last three years by the rescue squads located at four places
throughout Goa, Rodrigues said.

The reply by the minister says the number of pythons and other reptiles
rescued from residential areas is on rise annually with current
financial year recording 1693 rescues.

Around 1241 and 1146 reptiles were rescued during the financial year
2007-08 and 2006-07 respectively, it said.

The state has its large area under forest cover, with six wildlife
sanctuaries and a national park.

The forest department has set up a rescue squad at Campal, Mollem,
Bondla and Cotigao to deal with incidents of monkey menace and other
rescue activities.

The menace causing animals are trapped and rehabilitated in suitable
areas in the natural habitat, he said.

[Goanet] Dangerous creeper - destroying birdlife

If you approach Betim using the old Mandovi bridge you will see that
the entire hill on the left covered with a creeper that has completely
covered the forest trees.

The creeper has heart shaped leaves and is similar to 'antigonum
leptopus'. It is not just a seasonal creeper and moves at a very fast
pace covering entire forests in a few months. It acts as a deterrent
to birds and they move elsewhere and so it is very bad for the
environment.

I doubt the tree itself can flower or produce fruit either,when it is
covered in such a way.

I am afraid this creeper is covering large parts of Goa and nobody has
noticed and nobody is bothered because we are led to believe that
green means good - which is not always the case.

The creeper can be contained by destroying its roots but who is going
to do this in land that is not owned by them, for example absentee
neighbours or forests or communidade land.

Can someone in the know suggest ways to contain this menace to the environment?

Seven Goa beaches under erosion threat: Minister

PANAJI: Seven beaches of Goa, where many popular tourist resorts were
located, are reeling under the threat of sea erosion, state Water
Resources Minister Filipe Neri Rodrigues said. 

In all, 21 stretches which are spread over a length of 11.22 km (of
coastal area) have been affected, he said in a written reply to the
state legislative assembly. 

He said the seven beaches include the Coco beach, Tiracol beach,
Candolim beach in North Goa and Betalbatim beach and Arosim beach in
South Goa. Rodrigues said the hill slopes on which the governor's
residence is located was also under threat. 

Remedial measures for protection of Cabo Hill slopes adjacent to Raj
Bhavan Goa have been suggested by Geological Survey of India (GSI).
Installation of cable anchors inclined micro piles and vertical piles
are undertaken, Rodrigues said. 

In the past, various government agencies have repeatedly warned of
steady erosion of beaches due to global warming, sand extraction and
other reasons. 

The Water Resources Department has said the presence of a beached cargo
ship MV River Princess has also resulted in the erosion of 1.1 km of
beach along the Candolim-Sinquerim stretch.

It was a cold and dark night. Shortly the blooming and fragrant flowers of the 
“Onvoll’ tree will start to fall. Benito tried hard to keep awake. In a short 
while he and his cousins would have to accompany his mother to pick the flowers 
called ‘onvllam’. The sweet and enchanting scent of these flowers could easily 
be sensed half a mile away. They were tiny, but aromatic and prized flowers. 
They looked and smelled good when made into garlands and fetched a good price 
at the local flower market. 
 
It was past mid-night. Benito glanced at the imported ‘JAZ’ alarm clock on the 
table. Times were hard. Many folks were living through days of an economic 
embargo imposed on this tiny colonial enclave by a mighty nation. Young Benito 
had to endure hardships through no fault of his own. His father was working in 
Jodhpur, while Benito and his mother were in Estado da India. Picking flowers 
in the very early hours of the morning, making them into garlands and then 
wholesaling them to retailers in the flower market in the nearby town of Mapusa 
was one of the ways to survive through those bad times.
 
It was Yuletide, late December. The ‘pontti’ (lamp) in the bamboo ‘star’ shed a 
dim glow. The captivating fragrance of the flowers of the ‘onvoll’ tree had 
just started to permeate the air. It was also getting chilly. Benito donned his 
old oversized sweater, while in the back room his mother trimmed the wick of 
the hurricane lamp and filled it with kerosene.
 
With small baskets in hand they were now on their way, walking towards the 
‘onvoll’ tree located on the outskirts of their village. Young children were 
always made to walk in front of elders in the night. Benito was leading, while 
his young cousins and his mother, 
holding the hurricane lamp, followed.
 
Benito turned his head and looked towards his house as he walked. The light 
from the Christmas ‘Star’ that he had made glowed faintly in the distance. 
‘Never look back’, his grandma would have said, but Benito’s grandma had passed 
away the previous year. He thought of her and missed her.
 
They approached the ‘onvoll’ tree and saw the flowers that seemed to have just 
fallen. Without delay they bent down and started to pick them. And as they 
picked, more fell, twirling as they spiralled to the ground.
 
Far towards the south, were the faint lights atop Monte de Guirim. In the east, 
the rising cast an yellowish glow. The lights of Mapusa town glimmered towards 
the north. The three clearly visible bright stars that formed the Hunter’s belt 
in the constellation of the Orion shone brightly above. His grandmother was an 
expert of the night skies. She would lecture Benito on the night skies on warm 
summer nights. She had often pointed and shown him the Seven Sisters - the 
cluster of the Pleiades which she called ‘Sath Zanni Bhoinni’. She had told him 
that the nickname for the Evening Star was ‘Bebdeanchem Neketr’ which 
apparently guided tipsy men home from the local tavernas.
 
The pace of the falling flowers had intensified. There was no time to admire 
and think about stars or the night skies. Benito, his mother and his cousins 
continued to keep up while he hummed a ‘Yuletide’ tune under his breath in the 
dense and cold night air. The owl hooted in the distance as his cousins huddled 
closer to his mother, but Benito had to be a brave boy - a young guardian of 
support in the night.
 
Nevertheless, thoughts of ‘shimieilo’ stories that his grandmother often 
related crept up. At times like these he tried hard to keep such scary ideas at 
bay. Would the fabled phantom of the night be passing by any moment now? Would 
he shortly be hearing the stomping of this legendary man’s feet - and the 
thumping sound of the staff that he is supposed to carry? 
 
Two baskets of ‘onvllam’ were almost overflowing already after about an hour’s 
collection. Benito tried to guess the time. Could be about 4 a.m. perhaps, he 
thought. No sign of the sound of the 'shing-shing' of the fabled ‘shimieilo’, 
the guardian of the village, yet. Perhaps it was past his time.
 
The third basket was already overflowing. Lot of garlands for sale the next 
day, Benito thought. 

Then, just as they were about to wind up picking up the flowers, they heard 
faint sounds of rhythmic thuds in the distance, almost a slow staccato beat of 
2-2-1-2-2, followed instantly by a distinct but a soft ‘shi-shing’ sound 
similar to a clash of mini cymbals. Was the ‘shimieilo’ late on his nightly 
rounds along the perimeter of the village? Benito guessed it would soon be time 
for the 5 o’clock morning matinee church bells for the Angelus prayers, and 
also the time when the cock would crow. And no self-respecting ‘shimieilo’ 
should be around at this time, Benito thought. The morning star would soon be 
rising - ‘Stella Matutina’ as grandma would say.

I have been passing this site quite too often. But I must say that I had not 
noticed thinking that Goa is becoming greener once again. By GOD this is 
really stupendous and equally dangerous. I can see only one 'billo- maad' 
that the creeper is yet to suffocate.


GOA ENVIRONMENTAL ACTION GROUP  will undertake to find the roots of these 
creepers and destroy them. Two labourers @ of 250/day to start with for the 
Porvorim site. Any sponsors?


OR Else, this is a fit project for the Boy Scouts of Goa headed by Dr. 
Sydney Pinto of Porvorim ( I think).

neighbours or forests or communidade land.

Can someone in the know suggest ways to contain this menace to the 
environment?

FYI, I was harassed in Bangalore in 1998 and in Delhi last year. By the police. 
So much so my son opted to reclaim his Portuguese nationality without my 
prompting. 

Seen a bit of police brutality in Goa, on 18th June Rd, where a poor man was 
being beaten up with slippers on his face by a police officer for having been 
seen pick-pocketing near Bombay Bazar. In this respect, things seem to have 
changed for the worse, for under law, no police officer is expected to mete out 
justice - that is for the courts to decide, isn't it?

Am being treated extremely well here. Friends from a number of backgrounds, not 
only Goan/Indian. Thanks for asking after my health :-)

Secondly, are the people from the rest of India any previlaged to buy land
in Goa?
But they are, and paying more for it.

How come this happens? - Simple.
One Govt. employess are transfered to Goa, Goans are transfered elsewhere in
India too.

One Indian is transfered to Goa, his dad (retired Govt. employee who made
money by taking bribes) followed him.
His dad with his illgotten money, opens a restaurant in Panjim (I have eaten
there).
They intend buying land and building a house in Goa, his dad said his other
sons will come as well.
For now the son his wife and his dad and his wife are in Goa, working and
doing business.

All this in return for one transfer.
How many Goans have done this in other parts of India?

Sub: Interring the truth

On reading his letter (Unearthing the truth, GT, 10/07), one would suspect that 
Jose Salvador Fernandes does not understand English.  But that is not possible, 
since he is an M.A. with his entire scholastic career in the English medium.  
The only other possibility is that he has taken leave of his senses.  Here's 
the evidence, from GT itself.

1.  Tomazinho Cardozo wrote: I would not like to waste my precious time in 
answering his (Borges) questions who is not any authority to decide the issue 
(15/6).  Yet, Fernandes says: Nowhere have I found that Tomazinho has shown 
unwillingness to answer Borges' questions.

2.  I wrote: (a) Let us have the debate by all means, but first let him answer 
the questions (17/06).  (b) The debate is no alternative to answering the 
questions on GT itself;   the proposed debate can cover many other points which 
will have to be lined up beforehand, so as to avoid a pandemonium for which 
politicians are famous (26/06).   (c) In spite of my doubts about the efficacy 
of the medium, I had agreed to debate with him; when the debate does occur, I 
shall expect Cardozo to quote me verbatim from my writings, and not from his 
own frayed memory;  I shall expect him to use these to show where I have used 
lies and manipulations, and what I have done to destroy Konkani in Roman 
script;   I shall demand hard verifiable facts, nothing less (02/07).  After 
all this, Fernandes insists that: Borges has not accepted Tomazinho's proposal; 
it only infers that he is running away from the debate which can unearth the 
truth.

3.  Fr. Mousinho de Ataide said: Tomazinho referred to his spat with Uday 
Bhembre; I was present at the History Hour …. (07/07).  From that statement, 
Fernandes concludes: Fr. Ataide attempts to create an impression that Tomazinho 
dragged Uday Bhembre's name in this controversy.

4.  Tomazinho (30/06) admits that he had an argument with Uday Bhembre, but 
does not deny that he has failed to produce the proof that Bhembre demanded.  
The subject of the spat is not relevant here, but the fact that Tomazinho is in 
the habit of making wild accusations and consistently failing to provide the 
evidence.  Yet for Fernandes, Tomazinho's statement saying the other lie that 
he (Borges) has stated is that I accused Uday Bhembre for communal writings is 
sufficient defence! 

Thus, here you have another of those clowns who can make statements - written 
ones at that! - stand on their head, in their attempt to inter the truth; what 
they will not do with oral ones is anybody's guess.  With such champion 
performers participating, the tamasha called 'debate' is bound to be a 
super-hit comedy show.  Does one need any further leads to guess the motive 
behind their insistence on an oral 'debate'?

As to Walterbab Menezes (11/07), even if his grouses are true, his suggestion 
is still stupid.  If one is really interested in getting answers, the questions 
must also be directed at the correct persons.  However, if one just intends to 
clown, well !

Yes, we see it almost every day and may be everywhere but little we realize how 
dangerous it can be ..
Looks like  ‘Green is not always beautiful’ ?

The Plant:
The plant is not something new to Goa
As a child, I remember this plant. I think it bear about one inch round 
'konngam' on its stem/creepr and may be there is large one underground/roots.
  I guess, when the creeper dies or dries up, each 'konnong' that falls on 
gorund become a new creeper during the next seaosn/monsoon. 
The killer creepr also reminds me of another creepr 'Chirko' (edible) which 
gives large one underground and small-small ones (cone shape) on its 
stems/creeper.

Any comparison of the Inquisition, bad as it was, with Stalin's pogroms would 
be patently absurd.  Regardless of the source, the Inquisition had a few 
thousand victims at the most; Stalin's victims numbered in the tens of 
millions, more than double Hitler's millions and comparable only to Mao in 
China.

Some argue that Hitler was the most diabolical because he was more organized 
and deliberate in his attempted genocide and targeted infants and children as 
well as adults and the elderly, whereas the victims of Stalin and Mao were more 
indirect due to various politically motivated atrocities including deliberate 
famine and exposure and imprisonment.

A media man with Video Camera was a regular to Khell Tiatr Festival 2009 at 
Kala Academy, We saw him coming in the middle of the show, take a seat in the 
front row, capture about 20-30 minutes and them off he go.
 
But, today’s tiatr (Mario Menezes flop?) title LOVE STORY  2009
(I also call it flop because, few weeks after it’s release in mid April, this 
tiatr was abandoned? and Mario came with another ‘Kal, Aiz and Faleam’), the 
media man was there as usual. Mario send his messenger to stop him from video 
shooting and at the same time he made general  announcement saying  ‘Video 
shooting not allowed’
 
Perhaps, the media man thought the announcement is no for him (media person) 
and he continue with his mission.  Mario send the messanger ‘the usual red 
baseball cap fellow’, He must have said ‘he is from the media’.
 
And the media man continue shooting..
 
At this time Mario stopped the tiatr and came on the stage and gave his 
‘baxonn’ but the media man already left by now through the back stage door.
 
In his ‘baxonn’ speech, Mario said people (Media men)  come and video shoot 
then show on HCN channel as part of musical show and that he wanted to give his 
message lound and clear to..
 
Mario Menezes (with Lawry Travasso)  and Prince Jacob are well known or 
notorious  for this time of behaviour or attitude.
 
I wonder, what would be their or others (Tiatr Directors)  reaction like when 
they come to know that JoeGoaUk sometimes put their tiatr clips on the net in 
the form of a tiatr trailers including photos.  
 
Would appreciate if any one come back on this particularly the reaction of Gulf 
based directors like Simon, Marian, Domnic, Crasto etc or if they are aware of 
such things on net. Or for that mater any  reaction of other gulf/Goa based 
tiatrist like Cajetan, Marcus, Querobin, Filip etc as I have their staged 
clips/pics too.
 
To make and put up a 7-8 mins clip/trailer, besides other things, it cost me a 
whole night.
Yet, I know, I may not be right  or that may be illegal etc..  
If any director/actor write back to me to ‘remove’, I will promptly do so. 
 
 Last month June 2009, besides the fixed BSNL monthly charges Rs.1350, it also 
cost me Rs.450 more.  This is because I exceeded the permissable monthly usage 
limit i.e. 5GB and anything above that charged @ 80paise per MB
 
The BSNL meter seems running faster now since June. This month it is under 
control as I often used free usaged time i.e. 2am to 8am.

I will work and leave the region.. Here in the Gulf whatever happens the local 
political power,rights.land is protected. No Guarantee migrants will do the

You are a foreigner in the UAE on a work permit.  The migrants in Goa are 
Indians.  The last time I checked, Goa was a part of India.

In the US anyone can move to any other state for a job at any time without 
losing any of their rights.

The US opens its doors to hundreds of thousands of foreign workers every year, 
many legally, many more illegally.

Every Goan has the right to accept the same jobs as the migrants.  Business 
owners in Goa complain that they cannot find qualified Goans for the jobs that 
are available.

I hope you get some better responses than the one above.  However, there are 
some on Goanet who are about as paranoid of migrant workers as they are of a 
discussion about the Inquisition.

When I was growing up in Jabalpur it was customary to sleep on cots in the yard 
in summer and we kept guard dogs to warn us of snakes, which became more 
visible when the monsoons arrived.  Keeping an area well lit seems to help as 
well, so a lamp may help.

I have no idea where antidotes for snakebite are available in Goa.

Joe, I agree that artistes are being short-sighted when they say they don't
want video-clips of their tiatrs or music put out in cyberspace. Just
because someone watches part of a performance online, it doesn't mean that
there will be one viewer less.

On the contrary! Such an awareness could stimulate more interest in the
show.

I find the Creative Commons, GNU General Public License or other sharable
licenses to be very helpful to me as a creator of content.

Having said that, I do not agree with your approach of showing your ire
against Mario Menezes, by terming his show a flop etc. If he doesn't want
his performances (even in part) to be seen online, then we have to respect
his decision. Ultimately, it is his decision whether or not to have it
online. If we share it against his wish, it would be a violation of
copyright, under the laws as they now stand.

To reiterate, I think it's an unhelpful approach, but the approach has to be
respected all the same. FN

I see you are trying to wiggle out of the core issue about the claimed legality 
of real estate transactions by British nationals (others nationals are also 
involved but the subject line focused on British). I don't recall when or who 
posted an email about a petition that British nationals were asking Gordon 
Brown to intervene. You clearly supported that petition.

My claim has been and continues to be, I doubt more than a handful of real 
estate transactions by these British nationals were legal given the illegal 
cesspool of real estate transactions in Goa, and that British nationals could 
not be THAT naive when they entered these into transactions as they now claim 
to be innocent victims. 

Again (and you seem to have difficulty here), I support legal transactions. You 
support it too, the difference being I don't think too many of these 
transactions were legal and the NAVHIND TIMES article clear backs me up. So 
before you try and get me to answer your diversionary questions why don't you 
tell us how many of the transactions you believe are legal and on what basis 
considering two factors: the state of illegal real estate transactions in Goa 
and the NAVHIND article.

The ethnography of Goa at the time Portuguese acquired the territory 
has intrigued me. Is there any data (or guesstimates) of this period in time? 
This includes Tiswadi (in 1510), Bardez and Salsette (in 1543).
 
Goa first came under Muslim rule in 1294 when it was conquered by the Delhi 
Sultanate, and  governed by Malik Tubliga.  Over the 200 + years, Goa was ruled 
from Bijapur and Vijayanagar and various local rajahs.  In keeping with the 
practice of the period, every conquering army decimated the local population; 
and expropriated the land, using it as compensation to the retiring soldiers of 
the victorious army.  
 
Since 1469 it was under continuous Muslim rule (BahmaniKingdom - Muhammad 
ShahII and later Bijapur sultanates) when it was conquered by Gen Khvaja 
Gawan; untill Albuquerque conquered Goa in 1510.
 
So likely Timoja and his 4,000 sepoys (soldiers). who joined Albuquerque's 
1,700 soldier / sailors, in attacking  Tiswadi had the same designs on Goan 
land. The sepoys likely felt, after the Muslim occupants were evacuated, 
the Portuguese would occupy the fortresses; and the sepoys would be the new 
owners of conquered territory. Timoja became Tanadar-more (Chief Revenue 
Collector). Likely Timoja's soldiers did not fare so well. Albuquerque 
encouraged his own soldiers to settle in Goa, after he married them with the 
local population; creating a generation of mestizos to defend the newly 
acquired Portuguese territory.
The island of Goa that Albuquerque conquered, we are told by JN Fonseca, was 
mainly marshland with a lot of hills and some small villages (compared to 
today). Also the place had a lot of endemic and epidemic diseases, shortening 
the life expectancy to about 45 years.  
 
So what was the total population of the land in 1510 and their ethnic 
breakdown?  Thanks in anticipation.

First of all, Mario is absolutely right.

Those who are writing about (pro) migrants are mainly concerned with
getting some cheap labour to do work they should be able to do but do
not want to do.(Why soil our hands by doing chores like going to the
market? Send the famous Chokra-Boy!)

In the US (as an example do not know about the UAE), able bodied
individuals do the work they are physiclly able to do ...themselves.

Those who write against migrants coming to Goa ...give examples of
other Countries and their immigration law. They still fail to
understand that (except for Kashmir and the negotiated antes Art 370)
ALL Indian citizens including Kashmiris can come and settle in Goa
as they wish.and by right.

That was the deal worked out (through spectacular brilliance) by the
Goa freedom fighters. That is why Goa celebrates June 18 and Dec 19
with such pomp and circumstance.

Those who write against migrants coming to Goa tell us that there
is a legal instrument in the Indian Constitution which allows them to
do so. Apparently Manohar Parrikar is going to do something about
it, and another private member's Bill ill sort it out once and for
all. (BTW: Manohar did didly squat about this when he was occupying
the chair)

On the other hand, Those who are writing about (pro) migrants FAIL to
understand that the problem a good percentage of Goans has with this
unbridled migration .is  the FILTH.

Rajan Parrikar has explained it beautifully. This generation of Goans
will pass and the next one will not realise how clean Goa was. They
will look at the filth in the other cities of India and say  'Goa
is the besht only'. They would have come to accept the filth as
normal.

Eventually  ALL the pro and anti chaps will go and eat Pani Puri
made with 'freshly vitaminised' River Mandovi water at the nearest
Pani Puri stall run by the migrants.

Traffic jam because of the Pani Puri line and rush? ...So what!

Let's all blame it on those 4 and a quarter Brits who have (legally)
purchased homes in Goa and say See Why the prices have shot up
now?

Hello Goanetters,
I tried to get some info on google but nothing came up, so I'm posting  
to this list. If there's another email forum for this kind of  
question, please let me know.


There is a construction site right next to my house and the migrant  
laborers who live in tents there are afraid their children will get  
bitten by snakes since they've seen many around. My father wants to  
buy them a lamp so they can see better in their tent area, but I  
thought there might be a better solution.


Please let me know what you think and also, if you know the best place  
for snake bite treatment - we've heard not all hospitals are equipped  
with antidotes?

About the 'Flop tiatr' it is a talk of the town, I guess he himself admitted  
by 'abandoning it' half way. I guess, I  brought it up here at wrong time (as a 
part of my resentment over his behaviour?), which was wrong.
 
Note: Cyberspace or net was not the issue he raised at the time, he was more 
specific on local media or TV channel and infact, he mentioned HCN showing his 
tiatr footage as part of musical show. 
However, media could mean also cyberspace
 
The media man was also partly to be blamed.
He kept on shooting despite the fact he was approached twice by MM's messenger 
requesting him to stop

MUMBAI (AFP) - Indian astrologers are predicting violence and turmoil across 
the world as a result of this week's total solar eclipse, which the 
superstitious and religious view as a sign of potential doom.

But astronomers, scientists and secularists are trying to play down claims of 
evil portent in connection with Wednesday's natural spectacle, when the moon 
will come between the Earth and the sun, completely obscuring the sun.

In Hindu mythology, the two demons Rahu and Ketu are said to swallow the sun 
during eclipses, snuffing out its life-giving light and causing food to become 
inedible and water undrinkable.

Pregnant women are advised to stay indoors to prevent their babies developing 
birth defects, while prayers, fasting and ritual bathing, particularly in holy 
rivers, are encouraged.

Shivani Sachdev Gour, a gynaecologist at the Fortis Hospital in New Delhi, said 
a number of expectant mothers scheduled for caesarian deliveries on July 22 had 
asked to change the date.

This is a belief deeply rooted in Indian society. Couples are willing to do 
anything to ensure that the baby is not born on that day, Gour said.

Astrologers have predicted a rise in communal and regional violence in the days 
following the eclipse, particularly in India, China and other Southeast Asian 
nations where it can be seen on Wednesday morning.

Mumbai astrologer Raj Kumar Sharma predicted some sort of attack by (Kashmiri 
separatists) Jaish-e-Mohammad or Al-Qaeda on Indian soil and a devastating 
natural disaster in Southeast Asia.

An Indian political leader could be killed, he said, and tension between the 
West and Iran is likely to increase, escalating into possible US military 
action after September 9, when fiery Saturn moves from Leo into Virgo.

The last 200 years, whenever Saturn has gone into Virgo there has been either 
a world war or a mini world war, he told AFP.

It is not just in India that some are uneasy about what will transpire because 
of the eclipse.

In ancient China they were often associated with disasters, the death of an 
emperor or other dark events, and similar superstitions persist.

The probability for unrest or war to take place in years when a solar eclipse 
happens is 95 percent, announced an article that attracted a lot of hits on 
the popular Chinese web portal Baidu.com.

Sanal Edamaruku, president of the Indian Rationalist Association, dismissed 
such doomsday predictions.

Primarily, what we see with all these soothsayers and astrologers is that 
they're looking for opportunities to enhance their business with predictions of 
danger and calamity, he told AFP.

They have been very powerful in India but over the last decade they have been 
in systematic decline.

Astronomers and scientists are also working to educate the public about the 
eclipse.

Travel firm Cox and Kings has chartered a Boeing 737-700 aircraft to give 
people the chance to see the eclipse from 41,000 feet (12,500 metres). 

Experts will be on board to explain it to passengers, some of whom have paid 
79,000 rupees (1,600 dollars) for a sun-side seat on the three-hour flight 
from New Delhi. 

The eclipse's shadow is expected to pass over the aircraft at 15 times the 
speed of sound (Mach 15), said Ajay Talwar, president of the SPACE Group of 
companies that promotes science and astronomy. 

It's coming in the middle of the monsoon season. On the ground, there's a 40 
percent chance of seeing it in India. On the aircraft you have almost a 90 
percent chance of seeing the eclipse, he added. 

Siva Prasad Tata, who runs the Astro Jyoti website, straddles the two worlds. 

There's no need to get too alarmed about the eclipse, they are a natural 
phenomenon, the astrologer told AFP. 

But he added: During the period of the eclipse, the opposite attracting forces 
are very, very powerful. From a spiritual point of view, this is a wonderful 
time to do any type of worship. 

It will bring about good results, much more than on an ordinary day.
