[Goanet] Foreigners in Goa
Foreigners in Goa Monday, 20 July 2009 GOAN land could not be sold to a foreigner. But the fact is that Goan land is being sold and that too violating the stringent Foreign Exchange Management Act (FEMA). The land deal has been taking place notwithstanding the fact that the state has as a statute, Registration Act 1908, prohibiting foreigners from buying land in the state. In 2008 the hundred-year-old Act was further amended and re-christened as Goa Registration Act to plug the loopholes. During the past two decades, huge areas have been lost through rampant conversion of agricultural land for commercial use, particularly in the coastal region. The reason for amending the Act was, around 482 cases of prima facie violations of land deals by foreigners coming to Goa on tourist visas, in flagrant violation of the FEMA had come to light. In fact the Enforcement Directorate (ED) had investigated 12 cases of FEMA violation, which involved the citizens of Russia and United Kingdom. These deals had run into crores of rupees. Unearthing of these cases had made the government sit up. But the areas of land converted for non-agricultural use are quite large. In most of the cases of foreigners buying properties, lands have been purchased by Goan proxying for non-Goan buyers. In fact the committee constituted by the government to identify such cases had referred 298 cases to the Enforcement Directorate for action. While amending the Registration Act the government had made its intentions that it would acquire the properties, which were sold illegally to foreigners. But incidentally the government has neither taken back any such property nor has taken action against any of the sub registrars for giving permissions to the deals. Technically, the Reserve Bank of India has to declare the buyer as the violator of its guidelines. Significantly, according to the RBI guidelines, foreigners can acquire immovable property in India, provided the individual has established a branch office or place of business in India. Obviously the onus lies on the state government to pursue the matter with the RBI, furnish proof of the ambiguity and make it act in the interest of the state and its land. There is little doubt that the lands have been sold by circumventing rules and this could not be done without the active connivance of the Goan partners. Though the government at one stage had promised to constitute a committee to go into the cases of such companies formed by the foreigners buying the lands, it is yet to take a concrete shape and character. If the reports are to be believed nearly 3,000 Britons own property in Goa and around 5,000 units of property have been sold to foreign buyers since the FEMA 1999 came into force. Some time back quoting data from the state registration department, the chief minister had mentioned that maximum cases are in coastal Bardez taluka (351) and Salcette (37). Panaji has 75 properties being purchased by foreign nationals. Significantly, the Britons who have 'legally' invested in property in Goa are worried of this issue. These people wanted to settle in Goa for the reason that they would be able to live a more comfortable life with less money. But in the changed situation they are scared and think it better to be at home than in a place where you are worried about either your property being taken away or your visa being denied. The government should frame proper rules to make sure that no more dubious land sales take place but at the same time take care of the legal buyers and at least provide them a safe passage. It should also pursue all cases of illegal deals and ensure that lawbreakers, irrespective of whether he is a Goan partner, do not escape the provisions of law. http://www.navhindtimes.in/opinions/971-foreigners-in-goa

Goa not doing enough for swine flu patients, says nodal officer PANAJI: The Goa health department's nodal officer for swine flu on Sunday alleged that the state health authorities were not cooperating with him and not doing enough for quarantined patients. He says he would like to step down from the post. Rajendra Tamba, the nodal officer who has been conducting regular media briefings ever since the first swine flu patient was identified in the state in June, said he had already written a letter to the state government, asking to be relieved. There is absolutely no cooperation from the health department. Now the three swine flu patients have to face a lot of inconveniences because of this slack attitude, Tamba said. I had asked for Rs 10 lakh (Rs 1 million) from the government for the swine flu programme a month ago. But not a single penny has been paid. When I asked the department to requisition a taxi to ferry a swine flu suspect's throat samples to the laboratory (Pune), the department insisted that we use public bus transport, Tamba said. Now the swine flu patients who have been quarantined are complaining about lack of facilities at the quarantine facility in Chicalim. I don't blame them because the department, despite repeated requests from me, is not doing anything about it. And this criticism is affecting the image of my office as nodal officer, he said. Three swine flu patients are quarantined in Goa over the last one month. The senior officials in the state administration denied the claim made by the UK nationals that they were being harassed and said that these people (against whom action has been initiated) had purchased the land in total violation of the country’s laws that govern purchase of land by foreigners. “How can we register any deal that has been made against the law of the land,” said a senior government official even as he denied that any person was ever harassed while seeking registration of a legal deal. The state government officials, however, admitted that it has come to notice that the purchases could have been done in connivance with some unscrupulous elements. The officials also said that many foreigners were “lured” into making purchases by some locals, including a few lawyers and other officials, adding that some foreigners had given written complaints that they were misled at every step of land deals by “everybody” involved in the deals and that they were ignorant of the law. The officials, however, said that they would proceed with the cases in accordance with the provisions of law and take appropriate action as laid down in law. They also said that Enforcement Department was already looking into the matter and action would follow soon.

Hello Goanetters, I tried to get some info on google but nothing came up, so I'm posting to this list. If there's another email forum for this kind of question, please let me know. There is a construction site right next to my house and the migrant laborers who live in tents there are afraid their children will get bitten by snakes since they've seen many around. My father wants to buy them a lamp so they can see better in their tent area, but I thought there might be a better solution. Please let me know what you think and also, if you know the best place for snake bite treatment - we've heard not all hospitals are equipped with antidotes? Thanks, Sapna. I find it amusing to read Rajiv's comparing Fr. Prakash with Medha and saying that Medha has become a hated person in Gujarat. I think it is a huge compliment for Medha and just shows the selfish nature of the Gujaratis, if indeed what Rajiv said is true. Medha has been fighting for the downtrodden; the Gujaratis are stealing the livelihood from the tribals for their own selfish ends. If only they had some compassion and put themselves in the feet of the tribals ? Sure, one can have disagreements with Medha, her style and even her adamant nature. But no one will deny that she stands for the downtrodden unlike Modi who speaks only for the Ambanis and the Tata's. Goa's forest department rescues 1693 reptiles in current year Panaji: With the increase in encroachment on jungles, Goa'''s Forest Minister today said that his department was rescuing four reptiles everyday from residential areas. In a written reply tabled in State Assembly's monsoon session began this morning, Filipe Neri Rodrigues said the forest department rescued 1693 reptiles, including pythons, during current financial year and released into wild. Nearly 4,000 snakes have been released into their natural habitat over the last three years by the rescue squads located at four places throughout Goa, Rodrigues said. The reply by the minister says the number of pythons and other reptiles rescued from residential areas is on rise annually with current financial year recording 1693 rescues. Around 1241 and 1146 reptiles were rescued during the financial year 2007-08 and 2006-07 respectively, it said. The state has its large area under forest cover, with six wildlife sanctuaries and a national park. The forest department has set up a rescue squad at Campal, Mollem, Bondla and Cotigao to deal with incidents of monkey menace and other rescue activities. [Goanet] Dangerous creeper - destroying birdlife
If you approach Betim using the old Mandovi bridge you will see that the entire hill on the left covered with a creeper that has completely covered the forest trees. Here are some photos courtesy JoeUK http://www.flickr.com/photos/joegoauk20/3738133605/sizes/l/ The creeper has heart shaped leaves and is similar to 'antigonum leptopus'. It is not just a seasonal creeper and moves at a very fast pace covering entire forests in a few months. It acts as a deterrent to birds and they move elsewhere and so it is very bad for the environment. I doubt the tree itself can flower or produce fruit either,when it is covered in such a way. I am afraid this creeper is covering large parts of Goa and nobody has noticed and nobody is bothered because we are led to believe that green means good - which is not always the case. The creeper can be contained by destroying its roots but who is going to do this in land that is not owned by them, for example absentee neighbours or forests or communidade land. Seven Goa beaches under erosion threat: Minister PANAJI: Seven beaches of Goa, where many popular tourist resorts were located, are reeling under the threat of sea erosion, state Water Resources Minister Filipe Neri Rodrigues said. In all, 21 stretches which are spread over a length of 11.22 km (of coastal area) have been affected, he said in a written reply to the state legislative assembly. He said the seven beaches include the Coco beach, Tiracol beach, Candolim beach in North Goa and Betalbatim beach and Arosim beach in South Goa. Rodrigues said the hill slopes on which the governor's residence is located was also under threat. Remedial measures for protection of Cabo Hill slopes adjacent to Raj Bhavan Goa have been suggested by Geological Survey of India (GSI). Installation of cable anchors inclined micro piles and vertical piles are undertaken, Rodrigues said. In the past, various government agencies have repeatedly warned of steady erosion of beaches due to global warming, sand extraction and other reasons. Benito tried hard to keep awake. In a short while he and his cousins would have to accompany his mother to pick the flowers called ‘onvllam’. The sweet and enchanting scent of these flowers could easily be sensed half a mile away. They were tiny, but aromatic and prized flowers. They looked and smelled good when made into garlands and fetched a good price at the local flower market. It was past mid-night. Benito glanced at the imported ‘JAZ’ alarm clock on the table. Times were hard. Many folks were living through days of an economic embargo imposed on this tiny colonial enclave by a mighty nation. Young Benito had to endure hardships through no fault of his own. His father was working in Jodhpur, while Benito and his mother were in Estado da India. Picking flowers in the very early hours of the morning, making them into garlands and then wholesaling them to retailers in the flower market in the nearby town of Mapusa was one of the ways to survive through those bad times. It was Yuletide, late December. The ‘pontti’ (lamp) in the bamboo ‘star’ shed a dim glow. The captivating fragrance of the flowers of the ‘onvoll’ tree had just started to permeate the air. It was also getting chilly. Benito donned his old oversized sweater, while in the back room his mother trimmed the wick of the hurricane lamp and filled it with kerosene. With small baskets in hand they were now on their way, walking towards the ‘onvoll’ tree located on the outskirts of their village. Young children were always made to walk in front of elders in the night. Benito was leading, while his young cousins and his mother, holding the hurricane lamp, followed. Benito turned his head and looked towards his house as he walked. The light from the Christmas ‘Star’ that he had made glowed faintly in the distance. ‘Never look back’, his grandma would have said, but Benito’s grandma had passed away the previous year. He thought of her and missed her. They approached the ‘onvoll’ tree and saw the flowers that seemed to have just fallen. Without delay they bent down and started to pick them. And as they picked, more fell, twirling as they spiralled to the ground. Far towards the south, were the faint lights atop Monte de Guirim. In the east, the rising cast an yellowish glow. The lights of Mapusa town glimmered towards the north. The three clearly visible bright stars that formed the Hunter’s belt in the constellation of the Orion shone brightly above. His grandmother was an expert of the night skies. She would lecture Benito on the night skies on warm summer nights. She had often pointed and shown him the Seven Sisters - the cluster of the Pleiades which she called ‘Sath Zanni Bhoinni’. She had told him that the nickname for the Evening Star was ‘Bebdeanchem Neketr’ which apparently guided tipsy men home from the local tavernas. The pace of the falling flowers had intensified. There was no time to admire and think about stars or the night skies. Benito, his mother and his cousins continued to keep up while he hummed a ‘Yuletide’ tune under his breath in the dense and cold night air. The owl hooted in the distance as his cousins huddled closer to his mother, but Benito had to be a brave boy - a young guardian of support in the night. Nevertheless, thoughts of ‘shimieilo’ stories that his grandmother often related crept up. At times like these he tried hard to keep such scary ideas at bay. Would the fabled phantom of the night be passing by any moment now? Would he shortly be hearing the stomping of this legendary man’s feet - and the thumping sound of the staff that he is supposed to carry? Two baskets of ‘onvllam’ were almost overflowing already after about an hour’s collection. Benito tried to guess the time. Could be about 4 a.m. perhaps, he thought. No sign of the sound of the 'shing-shing' of the fabled ‘shimieilo’, the guardian of the village, yet. Perhaps it was past his time. The third basket was already overflowing. Lot of garlands for sale the next day, Benito thought. Then, just as they were about to wind up picking up the flowers, they heard faint sounds of rhythmic thuds in the distance, almost a slow staccato beat of 2-2-1-2-2, followed instantly by a distinct but a soft ‘shi-shing’ sound similar to a clash of mini cymbals. Was the ‘shimieilo’ late on his nightly rounds along the perimeter of the village? Benito guessed it would soon be time for the 5 o’clock morning matinee church bells for the Angelus prayers, and also the time when the cock would crow. And no self-respecting ‘shimieilo’ should be around at this time, Benito thought. Seen a bit of police brutality in Goa, on 18th June Rd, where a poor man was being beaten up with slippers on his face by a police officer for having been seen pick-pocketing near Bombay Bazar. In this respect, things seem to have changed for the worse, for under law, no police officer is expected to mete out justice - that is for the courts to decide, isn't it? One Indian is transfered to Goa, his dad (retired Govt. employee who made money by taking bribes) followed him. His dad with his illgotten money, opens a restaurant in Panjim (I have eaten there). They intend buying land and building a house in Goa, his dad said his other sons will come as well. For now the son his wife and his dad and his wife are in Goa, working and doing business. All this in return for one transfer. How many Goans have done this in other parts of India? Caj.

I think it bear about one inch round 'konngam' on its stem/creepr and may be there is large one underground/roots. I guess, when the creeper dies or dries up, each 'konnong' that falls on gorund become a new creeper during the next seaosn/monsoon. The killer creepr also reminds me of another creepr 'Chirko' (edible) which gives large one underground and small-small ones (cone shape) on its stems/creeper. Keeping an area well lit seems to help as well, so a lamp may help. I have no idea where antidotes for snakebite are available in Goa.

I find the Creative Commons, GNU General Public License or other sharable licenses to be very helpful to me as a creator of content. Having said that, I do not agree with your approach of showing your ire against Mario Menezes, by terming his show a flop etc. If he doesn't want his performances (even in part) to be seen online, then we have to respect his decision. Ultimately, it is his decision whether or not to have it online. If we share it against his wish, it would be a violation of copyright, under the laws as they now stand. My claim has been and continues to be, I doubt more than a handful of real estate transactions by these British nationals were legal given the illegal cesspool of real estate transactions in Goa, and that British nationals could not be THAT naive when they entered these into transactions as they now claim to be innocent victims. Again (and you seem to have difficulty here), I support legal transactions. The ethnography of Goa at the time Portuguese acquired the territory has intrigued me. Is there any data (or guesstimates) of this period in time? This includes Tiswadi (in 1510), Bardez and Salsette (in 1543). Goa first came under Muslim rule in 1294 when it was conquered by the Delhi Sultanate, and governed by Malik Tubliga. Over the 200 + years, Goa was ruled from Bijapur and Vijayanagar and various local rajahs. In keeping with the practice of the period, every conquering army decimated the local population; and expropriated the land, using it as compensation to the retiring soldiers of the victorious army. Since 1469 it was under continuous Muslim rule (BahmaniKingdom - Muhammad ShahII and later Bijapur sultanates) when it was conquered by Gen Khvaja Gawan; untill Albuquerque conquered Goa in 1510. So likely Timoja and his 4,000 sepoys (soldiers). who joined Albuquerque's 1,700 soldier / sailors, in attacking Tiswadi had the same designs on Goan land. The sepoys likely felt, after the Muslim occupants were evacuated, the Portuguese would occupy the fortresses; and the sepoys would be the new owners of conquered territory. Timoja became Tanadar-more (Chief Revenue Collector). Likely Timoja's soldiers did not fare so well. Albuquerque encouraged his own soldiers to settle in Goa, after he married them with the local population; creating a generation of mestizos to defend the newly acquired Portuguese territory. The island of Goa that Albuquerque conquered, we are told by JN Fonseca, was mainly marshland with a lot of hills and some small villages (compared to today). Also the place had a lot of endemic and epidemic diseases, shortening the life expectancy to about 45 years. So what was the total population of the land in 1510 and their ethnic breakdown? But astronomers, scientists and secularists are trying to play down claims of evil portent in connection with Wednesday's natural spectacle, when the moon will come between the Earth and the sun, completely obscuring the sun. In Hindu mythology, the two demons Rahu and Ketu are said to swallow the sun during eclipses, snuffing out its life-giving light and causing food to become inedible and water undrinkable. Pregnant women are advised to stay indoors to prevent their babies developing birth defects, while prayers, fasting and ritual bathing, particularly in holy rivers, are encouraged. Shivani Sachdev Gour, a gynaecologist at the Fortis Hospital in New Delhi, said a number of expectant mothers scheduled for caesarian deliveries on July 22 had asked to change the date. This is a belief deeply rooted in Indian society. Couples are willing to do anything to ensure that the baby is not born on that day, Gour said. Astrologers have predicted a rise in communal and regional violence in the days following the eclipse, particularly in India, China and other Southeast Asian nations where it can be seen on Wednesday morning. Mumbai astrologer Raj Kumar Sharma predicted some sort of attack by (Kashmiri separatists) Jaish-e-Mohammad or Al-Qaeda on Indian soil and a devastating natural disaster in Southeast Asia. An Indian political leader could be killed, he said, and tension between the West and Iran is likely to increase, escalating into possible US military action after September 9, when fiery Saturn moves from Leo into Virgo. The last 200 years, whenever Saturn has gone into Virgo there has been either a world war or a mini world war, he told AFP. It is not just in India that some are uneasy about what will transpire because of the eclipse. In ancient China they were often associated with disasters, the death of an emperor or other dark events, and similar superstitions persist. The probability for unrest or war to take place in years when a solar eclipse happens is 95 percent, announced an article that attracted a lot of hits on the popular Chinese web portal Baidu.com. Sanal Edamaruku, president of the Indian Rationalist Association, dismissed such doomsday predictions. Primarily, what we see with all these soothsayers and astrologers is that they're looking for opportunities to enhance their business with predictions of danger and calamity, he told AFP. They have been very powerful in India but over the last decade they have been in systematic decline. Astronomers and scientists are also working to educate the public about the eclipse. Travel firm Cox and Kings has chartered a Boeing 737-700 aircraft to give people the chance to see the eclipse from 41,000 feet (12,500 metres). Experts will be on board to explain it to passengers, some of whom have paid 79,000 rupees (1,600 dollars) for a sun-side seat on the three-hour flight from New Delhi. The eclipse's shadow is expected to pass over the aircraft at 15 times the speed of sound (Mach 15), said Ajay Talwar, president of the SPACE Group of companies that promotes science and astronomy. It's coming in the middle of the monsoon season. On the ground, there's a 40 percent chance of seeing it in India. On the aircraft you have almost a 90 percent chance of seeing the eclipse, he added. Siva Prasad Tata, who runs the Astro Jyoti website, straddles the two worlds. There's no need to get too alarmed about the eclipse, they are a natural phenomenon, the astrologer told AFP. But he added: During the period of the eclipse, the opposite attracting forces are very, very powerful. From a spiritual point of view, this is a wonderful time to do any type of worship. It will bring about good results, much more than on an ordinary day.
