Young Goan film director Laxmikant Shetgaonkar's Konkani feature film
"Paltadecho Munis"  ( The Man Beyond The Bridge) has been selected for
screening at the prestigious forthcoming Toronto International Film
Festival-2009, at Toronto ,Canada.

The film is made in the Konkani language and will have English sub-titles
for the festival. It will be screened in the Festival's Discovery (DI)
Section

The Film is based on well-known Goan Konkani writer Mahabaleshwar Sail's
novel.

Laxmikant Shetgaonkar is born and brought up in Goa and lives at Headland
Sada, Vasco-da-Gama, Goa.

The recently completed feature film is one more feather in the cap of young
Laxmikant who had won a National Award for his maiden film which was a
documentary partly in Konkani and partly in Marathi.

Goans in Canada will be privileged to watch an international premiere of a
film in their mother tongue, at a prestigious film festival.

Frederick, I need English word for 'Shabduli', a little flower which
blossoms generally in monsoon evenings and wilts by morning. It has
mild fragrance and either deep or light pink petals with lightest
yellow stem. The plant is no more than 2 feet high. I have not seen it
in the last many many years in this conctrete jungle called Goa. Can
you help me?

Based on the first paragraph below:

1. The only reason what Mario does, including writing on Goanet, is not to 
"benefit anyone but themselves."

2. Then the second and third line in the first paragraph below, contradict each 
other.  A close analysis of both statements, is what precisely is wrong with 
the US healthcare. The current system is driven by "financial benefit" instead 
of taking care of the patient and illness, guided by medical science.  
Clearly he does not read my post; or his urgent itch to respond clouds his  
understanding of what he reads.

The second paragraph is a repetition of the sloganeering parroted from the 
right-wing play-book. It is best not dignified by a response, because it is 
both factually wrong and irrelevant to the issues being discussed.  "Research" 
and "Breakthroughs" should be funded through a research budget, rather than 
using patients' healthcare premiums.

Enough comedy for the weekend. 

With my "center-left" posts, I will start posting on Fox News. Any pithy 
pseudonym suggestion welcome.  I encourage other goaneters to do the same.  You 
will do a service to America.  There are some ignorant and crazy posts on Fox 
News.  Surprisingly none are as obnoxious and full of demagogue as we see here. 
Likely those moderators do a better job.

What is the incentive for any group of "health care experts" to come up with "a 
plan" to benefit anyone but themselves? People like Gilbert still don't 
understand that the best plan is when every individual in an industry is doing 
what's in their own best interests. This includes the common sense notion that 
others have to be served as well as possible for one's own long term financial 
benefit.

Virtually all the medical and pharmaceutical breakthroughs in the world take 
place in the US precisely because the government hasn't yet stifled their 
incentives by imposing "national health care" controlled by politicians and a 
small army of babus.

As I was composing this photograph of the lovely Anant temple in 
Savoi-Verem on a cool February morning, bhat-mam came by 
and said that the committee is mulling a proposal to convert the 
field (seen in the photograph) into a parking lot. 


Wouldn't this be FIFTY TIMES more vulgar than anything a 
cartoonist can possibly draw? This is death by a thousand cuts. 
Even the Islamic barbarians who flattened thousands of our 
temples were kind enough to do so in one swift stroke. Are 
we going to hear anything from the defenders of Hindu honour 
about this planned atrocity? I suspect no.

Inside is the magnificent ancient masterpiece of the reclining 
Vishnu (as Anantshayana), a representative specimen of Goan 
sculpture. I bet they will soon find a way to chuck this out and

You are right, Rajan.  Every non-Muslim is harassed at the Saudi Arabian 
immigration 
and customs office, but Hindus are indeed singled out because they think they 
are 
'kaafir' - people without a religion.

No idols/religious pictures are allowed into the Kingdom; when found, they are 
dumped in a trash can right under one's nose.

What is shocking is that they don't even respect our Holy Bible. When they come 
across one, it, too, is sent to the trash can!

That's not all, one is further punished by deporting him/her from the airport 
itself.

Usually, agents of good companies give an extensive orientation to new 
employees 
being hired for the Kingdom but many don't do it resulting in harassment and/or 
deportation of new recruits without even entering the country.

Drawing together a keen environmental sensitivity with a nuanced view of

Ghats.

Vinayak is a forest ranger. His wife has died, leaving him lonely as he patrols 
vast 
areas of protected landscape. One day, he finds a madwoman cowering behind his 
house. He offers her shelter, and slowly, a tentative relationship begins to 
form. 
Each night he leaves out food for her, and each night she returns to eat and 
sleep 
in his yard.

Ignoring the gossip of the nearby village, which casts out anyone with a mental 
illness, Vinayak soon takes the woman into his home, and then into his bed. But 
when 
she becomes pregnant, it is he who risks becoming an outcast.

Director Laxmikant Shetgaonkar tells his tale with grace and attentiveness. 
Immersed 
in the culture of the region, he takes village traditions and beliefs 
seriously, 
while casting a jaundiced eye on those who exploit them. A subplot introduces a 
village headman who plans to build a temple on forest land in a crass bid for 
election. It's Vinayak's duty to oppose the construction, but the headman has 
key 
villagers in his pocket, including thieves who steal forest wood to build the 
temple, and even the priest who could legitimize the union of Vinayak and his 
new 
love.

Far from the sensory overload of India's big cities, The Man Beyond the Bridge 
satisfies itself with exploring smaller but enduring dilemmas. What liberties 
can be 
taken with a natural environment by those entrusted to protect it? Is a man who 
marries a madwoman helping her or taking advantage? Shetgaonkar takes up these 
questions with humility and heart, finding an apt metaphor in a delicate rope 
bridge 
that links the wild forest to the so-called civilization of the village.

Really brilliant. Claims to 'intelligence' I have never made. After all, I
was the original class duffer!

I have not chosen to rebut any thing posted by the cut and paste and forward

BTW, I thought that Goanet was a GOAN forum. I suppose the Mallus have their
own forum.

Sorry to be bringing up a red herring, or should I say a red flag, but Kerala 
also just happens to have had a communist led alliance leading it for the past 
few decades. Kerala has very high government spending, specially on social 
programs - quite the antithesis to Mario's supposedly free market credentials. 
Its per capita income is far below that of Goa's and for its large size has 
very little industry to speak of. Among the large Indian states, it has the 
largest percentage of its working population working as migrants in other parts 
of the country and the world. Luckily, Mario does not have to travel very far 
to enjoy such a socialist paradise. Fidel Castro's Cuba is only a few hours 
away from him. Kerala is the Cuba of India.

with regards to the above it is good that you have taken the first step to
trying to solve your property problem by approaching the Goa Netters and
this is my advise to you :

NO 1 - do not get scared

   - give a written complaint to Police (in your case Calangute PS ) ,
   Panchayat Secretary , Mamladar , Dy Collector , Director of Panchayats and
   mark a cc to the Panch member concerned and to your witness ( your uncle ? )
   You can hire the services of an advocate in case you are based in the Gulf
   and give a power of attorney to your uncle ( if he is in a position to move
   )
   - Inward with inward numbers all your complaints and send a Regd AD  to
   the Panch member concerned .

I had a somewhat similar problem in Saloi  some years back and got it solved
( drove them away )  by taking *firm action including shaking* the
encroacher by the scruff of his neck.

Do not fear - you are a Goan and you must fight for your rights if not these
greedy buggers will grab all thats left of our once beautiful Goa.

Regarding your last statement in support of the Governments decision to give
powers to the secretaries - I dont agree as you cannot generalise and blame
all Panchas as corrupt - are the secretaries without blemish ?

Please don't be misled by my response to Gilbert. Gilbert does indeed comment 
on the Huffington Post blog under the pseudonym rad21. You may not like his 
arguments because of ideological differences, which is fair enough. But his 
posts here and on the HP blog do argue the center-left position on health care 
quite well.

Not to make too fine a point, but I would characterize my differences with 
Gilbert or anyone else for that matter as intellectual, not ideological, the 
difference being that I am not a member of any organized group and try to cite 
facts and credible sources and logical common sense which an ideologue 
generally cannot or does not.

Secondly, anyone who has practiced medicine for 40 years in the US must by 
definition know something about the topic, even though weak economic 
fundamentals or personal beliefs may lead to gems like, "The goal of the new 
healthcare system should not be to ration medical care but rather to have a 
rational application of care -  one based on proven science and accepted 
practice patterns."

Is it the "goal" of any national healthcare system to ration care, or does that 
come from a mismatch in the patients to resources ratio by the same systems 
that brag about being cheaper than American healthcare but have massive 
mismatches of resources relative to the patients in their systems?

I heard Dr. Brian Day, past President of the Canadian Medical Association being 
interviewed last night on TV.  He said out of Canada's 34 million population 
that ostensibly gets "free" health care, 5 million - 15% - do not even have a 
primary care physician because they just don't have enough doctors.  He said 
that there are 1 million patients on waiting lists for surgery and another 1 
million waiting to see a surgeon so that they can get on a waiting list for 
surgery.  Is this any way to practice medicine in a developed society?  
Obviously this was not a "goal" of their system.

Dr. Day also said that it was a misnomer to say that all healthcare was covered 
in Canada.  He said that Canadians still have to buy private insurance for 
their medications and for allied services like ambulances, etc. not to mention 
American insurance for treatment in the US when necessary.  See,

There was a case just this week where a woman in Britain's "free" system had to 
give birth on the pavement outside a hospital.  When she unexpectedly went into 
labor and called her midwife asking for an ambulance she was told she should 
sit in a hot bath and then make it to the hospital on her own, a distance of 
100 metres, because ambulances are not covered by NHS and she had had nine 
months to arrange a ride.  She didn't make it all the way and a passing 
physiotherapist helped deliver the baby.  Fortunately, baby and mother are 
doing fine.  In the US an ambulance would have been on its way in seconds 
regardless of her ability to pay.

One of my relatives had an anaphylactic reaction to a jellyfish sting in Miami, 
FL, eight months ago.  They called 911 and the EMTs were there in less than 5 
minutes, took the child to the nearest emergency room, and no one even asked 
for any payment even though they had insurance.  

Contrast this humane response with the one in Britain.  Yet, in a gross 
generalization, Gilbert says Americans should be ashamed of their system.

Finally, Dr. Day said that in British Columbia, where he lives, 42% of the 
state budget is for healthcare and this is projected to rise to 90% in the next 
few years if their system is not reformed.

Soter D'Souza, Director , Centre for Panchayati Raj, to day clarified at the
Public Meeting of the Goa Panchayat Democratic Front [GPDF] that the  views
expressed in the OPinionatED column in 'Herald' dtd. 19/8/2009  was
erroneous.

He said:
"It cites an amendment in 2007 by Karnataka govt. taking away powers of the
Gram Sabha to approve the beneficiaries. But this is far from the actual
truth. Below is reproduced some information about this Bill which was sent
back by the then Governor of Karnataka. This is what information we have
been able to retrieve on the fate of this Bill. The *Grama Panchayat
Hakkottaya Andolana*, a movement federating members of over 80 panchayats,
institutions and individuals, united across political parties lobbied with
the Governor against the Bill.Very interesting observations below.

*Karnataka Governor Shri T. N. Chaturvedi had refused assent.*

The Andolana petitioned the then Honourable Governor T N Chaturvedi, and
requested him not to approve of an action that violates the Constitution and
specifically its 73rd Amendment that all elected representatives have
pledged to uphold on assuming office. Happily Sri Chaturvedi did not put his
seal on the 2007 Bill and returned it to the Legislature with elaborate and
eloquent comments. In his submission, he wrote:

“..*while going through the present Karnataka Panchayat Raj (Amendment) Bill
2007, it evidently seems to undermine the Constitutional mechanism for rural
development governance as enshrined in Part IX of the Constitution of India
and the Karnataka Panchayat Raj Act, 1993 which are intended to implement
the 73rd amendment with the twin objectives of broader democratic
representation (Article 243C-243F) and direct empowerment through conferment
of decision making powers to Panchayats. The 73rd amendment does not
envisage that parallel institutions be invented to discharge functions even
in the guise of a default power, where and when duties are alleged to be not
discharged effectively by Panchayats. The correct approach must be to devise
ways and means to enable the Panchayats to function effectively, rather than
to bring in higher legislators/officials into the system. It will obviously
be considered as a regressive step in the march towards strengthening local
democracy and striking, at the root of the 73rd amendment. It may not be out
or order also to mention that the reinstatement of legislators and officials
in the set up in this manner and vesting them with authority on the plea
that Gram Sabhas and Gram Panchayats have not worked satisfactorily may even
be misconstrued as conflict of interests between the former and the
Panchayats*.”

Ganesh Chaturthi Festival greetings to my fellow Goans!

I observed that the best thing of this festival is that the most of Hindu Goans 
celebrate their Ganesh Chaturthi at their ancestral home along with their 
native. One can meet almost all the members of a joint family on the Ganesh 
community Chaturti day at their ancestral home.

Ganesh Chaturthi festival is the birthday celebration of the Lord Ganesh, son 
of Shiva and Parvati. Lord Ganesh is widely worshipped as the supreme God of 
Wisdom, Prosperity, obstacle remover and good fortune. Ganesh festival is 
mostly celebrated in the former states of Mharata Empire including Goa.

In the nineteen century, Lokmanya Bal Gangadhar Tilak was the main architect to

different purpose. In Goa, nowadays we see lot of community Ganesh festival

friendly with the person selling goods, and the one who comes to your house for 
maintainance. Baba re puta re are the adjectives used when the mechanic comes 
to your door. I too belong to this group. I have learnt much from my friend 
Tony De Sa. It was the time when consumer's forum had just been started and I 
had complained to this forum without knowing much about the forum. My complaint 
was against electricity department. Tony De Sa had a simple case. He was coming 
down to Goa from Bombay. He was to board the bus at a particular point but at 
the last moment the bus stop was changed .He had t
 o take a taxi. Paid Rs. 30 for the same. He filled a case in the consumer's 
court fought the case and won.His case was not much for gain but to teach 
people like me how to fight.  This was the time I too learnt that I should 
fight for my right. I had bought IFB washing machine, two years warranty. 
Within six months the chasis got rusty. They replaced it. Eight days before the 
expiry of the warranty the timer started giving trouble. The mechanic was a 
wise person. He took a thread and wound it round and made it work .The timer 
worked and exactly one month later it stopped to be told that I had to pay for 
the timer. I approached the consumer's court. I won the case. Got a free IFB 
and got a cheap publicity also. The result this news of the case came in all 
the leading newspapers in India. It was a loss for the IFB. They came out with 
best quality product. Its almost ten years now that I have the IFB God forbid 
nothing has happened so far.

arguments because of ideological differences, which is fair enough. But his

Your suggestion that Rajan and Samir get criticised (which is not
wholly true, I've seen ten times more support for Samir on Goanet than
the stray criticism; and even Rajan has his fan following among the
conservative Cristao here who share his ideological perspective) is
misleading to say the least.

To insinuate that they get criticised because "they may not be not be
(sic) Catholics like the majority of posters on this forum" is as
accurate as saying that I get my share of brickbats because A+ blood
flows in my veins, because I supposedly "belong" to a particular
caste, because I live in a place called Sonarbhat, or because I wear
(mostly) brown underwear!

Frankly, I don't like Rajan's conservative and xenophobic politics,
which is why I make an occasional comment when I feel the need to

Rs.16 mn fund for overseas Indian citizens in distress  

New Delhi: The government Thursday set up a Rs.1.6 crore (Rs.16 million) fund 
for overseas Indian citizens in 18 countries who might find themselves in 
distress.
The decision to create the India Community Welfare Fund (ICWF) was taken at a 
cabinet meting presided over by Prime Minister Manmohan Singh, Information and 
Broadcasting Minister Ambika Soni told reporters. 
Under this, Indian missions in seven countries -- Qatar, United Arab Emirates 
(UAE), Saudi Arabia, Oman, Kuwait, Bahrain and Malaysia -- would annually be 
provided Rs.15 lakh each "to meet contingency expenditure incurred by them for 
carrying out various welfare activities for overseas Indian citizens who are in 
distress, Soni said. 
Missions in 11 other countries -- Libya, Jordan, Yemen, Sudan, Afghanistan, 
Indonesia, Syria, Lebanon, Thailand, the Maldives and Iraq -- will annually get 
Rs.500,000 each.

Britain may refuse citizenships to professionals on transfer


Indian IT and other professionals who are transferred to Britain by their 
companies may not be able to apply for citizenship if a recommendation made by 
a government-appointed advisory committee is accepted, a lobby group alleged 
Friday.
The Highly Skilled Migrant Programme (HSMP) Forum said the Migration Advisory 
Committee had recommended that skilled professionals who come to Britain on 
intra-company transfers should not be allowed to apply for British citizenship. 
Amit Kapadia, executive director of HSMP Forum, said: "We are very concerned on 
the Migration Advisory Committee's (MAC) recommendation on denying those coming 
on intra-company transfers under Tier 2 the right to settlement (permanent 
residence)." 
Under Britain's points-based system of immigration, Tier 2 Work Permits are 
given to medium and highly skilled workers who have a confirmed offer of 
employment with a British company. 
Intra-company transfers constitute 59 percent of people applying under Tier 2, 
and a majority of them are Indian professionals, mostly working in the IT 
sector. They are usually transferred for a three-year period, which can be 
extended to another three years. 
Under current rules, immigrants who have lived lawfully in Britain for five 
years are considered for permanent residence status, which is the basis for 
applying for citizenship. 
But the MAC recommendation, if accepted, would mean this would not apply to 
those who come to Britain under intra-company transfers even if they fulfil the 
conditions. 
"We do not see any justification whatsoever for withdrawing the right to

In connection with the recent controversy regarding Dr. Subodh Kerkar's
cartoons one person mentioned to me that one of the cartoon drawn by him was
published in oHeraldo (dated: August 18, 2009, Page 2). In this connection
and after having a look at it I submit my views here-in- below. 
 
The cartoon shows a likeness of Shree Samarth Ramdas (one of the revered
saint of many Marathi speaking Indians) with the following caption:  "This
is a portrait of Samarth Swami Ramdas.  I did not want anyone's feelings to
be unnecessarily hurt, so I drew him fully clothed in a suit."
 
The normal attire of Shree Samarth Ramdas as has been noted by every Hindu
in Maharastra or Goa is that he wears only “langoti” and is depicted in that
way, all over the world. His believers have similar photo in their homes and
even in some Hindu business houses. Clearly such a depiction did not / does
not hurt anyone's feelings.
 
However, it appears that the feelings of the creator of the cartoon i. e.,
Dr. Subodh were hurt. It also gives a feeling that Dr. Subodh has no
understanding of the subject and the feelings of people. If Dr. Subodh did
not want to hurt the feelings of anyone he could have as well shown Shree
Samarth Ramdas in an attire of Hindu swami rather than showing him in suit!!
The way the present cartoon is painted gives a strong feeling of provoking
type of intentions of cartoonist’s.  And so, if people did get provoked why
should the creator of the cartoon take upon himself a role of a victim?
 
If the cartoonist is sincere, then he would have to answer in affirmative if
he is asked the following question: "Would the nude painting of Hindu
goddesses by MF Husain hurt anyone's feelings?"
 
According to me, an artist does not have a social responsibility to please
and uphold the public's sense of right and wrong in their expressions. Their
art is just their reflection and distillation of the world around them.  So
much so that very few artists today are aware that with celebrity comes
responsibility.  

When I look at any artist’s painting, I hope to see everything the artist
was dreaming of as he captured the scene, or whatever beauty he found to
excite him. I always like to see beyond the passion to the reality of the
artist’s character or spirit. Therefore, I feel, art is not just about
passion. An artist may, of course, have emotions, but their art should help
the viewer to have more than a surface understanding of it. Their art needs
to be like a child, the magnificent result of its complex and beautiful
creator. 

Most artists know well that their freedom of expression can and or may be
challenged but their intentions behind exercising freedom of expression
cannot be proved in the eyes of law!! Taking advantage of the freedom of
expression they resort to giving public something shoddy over and over
again, without any material substance but definitely with derogatory
projections of race, sex, social class and exploiting religious
feelings/beliefs. So what can one do about these profiteers who pollute
vulnerable minds as if they have no spiritual or social responsibility to
create real art? 
I don’t believe in censorship, but I feel strongly that a true artist should
censor themselves for the good of the society. Has Dr. Kerkar any time
bowdlerized himself and his paintings before offering them for public
viewing? OR is he up to a mad rush to complete what M. F. Husain could not
do or achieve? How is that Indian Artists expresses their right to freedom
of expression only to depict Hindu Gods, Goddesses & Saints in an unwanted
pose and attire? I wonder How come these artists don’t get inspirations or
imagination to depict  Saints of other religions in the same way as they
depict Hindu saints and gods? OR is it that these Indian artists consider
that Hindus have no moral right to get hurt if their sentiments are trampled
upon.

The HDI values for both Kerala and Cuba are quite high and belie their low 
economic scores. My whole point was to identify yet again, Mario's inability to 
make a consistent argument. He praises Kerala's HDI achievements while 
previously slamming Cuba's model that is very similar to that of Kerala's.  
Ditto for his bashing of the health care systems outside the US, while then 
himself admitting that the US system that he praised so much earlier is 
bankrupt.

Mario seems to have the problem of making adhoc, single parameter, idealogical 
based and often arrogant judgements on other (non US) countries and societies. 
As we can see, making sweeping statements with limited analysis continues to 
get himself into trouble. He is is worst critic! It is this all black or white, 
for us or against us type of thinking that has gotten the US into so much 
economic and military trouble over the past decade. In principle, I share many 
if not most of Mario's views on economic liberalism, but I try to avoid making 
grandiose and arrogant denunciations of other nations and societies that have 
chosen alternate models for their health care or their general economies.  
Mario, like Big Brother Government that he derides so much, seems to think he 
knows what is best for the rest of the world.

their state with a barrage of cow cakes and baseless innuendo, sprinkled with 
some trademark falsehoods, or being somewhat defensive as your comments may 
indicate?

My post made no judgment about Goans or anyone else, and the title I used, 
while a tad hyperbolic, was not too far off based on the positions achieved by 
these Keralites on the list.

The Transport Minister Ramakrishna Dhavlikar has warned that if the
government reneged on the contract awarded to Shimnit Utsch India Pvt. Ltd.,
to supply high security number plates, it ‘would have to pay through its
nose’ the liquidated damages that would become payable to Shimnit. Boohoo.
Of course, no figures were given to back the claim. There never are. On the
contrary, the men responsible for not understanding the factors before they
signed on the dotted line, might also be up for a bloody nose. Because, this
is the way things are done in Government. In the business world, it’s called
‘backward integration’. In government, it works like this; first you swallow
a huge dose of vitamin M. Fortified, you promise the sun and moon; and when
inevitably you end up in the doghouse you backtrack, simultaneously
threatening all sides. It happened with SEZs and is happening with the
floating casinos. But expect more on this because Manohar Parrikar has a few
tricks up his sleeve, so do some more concerned citizens from out of State,
because there is much Dhavlikar does not know about the high security
registration plates.

Talking about paying through the nose, between February 2005 to February
2009 your Government spent Rs 46,18,467 as legal fees paid to various
lawyers in *Dilli *to defend the State before the Supreme Court. This
includes some lakhs spent on opposing the petition filed by Dhavlikar
challenging his disqualification by the Speaker Pratapsingh Rane.

Dhavlikar should have done his home work before he went gung ho on this one,
after all there is this possibility of a bloody nose if the government has
to compensate the SEZ applicants, sorry recipients of the government’s
goodwill. There’s also this huge problem of the thousand of trucks, cars and
even all kinds of two-wheelers with registrations from States like Himachal
Pradesh, *Dilli *(naturally) and of course from Karnataka and Maharashtra
that are in Goa almost permanently. These vehicles must be registered in Goa
within 11 months. Their owners live here, work here or have businesses in
Goa. What is Dhavlikar going to do about them? The answer, is he will ignore
them, pretending they don’t exist. In fact, I can see yet another set of
rules for Bhaillos and another for Goemkars.

I came across these details the other day which might interest you.
Replacing a ‘garden fitting’ at his official Altinho bungalow cost the same
government Rs 1,39,350. Must have been one hell of a garden fitting and
unfortunately, I can’t throw more light on this. Replacing an air
conditioner cost Rs 35,228. To set up home for him at F-0-1 in Altinho, the
government spent Rs 28,924.65 on items like plastic mugs, a gas stove and a
mixer grinder. Makes you wonder who took away all the stuff before he moved
in. Among the other items the government bought with the Rs 28,924.65 are:
double bed sheet set, dust bins, dusters, glasses, thermos flask, spoons,
kitchen knife, pressure cooker, dinner plates, cups, pillows, more double
bed sheets, bedspreads, towels, pillow covers, and door mats. There’s also
this little detail of your government buying him a spanking new Honda City
for Rs 8,78,000. I am beginning to think our MLAs richly deserved that
salary hike.

*Aires Rodrigues Vs Subodh Kantak*

Digging up more dope on his bête noire Aires says that a close relative of
his, a lawyer called Leena Anish Dharwadkar, who worked under Subodh Kantak
was paid Rs 7,65,000 from February 2005 to March 2008 by way of fees. She
has now been appointed manager (legal) at the Goa State Infrastructure
Development Corporation Ltd. (GSIDC) on a salary of Rs 30,000 per month.
GSIDC also appointed an assistant legal manager called Mohini Ramanathan
Nair. Not bad, eh, Mr Dhavlikar, your government does have money to spend
through both nostrils. Aires Rodrigues says Kantak himself was a GSIDC
director from February 1, 2006 and resigned on September 13, 2007. He asks
did Kantak resign to ensure that the selection of his kin to a key post did
not look too obvious. Are you kidding?

'We are destroyed in less than 40 years.' These words still keep ringing in my 
ears when I happened to meet Mr. Bandodcar's brother-in-law from Mapusa. Both 
of were taking a flight to Bombaim.

 He sat by my side in the plane and those 45 minute ranted how medieval Goa had 
turned since the arrival of the indians. 'Foi uma asneira' (a great mistake) 
the gentleman spoke to me in fluent Portuguese. Corruption was rife, there no 
law and order, there is bad planning, essential services hardly work. 
Politicians are sex pests he said. 

We see the echo of this gentleman everyday on Goanet. Many Goans have left Goa 
because of this situation. Some Portuguese born have given up their indian 
rights to live in Portugal and earn a lot of money. They write about medieval 
Goa and Portuguese presence. They rant and than apologise. Nothing is written 
how medieval Goa is becoming today!

Celebrating the inclusion of Konkani in the 8th schedule of the Indian 
Constitution 
on August 20, 1992

As Goan Catholics we have absoultely nothing to celebrate about. It is 17 years 
since we were badly betrayed after the agitation, by those with the "Devnagri 
Konkani only" agenda and those who support them. Ironically I think the only 
individual who lost life in the agaitation was a Catholic. Since then, constant 
attempts both covert and overt are being made to destroy this aspect of our 
culture 
and so many other aspects as well. It is time we all st
ood up and asserted our right to our own language and our culture. Roman 
Concanim is 
our mother tongue and like every other language; has evolved over the centuries 
. It 
has the right to be given the same status as its sister language Devnagri 
Konkani. 
Since 1992 an alien language and script is being forced on our children in 
school 
and this has to stop immediately. The Hindus can have it for their children if 
they 
want to and we have no objections to that; but it cannot be forced on our 
children 
and us. Like so many other causes and struggles, an enemy also lies within the 
Catholic co
mmmunity: the Catholic clergy (and a significant number of other individuals 
who for 
reasons best known to them take no pride in our culture or heritage) who it 
seems 
have worked overtime to ingratiate themselves(at least subconsciously) with the 
ruling Hindu political elite and thoroughly "Sanskritised" ; the original Roman 
Concanim in our religious services and other areas as well. They would like us 
to 
use words and phrases that we never used or use and do not understand. As 
someone 
said: neither God nor St. Francis Xavier would understand the Concanim that our 
Catholic priests would like us to
 speak. We also have to safeguard our culture against what is the growing 
problem of 
individuals within  at the two extreme ends: one set who think they are more 
Hindu 
than the Hindus and the other who think and behave that they are more Western 
than 
the Westerners.

It is high time all this is brought to an end and we get the right to our 
mother 
tongue. How long are we going to be deprived of this by the majority? I may not 
be 
politically correct but it is time to recognise this: what makes Goa truly 
different 
from all other states and a unique tourist destination is her unique Goan 
Catholic 
heritage and culture that celebrates life. Without this the Goa we know of 
today, 
would never exist and probably even Devnagri Konkani would never exist..she 
would 
long have been swallowed up and merged imperceptibly into Maharashtra 
state..the 
Devnagri Konkani speakers would suffer the same state as the Goan Catholics do.

I avoid posting on GoaNet, although I have been a subscriber almost since its 
inception. but can no longer hold back.
 
Lately I have read some rather unpleasant postings against Samir and Rajan,two 
individuals who I greatly admire because they have the guts to tell it like it 
is.  One may not like the
way they report what they see, but in my not so humble opinion, they are true 
Goan patriots.  They may not be not be Catholics like the majority of posters 
on this forum.  They are individuals who belong to the majority community in 
Goa and care deeply about Goa and the rot that is setting in.  I am glad that 
there are individuals like Samir and Rajan around to open our eyes.
 
Now,   glad to get this off my chest, and let the brickbats fly.

I understand that the bamon-hating poseur who fancies
himself as an "academic" has oozed some schlock in the
Gomantak Times regarding the kerfuffle involving a 
Goan cartoonist and some Hindu fundamentalist thugs.

This is amusing, because this hypocrite who now wants
the cartoonist to have the freedom to exhibit - and I 
vehemently agree that the said cartoonist should have 
that freedom - was the very same fellow who last year 
wanted to block the screening of my documentary 
"The Rape of Goa" at a meeting of the Taleigao villagers, 
over the wishes of those villagers.  I had been 
approached by the villagers for a screening and had 
readily agreed.

Which is to say, the self-styled "academic" is selective 
about his support of freedom of expression.  Those he
disagrees with don't get to have their say in his rotten
worldview: the classic specimen of the "do-as-I-say-but-not-as-I-do" 
intolerant hack.

Even more amusing, the Taleigao village representatives
privately let on to me that I should come prepared with 
my Macbook to screen the documentary, this fellow's 
objections notwithstanding.  Accordingly I went there.  I 
even helped the GBA representative with her presentation.  
When her laptop malfunctioned she asked if she could use 
my Macbook.  The fellow could do nothing more than 
loiter impotently as I handled the GBA lady's slideshow.

Unfortunately, the programme was running late by well over 
an hour and I had to head back home on account of a prior 
commitment.  So I couldn't show "The Rape of Goa" that
morning.  It would have been fun rubbing this charlatan's 
nose into the ground by the very instance of screening the 
show.  Oh well, next time maybe.

The latest attempt at cultural censorship by the Hindu
Janajagruti Samiti (HJS) and the Sanatan Sanstha (SS)  --
demanding that artist Subodh Kerkar cancel his exhibition of
Lord Ganesh pictures, and its campaign against him and the
Marathi daily Lokmat for a cartoon 'denigrating' Swami
Ramdas, the seventeenth-century Maharashtrian saint and
contemporary of Shivaji  --  has firmly drawn the battle-lines
between those who believe in freedom of expression and those
who would like to constrain cultural and social expression
within the narrow straitjacket of their obscurantist agenda.

  The pictures of Ganesh drawn by Kerkar are a
  playful portrayal of the popular Hindu God in a
  variety of poses. Kerkar himself has been at pains
  to clarify his stand on the issue: "There is
  absolutely no intention of hurting anybody's
  religious feelings. My drawings are my offerings to
  Shree Ganapati and no kind of insult is intended...
  If some people's feelings have been hurt by these
  drawings, it only shows their narrow-mindedness and
  fanaticism."

The allegation that Kerkar and Lokmat have 'denigrated' Swami
Ramdas is even more bizarre. The cartoon in question is a
genuinely funny comment on cultural censorship. The
seventeenth-century Maharashtrian saint Samarth Swami Ramdas
is traditionally depicted (including on the covers of his
popular Marathi books like 'Manache Shlok' and 'Dasabodh')
wearing a caxtti. The cartoon shows an artist standing before
an easel with a canvas of a man wearing a suit, and telling
his friend, "Of course this is a drawing of Swami Ramdas. I
have dressed him in a suit to avoid hurting anybody's
sentiments." To find such humour offensive is to extend
'narrow-mindedness' and 'fanaticism' to ridiculous extremes.

Coming hot on the heels of its demand to remove M F Husain's
painting 'Standing Buddha' (which the Samiti itself admits is
unexceptionable) from the Goa State Museum, the HJS's latest
demand is so unreasonable that it has, for once, united a
wide range of citizens in Goa and prompted them to speak out
against such egregious cultural censorship.

But there are yet those who dismiss the HJS' campaign as
palpably silly (which it is) and consider speaking out
against it to be a mistake, as it gives organisations like
the HJS (particularly its fraternal organisation, the Sanatan
Sanstha) the publicity they crave and furthers their agenda.

But such a view betrays an ignorance of how such
organisations operate, and how they succeed in imposing their
agenda and vision upon society through systematic
intimidation of all opposition.

The HJS is perpetually in campaign mode in its main areas of
operation -- Goa, Maharashtra and Karnataka -- and is
indefatigable in its efforts to hunt out and eradicate
anything that offends its narrow view of Hinduism.

A random sample of alleged 'denigrations' of Hinduism from
the website of the HJS at http://www.hindujagruti.org/
includes the films Kambakht Ishq, Slumdog Millionaire and The
Love Guru; portrayals of Hindu deities in advertisements; and
various painters, of which group Subodh Kerkar is the latest
member and M F Husain the most illustrious.

Ten minutes on the website of the HJS would lead any
reasonable person to dismiss the whole caboodle as nonsense
and a waste of time -- and that is where the reasonable
person would be making a serious mistake.

  In the course of its campaigns, the HJS uses every
  means possible to ensure that anything it considers
  offensive is changed or removed as per its diktats,
  and it meets with remarkable success in its
  efforts. When faced with demonstrations and
  agitations, theatres and art galleries make the
  changes that are demanded rather than live with the
  implied threat of 'retaliation', and the HJS
  website reports numerous 'successes', with changes
  made and apologies tendered by film-makers, print
  media publications, art galleries, and even the
  Frankfurt Book Fair.

The India Art Summit, reportedly the country's largest art
fair, cited 'security reasons', this year (for the second
consecutive time), and did not include a single painting by M
F Husain, though he is probably India's best-known painter.

I received a phone call at 3.00 am this morning. 
My Tanzanian partner shouts, "Hey, your picture is in the newspapers here."
I reply, "My picture is in the Tanzanian newspapers?"
He breathlessly says, "No, I am in Mumbai, its lunchtime, I am reading the 
newspapers and your picture is in it.

Thanks to Eddie Fernandes, I can now view the said picture.
Thanks to Eugene Correiya for the picture i.e. the Times of India did not 
mention that is was Eugene's picture, but I will.

My only disappointment?
I wish Eugene had taken that picture five minutes later i.e. after I had won

I don't subscribe too much to the "Open Source" but am a Free Software

Just like I will not challenge his dominion in journalism, he should desist

- Frederick also tends to jump to conclusions based on his own biases and is 
sometimes more in the business of fuelling feuds by creating misunderstandings. 
My differences with Dr. Oscar are based solely on facts/ statements relating to 
his thinking and expressed beliefs which are in black and white which Frederick 
should either accept or deny. So also when talking about the larger picture, 
can Frederick heal the deep psychological scars of a committed student activist 
who was allowed by his colleagues, now in prime positions licking the 
government,  to be the victim of police brutality and human rights violations 
while in custody for four days? Where have all the ideologies those guys 
preached to the grass-root people against the government vanished in their 
present public life?

but cannot agree and then dupe me by doing the opposite. I have not done 
anything to prevent the orgnaisation of the meeting and neither did I refuse 
them my support. But defintiely I have my freedom to associate or not to 
associate. I aslo have the freedom to make my stand clear in public for those 
who may have been confused with what happened at this meeting. I also have the 
freedom to call the bluff.

Goa seeks to be part of unique ID pilot project

Panaji, Aug 20 (IANS) Chief Minister Digambar Kamat has pitched to
Nandan Nilekani for Goa to be included in the pilot project for the
implementation of the unique identification number programme.
Speaking to reporters Thursday after his return from New Delhi
Wednesday, Kamat said that during his meeting with the newly formed
Unique Identification Database Authority of India (UIDAI) chairman, he
had broached the idea of including Goa in the pilot project.

"He has already short-listed some districts in Karnataka for the UIDAI
pilot project. I have suggested him to include the state of Goa in his
list too. Some of the districts in Karnataka are as big as Goa
anyway," Kamat said.

The UIDAI envisions developing of a system through which all citizens
are allotted a unique identification number by 2011.

"Mr Nilekani has invited me to meet him again on the subject when I am
in Delhi next and hold discussions. If he agrees, Goa will be a part
of this prestigious pilot project," Kamat said.

GBA unites with p'yat body against Act amendment

PANAJI: The demand to scrap the controversial amendment to the Goa Panchayat 
Raj Act 
received a major boost on Thursday with the Goa Bachao Abhiyan joining the All 
Goa 
Panchayat Members' Movement.

"There is only one alternative to democracy, and that is more democracy," GBA's 
Dr 
Oscar Rebello told the large assembly of panch members and citizens from North 
and 
South Goa at the Panaji church hall.

Rebello said this fight (against the amendment) is essentially to give back 
powers, 
not to sarpanchas and panchas, but to the village gram sabhas. In this fight, 
said 
Rebello, the strength of the sarpanchas is the gram sabhas or the people. He 
also 
said that the amendment is a tacit admission by the government that it is 
unable to 
convince the people, but is steamrolling its way through draconian laws.

If Rebello evoked passion, GBA co-convenor Sabina Martins cited reasons why the 
amendment should be scrapped. The amendment gives village panchayat secretaries 
powers to execute a decision of the appellate authority in any appeal if the 
village 
panchayat fails to execute it.

Martins said the director of panchayats or the deputy director, who are the 
appellate authorities, are not neutral.

Most Goans say that ruling government has tactfully re-activated Dr. Oscar
Rebello to take center stage in GBA, who at one time had voluntarily
resigned from GBA as its convener and equally from RP's Task Force that to
after putting his signature on RP draft. While tendering his resignations
from GBA & Task Force Dr. Oscar had given loads of convincing explanations.


Goans also say that government has played this Idea only to divert Aam Admis
attention from RP 2021 which is in finalization state to growing disturbance
created in the name of Panchayat Raj Amendment Act 2009 of Goa.  

Goans also have a feeling that ruling government has reactivated Dr. Oscar
only to sell old wine (old RP) with a tag of Dr. Oscar Rebello and may be
also of Edgar Rebello.  

These very same Goans also say that if above thinkings' are not correct than
Dr. Oscar must be planning to become chairman of RP 2021 finalization
committee and equally wants him to be appointed on Task Force that will be
appointed to study Panchayat Raj Amendment Act 2009 of Goa. 

If above saying of most Goans are correct. I would only say ...God save
what ever is left in Goa.

The decision of the Government of Gujarat to ban, 'Jinnah: India, Partition 
Independence', the controversial book by Jaswant Singh is on expected lines.  
Freedom of speech and expression, voices of dissent, have been systematically 
quelled in recent years.  This attitude bordering on totalitarianism and surely 
myopic, does not augur well for the future.

 

Whether Singh's 'Jinnah' merits a brief or not, is irrelevant.  The point is, 
that civil society is being treated with an arrogance that conveys a somewhat 
"you-cannot-think-for-yourself-so-I-will-decide-what's-good-for-you".  In a 
highly globalised world, when we boast about vibrancy and a technology for the 
future, this is the last thing to be expected!  It is common knowledge that 
those who want to read the book will do so at whatever the cost. 

 

In Gujarat the response to those who challenge is generally the same: whether 
it is a campaign by a daily newspaper to highlight endemic ills or Medha Patkar 
focusing on the plight of the displaced adivasis; whether it is Ashish Nandi 
who has the courage to critique a section of society or the portrayal of 
reality by a film like 'Parzania'.  Whilst no "official ban" might have been 
promulgated, the writing on the wall is all too clear.  There are some in this 
State, who would like to maintain the status quo because they know what the 
bosses want!

 

The Gujarat Government would be more honest if it looked at the sub-standard 
textbooks it produces:  of a history which is conveniently distorted and how at 
a very early age the children of the State are fed with warped ideas of the 
other: be it in caste, class, religion and even women. 

 

The country and the world has gone through various phases of banning books and 
films: "The Satanic Verses", 'Da Vinci Code' et al.  A healthy democracy has to 
promote freedom of  thought and expression at every level and must have the 
courage to respect dissenting opinions.  The only ban that could be accepted on 
this freedom is our ability to "ban the ban!"

Dear Fred,

I am aware that there are other reasons, but we had to fit our
argument into a single A4 page that could be distributed as a flier in
the local newspaper, as compared to the huge text in your first link,
which we would have had to print and bind books to distribute (might
have been good business for you though)

We intend to talk about the other reasons at the meet, but do you
really think that a pitch on ideological, or reliability, security,
performance, scalability, or TCO (total cost of ownership) would
appealed more to home users than our approach? They are currently
tolerating with abysmal security and doubtful performance with
unlicensed proprietary software. With unlicensed software, their TCO
is anyway zero, so that's not a selling point. i believe you have been
using FOSS for a long time - how many servers and clusters of servers
do you have at home? Don't suggest that home users in our little
village are going to even come near the levels where scalability comes
in as a selling point.

Nobody has said that other good reasons do not exist. We are merely
being practical and highlighting the factors that will engage the
interest of the public at large, who will probably not be bothered
about the other reasons you have indicated.

Again the term "better" is a relative term and as such, is purely
subjective, dependent on one's perceptions and point of view. Let the
attendees of the talk decide what they want to do. Nobody is thrusting FOSS
down their throats. Attend, think over and decide.

Congratulations to Moira Netter and President of the Associacao Academica de
Moira, Romeo Coelho, are in order because he has attempted for the first
time, in Moira, to bring about awareness and understanding to the home user,
that proprietary  software is not the only choice and that there is a whole
world of Open Source Software (Ubuntu has around 25,000 FREE software
packages) for the user to just download and use. Congratulations are also
due to Moira Netter Edgar D'Souza for using his not inconsiderable resources
to facilitate this project.
