It stinks and is the main breeding ground for mosquitoes. And these highlights have brought down the standard of life in earstwhile beautiful Panjim. There is no need to change names; calling that will not inprove things; as name calling is exactly what it is; does not necessarily bring about a new well maintained Creek. What is required, in my opinion is that the whole of this Nullah/Creek should 'be dredged and then cleaned up' with modern methods; one will see what is lying there, thrown in by un concerned people, with little or no civic sense. But then again this is part of the dirty Indian Cultural Scene, and Goans are increasingly being integrated into the dirty culture, instead of the other way around. And so life goes on, with the filth around us; not only civic filth but also the mental and philosophical cultural filth. What we need is a positive zeal to take up the task without focussing on what one is going to get in return ,in their pockets or bank accounts. Yet, I live in a strangely sinister world which doesnt fill me with optimism. A dark world where Goa seems to have regressed into foetal position. The Goa of my times is marked by an absolving of responsibility. The most fundamental lesson I learnt at my Goan mothers middle-class knee was one of absolute equality. This curly haired, dark-skinned woman grew up in colonial Goa. Yet, she was a firm believer in equality, not just amongst men but between the genders as well. She was singularly determined that her daughters gender would never stand in the way of her progress in life. If her daughter had a curfew for returning home, then so did her sons. If her sons were to be the recipients of a stellar education then so would her daughter. I dont think my mother was particularly anomalous in this ideology. It rang true for all my Goan girlfriends, who went on to far more prestigious colleges than I ever did. This is something Ive prided myself on in being a Goan. This notion of egalitarianism in big things and small. But the idea of equality is a complex one. On the one hand equality can be taken from you and at another level, we can give away our equality. As India was working its way towards Independence, E M Forster was to write his most thought-provoking novel, A Passage to India, which examines these issues of equality; amongst races and amongst gender. The secondary protagonist of the novel, Dr Aziz, an Indian Muslim, finds himself accused of rape by a confused Englishwoman, whose word is sacrosanct and holds more weight than his. To the British, the native, whether Indian or African, across the Empire, was a delinquent whose unbridled and indolent ways had to tamed, if law and order was to prevail in the colonies. The native was incapable of significant thought. Lord Hastings upon embarking in Calcutta in 1814, remarked: The Hindu appears a being nearly limited to mere animal functions. Above all, the native was thought of as incapable of controlling the lust he felt for the white woman. As the unequal Dr Aziz goes through the farce of the trial, one realizes how equality can be stripped from human beings and how they can become small and diminished in society. Colonialism did that to vast sections of the population. But we live in equally frightening times. Imagine if Dr Aziz could travel forward in time to hear our Deputy Director of Goa Tourism, Pamela Mascarenhas, say: You cant blame the locals; they have never seen such women. Foreign tourists must maintain a certain degree of modesty in their clothing. Walking on the beaches half-naked is bound to titillate the sense. The very European idea that native men cannot control their lust because they had never seen women like these has once again become fashionable. This time, we have stripped ourselves of dignity and equality. Never mind that her statement penalizes the woman and sets back the cause of womens equality by a few centuries but her callous statement is equally damning of men; by infantilizing them and absolving them of their moral responsibilities. The building was at least 70 years old and must have taken its craftsmen and builders at least two years to build it, decorate it and make it the pride of the city. It was located opposite the historic Massano da Amorim building and also opposite the National Theatre that once had Corinthian columns at its entrance and was also the pride of the neighbourhood. Café Puna was not an extraordinary building but embodied a distinct character. It had two stories and Mangalore roof tiles like a lot of houses in Panaji. At one time, its upper floor verandah had wooden railings which had been hand-crafted by Goan wood craftsmen (later these were replaced with decorative ironwork). Its chambers contained furniture that was either Burma teak or Indian teak wood. Café Puna added an identity and strength to its neighbourhood, one of the several old structures that give Panaji its uniqueness. But on the day and night of the 27th of March 2010, blunt bulldozers won over the delicate tools of the Goan craftsmen. High rise won over history.

The girl, identified as Natalia Saldanha from Mumbai, was participating in the festival organised by Advertisement Agencies Association of India (AAAI) and Ad Club Bombay at Cavelossim beach, 45 kms from here. Both the safety hooks of her parasailing rope got snapped and she fell from a height of 200 metres, an eye witness stated. She fell on the sand, but despite that she was grievously hurt, he added. Goafest 2010 Chairman Colvyn Harris, confirming the accident, said that she was immediately given medical attention and rushed to the hospital.The accident is unfortunate and we will update you on her recovery, he said. Colva police said that they were not informed about the incident. State Tourism Department was quick to react to the accident stating that it's shocking. We will investigate what happened. We take utmost precaution to make sure that the water sports activities are safe, state Tourism Minister Fransisco Pacheco said. I recall to mind, Opposition leader Manohar Parrikar’s words during an informal chat with journalists after the swearing in ceremony of the chief minister. He had said that he would not allow Digambar Kamat to sleep peacefully as long as he holds the reigns of the government and in that regard Parrikar seems to be keeping up to his promise. On one hand the cabinet colleagues are gunning for the head of the CM and on the other the Opposition is either exposing scam after scam or flooring the government in the assembly for inefficiency of its ministers. After almost three years (couple of months short) at the helm of affairs of the state the chief minister was expected to have a grip over his administration, but the recently concluded assembly session uncovered bare fact wherein the government has been found wanting. The opposition, especially Manohar Parrikar pointed how the state was losing huge amounts of money due to the lopsided policies and functioning of the government. He pointed out how the state treasury was being denied crores of rupees through illegal mining and the government inspite of knowing that illegal mining was rampant to the extent that some ministers themselves were allegedly involved in such an activity was turning a blind eye to it. The second expose Parrikar spoke of during the session was the scam in the excise department where again crores and crores of rupees were lost due to the lackadaisical attitude of the government and despite of demands by the opposition to request the CBI to investigate into the matter, the chief minister did not show any willingness to do so. Infact the opposition leader during the post assembly session briefing quipped to the journalist that the CM himself might be involved in the scam. And if the chief minister is clean why the hesitation, let those who have been looting the state may as well rot in jail. Be it the Environment ministry, PWD ministry, Mining, Excise, Transport, Education, Power, Revenue ministries, the respective ministers were left red faced in the barrage of questions that the Opposition posed and the ministers had no answers. The performance of the ministers was much to be desired. Just as the students who have to answer different exams, so also the ministers have to answer questions posed to them, the differences between the students and ministers is that even after giving the questionnaire to the ministers in advance they do not live up to the expectation of the masses. And with the electronic media beaming the proceeding live, each and every citizen can see for themselves the performance of our ministers. I could have elaborated on their performance, but the ministers enjoy the privilege of the house and I do not, hence have to pull back my punch otherwise I would be hauled up for breach. And would it not be better to dwell on the aspect of the English language being used by them. These are the same people who beat their breast for their love of Konkani to the extent PWD Churchill Alemao was instrumental in changing the medium of instruction from English to Konkani, thereby putting parents to great inconvenience and expense, but he does not miss an opportunity to reply in English, but one can understand his English especially because after a brief stint in school during Portuguese era, he got the opportunity to do long distance studying, which for him meant keeping the book as far as possible from him and then study, that is actual reason why musketeers become mosquitoes. Then we have Tourism minister who tries to imitate Texan drawl and does a bad job there too. Urban Development minister Joaquim Alemao repeats more errs…. ands…. then the reply, so much so that not only the person asking the question even the listener gets confused with the reply. Our ministers are well versed with the mother tongue and instead of “Katorfying” English would well do to speak in Konkani. Coming back to the discussion in the assembly sessions, leader of Opposition has time and again pointed out that the ministers give irrelevant replies to queries. Besides the political chaos there are other are major problems preventing Goa from becoming an ideal state. Garbage and pollution is on the rise in even the major tourist areas with filth everywhere. We find an increasing number of people urinating and defecating anywhere, even in broad daylight. Plastic bag waste heaps are seen everywhere with the city drains choked with them. Goa’s infrastructure is crumbling with our roads, water and power supply neglected. Ours being the country’s smallest state, it could have been well-managed. But with the unending red-tapism in our bureaucracy and the rampant corruption, Goa seems stalled. Most of the ministers are totally unconcerned with the problems of the Aam Aadmi. They are just too busy fleecing the rich and trying to get rich themselves in any shape or form possible. But then it looks like Goans also don’t really care. We keep electing the very same people who are responsible for taking this state down the tube. Even a peon cannot be employed in government service if there is any doubt about his integrity or character. So why not amend the law to ensure that a person wanting to contest any election should also be subjected to a similar requirement? These include sculptures, images, parts of carved wooden beams, old lamps, bells etc. Such objects which are not in use are mostly discarded off by the temple committees. As nobody knows what should be done with these rare antiquities normally they are seen lying around the temple carelessly. The historic importance of these objects is known only to historians and heritage lovers. The temple authorities also do not know how to deal with such objects. Some temple authorities feel that these artifacts may not impress the government museum authorities so handing over these objects to government museum may not be fruitful. However the temple of Shri Kalika at Kasarpal in Bicholim taluka has made a turning point in Goa’s history of museum. It is the first temple in Goa to have a private museum on its own, titled as Kaalamba Sangrahaalai. This historic step and decision was taken by the temple committee members. Mr Paresh Raikar (President), along with Mr Digambar Raikar (Vice- President), Mr Gajanan Salkar, Mr Chetan Bandodkar, Mr Rajendra Verlekar, Mr Avdhut Tanksali, Mr Anand Bandodkar and Mr Dilip Vernekar. The Museum was formally inaugurated by Chief Minister Mr Digambar Kamat, on the day of Gudi Padwa on March 16, 2010. What does this museum house? Since it’s a museum of a temple on can see almost all the objects associated with a temple and its ritual. It has objects of ancient, medieval and the modern period. The museum has around 10 small galleries housing rare antiquities including stone sculptures, brass lamps, wooden and silver artifacts etc. The huge standing brass lamps, traditionally called Divaleo or Samai with peacock crowning its top, at the entrance catch one’s eyes. In addition to this, the museum also has massive hanging bronze lamps called ‘Laaman Dive’. These lamps were hung from the roof with thick brass chains in the olden days. Now a days very few make use of such lamps. The hanging lamps present in the museum also have a traditional interlocking system which would help them to be dismantled. The second gallery has a wooden ‘Kirtimukh’, bronze ‘aartis’ and also a brass plate dating to Shhake 1810 or 1888 AD, with ‘Shri Kalika Prasann’ written on it. Stone sculptures of Virgals and the deity Ravalnath are also on display. They may perhaps date to 14th–15th century AD. One gallery displays the traditional musical instruments which were once played in the temple and now have become extinct. Instruments like the ‘Surt’, ‘Taaso’, ‘Tutaari’ or the ‘Shing’ are preserved here. The museum also has two big bronze bells. One of them was probably donated in 1898 AD by a particular Gopal Shet Nagvekar from Ribandar. No details are seen on the second bell. This museum has created a great awareness in the minds of people as visitors coming here express to donate the various artifacts lying in their houses to this museum. Mr Paresh Raikar of the temple committee appeals that if any person has such rare and ancient artifacts related to temples they could be handed over to this museum for preservation. Running the government has become their birthright, the political party their fiefdom. Out of power, they are like fish out of water. What is happening right before our eyes in tiny Goa? There is no vision for long term benefit of the aam admi or saving Goa. The politicians of the group of 7 are trying to strong-arm. the government, each individual with his own agenda. To add to it all, the Administration right hand does not know what the left is doing, and important files not moving. The common man is left helpless and humiliated with the conniving attitudes of our representatives and irresponsible bureaucrats. The flaunting of wealth by Mayawati at the silver Jubilee mega celebration of the BSP by a garland composed of Rs1000/- notes stitched together estimated at more than 5 crores was a raging topic. Another smaller garland of notes was thereafter, in defiance, gifted to her. I wonder why the RBI is silent on misuse of legal tender in those garlands and the income tax authorities, on how all this money is accounted for. In any case she is only doing crudely and openly what the others are doing sophisticatedly (if one can call it that) and clandestinely. The CBI Enforcement Agencies and the Police are hamstrung. Governments in power are able to do whatever they want with relative impunity! This is also evident from the performance in our State Legislative Assembly which was in session in March. They have postponed the two most important Bills on Police Reforms and The Goa Panchayat Raj (Amendment) Bill 2009 to the next session in July 2010! The Assembly was informed that since 2000 all the narcotics seized have not been properly listed nor any destroyed! In fact, were being used by the cops as a side business. The Business Advisory Committee referring to the Ad Hoc House Committee will now invite suggestions from the public but not allow public active participation. This allows them to simply reject/ignore the suggestions with no explanations. The scathing CAG observations are treated the same way. Whilst permitted environmentally unsustainable but lucrative mining has been increasingly devastating Goa and also widespread illegal mining, 100 new mining leases are reportedly sanctioned! The new Census figures will probably be used to convert villages into towns. The RP 2021 is nowhere near finalization, the government is still issuing permissions and appears to be working hard to regularize, stonewall, and cover up all illegalities. HSRP contract has been acquired fraudulently and government is refusing to move fast in the inter-state excise scam brought to light by the leader of the opposition in the last Assembly session. There appears to be a scam in every government contemplated or operated project. The unaccountable bureaucrats with 6th pay commission salaries today, are absent in the House when in session, give incorrect and evasive answers to questions, prompting our Speaker to order attendance under penalty and caution officials, like he did in the last session also, to provide correct answers to questions raised. Surprisingly, no punishment or corrective implementable measures are contemplated! There is no incentive for them to work. Loss making Kadamba Transport Corporation, one of the corrupt , unionised and great loss making organizations is rewarded by pay commission salaries without any link to productivity or efficiency! Six million tons of food grains rot in the open in Punjab and Rajasthan, whilst millions go hungry and at the same time, we read of starvation related deaths! The shortfall has now to be imported and prices skyrocket beyond the reach of even the middle class. Considering the enormity of this crime, no one is punished or even properly chastised! Despite the Constitution and Democracy, the government using its powers, brazenly continues to bulldoze its way by pulling the wool over people and Court’s eyes, whilst serving the interests of entrenched politician and vested interests with impunity. To add to it all, there is global warming and all over Goa, no effective management of garbage, sewage and water supply. Casinos are proliferating, Drug pedlars active and police blackmailing/doing drugs as a side business, justice a casualty. This state of affairs is frightening!
