Remo's outburst against our politicians (for raping Goa) is very understandable and laudable. As reaction to this some want him and other good guys to contest next elections, which too is good suggestion. But, what till next election which is 2 years away? Till then can't we at-least say that "We would not share dais with the 40 chors and we would not accept honours, awards in the hands of the 40 chors." I request Remo to start the boycot. It would be a very good idea if Samir who potrays himself as very patriotic and lover of Goa himself stands for elections in Goa and practices what he preaches. He should himself set this example and prove his love for Goa by actions rather than words. Remo is an icon is music and I feel it is Remo's choice to join politics. Presently, it has eight members namely Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka. India was the Chair of the SAARC Summit in 2007 and this was arguably the most productive Summit that SAARC ever witnessed. The launching of negotiations to bring services into the South Asia Free Trade Area (SAFTA), the unilateral granting of zero duty access by India to SAARC Least Developed Countires (LDCs), the formal induction of Afghanistan into SAARC as the eighth member, the setting up of the South Asian University, the establishment of the SAARC Food Bank and the SAARC Development Fund, the signing of the Convention on Mutual Assistance on Criminal Matters were some of the significant steps for regional integration taken at the Delhi Summit. The momentum generated was carried forward by the SAARC Summit held in Colombo in 2008. The economic and social welfare of a country is greatly advanced if it interacts as part of a regional block rather than individually. The emergence of a number of regional blocks in Asia, Africa and America are evidence of this reality. An integrated regional economy accelerates the economic growth of member countries through the advantages of geographical proximity and economies of scale. Furthermore, member countries enjoy better leverage in dealing with the global systems of finance, investment, and trade. A regional block also provides a stabilizing cushion from the destabilizing fluctuations in the global economy. Regional cooperation is pivotal for prosperity in South Asia. Economic synergy often leads to solution of disputes including political differences. However, intra-regional trade among SAARC countries is at present less than 5 percent, whilst it is 62 percent in the European Union, 55 percent in the North American Free Trade Area and 35 percent in the Association of Southeast Asian Nations. SAFTA is the first step toward a more intense synergy which should ultimately lead to a South Asian Union and a single currency. Though the Governments of the SAARC nations have made efforts since independence to improve the condition of their people, these attempts are often thwarted by multifarious religious, ethnic and linguistic problems. Discontentment and frustration among the masses, faced with such tribulations, emboldens subversive forces both within and outside to exploit national inadequacies. The solution to our common predicament requires peace and an atmosphere of dialogue and cooperation rather than of conflict and confrontation. Peace is essential for national as well as regional prosperity. For centuries the European continent was the stage of power rivalries and war. Now Europe appears to be a rather peaceful continent. The very first step towards peace was found in the doctrine of "defense and detente". While defense is an element indispensable in uncertain circumstances, detente stands for dialogue, arms control, the exchange of views at all levels and alternative thinking. Detente influences the understanding of a situation and broadens the scope of ideas on how to deal with a tense situation that causes war and affects the image of a country abroad. Europe has now progressed beyond "defense and detente" and has entered the path of effective regional integration. Experience has shown that bilateral agreements between countries of South Asia are mutually beneficial. The Indo-Sri Lanka Free Trade Agreement became operational in 2000 and produced good results within a short period of time. The Indo-Nepal Trade Treaty is also a good example of bilateral cooperation between two countries. India has now bilateral agreements with Nepal, Bhutan, Sri Lanka and Bangladesh. There are problems sometimes and stumbling blocks on the way to economic cooperation but they can and should be removed in the larger interests of all the countries involved. It is sometimes claimed that unless economic cooperation between India and Pakistan is normalized, South Asian economic cooperation will not succeed. The normalization of trade relations between the two countries is indeed crucial for the success of SAARC. Governments of India, Pakistan and other countries of SAARC ought to join hands across national borders and religious differences, agree on zero tolerance towards every form of extremism and terrorism and redress the grievances of the disaffected and marginalized. They must beware the machinations of neo-imperialism and its strategy to divide and rule. Celebrations Only When Power Is Bestowed To The Gram Sabha On the 23rd of April as I was reading the news papers on the net, one advertisement caught my eye, it was a half page advertisement, with the picture of our Prime Minster at the centre and it said, power to the people celebrate 24th April as the Panchayati Raj Day. Is this for real or is it a joke ? The Panchayats in Goa are become chess boards for our politicians, manipulative tools in creating fiefdoms of their own, power modules to establish power and extract revenue. The prime purpose of Panchayati Raj was to make it an autonomous body and for the devolution of power to the people, wherein the people were suppose to decide what is good for their village as a community. This aspect, the very essence of Panchayati Raj has been choked and ignored, the voices and the wishes of the people are suppressed, so do we have Panchayati Raj, worthy of a celebration in Goa ? Some time back there was a bill introduced in the Assembly which was approved by the Assembly and sent to the Governor for his final approval, which in fact was contrary to the norms and the principles of Panchayati Raj, where the Secretaries who are the puppets of the corrupt politicians, were suppose to have all the power. Thank God the Governor was enlightened at last and rejected it. The Secretaries have been very manipulative and have taken advantage of some of the illiterate Panches and Sarpanches and some of the educated as well. A good number of the Secretaries have been the cause of all evil in the Panchayats, corrupt to the core and get away with it, because of the protective hands of our corrupt politicians. Gram Sabhas all over Goa are up in arms against the corrupt practices of the Panchayats, corruption is the main cause of descent, as illegalities are carried out in large numbers to facilitate the powerful builders backed by our corrupt politicians, without adhering to the resolutions of the Gram Sabha. So what is it that our Prime Minister was asking us to celebrate Panchayati Raj Day for, in Goa, where our rights and the very essence of Panchayati Raj is being debouched ? People have been fighting for the 73rd and 74th amendments for a long time, which in fact gives power to the people through the Gram Sabha, but nothing is being done about it, as it will clip the wing power of our politicians. All that is being done by our corrupt politicians is to subjugate the power of the people and oppress them with their might, using their political clout, money power and the police brutality, people who fight for their rights are harassed, beaten up and imprisoned, and the police on their part are only too happy to oblige the builders and the politicians, for their share of the spoils. It is obvious why our politicians are not at all interested in passing the 73rd and the 74th amendment. In Goa everyone in the political sphere is out to make fast money, none of them are really interested in the wellbeing of Goa or the Goan people, as long as they get the maximum benefits for themselves, which they do with great exuberance digging themselves deeper into the quagmire of corruption. People of Goa will only be able to celebrate Panchayati Raj and reap it's fruits when our Panchayats are freed from the political clout and made autonomous and power bestowed to the Gram Sabha by the 73rd and 74 Amendment. Nothing less will empower the people at the grass root level.
