The roads in Goa are in a pathetic state. It makes driving dangerous and the vehicles too take a beating. Instead of properly maintaining the existing roads we are made to dream of a sea link and highways. If there is proper quality control there is no reason why the roads should be washed away. The government needs to tackle our roads as a priority. The other option is to focus on building more hospitals and morgues to attend to the accident victims. But going by this government’s track record it will do both. It will continue squandering money by giving us substandard roads with no quality control and also making a fast buck by setting up new hospitals. When Mr. Manohar Parrikar was the Chief Minister he had announced a Rs 1000 reward for every pothole shown. What is your offer Mr. Digambar Kamat? Yes. We Goans care! And for good historical reason. From my personal perspective, as coming from Goa, I wrote this little summary to share with those invited to our Joseph Naik Vaz Institute inter-religious event for Peace so that you can understand that all this is personally meaningful for me - there are good historical connections that we can build on, whether we are of this faith or that faith: On Saturday, September 11, at 12 noon, I am organizing a gathering of my Hindu friends from Badarikashrama of San Leandro, a Tibetan Buddhist group of refugees whom I have always strongly supported, a Sikh representative, Muslims, and people of other faiths and beliefs. The gathering will be in in the Park near Berkeley High School, at the corner of Allston Way and Martin Luther King Way to express each of our strong sentiments for peace and tolerance. These representatives of their faith will say a few words, will do a reading from their own Sacred Scriptures about peace and love, chant a prayer or sing a hymn. We will have simplicity and concern, and it will be only for an hour. It is all very informal - people sharing thoughts, readings from the Scriptures, chants etc. Short and to the point. The Tibetans will bring pictures of the Dalai Lama and the Buddha and their flags. To explain all this Goan involvement in our big Peace issue of the day, I sent out this summary of Who We Are of the Joseph Naik Vaz Institute, followers of the spirituality of Goan Blessed Joseph Naik Vaz (1651-1711), born in Goa and died in Sri Lanka. Our background: We are Indian Catholics from Goa in India. Our great saint is Blessed Joseph Naik Vaz. His is a beautiful inter religious story. He was born in Goa in 1651 and became a Catholic priest. He then smuggled himself into Sri Lanka in 1687 where the Catholics were persecuted by the Dutch Protestant colonial power that had displaced the Catholic Portuguese colonial power. It was the usual, hopeless story of greed and power suppressing people's religious freedom and faith. But the Buddhist King of Kandy, King Vimaldharma Surya II recognized a great saint when he saw one. He did not bother to see whether he was Hindu, Buddhist, or Christian. He gave Blessed Vaz protection for 23 years until he died in 1711, during which time Blessed Vaz also ministered to the sick, even the abandoned victims of a smallpox plague, and served the people of Sri Lanka at great heroic sacrifice under persecution. Blessed Vaz also lived all the highest principles of Hindu Sannyasa, total renunciation and detachment. In one episode of his life, enemies concocted an evil story that he was drinking the blood of cows and told it to the Hindu Queen. Blessed Vaz was banished from Kandy. Then the King's Muslim physician, Gopala Mudaliyar, went to the King and interceded on behalf of Blessed Vaz and brought him back to Kandy. We remember and are grateful to the Muslim community for this. Just read that India's human and gender development record is improving, with the latest government report showing a significant increase in the country's position on the human (HDI) and gender-related development indices (GDI). It adds: ... The highest GEM (gender empowerment measure) scorers in India are the Andaman and Nicobar, Puducherry, Goa, Andhra and Himachal... On economic empowerment of women, Chandigarh, Goa, Delhi and Punjab are the best, but in terms of control of economic resources, Meghalaya stands on top. Of course, Goa is not mentioned in the list of States doing well in terms of the political participation of women. And for understandable reasons... Two issues: Firstly, these possibly are government statistics, so the chances of window dressing always exists. Secondly, I'm sorry I can't offer detailed references, as the above quote came from some digest kind of a publication, which offers an udpate of current affairs, without giving information of where it's coming from. John Dayal, the Secretary General of the All India Christian had important discussions today with CHRI and Catholic senior lawyers on FCRA, as also with some in VANI. He also had a discussion with the Archbishop of Delhi so that we all can act in unison. All agree that time is running out and we have a very short window of opportunity to contact the President of India, Mrs Pratibha Patil, UPA and NAC chairperson Mrs. Sonia Gandhi and Law Minister Mr. Moily to do the following 1. Persuade the President to not sign the Bill as passed by parliament and return it to government following mass petitions from various NGOs and communities. This will give government time to do some rethinking as the Bill was first drafted by the BJP. On an off chance, Government may hopefully accept our plea and come back to Parliament with some amendments. 2. Urge UPA chairperson Mrs. Gandhi to intervene, so that government does not hurry up with sending Bill to President. And secondly, even if the President does sign the Bill, the Government does not notify the Bill through a Gazette of India notification, which makes it official, and then does not formulates and notifies the Rules in a hurry. We may add that many Bills continue for years before rules are notified. That is within the powers of the government. 3. The Minorities Commission may be persuaded to also send its comments to the Government as a brutal implementation of this law will impinge on the work of religious charities etc. 4. Legal appeals to Courts will not be possible before the Bill becomes law -- after the Presidential signature, the gazette notification and the notification of rules. 5. Since the process before is strictly political advocacy, it is suggested that the Christian community, together with other religious groups and the secular NGO groups seek an appointment with the President, Prime Minister and Mrs. Gandhi and give them memorandum as listed in Points I and 2 above. This should also be done with the DMK, Trinamul Congress, Kumari. Mayawati and the Yadavs leaders to write to the President and the Prime Minister although their parties had not objected to the Bills in Parliament. 6. We can also build up awareness through seminars, many letters by individual groups to the above mentioned people and institutions. It was Prof Narendra Nayak's A Rationalist's Thoughts on Baba Ramdev. Prof Nayak, described as a consumer activist and rationalist (nare...@gmail.com), says that Baba Ramdev is all set to enter the dirty world of politics. However, if accurate, Nayak's views offer some more insights of the links between religion and politics in today's India, which is also relevant to Goa, of course. Two comments from the article: OPENQUOTE Ramdev wants to be the 'C team' of the Hindutva gang. The A team -- the right wing Bharathiya Janatha Party -- has undergone a decline in growth, becoming stagnant. The rabid right wing groups like the Shiv Sena that form the B team are divided and losing their appeal. There is a need for one more team with more appeal to a different constituency, and that is what Ramdev is trying to create! While decrying all politicians as corrupt, he does not mind sharing the stage with the likes of Advani and Co. While mocking the Congress party, he is not averse to taking grants from states run by that party Is he the Hindu version of Benny Hinn? On a slow day, when much of Goa is closed due to the Ganesh festivities (Cafe Prakash will be shut for the next ten days, and some of us are in mourning over that!) I thought of going through Averthanus L D'Souza's article Clergy sex abuse and celibacy in Renewal/Renovacao, June 1-15, 2010. Can't say that I could disagree more with some of what Averthanus writes. EC mulling over internet voting options for NRIs The Union Cabinet Minister of Overseas Indian Affairs, Vayalar Ravi said that the Election Commission is exploring ways to implement the Representation of People (Amendment) Bill 2010 and is mulling over options of internet voting for the Non-Resident Indians, reports Gulf Times. We have crossed a milestone by adopting the Representation of People (Amendment) Bill 2010. Now the Election Commission will look into ways to implement it effectively, including Internet voting, Overseas Indian Affairs Minister Vayalar Ravi said. Indian citizens, who live abroad for more than six months, until did not figure in the voters' list prepared before elections. But now they can register to vote at their permanent place of residence in India (constituency) as given in their passports. However, they are not allowed to vote from overseas. They will also not be allowed to contest the elections. The minister said various options including online voting, could be explored as it was not easy for the overseas Indians to come back to vote for every elections. The government has promised to bring in comprehensive electoral reforms legislation soon. We now have postal voting facility in place for troops posted on the borders and the government staff on election duty elsewhere. However, a similar facility would not be possible for NRIs considering the huge size of their population (estimated to be 25mn). So we need to explore some other options, Ravi said. Law Minister Veerappa Moily has promised to hold a national consultation on electoral reforms and to consider the views on the modalities for allowing NRI voting right. But why don't we also have events such as Promising Goan Leaders, Best Goan Inventor, Cleanest Goan Village, Social Activist Awards etc. Maybe, rewarding hard work, excellence honesty could be a strong influence for others too. It would also encourage others. Maybe sponsor Goans with potential in sports / studies, sponsor research studies (environment, economics, technology etc) in our Universities. Our next leaders may come from these young people. I don't agree with comments about CRAB mentality the like. I do not think European / American society was perfect in their beginnings. India Shifts Policy, Adding Caste Query to 2011 Census By KRISHNA POKHAREL SEPTEMBER 10, 2010 NEW DELHI—The Indian government decided to poll all of its citizens on their caste for the first time in 80 years in a major policy shift on the controversial issue. Caste—in effect a person's standing in the hierarchy of Hinduism—continues to define many aspects of Indian society, such as marriage and appealing to voters especially in rural areas. Yet, amid a growing and modernizing economy and a young population, caste's significance has waned, and the government since independence in 1947 has resisted emphasizing caste for fear of creating divisions and tensions between the various caste levels. The Indian Constitution bans discrimination on the basis of race and caste. The Indian government didn't provide a specific rationale for polling people on their caste—nor did it specifically say it would poll people of other religions such as Christians or Muslims. But supporters of the move say it will help the government better target welfare programs and other services aimed at those in the lower castes, who tend to also be on the lower rungs of the socioeconomic ladder. Though it hasn't polled for all castes, India does count those on the lowest rung—known as Dalits—for special programs and quotas in government jobs and education. Those programs have been expanded over the years, and gaining an updated look at the caste population could lead to a more-efficient provision of services. Critics fear, however, that defining the caste population could exacerbate intercaste tensions and discrimination. In a statement announcing its decision, the cabinet of the Prime Minister Manmohan Singh said the caste of all persons as returned by them would be canvassed in a special census in mid-2011. India's Office of the Registrar General and Census Commissioner will first measure people on their caste and tribes and the information then will be classified by an expert group that the Indian government will form at a later date, the government said. The last time a full caste census was conducted was under British rule in 1931. The government acknowledged it was changing a practice that had been given up as a matter of policy after independence. It said it made the move in response to the demands for enumerating castes. India's regulardecennial census started in April and will conclude in March 2011. The government currently reserves 22.5% of all jobs in its offices and seats in government colleges and universities for Dalits and students from India's indigenous tribes, who also receive special benefits under the constitution. The percentage is based on 1961 census data. In the early 1990s, the government decided to put aside a further 27% of government jobs for people socially and economically marginalized due to the caste system, known in demographic parlance as other backward classes. That policy concession was forced by the political momentum built on the claim that these groups constituted 52% of India's total population based on the 1931 census data. That government move met with number of violent protests around the country mainly by upper-caste youths who saw it as limiting their career prospects. Though often attributed to Hinduism's classification of people into four categories according to their work and religious duties, the caste distinctions in India have spilled over to converts to other religions, too, so it isn't uncommon to find someone defining himself as a Dalit Christian. In a debate in Parliament in May, parties across the political spectrum united in the view that caste should be included in the continuing census to bring clarity to the government's affirmative-action policies and make them more reflective of the social and economic backwardness that persists due to the caste system. Bhakta Charan Das, a Congress party member in the lower house and the only member during the May Parliament debate to strongly oppose the inclusion of caste in the census, said the government decision on the caste census comes at a time when the country should have legally abolished the caste system. Mr. Das added that it's time to abolish the caste system and let the Indian nation live in dignity. Mr. Das, who represents a constituency from the eastern Indian state of Orissa, says he is a Dalit himself and the caste census will disturb the peace and progress in India's villages where people were slowly coming out of the caste prison and over 70% of India's youth whose liberal minds will now get imprisoned in the petty caste issues. I am extremely shocked to hear about the passing of Cornel Da Costa. He was a great cyberfriend, knowledgeable and rational about many issues of`interest to me.
