The Lok Pal or Jan Lok Pal bills by themselves will not totally curb corruption 
in India.  But the crusade by Anna Hazare and his followers has touched a deep 
nerve in Indians who are fed up with corruption in their daily lives.  It has 
brought this issue to the forefront.
For the past 50 years or so, successive governments have proposed versions of a 
Lok Pal
bill which has not seen the light of day, languishing in some committee or the 
other.  Indians have had enough.  Hence the outcry across the country.  You can 
call it
firing a round across the deck of the ship to get the attention of the 
politicians.  Whatever   version of the bill is passed,  its impact will be 
minimal, probably curbing some corruption at the higher echelons, for a  period 
of time.  The only way corruption in India can be curbed, is if every Indian 
takes a pledge against bribery,,cheating, and theiving in their personal 
lives.  Unless each Indian plays his or her part c orruption will not end..  
Tall order.  Personally, I believe that corruption is so entrenched in the 
Indian psyche that it is par for the course. The din will die down and it will 
be corruption as usual.
 
Unfortunately, it is the poor of India who are the most impacted by 
corruption.  But they are so busy eking out a miserable living, that very few 
of them are involved in this movement against corruption.   The ongoing Lok Pal 
agitation is primarily a Middle class Indian phenomenon.

With all that's been happening in India, thanks to Anna, the Jan Lokpal has
become the breath of every Indian today with a few exceptions. There is
absolutely no doubt, that with the deluge of scams that have flooded India in
the past decade or so, we do need a very strong Lokpal Bill to curtail and
arrest this gigantic anomaly of corruption that has spread like cancer and is
derailing India and even Goa.

 

All said and done the Jan Lokpal looks to be a healthy antidote for corruption,
but what worries me most, is that, almost every public institution and most of
the NGO's have been run by our Politicians directly or indirectly through their
corrupt tentacles. The Panchayat Raj, that is the basic local body at the grass
root level, which should have been free of politicians and their political
influences, have also been hijacked by out Netas and Babus as their own personal
fiefdoms, so what exactly will stop them from doing the same to the Lokpal and
the Lokayukta ?

 

The Lokpal says the process of selecting or electing the Lokpal body will be
transparent, haven't we been talking of transparency for ages ? Unfortunately we
are still bond and blinded by opacity for the best part of the twenty first
century, will there ever be transparency in India and more so in Goa ? In our
democracy, everything was suppose to be transparent, is it ? Not even by any
small standards !

 

I am not a pessimist, but I too fear that all the efforts of the leaders and the
people who are fighting against corruption and for a strong Lokpal Bill, should
not be like water on the duck's back. The success of the Lokpal will certainly
depend on how we, as citizens of India and Goa, deal with corruption, refrain
from encouraging corruption and act against corruption. The Lokpal can only give
us the parameters but it will be we who will have to guard our boundaries
against corruption.

 

The million dollar question is are we Indians and Goans upto it ?

 come to believe that there are an amazing number of people doing
 fascinating

 acknowledging its own and offering praise.

While his means maybe Gandhian, his demands are certainly not.

If what we're watching on TV is indeed a revolution, then it has to be
one of the more embarrassing and unintelligible ones of recent times.
For now, whatever questions you may have about the Jan Lokpal Bill,
here are the answers you're likely to get: tick the box -- (a) Vande
Mataram (b) Bharat Mata ki Jai (c) India is Anna, Anna is India (d)
Jai Hind.

For completely different reasons, and in completely different ways,
you could say that the Maoists and the Jan Lokpal Bill have one thing
in common -- they both seek the overthrow of the Indian State. One
working from the bottom up, by means of an armed struggle, waged by a
largely adivasi army, made up of the poorest of the poor. The other,
from the top down, by means of a bloodless Gandhian coup, led by a
freshly minted saint, and an army of largely urban, and certainly
better off people. (In this one, the Government collaborates by doing
everything it possibly can to overthrow itself.)

In April 2011, a few days into Anna Hazare's first fast unto death,
searching for some way of distracting attention from the massive
corruption scams which had battered its credibility, the Government
invited Team Anna, the brand name chosen by this “civil society”
group, to be part of a joint drafting committee for a new
anti-corruption law. A few months down the line it abandoned that
effort and tabled its own bill in Parliament, a bill so flawed that it
was impossible to take seriously.

Then, on August 16th, the morning of his second fast unto death,
before he had begun his fast or committed any legal offence, Anna
Hazare was arrested and jailed. The struggle for the implementation of
the Jan Lokpal Bill now coalesced into a struggle for the right to
protest, the struggle for democracy itself. Within hours of this
'Second Freedom Struggle,' Anna was released.

Cannily, he refused to leave prison, but remained in Tihar jail as an
honoured guest, where he began a fast, demanding the right to fast in
a public place. For three days, while crowds and television vans
gathered outside, members of Team Anna whizzed in and out of the high
security prison, carrying out his video messages, to be broadcast on
national TV on all channels. (Which other person would be granted this
luxury?) Meanwhile 250 employees of the Municipal Commission of Delhi,
15 trucks, and six earth movers worked around the clock to ready the
slushy Ramlila grounds for the grand weekend spectacle. Now, waited
upon hand and foot, watched over by chanting crowds and crane-mounted
cameras, attended to by India's most expensive doctors, the third
phase of Anna's fast to the death has begun. From Kashmir to
Kanyakumari, India is One, the TV anchors tell us.

  While his means may be Gandhian, Anna Hazare's
  demands are certainly not. Contrary to Gandhiji's
  ideas about the decentralisation of power, the Jan
  Lokpal Bill is a draconian, anti-corruption law, in
  which a panel of carefully chosen people will
  administer a giant bureaucracy, with thousands of
  employees, with the power to police everybody
  from the Prime Minister, the judiciary, members of
  Parliament, and all of the bureaucracy, down to the
  lowest government official. The Lokpal will have
  the powers of investigation, surveillance, and
  prosecution. Except for the fact that it won't
  have its own prisons, it will function as an
  independent administration, meant to counter the
  bloated, unaccountable, corrupt one that we already
  have. Two oligarchies, instead of just one.

Whether it works or not depends on how we view corruption. Is
corruption just a matter of legality, of financial irregularity and
bribery, or is it the currency of a social transaction in an
egregiously unequal society, in which power continues to be
concentrated in the hands of a smaller and smaller minority? Imagine,
for example, a city of shopping malls, on whose streets hawking has
been banned. A hawker pays the local beat cop and the man from the
municipality a small bribe to break the law and sell her wares to
those who cannot afford the prices in the malls. Is that such a
terrible thing? In future will she have to pay the Lokpal
representative too? Does the solution to the problems faced by
ordinary people lie in addressing the structural inequality, or in
creating yet another power structure that people will have to defer
to?

Meanwhile the props and the choreography, the aggressive nationalism
and flag waving of Anna's Revolution are all borrowed, from the
anti-reservation protests, the world-cup victory parade, and the
celebration of the nuclear tests. They signal to us that if we do not
support The Fast, we are not ‘true Indians.' The 24-hour channels have
decided that there is no other news in the country worth reporting.

COMMENT : Why only the Panchayats? The basic core of the generations to
come is being corrupted by politicians. Their tentacles have reached out to
places where they should be forbidden by LokPal, and that is schools and
Colleges. See what the BBSM is doing, the BJP for its own private ends using
school children, and possibly paying the participants in cash or kind. In the
formative years of the Character of students, politicians and politics should
be kept off. Schools and Colleges should have the authority to discipline
students entertaining politicians. If corruption is to be curbed it has to be
done at the root level and not by just passing Bills. 

The Judiciary is there right from inception of this Republic. How many
people get justice? How many influential criminals escape? Can the Lokpal in
whichever format drafted aid victims of atrocities committed by those in power?
And who says that the Lokpal itself will not be a tool in the hands of
politicians to commit more atrocities?

The Congress response to Anna  is that they need 4 months to bring a
bill that will please every one It is not specified what this wonder
will be It has taken 42 years and 8 lokpal bills referred to select
committees without any results. Did any bill take that much time to be
passed through select committee ?The swiftest bill passed unanimously
by the parliament is their salary and allowance bill If they want they
can extend the time of parliament sitting and work in real earnest to
make up for the delay The deadline by Anna must be seen in this
background by the tactic of buying time. It should not be seen as
putting gun and blackmail. Blackmail is gaining by not disclosing
information or withholding action and Anna cannot be accused of either
The reasons of rigidity with the vilification that civil society is
usurping power of legislators, and character  assassination of the
activist shows the mind and intention of the UPA II People have lost
faith in their integrity and sincere motives to bring a strong Lok Pal
Bill that suitably addresses the issue of corruption as propounded by
the Anna brigade The UPA II is shattered by the popular mood and
participation of crowds all over India and abroad and therefore are
devising evasive strategies with the hope that time will wear out
their resolve There is no commitment on any aspects of the bill that
will at least incorporate  serious inputs by the Jan Lok pal Bill This
issue of Lok Pal Bill has  already been debated in all public forum
and all those matter have given their say Asking again new inputs by

public stand except to state that P.M. should be included Any support
they extend is to ride on the popular wave to cash on in coming

action by the police Anna and the people are determined not to water
down their resolve  The congress is taking on itself as the saviour of
Parliament democracy and crying hoarse about the supremacy of

Dear Vivian,

Thanks for the valuable input and insight on this topic and i would not like to 
have an invaluable extension of this subject but i have my concerns.

Two issues one this bill not crubbing corruption totally from this bill 
secondly Anna has started this crusade , starting this crusade by touching the 
deep nerve of every Indian which we can see on TV and read on newspapers is to 
be commendeda and applauded  but without eliminating this diseases it is of no 
value.

Second say this bill comes into effect and if i befriend someone and  bribe 
him/her  to get my work done fast how will this bill help me eliminate 
corruption , in short i am happy of getting my work done fast and secondly the 
person who got his dues is happy two so why complain.

I am looking at the reality on the ground ,and the genuine fact of the matter 
is , its not the lokpal bill which is going to eliminate corruption in india 
but the duty of  every citizen in india  to report when they fall victims to 
bribes and mind you giving bribes is equally a crime as that of receving it .

 For the past 50 years or so, successive governments have
 proposed versions of a Lok Pal
 bill which has not seen the light of day, languishing in
 some committee or the other.  Indians have had enough. 
 Hence the outcry across the country.  You can call it
 firing a round across the deck of the ship to get the
 attention of the politicians.  Whatever   version of the
 bill is passed,  its impact will be minimal, probably
 curbing some corruption at the higher echelons, for a 
 period of time.  The only way corruption in India can be
 curbed, is if every Indian takes a pledge against
 bribery,,cheating, and theiving in their personal lives. 
 Unless each Indian plays his or her part c orruption will
 not end..  Tall order.  Personally, I believe that
 corruption is so entrenched in the Indian psyche that it is
 par for the course. The din will die down and it will be
 corruption as usual.
  
 Unfortunately, it is the poor of India who are the most
 impacted by corruption.  But they are so busy eking out a
 miserable living, that very few of them are involved in this
 movement against corruption.   The ongoing Lok Pal
 agitation is primarily a Middle class Indian phenomenon.

park and rolling on the grass with great dr*nken joy, came across this
duo (trio) from Sri Lanka who did a Goa celebration of sorts at the
Toronto South Asian festival at the Harbour Front last
evening.some thing called baila tune, the roots/style they
attribute to Goa. They had everyone on their feet and wild as a finale
to their concert...the baila tune!!!

In most of his posts Pandu Lampiao who is actually a Montrealer, seems to
disparage the Goan community in Toronto as drunkards rolling on the grass.
Invariably he includes aunties in this characterization.

I do not know, nor do I wish to know of Pandu's personal experiences, but I
can assure Goanet readers that nothing could be further than the truth.

I cannot speak for the Toronto Goan drinking habits in the privacy of their
homes, but in public places beer is always the beverage alcohol of choice.
One cannot drink and drive without huge penalties if caught. There is no
bribery of policemen and they do not care who you are, applying the law
without fear or favor. Also there is no interference whether political or
otherwise brought to bear. The same circumstances exist in the United States
as far as DUI (driving under the influence) is concerned.

Now as far as the Goan aunties are concerned, there is no alcohol problem
involved that I can speak of. While women in general are fully liberated
with the law giving them equal rights, in domestic disputes, the law on the
contrary favors them. In the Goan community in Canada (as perhaps
elsewhere), women work very hard, in most cases holding a well paying job as
well as tending to the hearth and the family.

Now is Pandu has been scarred with the Montreal Goan experience, would he
please courageously speak out on Goanet in explanation, or forever hold his
peace.

[Goanet] Jack Layton - Canada's Gentleman Politician RIP

Leader of the Opposition in Canada's Federal Parliament, Jack Layton has
passed away of prostate cancer at 61.
 
Layton was the head of the NDP (national democratic party) a labor and
socialist political party. Although heading some of the provincial
governments at various times, the party was normally an also-ran, at the
federal level. However in the last federal election a few months ago,
Layton's party captured almost all Quebec seats in an NDP wave, completely
displacing the Liberals and  making it the official opposition to Stephen
Harper's now governing majority Conservative party. 
 
It seemed like fate's final gift to a kind and honorable politician who had
toiled in the public interest for many years, starting off as a Toronto city
councilor. He died without the whiff of a single scandal tainting his years
in the service of the Canadian under-dog.
 
The unanimous verdict of his fellow politicians was that he never lost his
cool even in the most heated circumstances and he never ran away from any
political battle. If India were favored by a politician like Jack Layton,
the country would have enormously benefited.
 
In another life, Layton could have been a gracious Goan gentleman like the
many from East Africa and other places in the Diaspora whose paths I have
crossed in my career, travels and adventures. Always kind and always
considerate. My own brief brush with him was when I took a cab from Ottawa
Central Station to visit my children at University having just travelled by
rail from Toronto. Layton who must have also travelled from his home in
Toronto for the purpose of attending parliament, asked if he could share the
cab since I was alone. Recognizing him, I quickly said yes. In the 10
minutes that it took to reach my destination, we had a very lively
conversation. He asked me where I would like to see Canada going. The
direction you intend to take it I said simply. He insisted that he would
pay at his destination, refusing to allow me to reach for my wallet.
 
I along with millions of Canadians will miss this great man.

Under 19 Boys Singles event while in the Under 19 Girls, Anushka
Kuvelkar smashed her way past Anura Prabhudesai to register a
comprehensive 21-16, 21-14 win.

Meanwhile, the Under 13 Boys and Girls events went with script with
top seeds Dhruv Angle and Neha Sahakari registering comfortable
victories. While Dhruv beat Mehul Jirage 21-7, 21-9; Neha strolled
past Anar Singbal to win with a 21-12, 21-7 score line.

In the Under 17 Boys Singles, Pranav who was poised for a double crown
appeared to run out of steam as he lost 17-21, 17-21 to a physically
stronger Saish Salelkar. The best match of the day was the Under 15
Girls Singles fought between Pranjal Chimulkar and Anura Prabhudesai
with neither player willing to give an inch. In a match that saw long
rallies, Anura finally prevailed to win the epic 22-20, 15-21, 21-16.

Chief Guest Mr. Shailendra Singh(Superitendant Engineer, CPWD)
distributed the prizes in the presence of Guest of Honour Mr. Sunil
Kumar(Senior Accountant, CPWD), Mr. Narahar Thakur(Secretary, GBA) and
others. The Tournament was conducted by NIS Coaches Roy Athaide and
Vinayak Kamt. Mr. Richard De Souza, President of Goa Badminton
Association welcomed. Tournament coorodinator Sandeep Heble proposed
the vote of thanks.

'India on the Streets' ..by Chetan Bhagat

We have all had that one uncle who keeps on reminding you  how India
is terrible. He tells you about how every government  authority takes
bribes - from the RTO to the ration shop to the municipality. He will
tell you how no government department does its job well - the potholed
roads, abysmal conditions at government  schools and poor healthcare
all being examples to support your uncle's theory. It is hard to argue
with him, for he is right.

Things don't work. There is no justice. Power talks. Equality doesn't
exist. All of this, even though uncomfortable to hear, rings somewhat
true.

However, the uncle goes on to say this:  Nothing will ever change.
He is convinced that our society is damaged irreparably, and India is
destined to live in misery. Uncle Cynic goes on to doubt almost
everyone, assumes the worst in

people, and anyone who is trying to improve the country is branded as
someone with a hidden agenda.

This is where i think the  uncle gets it wrong, horribly wrong. For it
is one thing to point  out the problems, it is quite another to give
up trying to fix them.   Cynicism is not a counter-argument, it is an
attitude. For the fact  is we still have good people in the country:
in society and even in  government departments. It is just that they
are crushed.

I   don't want to give you the reasons why you must support Anna
Hazare.  It is almost beneath Anna's dignity that he actually has to
beg or make a case for support when he is fighting for you, against an
abusive, corrupt regime. Still, let me do a quick recap of the facts.

Anna did a fast in April, which became the nation's   movement and
spread virally. Concerned, the government agreed to make a good Lokpal
Bill, shook hands with the activists and in  principle agreed to
Anna's version, designed to truly check  corruption.

Since then, the government has insulted Anna's team,  thrown away
their draft, and come up with its own almost pointless draft of the
Lokpal Bill.

The draft the government is presenting to Parliament will not check
corruption. Only 0.5%, or  one in 200 government officials are under
its purview. Your corrupt ration shop, RTO, passport office,
panchayats or municipal authority will not be covered. State scams
will not be covered - yes, the Adarsh society scam or the Jharkhand
scams are all out of its  purview.

The prime minister is excluded as well. Ever heard of a  corruption
law in a democracy that only applies to a certain section of people?

The government is throwing magic dust in your eyes - and counting on
India's illiterate and ignorant to not know the difference. However,
you reading this are educated. You know when wrong is being committed.
You know that while you have lived your life with corruption, you do
not want your children to do the same.

A bad Lokpal Bill may not affect you today - but tomorrow it  will hit
you when your child does not get a college seat, when your   hospital
gives shoddy treatment, when your government work doesn't  get done.
We live in a poor country - poor not because we don't have  what it
takes to be rich, but because our leaders have let us down.  We have
given them too much power, and they consider our vote as a   mandate
to steal and be incompetent.

They hate accountability.  However, without accountability, our
progress will stall. There are countries where the average income per
person is 50 times more than in India. Don't we deserve the same?

Thus, whatever your  personal view on Anna, it is not him but his
cause that needs support. The government can crush a few activists.
However, it   cannot crush India on the streets. A peaceful, firm,
decisive   protest is every Indian's birthright, and must be exercised
in times  of need. Come Monday, and we Indians have a job to do. We
have to save our country's future.

A word for the government too. Just what exactly are you thinking when
you are trying to shove an impotent law down people's throats? And
what makes you feel that  threatening, crushing or insulting Anna will
take away people's need to rid India of corruption? Anna did not
create an anti-corruption  sentiment, he merely tapped into it.

Crushing Anna will not take  away that sentiment. It will just make it
fester more. Right now,  the movement is still controlled. By going
back on your word,  displaying arrogance and not listening to the
people, you are risking the country's descent into chaos. Be careful.

Accountability is much easier to deal with than anarchy. Fix the
Lokpal Bill now,  please!

Finally, for the people of India, it is time to prove Uncle Cynic
wrong. There is a bigger truth than his 'nothing ever changes in
India'. That truth comes from the Gita, which states Nothing is
permanent. The Gita also says, When the pot of sin overflows,
something happens to restore order. Now, it is up to you   to
determine if the pot of sin has overflowed. It is for you to say  what
it means for Indians to act

This is a blog by my school mate, who preceded me by some years. Most of us
in school had an inkling what was happening, alas as is portrayed, the
circumstances and the faith and respect to be given, in which we were
brought up, caused what happened. I guess this is true also of what happened
in Ireland and other places. Thank God that we are now more aware and
perceptive!
