Santosh, Wouldn't you think that the scope for corruption in the teaching profession is comparatively lesser and rather limited than the other professions listed? Corrupt individuals exist in every sphere of society. It is a social evil. But then if there were no corruption, no crime, there would be the Utopia that preachers of all major and minor religions crave for. So then what would our CBI do? And the police and our pet monster rats? And Saviours of Goa who defected to Kangress? And the A. G.? Last but not the least, poor Aires would be deprived of his hobby? I recently had a very dissapointing experience with Apollo Victor Hospital, Margoa. The day I went to meet the doctor I was informed that I would be admitted the same day and operated upon the next day for kidney tumour. The doctors there said I would also need angiography and temporary pacemaker as they found irregular heartbeats as I had undergone triple bypass more than 10 years ago. I stayed there for two days undergoing tests. My brother was asked to arrange for blood (three bottles) at night for surgery to be held next morning at eight. He said it would be impossible to round up people so late. But I got out of the hospital the next morning. I then went to the Christian Medical College (CMC) in Vellore, Tamil Nadu. It is one of the topmost hospitals in India and thousands come daily for their medical needs. It is about two and half hours by road from Chennai. My family was in touch with a Goan doctor, Elvino Barretto, who is associate professor of plastic surgery there. Dr. Barreto, who hails from Velsao, was of immense help. He personally met the urologist, the cardiologist and other doctors to get me on a priority basis. If not for him, I could have been there for over a month. The cardiologist at the CMC ran some tests and came to the conclusion that I need no angiography nor a temporary pacemaker during the operation. I had a successful operation. The doctors here are good. However, it is hard to get appointments and one may have to wait at least a week or more to see the specialist. People come many outside states, and even from abroad, to get medical attention. Some stay in hotels for more than a month to get a date for operation. The lines for blood tests, ECG, etc, are long and takes hours. I spent 18 days there. Dr. Barreto is a gem of a man. His wife, Padma, who hails from Andhra Pradesh and comes from a family of doctors, is a gynacologist. Both of them are very sincere people who would go out of their way to assist someone they know or if requested help. He told my family that he has worked in Goa hospitals. To him some of the private hospitals in Goa are nothing but commercial enterprises whose first priority is to make money. Apollo quoted me Rs 80,000 lakhs for the operation over the phone and when I went there I was given an estimate of Rs 1.7 lakhs. After arguing with the doctor, he agreed to reduce the 25 percent NRI charges. The total cost would probably cost be anywhere between Rs. 2.5 to 3 lakhs. If I had done the angiography it would have cost me Rs 16,000. Besides, there would be cost for the temporary pacemaker. For two days stay in a private ward and for tests, doctor's visits, and medicines, etc. I paid Rs 24,000. I was told that I would be in the ICU for at least three days after the operation. At the CMC the doctor felt no need to put me in the ICU. My family even checked with Wockhart Hospital and they gave an estimate of Rs 2.5 lakhs. Even after I discharged myself from Apollo, the doctor called my family member and tried to persuade here to let me have the operation there. My family said that they were not confident and informed the doctor that the family wanted to have a second opinion. Wockhart Hospital too started calling from the moment we made enquiries there. Both Apollo and Wockhart were aggressive in their approach to get business. As for CMC, it is huge but too crowded with patients and their relatives. One can get admitted into a first-class private ward. If one does so, the cost of the operation triples. My doctor friend said it is no use moving into a first-class ward, though it was hard to get a bed immediately, and that a semi-private room would be fine. The cost came to more than a Rs 1 lakh, leaving aside the travel costs by air and stay in an AC room in a reasonably good hotel a few days before getting admitted and a few days after being discharged from the hospital. Recently, one person from my village was sent to Belgaum for a heart problem. The operation was to cost him Rs 4 lakhs, and as they family managed to arrange the money the patient was kept in the ICU. The day prior to the operation he died. I am not sure if the delay in not operating him earlier cost him his life. The person was working at the INS Gomantak in Dabolim. I don't know why he was told to go to Belgaum for the operation (something to do with the heart valve). For a middle-class family with no insurance coverage, it is hard to come up with lakhs of money. Another villager was advised to go to Bangalore for a heart operation and he never returned home alive. Does Goa hospitals lack doctors who can handle difficult cases? Why does Goa promote medical tourism abroad? Many years ago I met Victor Albuquerque, owner of the Apollo Hospital and many hotels in Goa, at the Arabian Travel Mart show in Dubai. [Goanet] HOW SAFE ARE WE IN THE HANDS OF THE GOA POLICE?
The Goa Police should have been a very disciplined lot entrusted with maintaining law and order. In recent times however they have been caught in a long series of horrific crimes. We have seen policemen charged with almost every crime under the sun. From rape to murder, from theft to forgery and from fake notes to complicity with criminals. These black sheep have brought utter shame and put the entire police force to disgrace and disrepute. The authorities need to do a post mortem into this very sordid and scary state of affairs. It is no secret that over the last few years in particular, recruits to the police force have secured their jobs either by bribing or through political patronage. Their later promotions and plumb postings are also politically manipulated. This explains why we today have an extremely undisciplined police force that to a large extent has become lawless. The recent police advisory that people traveling out of Goa during the Ganesh Chathurti holidays should lock their premises properly and intimate the police may not have many takers. Given the distinction of criminality that the men in Khaki have in recent months attained, the Ganesh festival advisory issued to the public is just amusing. It is surprising that the public have not been told to also leave the keys to their homes at the nearest police station. Thankfully the public have not been advised to leave their valuables including gold in the custody of the police. We are not sure whether those ants at the police stations are known to attack only charas, ganja and cocaine. Can the police today be trusted with even an empty premises? With the conduct of the Goa Police that we have been witnessing with despair in recent months it will take them a marathon to get the people of Goa to trust the credibility of a force that stands badly dented, damaged and defaced. Honestly this was not the case in Goa before that, as you are aware my father was also one of the doctors in the village and I cannot even once remember he sending a patient away or anytime giving something thinking of personal gains. He would go and visit patients anytime of the day or night. Again another thing that has vanished now. Unfoturnately as you are aware he passed away in 1978. In those days I remember no doctor charged to see fellow doctors and their families etc. I am sure all these good GOAN deeds are in the shelves now. Wonder why you would not have wanted to save yourself all that aggravation and money by returning to Canada and getting yourself quality medical treatment at no cost to you. I am sure you must be having your own reasons but none of those reasons would have been important enough for me. Also you must be having more confidence in the Indian medical system than I do. Indian doctors were once among the best there were. They still are, but the environment in which they function has degraded and makes them and the whole system stink. Take them out of India, place them in any half decent country and you can see what they are able to do. There are of course the good ones as in other spheres. This below post is from a friend of mine to my brother in Mumbai and the lady in question has been intered yesterday. The obituary in Herald (30th) Isabel Fernandes e Lobo Ribandar. Another thing: My friend's email talks about her hand getting fractured by mere action of lifting the telephone. The daughter of the deceased has confirmed to my friend today that whilst dressing the body, they have noticed that the bone of the hand was practically not there. Meaning, pulverized thro' excessive radiation. Kindly read on: Hi Elly, I have come across a cancer case just 2 days back where this lady 63 yrs age was operated for lump above her right breast neck at Manipal hospital. Then asked to take 3 chemos costing Rs 27000 each, endless tests like CT scans . She had bad side effects. She was then asked to take radiation. She took 2 doses each of Rs 18000 at same hospital. She must have got an overodose of radiation which caused her skin on right arm where there was a lump, to peel off. Her arm bone was so weakened that it fractured in same right arm merely when she was holding a telephone receiver to talk. She is just discharged on 24th Aug 2011. She is completely bed ridden with peeled off skin and it is so painful as bed sheets sticks to her body so she sleeps on papaya leaves on the water bed. Her mouth is locked and opens only a little for food. Her lips are burnt peeled off. She was last admitted to same Manipal hospital on 21st Aug and they gave her intravenous drips of DEXTROSE discharged on 24th Aug. 2011. Hi Tony, Whether we like it or not every profession has become a business today. The doctor can own a private hospital, a testing laboratory or several of them - sometimes, even a regional or nation-wide chain. A teacher can run tutoring or coaching classes. A religious preacher can have a TV show that makes profit, or a tax-exempt church, ashram or charitable organization that receives generous donations. So we need to have a clear idea as to what is corruption, and what is a legal and legitimate business practice. I know it is a popular stance to hate a guy who is making a lot of money. But if he is doing it by legitimate means then he cannot be charged with corruption. If a teacher is running tuition classes on the side to supplement his/her income or to enrich himself/herself, it would not be regarded as corruption, as long as it is not legally prohibited by his primary employment contract, and as long as he/she is not shortchanging on his primary teaching responsibilities. Now if he/she is using his/her primary job as a recruiting tool to get paying students in his/her coaching classes then one might have a borderline case against him/her. Similarly, if a doctor is offering a legitimate treatment for a fee, and ordering medically and ethically appropriate tests from a laboratory, irrespective of whether he/she is charging a high fee or whether the laboratory is run by his/her spouse or not, he/she is not guilty of corruption. The patient has the right to change his doctor or to ask for a second opinion with another doctor, and should exercise that right. The patient also has the right to refuse treatment, but the doctor cannot refuse to treat him/her for any reason, including the perceived hopelessness of the case. Of course, informing the patient about all his/her treatment options and about the prognosis in each case is a doctor's ethical responsibility. Failure to do so might amount to malpractice. But it would only amount to corruption if the doctor is lying to the patient for personal gain, such as offering a medically inappropriate treatment only because it is to his/her own benefit rather than the patient's, or ordering a medically unnecessary test because he/she receives a kickback from the laboratory. Understanding that Cultural heritage contributes to the definition of a local identity and constitutes a rich and fundamental expression of cultural diversity will help prevent its loss. Cultural heritage is a witness to the past and must be protected in order to ensure its transmission to future generations. In order to do this, several international and national organizations exist to frame and legislate the cultural, historic and artistic value of cultural heritage and to ensure that proper and effective restoration-conservation measures are taken. Some cultural assets escape cultural heritage protection or have yet to be classified in accordance with the criteria proposed by the legal framework. These assets are not a less important part of cultural heritage, but instead have escaped proper restoration due to loopholes in the legal and conservation frameworks. A dedicated conservator-restorer but also informed citizens can help to close these loopholes. In the absence of conservation-restoration planning and legal instruments, cultural heritage and its historical, religious, and artistic legacy is at risk of being damaged or not maintained in conformity with accepted standards. The role of a conservator-restorer is to preserve cultural heritage on behalf of future generations. The conservator-restorer contributes to the perception, appreciation and understanding of cultural assets in regards to their aesthetic and historical value and physical integrity. One informed citizen is a small but most significant step in the climbing towards the protection of cultural heritage. *What to expect* Primarily designed to sensitize citizens of Goa towards the conservation of heritage, it broaden into a larger action comprising not only church assets and goan heritage but all kind of art objects regardless of its origin or devotion. We will not prepare technicians or conservators-restorers in their field work. Instead, the workshop will endow its trainees with the tools that will empower them to act as an informed heritage protector, despite the heritage background or inner-history. The keyword of the workshop is sharing. Breach of privilege The notice to the speaker of Lok Sabha against Puri and Bedi firmly establishes the supremacy of the Parliament ,nay sovereignty It is asked time and again the privileges be codified, but it will not happen as the same can be elastic ,arbitrary and undefined. Om Puri has gracefully acknowledged his unintentional emotional outbursts and this is not weakness ,but strength Categorization is bad and taking umbrage of such isolated incidents is not in good spirit. Nobody has given statistics of those members who are lacking educational qualification to legislate and effectively take part in debates and discussions Are there any M.P`s who are having criminal records, citizens want to know ? Is it an honour that our current M.P`s are incarcerated in prisons for alleged scams ?Does this raise the dignity and supremacy of the house? Are we all proud that many of the representatives have never opened their mouth to air the grievances of their voters? Are we really happy that parliamentary debates often than not are lionised by just a few and the same members over the years. ? Why do we need dumb representatives ? Are we proud that parties patronise elements unworthy , only with the criteria of win ability?.What does one think ,when the debates are in progress, the empty seats are glaring at us in dismay and isbelief ? Such absent ism calls for forfeiture of daily allowances? The rushing towards the well of the house ,shouting slogans , disrupting proceedings raises the dignity of the house and the the citizens they represent .? Many a times their behaviour in the house is it exemplary for others to follow and imbibe? The Parliament was in a log jam over appointment of and inquiry into CWG and it was unprecedented in the history of democratic India Did the M.P`s not receive allowances and facilities, during which the Parliament was not functioning ? Do citizens who are resorting to pen down ,go slow, mass casual leave are paid their dues? The holy unruliness in the house is tolerated without suspension, debarring and removal by the Marshals, as the law provides ? This in no way brings disrepute to the house? . Our founding fathers of the Constitutions never envisaged the behaviour of this magnitude, and corruption among, its so called supreme members elected to the august body The freedom fighters, M.P`s never ever contemplated pensions for themselves and their families and in such proportions unrelated to the reality of Aam Admi they seem to represent The liberal emoluments they sanction to themselves without a murmur of protest , does raise the status of the house One can understand those that are really in need , do not have regular income from business and profession to be granted this dole couched with respectability Even one rotten mango in the basket is contagious Do the dignified members ever vehemently express their resentment, anguish, disgust in the sacred precincts of the house ? Any tainted member buys nobility and respectability by getting elected to the house and does that enhances the the dignity of the house? When sitting members are sent to jail how is the supremacy of the house enhanced? Was it dignified to pork fun at Anna subtly and ridicule his intentions publicly in a variety of ways, because he is not elected member/ and cannot give notice of breach of privilege? Is it sincerity to enjoy meals at such ridiculous prices at public expenses in the name of service to nation or to self, when they are paid whooping amounts and all tax free ? Does it prick the conscience of the noble M.P`s? No the M.P`s do not feel they are helping themselves disproportionately Is it not a fact they speak in forked tongues and wear masks to conceal their real intentions in public posturing ?Is it not a disgrace that M.P`s and Minister never retires even though he is in 8o plus ? When ever citizens questions their conduct and behaviour they want to haul up the citizens for contempt and breach of privileges They have now assumed the roles of kings and expect in a democracy not to question their propriety .They feel that press is acting beyond its limits in exposing the scams and they are under influence and pressure, But when M,P`s act to safeguard the interests and lobby for the Industrialists , they do no wrong India is in a new phase, where the fear of privileges may be used to stifle voice of dissent. Previously the Editors were mostly subjected to this mechanism of expressing regrets and now it seems it will envisage the public at large for breach of privileges Trying times for democracy Use the law of defamation available and not easy recourse to parliamentary breach of privileges, where their is no right to rigorous defense only meek submission Is the acting/dramatising of Mrs Bedi a case for breach of privileges?
