She cremated her hubby on her land to thwart Goa’s miners Raman Kirpal Sep 28, 2011 Goa’s illegal miners have been challenged by scores of intrepid citizens. This is the story of Cheryl D’Souza, who has sustained a fight against illegal miners, including a minister in the Digambar Kamat government, for several years now. Cheryl is a 43-year-old widow in village Maina in south Goa. Eighteen years ago, when she was 25, she had bought a huge tract of land (seven lakh sq metres) to live a rural life. Married to Anthony Sanfrancisco (“Tony” to friends), they made their money in a furniture export business. They lived an ideal rural life till the politicians started coveting their iron-ore-rich land. As long as Tony was alive, the miners did not harass them, but in 2006 he was electrocuted in an accident. The harassment began soon after. “When Tony died, it just came full in my face. I had never seen people like these. When good words (to get me to sell the land) didn’t work, the threats started. Joaquim Alemao (Minister for Urban Development) bought two-lakh square metres of land bordering my land from a farmer at throwaway prices. And then he put pressure on me to buy my land.” But Cheryl refused and faced veiled threats. “When I refused, he turned around and told neighbours: ‘Is this woman mad? I don’t want to do anything to her. She is sitting there with the kid.’” Cheryl, who lives with her 85-year-old mother Dora and 11-year-old school-going daughter Aki, keeps dogs, including two Rottweilers, to defend her land from attack by the miners. But her strongest act was her decision to cremate her husband in 2006 close to their farmhouse! “They (Joaquim Alemao and other miners) did not expect that I would virtually sit (over my husband’s body) and say cremate. First, I am Catholic. Second, people are so scared of having this (cremation) done on their own ground. I had taken permission from the Bishop. I categorically asked Joaquim Alemao’s cronies: ‘My husband’s grave is here… My daughter is here… Do you want me to run away?’” So what did they say to that? “They promised that they would make a beautiful temple on my husband’s grave after I sell my farmhouse to them. And they offered Rs 40 crore for my land!” Cheryl was stunned by the price offer. But then hers is the last bit of green left in her village. “I got several calls threatening gang-rape of my daughter and to kill me. It’s easy for me to take Rs 40 crore and go, but I can’t take away this farmhouse from my daughter. She has associated her father with the farm. She was six when he died. You can’t take away her father and her home,” says Cheryl. When Joaquim Alemao began cutting down the trees nearby, Cheryl went from government office to office. Alemao had no permission to cut trees. She managed to stop him. Then came another miner – Tarcar. His mine is a stone’s throw from Cheryl’s house. She protested along with her mother. Both of them were put in jail on charges of carrying arms. They spent one day in jail. The judge, however, took one look at Cheryl’s 83-year-old mother (in 2008) and mockingly asked the police ‘what terrorist are you talking of?’ Cheryl’s furniture export business ended with her husband’s death. She is now into a private job. She doesn’t know how it is going to end. Her daughter is 11 and she may be pushed around for the rest of her life. “They (the miners) are greedy. They will never give up. But I don’t have a choice,” Cheryl says. She has constructed a 4.5 km long wall around her farmhouse. “These miners call this wall my folly. In a certain generation not too long ago, if you said Dhobitalao, you meant Little Goa. In Toronto, Canada where I live, there is little Italy, little Greece, little Portugal, little India and even, just outside of Toronto, an entire suburb (officially called Brampton) known as Khalistan, where all the Sardars live. Brampton used to be a farming area populated by whites, until the Sardars moved in. Now it is a place which abounds in Punjabi samosas, sarson-ka-saag and 'lawyers' who 'help' you with settling personal injury car accident claims. But you will not find any little Goa. Now, to get back to Dhobitalao. That area of Bombay was home to a large dhobi migrant community from UP that worked from a pond that was originally built by the Parsis to supply their Agiaries. Over time, as the water got stagnated, they turned it over to the dhobis who needed exactly such a spot to base their trade in the city. Eventually, the pond was cemented over and the Parsis built residential buildings which they gave over as rentals to newcomers in Bombay. It was exactly in such a condition that the first Goans started moving in. Soon the area was overflowing with Goan migrants who chose to live together, God knows why, given the crab mentality for which the community is famed. Not only did they live in harmony, but also in relative peace, although a typical large family of seven or eight lived in one room no bigger than 300 to 500 sq feet. In that space they hatched, matched and were dispatched. Dhobitalao, as I knew it, was Goan enough to be known to the rest of Bombay and even outside and the Middle East, as the Goan hub outside Goa. Among well known features of the area were oasis of large rooms of about 1,500 sq feet or more in very old dilapidated buildings that became the homes of Goan Village Clubs about which much has been written. What I will add is, that the living conditions there were absolutely pathetic. But then, living in Portuguese Goa of the time was equally so, despite the large village spaces. If this description has put in your mind a decrepit neighborhood you would not be entirely wrong, but I have not yet made a reference to the vibrancy of the place. Dhobitalao was the Bronx of the 1930s. People hung out their washed clothing to dry and sat on their building terraces. The terraces were the community arenas where every social celebration took place. A birthday, a dance and even movie shows. Everyone was invited, both from the building and everywhere else. Prohibition was in force and Aunty's famous rotgut was served. On one occasion, while learning German from a Saligao resident of Indra Bhuvan , I was called to watch a movie on the terrace. The boys running the projector sat precariously with their equipment on a small patch on the roof, the white painted wall was the screen and the bar was lined along one side. There were all kinds of home cooked snacks on a table and everybody sat hunched on the floor in the dark of an 8 pm evening. I don't remember the name of the movie, but it was smuggled in by the Goan usher of the nearby Metro cinema. There was dancing after the movie but by then I had left as I had a long hike back home to Byculla. Dhobitalao's Main Street extended from the Sonapur Church (Dolours) to Crawford market, a distance of about 1 km. Along the way were butcher shops selling fresh pork, and the famous C D'Souza's and Vienna restaurants which were frequented by lonely sailors between trips. They served excellent Goan-Bombay fusion food at ridiculously low prices. In 1965, you could get a plate of sorpotel, a loaf of bread and Crumb Chops (pork chops fried with batter and bread crumbs) followed by a plate of rice with fish curry and a fried mackerel on the side. It was excellent value. On Dhobitalao streets, other restaurants abounded. Along Main Street were also a couple of wax candle shops. Thinking about it now, I wonder what kept them in business. Perhaps it was the yearly fairs at which body parts made of wax were sold. Main Street was the show-piece of Dhobitalao. Other side streets were not so clean nor as spacious. There were the Wellington Terraces, a group of four buildings within a rough stony compound that was a village all by itself. Everybody in Dhobitalao had a relative or villager in Wellington. Outside Wellington were all sorts of trades-people - tailors, darners, cobblers and others. All were excellent craftsmen and I remember my dad taking me to a cobbler there to custom make my leather shoes even though we lived in Byculla. Perhaps part of the reason might have been the opportunity to visit one of his friends where a glass of hooch was assured. The Government for vested and petty political gains raised the retirement age of government servants from 58 to 60. It has been a grave injustice to the unemployed aspiring to join the government service and to those officers awaiting promotion. The indiscriminate extensions in service and contract appointments to the retired must also stop. There are many officers who just cannot retire and live without government perks. The Director of NRI Affairs, Mr. Ulhas Kamat continues to remain unsatisfied having made merry with so many extensions. Ironically he continues to be clinging to a post which has yet to be officially created. The Director of Prosecution Mrs. Shobha Dhumaskar is due to retire in April 2012. It is hoped that the authorities will take steps in time to appoint a successor. In the guise of the ensuing assembly elections she should not be given an extension. Goa cannot afford to live with any more of her controversial tailor-made legal opinions. It is hoped that the government as a matter of rule will not give any further extensions to anyone and will take steps well in advance to replace the retiring officer. In fact at the coming Assembly elections the youth of Goa should demand that the retirement age be reverted to 58 if not 55. All good things need to come to an end. And there is something known as “retirement life” which many government servants unfortunately cannot come to terms with. A ferry connects Panaji to Divar and from there another ferry connects Divar to Vanxim. In the news for the recent clash between two groups – one opposing and the other in favour of a tourism project by Bangalore-based group, Vanxim, the last ward of the St Mathias panchayat, is crying for development; it is like a place where time stopped a couple of decades ago — a place from the past. “We don’t have a place to go for tea and if an unannounced guest comes, there is no shop here even to buy a soft drink,” says Anthony, a villager, who has lived his whole life in Vanxim. Accessibility is a big problem in this laidback village, home to some 70- 80 houses situated on some 92,000-odd square kms of land. However, half of them are in a dilapidated state and many are closed with families moving to neighbouring areas due to the lack of facilities. The almost one km road is only broad enough for one car and lined by fields on both sides, a forest of green that stretches as far as the eye can see. The village is bordered by the river and has only a dilapidated bund - not repaired for at least 3 decades – that has allowed saline water to seep to almost the level of the road. Villagers say that at times, the level of the water and the road is almost the same. “We need development in the village. We also want jobs,” says the local panch, Mr Manuel Furtado, adding that it would be convenient if some project comes up in the village so that the locals would not have to travel far in search of employment. “People from Divar and and Malar too would benefit,” he optimistically says. However, there are those who want development, but disagree on the job issue, saying that most villagers have got jobs, and those unemployed can always look towards pisciculture business to earn a livelihood, given the rising demand for fish. “I want development. We need a bridge very urgently. We also do not have a health centre and a doctor. In case anything happens in the night we have a problem,” says Mr Jose D’ Mello, another resident, who is not in favour of any project like a hotel. “We need a new transformer, and for such a large place two would be ideal. We need a doctor and a football ground as well as our own 108,” says Mr Reginald Pinto, recounting the times they have taken some sick person on their shoulders till the ferry. The village does not have its own pharmacy, its own medical service and not even its own provision store, with the government oft- repeated and vaunted development seeming to have passed by this island. Says Francis, recently returned from a ship trip: “I want a better condition of life for us in this village,” while senior citizen, Mr Baltzar Pereira chimes up, “We also need a bridge, roads, football ground.” Villagers say that the main road is narrow and the internal roads are very badly maintained, virtually non existent. The high tension electricity line to Chorao, a neighbouring island and passing through the village is in a pathetic condition and is almost touching the roofs of the houses in its path, pointing to the overhead wires that look as if they are going to fall at any moment. This village is represented by Cumbharjua MLA, Mr Pandurang Madkaikar, who has been in power for three terms. Surprisingly, when panchayat officials were asked the reasons for the lack of development, they attributed it to the opposition to development by a few individuals, thus abdicating their responsibility to push for works to be done for the village. It may be recalled that the Diocesan Centre of Social Communications Media, Goa had issued a statement informing that the Archdiocese entered into an agreement of sale with Mr Mahendra Gaunekar in April 1999 and, after fulfilling the conditions of the agreement, on February 11, 2006, the unemcumbered (non-tenanted) area was sold to Mr Gaunekar through a deed of sale for Rs 37,02,500. On the same day (that is, on February 11, 2006), the encumbered (tenanted) area was also transferred to Mr Gaunekar, through a “Deed of Transfer of Ownership and Assignments of Rights,” for Rs 18,01,650. High salaries,perks and pensions, not to mention strikes and unnecessary creation of work increases corruption and red tape, besides being permanent drain on the exchequer!In August 1,200 jobs were created (352 posts in Dte of Arts and Culture under CM). Now additional 1,130 posts created. Laxmikant Parsekar mentions unheard of posts like patient attendants (Health), bull attendants (Agricultural dept) etc .The politicians people (created vote banks) are generally recruited and no one can thereafter make those recruits accountable.What will happen after the 7th pay commission! 2.Aadhaar- The planning commission objected to simply very massive expenditure and duplication with NPR also in progress. I understand now both are being done simultaneously as the same vendor has been contracted.Before there were two different organisations, and different departments responsible!.These exercises have bordered on harassment,specially for the uneducated/poor who are not guided properly.With Census taking exercise recently concluded,same uncoordinated exercises for Epic,then ration card APL/BPL and people have to go and spend some more money and time for passport,Driving License smart card etc. With a corrupt and incompetent administration supervising, how accurate will all this be?(And now they will increase control and LPG prices and taxes. Expensive security plates for vehicles is next). RBI says banks have to verify address, Nandan Neilkani says no! Migrant labour keep changing address,sometimes have none,so how are banks and others to trust old data? When will they show more coordination, accountability and efficiency and stop adding to the millstone already around our necks that we have been democratically tolerating!

I agree with Soter about Goans selling their ancestral properties. When one does that, one is cutting his ties to his ancestral land, and makes it easier for Bhaille mostly rootless Delhi-wallahs to take up residence in Goa. Unless one is desperate for a few pieces of silver, it would be better to retain title to those properties for posterity. Who knows if one's progeny may have an interest in their ancestral land ? I have seen Goans selling out their ancestral property to builders who build multi-story apartment buildings in its place. Sometimes the deal includes getting a poky prison-like apartment in the new building. I know at least one Goan who bemoans his decision. Too late.

Nice to learn that Toronto-based writer Rohinton Mistry has won the 2012 Neustadt International Prize for Literature. The Bombay-born, St. Xavier's college-educated writer has some Christian characters (assuming Goans as Mistry was familiar with them) in his books. His first novel, Such A Long Journey, was made into a movie. I haven't read his latest novel, Scream. The book, Such A Long Journey, landed him in trouble with the Shiv Sena as he has a character who resembles Bal Thackeray. Indian origin writers in North America are doing very well. Some new India-based writers are making a mark on the international scene and I hope they will also win global awards, just like Arundhati Roy. Eugene

From the coastline up innumer-able waterways to the thick jungles that spill over its borders with Maharashtra and Karnataka, the state provides natural habitats for wild birds, animals and plants that have managed to elude the relentless march of mining, tourism and the real estate industry. One of the richest of these habitats is called the Cumbharjua canal, which connects the backwaters of the Zuari and Mandovi rivers along the eastern limits of Tiswadi, the ancient island that is capped by the state capital Panjim at its other end. Even though the waterway is easily accessible, from boats, using the Cortalim jetty just below the Zuari, tourists never seem to venture here. That’s a pity, because the Cumbharjua canal teems with amazing birdlife – you can spot 50 species in an afternoon including the rare Collared Kingfisher – and is also home to a large population of crocodiles, including the Indian Mugger. What we see now in Goa is that ‘muscle money power’ and ‘political clout’ usurp land from the rightful owners. What does one expect from landowners facing this situation? What would you do if your forefathers sacrificed and kept something for posterity and the same is being usurped by faulty Laws? Would you not sell the same to some outsiders so that they teach these uneducated, unconscientious, corrupt, and arrogant breed to learn what is civilisation? Our ire here is mis-directed. If the Laws of the land were just, all would fall in place. The need of the hour is to have JUST people who enact JUST Laws, and not blame people who face injustice. We are not deplete of such people. There are many who have conscientiously given up hold of other’s land, and have bought their own, being grateful for the interim help provided. The card uses an RFID chip and the inhouse experts at Goanet will gladly and freely give you gratis advise on how dangerous this technology is as it is prone to hacking. There are numerous online videos available to the interested to prove my claim to those who are interested. b. The bio metrics relied upon, primarily the finger prints have their own problems. viz with technologies available nowadays, finger prints can easily be duplicated. Moreover, certain classes of people, who by the nature of their occupations have their prints worn off are in for a whole load of problems. c. The card is supposed to facilitate the distribution of rations and provide ease for the 'aam aadmi' to avail of Government facilities. Does one see the Government installing expensive access to the main database and iris scanners and fingerprint scanners at all points where the beneficiary is supposed to prove his identity for availing of facilities? I have doubts. d. One of the main problems that I foresee is the level of security for the enrolled populace. In a land where ATM pins are sold by lowly clerks and where every third Amar, Akbar and Anthony is corrupt, can one safely entrust ones personal data to someone who wouldn't think twice about selling it down the river? e. Where Nilekaani perhaps can be faulted is for the sample size of the trials. It is too frightening to conceive how a billion plus people can entrust their data on the basis of a relatively minuscule sample size. f. It appears that the Government has prematurely embarked on this project. Let us not forget like all the great motivators in India, what talks is the cash at stake. This has the makings of a killing that could rival some of the modern scams. And for those who have their bank accounts to hide, this could be the beginning of the end of their privacy. I shall be happy to hear from the more enlightened Goanetters if they wish to express their views on this issue.
