A Review of:
Short Takes, Long Memories
Prabhakar Kamat and Sharmila Kamat
Rupa Publications, New Delhi, 2011.

'Short Takes, Long Memories' is written like a comedy film.
It is narrated with a smile and many winks by former
Portuguese administrador turned I.A.S. officer and diplomat
Prabhakar Kamat (formerly Prabacar Camotim). He is assisted
by his astrophysicist daughter Sharmila, who incidentally
also writes humour columns.

The narrator's background as a Goan upper class, upper caste,
cosmopolitan official allows us a peek into several different
worlds.  The prose is mango mood in style: soft and sweet
on the outside but there is a tough seed underneath: sharp
insights lurk between the lines.

  His lens-eye covers a panorama that ranges from his
  childhood in the Goa of the Second World War years
  up to the present.  We get glimpses of eras now
  forgotten.  For example in the 40s: Keeping the
  front door of your home closed and bolted during
  the day was a no-no, bordering on impropriety.
  Nowadays this would border on insanity.

The narrator shows that although relations between different
communities were cordial, there were clear boundaries.  At
one point Hindus and Christians and Muslims would not dine
together.  This posed a problem for the early Hindu eateries
which opened up to all communities.

The chapter 'Ek Ardha Single Phooti Safed'  shows how the
problem was ingeniously solved by Panjim restaurants in the
early 50s: food was served in separate vessels to the
multi-religious mix.  A faith based code was used to tag
customers and a clever waiter would identify Hindus as
'safed' ; Christians as 'fancy'; and Muslims as 'fulawar'.
(Presumably no untouchable entered the restaurants.) In some
ways therefore, things Goan have improved.

When Camotim went to Portugal for higher studies after he
completed his Liceu he had to make many adjustments - like
having a bath once a week, not daily as in Goa; and avoiding
eating beef in countries where it is a staple.

There was some racial confusion, not all one way,  as the
following conversation with a serving woman that occurred at
the dining table where he lodged demonstrates: 'Menino (boy)
are there hens in Goa?' I would nod my head in reply, 'Do
they lay eggs as well?' I assured her that the activities of
Goan hens did not depart significantly from those of their
cousins in the West.  'The eggs', she would continue with her
quiz, 'What colour are they?' I was confused.  What colour
did she expect them to be?  'Are they white like my skin',
she would want to know, 'or brown like yours?'

  He also came across some Goan freedom fighters who,
  it is sad to note, were shunned by emigrant Goans
  out of fear of the P.I.D.E., the Portuguese secret
  service.  The narrator however was not so afraid
  and befriended some prominent freedom fighters like
  Purushottam Kakodkar and T.B.  Cunha, and even took
  the latter out to a concert.  Apparently they could
  move around quite freely.  The penal system in
  Portugal was surprisingly lax so much so that Cunha
  gave his captors the slip and escaped to India to
  continue his revolutionary activities in Bombay.

Whan Camotim came back to Goa after his studies in Portugal
and Switzerland he was absorbed into the Goa administração
where he had direct access to the Portuguese Governor.

Because of the then Indian economic blockade, shiploads of
foreign goods were imported to Goa which were then smuggled
into import-permit-raj India helping many an adventurer to
make a fortune.  However there were some disasters as when a
cow which was a 'carrier' of wrist watches died en route and
the customs officials came to know.

As Liberation neared he also tells us of the inefficiency of
the Portuguese administration which for instance sent a
consignment of sausages to fight the massed Indian troops
instead of hand grenades!

  Prabhakar Kamat (as he spells his name now)
  outlines in remarkably few words how the rot of
  corruption which we face today had systematically
  set in soon after Liberation.  He must have seen
  more later in Delhi working in PM Indira Gandhi’s
  office.  Later he became a diplomat and here his
  connections with old student friends in Portugal
  coming from African colonies, who were now leaders,
  came in handy.

Gentle and temperate in tone, the book is one of the most
readable autobiographies to come out of Goa.  It avoids
dwelling on family trivia but is a book that lightheartedly
trips through Goa’s passage from colonial rule to integration
with India.  Hopefully a sequel will follow covering the many
gaps in time of the narration.

A British tourist (Robinson) was a regular visitor of GOA, he used to visit 
GOA every year-end. Recently this December when he visited to GOA, he noticed 
that the number of Gujaratis are increasing in GOA's Capital PANJIM City. 
Yesterday Robinson walked into his favorite Avanti Bar N Restaurant with his 
pet tiger on a leash, where he was approached by the bartender (Bolu):
 
Bolu: Good afternoon Sir.
 
Robinson: Good afternoon Bolu.
 
Bolu: Welcome to Goa.
 
Robinson: Thanks. 
 
Bolu: What would you like to have Sir?
 
Robinson: Well, can you tell me, do you serve Gujuratis here?

 i.e Development with mention of its 36 schemes launched for the pourpose.

Chief Guest CM Digambar Kamat talked about the song he sang here about 3 years 
ago making him internationaly famous
(Thanks to the Internet/YouTube). He also said there were so many objections on 
naming the present Tiatr Hall after Pai Tiatrist 
but he said he kept his word by overcoming all such hurdles (More of his 
speech, pl watch a clip separately uploaded soon).
I must say it again here, that Digambar is the right and capable or deliverable 
person as the minister for Art and Culture dept. 
and I have said it even long before he become the Chief Minister. Besides, 
credit for formation of TAG and naming the Tiatr Hall, we all know, goes to him.

While thanking TAG, Sabina said one does not get such awards just like that nor 
one can buy it in shops 
but one has to earn for it through hard work, sacrifices and sincerity. (watch

Roseferns (Vice President of TAG) welcomed all and Victor de Sa (TAG's member 
secretary) proposed vote of thanks.

Anthony San and his toupe staged a musical show ‘Goykaranchem Sukh’ in which 
popular artistes Felcy, Roma, 
Clarissa, Socorro de St. Cruz, Aniceto, John D’Silva, Nato, Remy, Joe, Peter de

acres, 1330 acres at Pikene Island.Under JNNURM scheme Govt is
planing17 crores on beautification of St Inez Nulha but.the
opposition is to concretetisation is  that.it will destroy natural
characteristics of tidal waters. Marmagao Municipal workers have given
strike notice to be paid D.A on V pay, when they are paid VI pay
scales.Ponda Kabrastan is demanding release of 9900 sq. meters in
possession of Panchayat since 2008 Only retaining wall, leveling is
all the progress seen.Celebrations on Golden Jubilee of Goa begins
from 15b to 20 DEC The highlights are Photo exhibition,release of
books, war memorial at Aguada honouring of Indian army of operation

Pai Tiatrist is remembered on his birth anniversary , but Kamat has
not promised help to preserve his house for posterity. Ravindra Bhava
is  already dedicated to him .Shantaram and Goa Govt extended some
help , but that is not enough.It is behind Holy Spirit's church
Margao.Oscar swears by alliance with NCP The seat sharing will be
worked to the satisfaction of all Election commission arriving in Goa
to finalise the dates for assembly elections

[Goanet] credibility of parliament

The monsoon session was a washout, ruling party wanting JPC and Opposition 
PAC.Finally the PAC also became a washout when their report was blocked! Thanks 
to pressure from Anna Hazare, a strong Lokpal Bill, blocked for 42 years is 
slated to be passed in the winter session with Sense of House promises. Cash 
for votes scams and hooligan behaviour, shouting in the well of the House etc 
seems to be the norm.So many Bills and important matters to discuss and there 
is constant logjam about some matter or other!The Standing Committee has 
finalised a Lokpal Bill. At close, 16 of 30 members have reportedly submitted 
disenting notes,2 never attended. So this report is finally approved by  only 
12 members (seven from the Congress!) .
However, Arun Jaitely says that this report violates the 'Sense of House and 
is legally complex. Anna is obviously indignant.People find that Parliament is 
one when it approves their own salaries and perks and condemning the slap on 
Sharad Powar,but are not one discussing price rise or corruption or so called 
Sense of the House! The people in fact are targets of corruption,price rise and 
sham democratic governance. Politicians shout that Parliament is Supreme and 
violence has no place in Democracy! What example have they set? Person who 
waves a black flag at Rahul Gandhi is beaten up and  the Empire strikes 
back against anyone who dare criticise or complain or exercise their democratic 
rights.
All party meeting has been unable to clear deadlocks, specially the all 
important independence of the CBI. They are looking for ways to delay the Bill 
and not rush it through.At the same time the session is further delayed on 
extraneous matters like home minister Chidambaram alleged indescretions!What 
are the priorities in this country and that of Parliament?The writing is on the 
wall, with illegal mining,black money and other scams being investigated and 
exposed. 
In Goa there are daily screaming headlines of rejection of RP 2021 by the 
people. It is a shame that competent authorities like Edgar Rebeiro have had to 
resign from the Task Force,and idiotic statements that people are like school 
children made, justifying politicians doing with impunity whatever they want. 
World renown architect Charles Correa wants to sell his house and run away 
from Goa due noise pollution. Parliament , the Centre and Goa government need 
to act as honest and dignified representatives of the people before people 
believe that agitation,gherao and the like leading to violence, or Anna 
Hazare's type pressure are required get any positive action!

Exhilarating Children's Christmas Tree Celebration held by Goan Welfare
Association (GWA), Qatar

Goan Welfare Association (GWA) ushered in the Christmas season of gaiety,
love and happiness by hosting its first annual Children's Christmas Tree
Party on Sunday, 4th December 2011 at Al-Andalus Club, Doha Qatar.
Traditions and customs are the special flavor of any festivity and that
holds true for Christmas as well. It is a festival that is known for its
spirit of joyousness and its celebratory atmosphere commemorating the birth
of Jesus. 

It was the most exhilarating occasion for both children and their parents. A
large handmade Christmas tree with decorative bauble was the main attraction
in the hall. The beautiful small Christmas trees all covered in lights,
ornaments, tinsels and boughs of Holly adorned the hall and the Christmas
carols playing in the background set the scene for Children Christmas Tree
Party.Our hearts are light and Gay for it's a lovely evening today echoed
Miss Gina Norohna and Long time ago in Bethlehem as the holy bible say,
Mary's born child Jesus Christ was born on Christmas day resonated Master
Sanlorf D'silva, comperes of the evening, greeting all the children, parents
and guests with their Christmas message. 

GWA Cultural Director, Tanya Rodrigues led the praise and worship thanking
Almighty God and invoking the Lord's blessing on all present. GWA President,
Simon D'Silva extended his warm welcome and invited all children, parents
and guests to have fun and enjoy the evening to their heart content. Cajie
Rodrigues, GWA Event Director announced the programme for an evening of fun,
games and surprises. A chorus of young children all dressed in white and red
sporting Santa caps sang the Christmas carols. And of course the parents as
well sang the Christmas Carols for the children. 

The carol singing was graced by Agnelo (Aggie) Rodrigues on Keyboard.
Dolrich the man behind Santa's suit, danced to the tune of Jingle bells that
brought more joyousness and smiles on the faces of young, led the Christmas
march for the children, distributed sweets and played games with the
children. A newborn baby Trevor Fernandes together with his parents cut the
Christmas Cake signifying the birthday of Baby Jesus. Martin Mascarenhas,
Vice-President of GWA thanked all present and expressed his profound
appreciation for making the celebration a memorable one and promised even
more fun next year. He lauded the dedication and hard work of Godfrey
Noronha and Effie Noronha GWA Cultural Secretary for the Stage set-up, hall
decoration, organising games and also appreciated the entire GWA committee
for putting up such impressive Christmas Tree celebrations.

While the children had fun, the Adults too had a lovely time. No festive
occasion can be complete without dancing and this held true for the
Christmas tree party as well, people tapped their feet to the music rendered
by DJ Glorio. Thanksgiving grace was led by Chynara Rodrigues and delicious
dinner was served. Every child's face lit up with joy as they received their
Christmas gifts. The winners of the various games are as follows:- below
8yrs Santa Game: Dean  Aditi; Below 8 yrs Bursting the Baloon: Aaron and
Cavin; 9-12 yrs G Ring: Crescentia  Rebecca; 13-17 yrs: Passing the Stick:
Swizel  Giosa. Active participation by all the children was the key to the
success of the GWA Christmas Tree Party 2011. Handling the 100 children of
varied age with ease and ensuring every child enjoyed each moment of the
evening was a task well done by the enthusiastic GWA committee members. A
special word of thanks and appreciation goes to Sunil Crasto for
photographic capture of the entire event.

Closing ceremony of the International Year of 
Chemistry (IYC) celebrations at St. Xavier’s College, Mapusa – Goa.



The Chief Guest Mr. Arun Naik, President, Goa 
Pharmaceutical Manufacturers. Seen alongside are 
the Principal, Dr. (Fr.) Walter de Sa, faculty 
members and students of the Department of Chemistry.


After a series of events organised as part of the 
International Year of Chemistry, St. Xavier’s 
College organised a one-day seminar, ‘Chemistry, 
our Life our Future’, for faculty members and 
students of colleges in Goa on the 6th of 
December, 2011, to mark the conclusion of the celebrations of the IYC.


The Inaugural program began with Ms. Edwina 
Pereira, the Co-ordinator, welcoming and briefing 
the audience on the purpose of the program, while 
simultaneously throwing light on the fact that 
Chemistry is an essential and indispensible part 
of our existence. She further added that when we 
blend chemical resources and our scientific 
knowledge with love and compassion, we would 
utilize them in the most responsible manner, thus 
help in building a better world. After the 
invocation, the Head of Department, Dr. Tushar 
Anvekar escorted the dignitaries on to the dais. 
The Principal Dr. (Fr.) Walter de Sa then 
addressed the gathering saying ‘Education should 
change our attitude, our outlook’, The Principal 
thanked all teachers for recognising and striving 
in their endeavour. Dr. Tushar Anvekar introduced 
the Chief Guest for the function Mr. Arun Naik, 
President, Goa Pharmaceutical Manufacturers 
Association. Mr. Naik was presented a potted 
plant after which all the dignitaries partook in 
the traditional lighting of the lamp. The 
Inaugural program ended with Dr. Tushar Anvekar proposing the Vote of Thanks.


The first session, ‘Green Chemistry in 
Pharmaceuticals’ was presented by the Chief Guest 
Mr. Arun Naik. The pharmaceutical industry 
presently in Goa, he educated is a relatively 
clean industry as it comprises entirely of the 
formulation units. Mr. Naik concluded by 
informing the audience on the future trends to be 
incorporated and followed by the Pharma industry 
in striving to attain its goal of going entirely green.


The second session had Mr. Suhas Suresh Shetye, 
Research Scientist ‘B, at the National Centre for 
Antarctica and Ocean Research (NCAOR), 
Vasco-da-Gama as the resource person. Mr. Shetye 
spoke on the topic ‘Ocean Acidification’. He 
questioned rhetorically as to why we need to 
study the ocean. 'The oceans are responsible for 
our climate’, he stated. He then led the audience 
on a cruise through the Arctic and the Antarctic, 
sharing his experience during the expeditions. 
The session ended with Mr. Shetye stressing on 
the major environmental concerns.


In the last session, Dr. Mohan Girap, Project 
Scientist, Goa State Council of Science and 
Technology (GSCST) spoke on ‘Current Environment 
scenario in the state of Goa’, Dr. Girap 
enlightened the audience on the several myths 
surrounding the concept of climate change. He 
went on to say ‘Climate changes need not 
necessarily mean disaster and  that plastic need 
not be banned, rather it should be managed’.  The 
audience were thereafter transported into the 
world of harsh realities of today through a four 
and half minute documentary “A Hope”, which was a 
loud cry for help from mankind to save Mother 
Earth. Dr. Girap urged the participants to be 
responsible citizens and contribute towards 
curbing the major problems plaguing Goa today.


The co-ordinator of the IYC-St. Xavier’s College, 
Ms. Kathleen Pinto delivered a report of the 
various activities conducted as part of the IYC 
celebrations, following which the distribution of 
certificates to the participants was held at the 
hands of the Principal Dr. (Fr.) Walter de Sa.


Ms. Pinto then proposed the Vote of Thanks.

his 'Goem' will get liberation from your bhatcars.

I will agree with you that the following have increased post1961:
divisions among Goans, corruption, the depletion of Goa's resources,
crime, brainwashing by bollywood and the ninjaism among all folks
including priests;

I will also agree with you that a concerted effort (started by the MGP
and continued by those who continue to flock with the MGP in drag) to
destroy the Konkani spoken by Goans (on the lines that Hindi and Urdu
were systematically destroyed by the communal elements and replaced by
the 'Hindi' and 'Urdu' being used officially in India and Pakistan
resp.

I must disagree with you about the quality of education in post-1961 Goa.

Were you not educated in post-1961 Goa? Was your education of a poor
quality? Would you also say that pre-1961 Goa had a better level,
standard and range of educational opportunities than what was
available to you (and could have been available to you, let's say, if
you had studied harder and achieved even better grades than you did)?

Would you say that nothing positive has happened to Goa post 1961?

How would you compare it to our Dalai's Goem and your bhatcars
treatment of those 'Goemcars'?

I assume that Bernado Colaco must believe that his present bhatcars
are treating Dalai's Goemcars quite well. I do not see him complaining
about anything they are doing. Unless, of course, he believes that he
is not in a position to comment about that situacao because he is a
ghanti there - which makes his Unprecedented arrival of ghantis
comment - quite interesting.

BTW: I am not sure that Mapuca was ever a city or that Mario Soares'
action an act of 'traitorship'. Sometimes, one has to accept the facts
of life and move ahead. That, I believe, is what Mario Soares did. My
question to you is: When are you likely to accept the fact of life
that Goa is no longer a province of Portugal and that it will never
be one again.

It is quite OK to criticise the wrongs.and I accept that a lot of
wrongs are being perpetrated. However, one could  choose to be
reasonable in one's criticism, UNLESS one has made a determined choice
to just be miserable.

BTW2  that dream of Independence - will remain a dream - primarily
because Salazar (your buddy) did not have the sense to give
independence to Goa.

From The Frying Pan Into The Fire

“Give me blood and I will give you freedom” the thundering voice my
history teacher in school still resounds and resonates in my ears even
more than thirty five years later as I go back in time. Probably he
was a fan of our immortal Netaji SC Bose and got a little carried away
by his patriotism while he was teaching us history in secondary
school.

I am sure a lot of blood and tears were shed by our eminent and
genuine freedom fighters over the years and centuries for Goa’s
freedom, though we did not have leaders of the caliber of Netaji SCB
to lead, but we Goans were fortunate to have others who risked and
even sacrificed their lives and their happiness for our freedom, we
should all salute those worthy man and women who fought and even died
for our freedom but unfortunately their sacrifices have been in vain
and if they were and are still alive today I am sure they would still
be fighting for our true liberation and not live on the dole provided
by our corrupt government like the phonies of today, who are only
allergic to Portuguese names and ships.

Today as we are all geared up to celebrate fifty years of liberation
let us reflect on what we are about to celebrate, are we well and
truly free today ? Is this the freedom that our erstwhile freedom
fighters fought and died for ? Or in all earnest, are we celebrating
fifty years of loot and debauchery by our Goan politicians ?

I do not condone the tyranny of the Portuguese but unfortunately today
even though we Goans are free of the Portuguese rule, we are still
under bondage, and that too of our own making as corruption, communal
repression, nepotism, police brutality, muck stuck law and order
machinery, environmental and ecological degradation and above all
stagnant governance, have overtaken the oppression of the Portuguese
and It would certainly not be wrong in saying that we have well and
truly fallen from the frying pan into the fire and with absolutely no
semblance of foresight and planning we are like a ship in the middle
of an ocean, with no radar or compass, deemed to crash or sink any
time and yet we are ready to rock-n-roll at our fifty years of so
called liberation.

Over the years the whole world has been mesmerized by Goa’s beauty,
tranquility and resources but unfortunately those very same, have
brought Goa’s downfall.  The tranquility of Goa has been shattered by
our unscrupulous greedy politicians, as people are forced to oppose
their anti Goan policies and projects, as they have encouraged
outsiders to pouring in, for work, leisure and pleasure, bringing in
with them the menace of drugs, gang wars and prostitution. Some have
even made Goa their permanent homes, thus pushing the land prices out
of Goans affordability and over burdening our already burdened
infrastructure, as such more often than not Goans have been forced to
take to the streets to make our statement.

Goa’s virgin beauty of its coast has been destroyed by the mass exodus
of tourists on our coastal beaches and as a result of which our
beaches are full of shacks, beds and garbage, our sand dunes and even
our eco-sensitive mangroves have been destroyed giving rise to
concrete jungles in place of our once green cover. Our forests are
disappearing faster than our receding hair lines and bald hills and
mountains have taken up the landscapes, our once endless plains have
been desecrated by countless shanties which lack basic amenities and
hygiene, which further become a cause of health hazards, even though
our politicians have turned them into their bastions of vote bank.

In school I was thought that our natural recourses were our national
wealth, only if it was true, as our resourceful mineral wealth has
been hijacked by a coterie of influential people with the help of our
inapt politicians, with no control or policies to curb illegalities
and fraud; as such miners have gone on rampage in the destruction of
our environment and our ecology, as a result of which our water tables
have crashed, our flower and fauna have been destroyed and air and
water pollution levels have gone well beyond the permissible levels.
Along with the rising apathy for constructive planning of our inapt
authorities, people’s anxieties and insecurities have also grown
manifold and so our resourceful manpower too is suffering from brain
drain as Goans have moved away to greener pastures, moving away from
corruption and nepotism, for growth and better quality of life for
themselves and their children. It’s unbelievable that our Authorities
are doing all they can to send people abroad but have not done
anything concrete to attract Goans back to Goa or even keep Goans in
Goa.

What Goa and Goans need today is not, bridges every kilometer or a sea
link or mega projects or forty meter highways or ten meter expressways
in villages or settlement zones well in to eco-sensitive agricultural
land and even hinterland. What Goans need today is 24 x 7 water and
electricity, quality

belongs to the parishioners and it is the parishioners who should select,
elect and appoint the priest for their church……..Whether the priest
appointed for the church is married or unmarried is not important…….What is
more important is the priest……should be of the highest integrity – honest -
humble……..should take bath in the morning before entering the
church……..should have in-depth knowledge of the bible……should know how to
perform different types of mass (baptism, funeral, wedding, easter,
christmas, etc)……should not waste the time of the laity with boring
sermons…….should ensure 50% seats are reserved for catholics in parish
school……should disclose in parish bulletins or notice boards how church
funds were utilized…….should utilize vacant church properties for setting
up community centres – gardens – sportsgrounds – graveyards -
housingpurpose…….should be capable of encouraging the catholic youth to do
any type of job or business……should be capable of identifying those
catholic youth who are intellectually smart in studies and encourage them
to work towards becoming ias-ips-irs-ifs officers – doctors – engineers –
etc……..should be able to identify those catholic youth who are physically
strong and provide them with combat training, arms  ammunitions, salaries,
insurancepolicies for defending the church  its properties from
encroachers  attackers……..should be capable of telling a woman to leave
the church if she has worn vulgar clothes…….should be capable of
discouraging catholics from drinking alcohol……….should be prepared to take
up the matters of the laity with the government including matters related
to reservations in govt. jobs  housing……should support catholic 
non-catholic activists involved in war against corruption –
forciblelandacquisition – blackmoney.

Here in Bombay there are more than 100 churches but not a single church
runs on solar power………parish priests in bombay frequently travel to other
cities by airplanes……how much money went in the plane tickets and for what
purpose the parish priest traveled to other cities the parishioners have no
idea……the parishioners are always kept in the dark…..the position of the
parishioners is Pay-Pray-Obey……….if the priests had to travel by long
distance trains instead of airplanes they could save a lot of church money
some of which could be utilized in purchasing solar panels  storage
batteries and the solarpower could be utilized to run the lights  fans
inside the churchStorage Batteries are the fuel tank of the solar power
system……..Without batteries to store energy you would only have power when
the sun was shining……..when parishioners see that their church is being run
on solar power they will also be encouraged to install solar panels on the
roofs of their houses and run lights  fans inside their house through
solar powerHERE in BOMBAY people are fed up with the inflated
electricity bills they have been receiving in last few years.

Christianity arrived in India not with the arrival of Portuguese, British,
French, Dutch but with the arrival of Jesus Christs disciples St. Thomas 
St. Bartholomew and later on by other missionaries from Europe, Israel,
Egypt. These missionaries who came to India preached the Gospel of Christ
wherever they found a group of people irrespective of whether the people
were rich or poor BUT todays missionaries go only where the poorest of poor
live and indulge in allurement  fraudulent conversion activities because
of the millions of dollars of foreign donations they receive. Such type of
allurement  fraudulent conversion activities is only going to weaken
Christianity in India.

NDTV – TIMESNOW – CNNIBN – HEADLINESTODAY – NEWSX and other English TV News
channels rarely give any coverage to issues related to Christians in
India……..and if at all they give any coverage they will only bring in some
priest or bishop in television studio to discuss the matter related to
christians in India…...but these English TV news channels will not bother
to invite members of lay Christian groups to discuss issues related to some
of the parish priests – cardinals - bishops misusing church funds,
illegally selling away vacant church properties, refusing admission to
children of poor catholics in parish schools, etc………..the only option left
is for lay christian associations to pool in resources and start a news
channel and beam all types of news including news related to corrupt
activities of some of the Clergy and the allurement  fraudulent conversion
activities of some of the Missionaries.

The EastIndian (  wwwbombayland.blogspotcom ) community in
bombay is suffering because all their ancestral  agricultural lands in
bombay being grabbed by the britishraj, indian government, maharashtra
govt, slumlords, landmafia, mmrda, bmc, mhada, collectorsoffice AND

It is 48 hours now since some Francis Fernandes posted his false accusations on 
goanet. We had asked him to disclose his identity if he is a true Goan. But as 
usual the Goan cowards remain in hiding and take shots probably with fake 
e-mail IDs. Probably this Francis Fernandes developed cold feet that evening 
after he witnessed the cartel responsible for RP-2021 being bashed at The Goa 
Chronicle debate. We have been 30 years into this business of dealing with 
crooks and cowards and such hide and seek accusations are quite normal when the 
nail gets hit on the head. Unfortunately the coward probably thinks that since 
he is one among those Goan fools we are also fools who blindly scream without 
studying the RP-2021. If the coward has the guts we are ready to face him in an 
open public debate. Let him get his facts on RP-2021 and we will produce ours.  
We will bear the expenses of the venue.
So is this coward Goykar Francis Fernandes ready to come openly and take our

according to this article dated sunday 11th december, Proff Edgar 
rebello has stated that he wants the RP2021 to be rectified and NOT 
scrapped. that goes against his stance that was projected by the VGG 
that he wanted it de-notified. perhaps this has come after he has got a 
better understanding of the laws at hand?


I think that this is something that the VGG needs to revisit, and check 
if their demand of denotifing the plan is realistic. on  sensitive and 
Goa centric matter like this, a second opinion *from someone outside the 
VGG* and not a part of the agitation on hand is needed before a clear 
bias might be implied, and finger pointing starts.

LOOK CLOSELY WHO BASHES THE REGIONAL PLAN ?

Editor and chief story teller of the Herald, Sujay Gupta is at great 
pains to explain the Bottom-up participatory process in his sunday 
center-spread, leveraging his position to bring down the Regional Plan 
2021. A man who has represented Top-down tyranny as a stooge of the 
Timblos during the agitation against their Colamb mine - *setting the 
police on the villagers and filing cases against activist Seby in far 
flung Calcutta ?* a man who vehemently defended his masters during the 
*infamous Ordinance* that sought to give favours to the Cidade Goa 
against a Supreme Court ruling deeming their structure to be illegal and 
on public land. This man today preaches participatory process and seeks 
every day to highlight disparaging untruths and rhetoric in his 
newspaper. Or is he doing his masters bidding as a mercenary, because 
the anti-mining stance in the policy document of the RP2021?
Soter, chief saboteur and rhetoric artist ? not going beyond words like 
Builders Plan and Dump, where was this man when so many attempts 
were made over the last 4 years to actually work out the real issue of 
participation through inclusion of the 73rd  74th Amendment to the TCP Act?
The head of the most rabid village groups, Franky, is a builder himself. 
Let us not forget that the 60FAR that this Plan has introduced towards a 
less dense Goa, has hurt many builders and buyers in the market place, 
just ask your brokers for the real picture. He also has nothing much 
more to say beyond ?Scrap? and ?Threat to Goa?.
*And what about their figurehead, Edgar Ribeiro? The savior and good 
soul, who actually assisted the Government as Chief Advisor in planning 
in the promulgation of the most draconian Amendment to the TCP Act, 
16/16A, that allows people and the Regional Plan to be bypassed for 
projects in the guise of PPP. The same man is talking participatory today.*
This cacophony should be exposed for what it is phony, getting the 
innocent to believe their troubles to be over if the Regional Plan is 
scrapped. Its been done 5 years ago when there was no chance for change, 
when GBA led a movement to scrap the RP2011.

*It may seem fashion to do again for those with no imagination, vested 
interests and clear political ambitions.* Evidence is enough in the 
sheer volume of submissions for Corrections to the TCP office in self 
interest. The key difference between RP2011 and the current RP2021 is 
that there is still scope for change.

To rally against something without reading details, without even 
attempting the channels provided for change smells of RAT. We have seen 
Mullahs issue fatwas without reading content, we have seen all manner of 
corrupt spiritual leaders and politicians twist facts and hide under 
rhetoric for their own ends, and lead us into the dark ages without reason.

?
The current Regional Plan bashing is too early for its time, and is 
wrong, steering us away from real devils.

?
*The greedy shout the loudest, the wolves drown reason with their 
howling. Do your homework, and be careful whom you trust before the 
elections is all I can say*.

PANAJI: The consequences are clear. If the government withdraws the Regional
Plan http://timesofindia.indiatimes.com/topic/Regional-Plan 2021 at this
stage, Goa goes back to RP 2001 and the laws under the older RP will come
into force with immediate effect, chief minister Digambar

editors during a presentation made by the state level committee (SLC) of RP
2021 http://timesofindia.indiatimes.com/topic/RP-2021 on Wednesday. And
RP 2001 is worse especially with respect to floor area ratio (FAR) for
building constructions and tackling eco-sensitive zones.

While explaining that there is a lot of improvement between the final RP
2021 and draft RP 2021, Kamat said FAR in RP 2021 has taken care of
ensuring that no mega projects come up and spoil Goa. The FAR has been
reduced to ensure that the village feel of Goa is retained. No building
will come up taller than a coconut tree. The FAR in VP1 is 80 and VP2 is 60.

The government has completed an elaborate exercise spanning over four years
in preparing the plan in a transparent manner, taking into account all
aspects of planning including eco-sensitive zones and road widening as
envisaged in 1977. The same road widening plan existed in RP 2001 as well,
just that the SLC has put it out transparently this time around. RP 2021
has been drawn to a scale of 1:5000.

Emphasizing that it is important for the government to go ahead and
implement RP 2021, Kamat said only 13 panchayats demanded its scrapping.
Most panchayats have only asked for corrections, which the government is
willing to examine and wherever genuine mistakes have been made, they will
be corrected.

Soon after RP 2021 is introduced, the outline development plan (ODP) and
comprehensive development plan (CDP) will be drawn bringing out specific
zoning. The CM was confident that the government will be able to introduce
RP 2021 before the announcement of impending elections to the state.
Panchayats have been given time until December 20, 2011, to raise
objections, if any, to RP 2021. Any corrections can happen even after the
introduction of RP 2021. CDP will be prepared in four months.

Justifying the proposal to implement a non-occupancy tax, Kamat explained
that concrete structures were being built in Goa and the tax will ensure
that land is not taken away for ghost houses. Many houses are vacant and
a system to collect the tax will be prepared. This tax will discourage
indiscreet construction, he added.

Asked if he had the mandate within his cabinet to go ahead and implement RP
2021, the CM said the government had very little choice. RP 2021 has gone
into specifics of planning every detail for Goa. It has identified
eco-sensitive zones, development of hinterland so that Goa can have a
future, and it has been prepared by the SLC which comprises the best of
names including Padma Vibhushan Charles

Correa to be part of it to give the entire process credibility, I went to
his house to request him to be part of the process. He accepted to work

he did not want a single paise to do this work for Goa. All of them have
busy schedules, but have contributed immensely and taken lot of pains to
ensure that the best is given to Goa.

Asked if the government had the political will to go ahead with RP 2021,
Kamat said a lot of work has been done to get into the minutest of details.
There have been difference of opinion between panchayats and village level
committees too and in several cases we have had multiple plans coming to us.

A Review of:
Short Takes, Long Memories
Prabhakar Kamat and Sharmila Kamat
Rupa Publications, New Delhi, 2011.

'Short Takes, Long Memories' is written like a comedy film.
It is narrated with a smile and many winks by former
Portuguese administrador turned I.A.S. officer and diplomat
Prabhakar Kamat (formerly Prabacar Camotim). He is assisted
by his astrophysicist daughter Sharmila, who incidentally
also writes humour columns.

The narrator's background as a Goan upper class, upper caste,
cosmopolitan official allows us a peek into several different
worlds.  The prose is mango mood in style: soft and sweet
on the outside but there is a tough seed underneath: sharp
insights lurk between the lines.

  His lens-eye covers a panorama that ranges from his
  childhood in the Goa of the Second World War years
  up to the present.  We get glimpses of eras now
  forgotten.  For example in the 40s: Keeping the
  front door of your home closed and bolted during
  the day was a no-no, bordering on impropriety.
  Nowadays this would border on insanity.

The narrator shows that although relations between different
communities were cordial, there were clear boundaries.  At
one point Hindus and Christians and Muslims would not dine
together.  This posed a problem for the early Hindu eateries
which opened up to all communities.

The chapter 'Ek Ardha Single Phooti Safed'  shows how the
problem was ingeniously solved by Panjim restaurants in the
early 50s: food was served in separate vessels to the
multi-religious mix.  A faith based code was used to tag
customers and a clever waiter would identify Hindus as
'safed' ; Christians as 'fancy'; and Muslims as 'fulawar'.
(Presumably no untouchable entered the restaurants.) In some
ways therefore, things Goan have improved.

When Camotim went to Portugal for higher studies after he
completed his Liceu he had to make many adjustments - like
having a bath once a week, not daily as in Goa; and avoiding
eating beef in countries where it is a staple.

There was some racial confusion, not all one way,  as the
following conversation with a serving woman that occurred at
the dining table where he lodged demonstrates: 'Menino (boy)
are there hens in Goa?' I would nod my head in reply, 'Do
they lay eggs as well?' I assured her that the activities of
Goan hens did not depart significantly from those of their
cousins in the West.  'The eggs', she would continue with her
quiz, 'What colour are they?' I was confused.  What colour
did she expect them to be?  'Are they white like my skin',
she would want to know, 'or brown like yours?'

  He also came across some Goan freedom fighters who,
  it is sad to note, were shunned by emigrant Goans
  out of fear of the P.I.D.E., the Portuguese secret
  service.  The narrator however was not so afraid
  and befriended some prominent freedom fighters like
  Purushottam Kakodkar and T.B.  Cunha, and even took
  the latter out to a concert.  Apparently they could
  move around quite freely.  The penal system in
  Portugal was surprisingly lax so much so that Cunha
  gave his captors the slip and escaped to India to
  continue his revolutionary activities in Bombay.

Whan Camotim came back to Goa after his studies in Portugal
and Switzerland he was absorbed into the Goa administração
where he had direct access to the Portuguese Governor.

Because of the then Indian economic blockade, shiploads of
foreign goods were imported to Goa which were then smuggled
into import-permit-raj India helping many an adventurer to
make a fortune.  However there were some disasters as when a
cow which was a 'carrier' of wrist watches died en route and
the customs officials came to know.

As Liberation neared he also tells us of the inefficiency of
the Portuguese administration which for instance sent a
consignment of sausages to fight the massed Indian troops
instead of hand grenades!

  Prabhakar Kamat (as he spells his name now)
  outlines in remarkably few words how the rot of
  corruption which we face today had systematically
  set in soon after Liberation.  He must have seen
  more later in Delhi working in PM Indira Gandhi’s
  office.  Later he became a diplomat and here his
  connections with old student friends in Portugal
  coming from African colonies, who were now leaders,
  came in handy.

Gentle and temperate in tone, the book is one of the most
readable autobiographies to come out of Goa.  It avoids
dwelling on family trivia but is a book that lightheartedly
trips through Goa’s passage from colonial rule to integration
with India.  Hopefully a sequel will follow covering the many
gaps in time of the narration.

ditto in Loutulim

In Loutulim I have a perfect spot in mind for statue/bust: On the 
side of the 'comunidade' house, facing the main Margao/Pangim 
to Cortalim/Vasco streets' intersection there is a tiny triangle of 
land that will suit the purpose with utmost perfection...

Please, let me have your reaction to my proposal and let us continue 
interacting in the matter. I'll be down ca Feb  we proceed with the 
matter.

Do not expect anything from the CM. He has mining blood on his hands and Mario 
would not have liked it.
He arrived late at the funeral and was just keen to give interviews outside the 
church. He kept us waiting at
 the crematorium endlessly and finally a frustrated Mohandas Naik and myself 
took a call and began to light the pyre.
These guys were there only for publicity.
We should do this ourselves with people in Govt like Michael DeSouza and Sanjit 
Rodrigues who at least do what they say.

THE ESSENCE OF CHRISTMAS

CHRISTMAS does something quite miraculous to most of us. We may go to 
bed the night before weary of crowds and rush and dozens of last-minute 
chores, and fed up with the whole business. And then we arise on the day 
itself to find ourselves transformed almost as remarkably as Scrooge 
was, and without any ghostly assistance. If we have small children we 
find that we love them, even though they wakened us at dawn. The sense 
of family unity becomes something to be newly cherished. We greet our 
friends with uncritical affection.
Our hearts go out to all our fellow men, and we wish them well. We do 
not do these things because we are compelled to or because tradition 
says we ought to. We do them simply because the spirit of Christmas is 
upon us. Peace and good will, familiar words of the Christmas story, 
suddenly become positive and meaningful. The good will recedes, the 
peace is disturbed, and we go back to the strivings and the differences 
of everyday life. But the spirit of Christmas does not disappear. It is 
a part of us, part of our heritage and of our national as well as 
individual behavior. Sometimes it seems that we forget, in our zeal for 
progress and improvement, that we are a decent, kindly people. We seem 
to forget how good a life most of us have, and why we have it. It is 
right that we should try to improve that life and share its goodness 
more evenly. But in doing that we sometimes tend to emphasize our 
disagreements and to take our blessings and our virtues for granted.


The Christmas season is a good time to remember that we live our lives 
on Christian ethics as well as on political justice, built upon the 
Christian belief in the worth and dignity of the individual. That belief 
is absent this Christmas in modern times. In some countries, the 
brotherhood of man has been replaced by government edicts of suspicion, 
betrayal and class hatred. In others, conformity and obedience are 
demanded by a program whose goal seems to be a drab uniformity 
masquerading as social equality. And even in our own country there are 
people who would have us emulate the one system or the other. We have 
not done so, and let us give thanks for it.
Let us look about us and within us and count our very palpable 
blessings. Let us remember that, for all our shortcomings, we embody for 
the rest of the world the charity and generosity and good will that are 
the essence of the Christian and the Christmas spirit. Christmas is not 
an institution or an holiday of one particular country. But we have 
patterned our best aspirations after its meaning until it has become not 
only one day in our year but, in a sense, our way of life.

[Goanet] TIES Inclusion Day 2011

TIES - (Towards Inclusion Everywhere in Society)- a parent support group for 
children with special needs, Goa is having their Annual Inclusion Day on the 
17th of December 2011 at Holy Cross High School, Siolim, from 9 a.m. to 12:30 
noon. 


On this day over 50 differently- abled children from the 4 resource rooms 
operating in the mainstream schools across Goa, will be partnered with their 
non - disabled peers for a fun- filled morning of games, music and other 
activities. Simutaneously there will be a programme for the parents too. This 
unique concept is being conducted for the 5 th year on the theme of Xmas  New 
Year.

All for the love of His 'Mai Bhas'

It is indeed rare to find a person so patriotic and passionate, that he 
would sacrifice so much for his mother tongue. Brazinho Soares has an 
enviable collection (rather a treasure trove) of printed material in the 
Konkani language and has done much for this language in Romi script, 
especially as a writer and researcher.

If one comes across the short stature, thin built Brazinho Soares from 
St Cruz Tiswadi at the Shravani General Stores, in St Cruz market where 
he comes to buy his copy of the Herald every morning, one would not even 
give him a second look. But, deep within his unimposing physical frame 
and simple and unassuming nature is a great lover and collector of 
Konkani books, a tiatrist and a prolific writer of Konkani in the Romi 
script.


Right from his childhood Brazinho spent a lot of time reading Konkani 
magazines, periodicals and novels called “ Romansi’ published in Romi 
script from Mumbai but were available in Goa. After reading the books, 
Brazinho would not sell them as ‘ raddi’ or throw them away, but would 
preserve each one of them with great care as something precious.


What started initially as hobby, turned into a consuming passion and it 
soon overtook all his other likings when one of his poems was published 
in the weekly ‘ Aitarachem Vachop’ on February 9, 1958, by its Editor Fr 
Caitano Lobo who was the driving force behind Brazinho and encouraged 
him to write in Konkani. Since then he has collected more than 1300 
Konkani books in Romi script, besides newspaper copies, Konkani novels, 
magazines and periodicals.


Recalling an incident which took place way back in 1962, Brazinho 
reveals, “ I visited Mumbai in the year 1962. Initially it was planned 
as a two day trip, but turned out to be a month long stay as I spent all 
my money plus Rs 150 which I had borrowed from my relatives in Mumbai to 
buy every Konkani book that I could lay my hands on. In the end, I had 
no money to pay for the steamer ticket to return to Goa which at that 
time cost Rs 15, so I had to extend my stay in Mumbai till I could 
collect money to pay my return fare.” ‘ Gorvassi voiz’ a book on 
medicine for lay people and ‘ Bail’ published in 1917 are some of the 
oldest books in his collection. When asked which book he considers his 
prized possession, he names ‘ Historia de Goa’ and ‘ Gomantak’ written 
by Jose Manuel Pinto and published in 1915. The initial price of the 
book was Re1, but Brazinho had to shell out Rs 50 to add it to his 
collection.


Brazinho not only collected books and periodicals, he also collected and 
preserved handbills of tiatrs printed on ordinary paper which in olden 
days were strewn from a moving car fitted with a loudspeaker to announce 
a tiatr. Today, he has a collection of over 1000 such handbills which 
provides us with an insight into tiatrs staged from the time it came 
into existence. When asked if he would ever sell or donate his 
collection to any Institution he says, “ I am very possessive about my 
books and as long as I am alive, I will not give them to anybody. Let my 
children decide what to do with them after I am gone.” Besides being a 
passionate book collector, Brazinho has contributed news reports, 
stories, poems and other articles to various Konkani publications 
besides publishing books on his own. He has won several awards and 
felicitations for his writings from various institutions including the 
government of Goa which conferred on him the State Award for Literature 
in the year 2006, his name also features in the book “ Who’s Who Of 
Indian Writers” of Sahitya Academy New Delhi as one of the best Konkani 
poets.


Brazinho’s role as a tiatrist has not been widely acknowledged as he has 
mostly worked behind the scenes to ensure that a tiatr runs smoothly. He 
has written, directed and staged three tiatrs namely ‘ Mogacho xevott 
Ximeterint’ ‘ Konn To Khunni’ and ‘ Butanchem Ghor’. He has also acted 
in many tiatrs staged in the late 1960s. Brazinho concludes, “ Tiatr has 
improved a lot, in terms of stage setting, acting and other aspects, but 
still lacks in variety. As far as songs are concerned, tiatrists of 
today also need to have a proper dress code as many times they ( 
especially ladies) wear hi- fi dresses whilst enacting the house scenes, 
this looks out of place.”
