We need to see this in the context of the bigger picture of gross misuse of official vehicles. The misuse of these vehicles imposes a very heavy financial burden on the State exchequer. Government vehicles should be strictly used for only official work. Many government vehicles can be spotted at Belgaum, Karwar, Amboli and Sawantwadi, particularly over the week-ends. Government vehicles also cannot be used to ferry children to school, for shopping by spouses and others, and for attending private functions. Ministers and Officials should realize that they are committing a sin when illegally using the official vehicle to even visit churches, mosques and temples. It has to be noted also that Government vehicles are not insured. In case of an accident the entire liability has to be borne by the tax payer. We had the case of that former IGP Mr. K.D.Singh’s son who crashed his father’s official vehicle, for which the government incurred an expenditure of Rs 4, 33, 200. The government very arbitrarily misused its discretion by not recovering that amount from the former IGP. That money would have brought a lot of solace to Senior Citizens who have been waiting in the queue for their Dayanand Social Security Old age pension. I doubt if Selma has read Naipaul's Continent of Circe (I will leave the reply to Naipaul by Robert de Souza aside). I have always wondered why the Goa government has not installed lot of public toilets in the vicinity of the beaches. A few does not meet the demand, especially when the expected rush comes in during the Christmas season. What do you do when you have to answer nature's call and there's are no public toilets? It's a Catch-22 situation. Goa's beaches have been rendered ugly for the past so many years. The tourism department must do than just promote them in their advertising campaigns. I hope the department takes note of what the media said and come up with a plan to minimize these sort of ugliness. Outsiders are also drawn by the easily available liquor at our tavernas. Do you think these taverna owners mind if the patrons are outsiders? Money makes the world go round. I have seen the outsiders come to my village during the New Year's eve and left our beach in a mess. The people from the Dabolim and Vasco slums descend on Bogmallo, more than they do on the nearby Hollant or the infamous Baina. There's nothing the villagers could do. Could they put up barricades on the road leading to the village? Goa made rave parties on the beaches a speciality, till it dawn on the wise men in the government to ban them. These wise men also put a curb on music in public places so that Goans, particularly those living in beachside villages, could have their sleep. Send an email to eve...@goanet.org with contact details --- -- Samir Umarye BICHOLIM: The Bicholim police today seized four vehicles including three trucks and a JCB involved in illegal hill cutting at Dhabdaba Bicholim even as the personnel from Bicholim town country planning expressed their inability to survey the area. The police acted following the direction from the Deputy collector, Levinson J Maritins asking the police and the Mamletdar to inspect the site and submit its report on the mining work being undertaken on the hill at Dhabdabo Bicholim. It may be recalled that the component of Communidade of Bicholim, Amrut Gaonkar on 11/10/11 had filed a complaint with the the Director of Mines and had asked to stop the hill cutting going on at Dhabdaba Bicholim by a mining company which is a 'no development slope.' Later, the deputy collector had asked the company to stop all the work in the area. But, the complainant brought to the notice of the deputy collector that the work of hill cutting is still going on and so the deputy collector taking serious note of the same passed an interim order asking the police and the Mamletdar to immediately check if any hill cutting work was undertaken and to submit report within a weeks time. Today, the Bicholim police led by PSI, Ditendra Naik inspected the site and it was found that three trucks and one earth moving vehicle (JCB) was operating in the area. The police immediately seized the vehicles and stopped the work in the area. The report of the same was also sent to the Deputy collector. I noted no element of our wonderful Konkani music such as that brought to life by the film Nirmon or our folk songs. It is a successful brand name held in Goa enriching the local economy just like other beach and mountain parties around the world. As you are aware, empty vessels make the most sound. However, sound can be divided into either noise or music. The clips from the Sunburn festival show visitors moving around just like in the 1960s to Goa Trance music, to my ears a non-musical electronic noise with no notes connected causing movements in the liquid around the brain and reflex actions, a bit like throwing a stone into the water, creating ripples. The amplification of sound will indicate the distance to which people are affected depending on age groups and deafness levels. This has no comparison to the sound of the grand piano or a proper dance band that is representative of our talented local community musicians. It has therefore pleased me to inform you, by kind favour of Dolcy D'Cruz writing in OHeraldo, of a Charity Event in aid of Childs Play India Foundation by the stunning stratosperic sopranos performed by Patricio Rozario, Susanne Hurrell and Joanne D'Mello celebrating the female voice tomorrow the 4th January at the Kala Academy, Panjim, Goa at 7pm. I am sure that those attending will appreciate the sound in the form of music. I take this opportunity to wish them a successful and enjoyable evening. The excitement of Sunburn created the human excrement on the beach in Candolim awaiting to be cleared by the tide of the Arabian Sea. There is also evidence in photographs of this filthy practice at Salmona Springs and the Panjim Ferry Boat Ramp amongst other places. This can only indicate an illiterate section of Goa human inhabitants and its visitors who can be called the Lost Potty Trained Generation. I do not mean clay pots where we store mole, parra that is harvested from the sea. Perhaps the litter lying around is used to wipe their bottoms, do these people ever wash their hands before meeting and greeting each other by shaking hands, handling food and drink and counting money. Bank and restaurant workers need to take note and ask to be protected by wearing gloves avoiding potential health hazards for them. This, however, is not unique to Goa. I have been to Goykar events in the London, United Kingdom, where parents waiting in line for a toilet provided by organisers prompt their children to pee on the floor. In Goa where jewellery and cazars are more important than health care and job creation, I would be interested if there are any statistics as to what our people are dying off and what age group. In the United Kingdom we have a saying that when the population is healthy the economy of the country follows likewise. The civil authorities in Candolim must have made arrangements with the clear up bill to the organisers or did they? We voted them with full knowledge,hesitation about the credentials and our our faculties fully intact. We did not weigh their educational qualifications, their social commitment, character or prior contribution to the society. We were helpless as our votes did not make any difference or blinded by personal reasons to see their merits or worthiness It is very true true, that in a Democracy the majority has their way, ignoring the minorities right to say .During their tenure, we are despondent , at best to secure for ourselves our personal agenda. Once that is obtained , then are no complains about the larger good. If we are rubbed in the wrong way, then we nurse a grudge , waiting for the opportune moment to strike and only time is the election perhaps.It is only during the election time, we seem to see everything red with tinted glasses. There are hardly any loud protests during the period of the MLA`s in office. Any personal attacks can be met with fierce and calculated offensive. With the Govt arms,police administration doing at their bidding, such attempts are conveniently neutralised .People rarely in a group or individually are able to take on the might of those in power and hence the stoic silence about their promises and nonperformance Every one feels himself or herself to be a better alternative and to be thousands time better to the candidates in comparison , who are presently in the office The official memorandums are more than often filed in political parties archives, once the election are over and are not binding. The best thing the aspirants often do is to release, mostly surrogate adds to project their popularity. Nobody is against constant change in the system, as that alone will assure desired results. Have we not seen even new entrants feathering their own nests right from day one? UGDP and Save Goa.MGP representatives have ignored the party affiliations and even deserted the party, once elected. The propaganda generated against the opponents during elections is no holes barred, down right mean and all this will be forgotten soon,, when it comes to number game to be in power. The simplest rule that those changing parties must face reelection and resign will never be enforced .There is always a better chance of winning on party tickets and hence the mad rush The party considers the win ability as the sole criteria and those who can fill their coffers.All threats will be ignored and overruled. The financial help extended by the parties is negligible, in fact the aspirants have to contribute to the so called party funds, Hence win ability is totally depended upon muscle power and financial clout. Independents, who were elected have either merged with the party in power or extended outside support , sharing the spoils of the office. Elected representatives main concern is how to get reelected as many times as possible until death and how to generate illegal resources at every inch Some one has aptly called it pinch by inch. Any development is geared to that effect, to keep the opposition at bay and win enemies by sops and friendliness What exactly are the hidden motives of those aspiring to enter the politics? Is it not power, fame, position and accumulation of illegal wealth that attracts our attention , the standards set by the predecessors ? Is the ability to legislate, dissect and take part in debates the priority ?.When we look at the many of the elected representatives to day, it is but natural to feel, we are definitely a better alternative. But the road to that success is paved with money, chicanery,muscle power. No honest , intellectual, citizen can hope for the ascent to the seat of power, without these requisites and with the .electorate politically ignorant. In Goa we should be better placed to exercise our franchise weighing pros and cons .It is not happening and and will not happen, if even that is negative or pessimistic, myopic view There is no harm in trying in vain against the system that is entrenched and is becoming worst with each passing election. Poor overworked staff couldn't get my food order straight; I would have been starving if not for fact that Tony Correia Afonso got through to them for his platter of good fish chips---so I ate up half his stuff. Next time it is done I recommend *Horseshoe* (near Avanti on Ourem Creek road. We get that genial Angolan chef-proprietor to open up at noon and do a simple buffet of greens/soups/cheese, etc. @ abt 200 'rip-offs' (my slang translation for 'rupee') per person. The Mayan calendar tells us that the end of the world is nigh. 2012 is the year in which it is all supposed to go Boom, and we already have the film to prove it. I hate to be disloyal to my species, but for some time now I have been wondering if the world would not be better off if we were suddenly and mysteriously wiped off the face of the earth. We are witnessing the largest mass extinction since the time of the dinosaurs. We lose 137 plant, animal and insect species every day thanks to the destruction of the Rainforests. Dolphins in the Ganga are now blind from the pollution. Sharks are dying in thousands because their fins are cut off for shark fin soup and they are flung back in the ocean to die. Huge beasts like the Rhinoceros are killed for nothing but their horns. We have mined, choked and devastated everything around us. Take a look at our own State. If every human being vanished off the face off Goa, it would take a couple of decades to wipe out the mess they have left behind. There’s garbage everywhere; mines that have ripped open mountains and poisoned river systems. Our beautiful beaches are now filthy with raw sewage and mountains of plastic. It would take decades to reverse the damage if we stopped right now. And we show no signs of stopping. I have already begun to speak of beautiful Goa in the past tense and I have been here only eleven years. I find myself mournfully saying 'oh it used to be so wonderful.' Drive down NH17 and look at the mountains of garbage dumped there in the night. Walk down to Baga beach and breathe in the stench of decaying food, and take in the sight of mountains of plastic bottles hidden behind the shacks. Travel further south and look at the huge red gashes gouged out of forest land by mining. Drive to Margao and just look at the huge concrete blocks that are coming up at the edges of the city. Just one decade and look what we have done to our land. The Archbishop reminded us in his Christmas sermon that we are stewards of this land. It is not ours to devastate, but ours to protect and preserve. Another great man recently said 'Do not judge a people by their past. Judge them by the future that they are trying to create.' The future that a people choose to build for themselves is embodied in documents like the RP2021. It is not just a plan – it is the template on which the next 20 years of development in Goa will be built. Right now a debate rages over whether it is a decent future for our State or not, whether it does enough to preserve of protect. Look around you. The state of Goa that you see right now has been built on the foundation of one decade of RP2001. For all those who are baying for RP2021 to be scrapped and the RP2001 to come back - Do you really want to see that monster plan get an extension? You won’t have to worry about the destruction of the world. On arriving at the river of Onor (Honavar), he sent for the pirate Timoja who, being powerful and desirous of acquiring the friendship of the Portuguese, came immediately and supplied Albuquerque with provisions. Albuquerque consulted Timoja, who was skilful in the political affairs of India on his intended enterprise against Ormuz. Timoja dissuaded Albuquerque from that attempt, and suggested that Goa would be a more advantageous conquest, and might be easily taken as it had weak defences. This advice pleased Albuquerque, and it was resolved upon in a council of war to change the destination of the armada. Timoja agreed to supply twelve ships. Timoja had been dispossessed of his inheritance and was ill treated by his kin and neighbours, and the desire of vengeance and of recovering his losses caused him to embrace the alliance of the Portuguese. (Timmoja’s plan must have been to use the Portuguese to liberate Goa from Muslim and become the governor of Goa and then contact Vijaya Nagara king to take over Goa. However Albuquerque found Goa to be an ideal post to his benefit and decided to retain it for his king). In this conspiracy of Timmoja, he had support of Local Sasarawat bigwigs, including the sardesai Malpai who later fled to Malabar). The small island of Ticuari (Tiswadi), in which the city of Goa stands, is situated in lat. 15° 30' N. in a bay at the mouth of the river Gasim. This city was built by a Moor named Malek Husseyn about 40 years before the arrival of the Portuguese in India. It is not known when the old city was founded. The sovereign of Goa was named Sabayo (Adil Shah), who died about the time that Albuquerque went against Goa; upon which Kufo Adel Khan, king of Bisnagar (Bijapur), possessed himself of Goa, and placed it in the hands of his son Ismael. Having sailed from Onor (Honavar) accompanied by Timoja, Albuquerque came to anchor off the bar of Goa on the 25th of February 1510. As it was necessary to sail up the northern arm of the bay or river, on the bank of which the city was situated, Albuquerque sent his nephew Antonio de Noronha, accompanied by Timoja, to explore the channel. A fort, erected for protecting the entrance of the harbour, with artillery and 400 men, was commanded by Yazu Gorji, a Turk. Noronha attacked and took the fort after stiff resistance. Meanwhile, Timoja attacked and took another fort on the continental shore of the channel leading to Goa, defended by artillery and forty men. Send an email to eve...@goanet.org with contact details --- Debating the Goa Lit Fest: Size and the architecture of happiness Jason Keith Fernandes Some days ago, starting with the voice of one Mr. Avinash Pednekar, there was a string of complaints in the Navhind Times over the organization of the II Goa Arts and Literary Festival. These complaints suggested that the Festival had been a failure because the sessions had been poorly attended, because sessions failed to start on time, because many of the big names who had promised to come simply failed to show up, and finally, these complaints alleged that the principal organizers of the Festival, Ms. Sahai of the International Centre and Mr. Vivek Menezes, were both arrogant and rude. This column will suggest that such opinions while being valid opinions of the complainants are merely one way in which the facts experienced by these complainants can be understood, and set forward another perspective on these same facts. The first complaint was over that of size, this complaint emerging because the Goa Art Lit Fest was compared to the huge crowds that throng the Jaipur Lit Fest. This comparison may have been effected not only because of the similarity in the names and concepts of the festivals, but also because the organizers of the Goa Lit Fest, perhaps expecting Jaipur Lit Fest like audiences, had erected a huge marquee that dwarfed the audience that did assemble for events held in that space. The question that we need to ask however, and this question is being posed to the organizers of the Lit Fest as well, is whether the Jaipur Lit Fest must necessarily be a positive reference point for the Goa Lit Fest. The Jaipur Lit Fest, that is said to have begun in 2006 as a ‘civil society’ initiative has in addition to allowing space for audiences to encounter authors, today grown into a media-house and corporate extravaganza that raises hordes of ethical issues and attracted trenchant criticism. Complaints abound of how the size of the event has prevented intimate encounters between author and reader, or indeed among readers, and how a literary event has descended into just another carnival. Given that Goa is often presented as the location of carnival, we should not be surprised if the carnival becomes the goal of our cultural events. Yet, there is more that Goa is capable of producing. One of Goa’s most eminent offerings is that of scale; it offers an option for the small and intimate. Perhaps nowhere was this benefit of scale demonstrated as in the film festivals that used to be organized by the Moving Images Film Club in the International Centre Goa and the Kala Academy. Almost every screening would be followed by the most stimulating of discussions, made possible essentially because of the intimate nature of the gatherings; a fact commented upon by one of the national organizers of the Tricontinental Film Festival, highlighting this occurrence as something unique to Goa. When held in the more confined spaces of the International Centre’s permanent halls, the sessions of the II Goa Lit Fest shared in this magic of intimate and sparkling conversations. Indeed, it was precisely because the event turned out to be so small, that new bonds were forged between authors, and between authors and those who did attend, something that is not often possible in larger events, when much is lost in the crowd. Indeed, one of the more prominent authors who participated in the Goa Lit Fest indicated that it was precisely the scale of the event that encouraged them to privilege Goa over Jaipur. It was when events took place in the big marquee that one was left with a sense of a small audience marooned in a sea of empty chairs, unable to communicate with the discussants thanks to the technical failings often associated with sound systems, and the distance between audience and the discussants on the stage. It was these effects of the scale of this marquee that also stripped these gatherings of any sense of intimacy, and perhaps left persons with the feeling that the event was under-attended, and lacking in intellectual stimulation. If there is a lesson that the organizers of the Lit Fest must take seriously, then it is one of architecture. Lose the stage, and engineer more intimate settings for the sessions; sessions that allow the chemistry between the discussants to be communicated to the audience, for the audience to get a sense of proximity to the discussants being highlighted at

This guy was huffing and puffing in the vicinity of Ruchik restaurant in Mapusa, which has of late become my favourite chai joint on account of its fine alumichi bhaji (Mushroom bhaji). This guy heaved a sigh of relief when he met me. Tony, you're just the guy I wanted to meet. He said. To cut a long story short, he wanted to know the English name for the local medicinal herb Kiraitem. I told him that to my knowledge, there was no English name for the herb, though there might be a botanical name which I was not aware of. So I asked him why he wanted the name, and his reply was that his daughter had a school assignment and she required a picture fo the kiraitem herb for the next day. This set me of on one of my pet peeves, the irrational assignments given by school teachers and how parents have to struggle to do the assignments for children. The objective of a school assignment is to enhance the learning experience, to evaluate knowledge, to encourage creativity, to encourage heuristic or self discovery principles in the student. So assignments should be well thought out and should be done by the students themselves and not by their parents or others. During my tenure of service, I was flabbergasted to find the staffroom of our school bursting at the seams with thermocole cutouts of various types of fishes. There were aharks and mackrels and sardines and lady fish and seer fish - you name them and they were present in the staffroom. So I asked one of the teachers in the staffroom what this was all about and she told me that x had given the children an assignment of making a thermocole fish and they were kept in the staffroom for evaluation. I then decided to take a fresh look at the assignment policy of the school and other schools. In course of my investigations, I came across some pretty ridiculous assignments. I also discovered a lot of the library books had been vandalized to provide pictures for assignments. So a new policy was collectively formulated: No thermocole assignments, no picture cutouts, no downloaded pictures. If pictures/ diagrams were required for an assignment, then they were to be drawn by the students and not assessed for drawing skills but for the factual information. In the case of my friend who was concerned with his daughters assignment, I suggested that since he was so close to the market where medicinal herbs are sold (Near the old cafe C D'Souza - opposite Dangui Opticians) he could actually buy a bunch of the dried herb and have his daughter mount it on a sheet of card paper - so much more valuable since the child would actually have better sensory perception of the plant - see, touch, smell then a mere picture. Now a days there is a new trend in assignments. Get information from the net. Teachers think it is a great idea to ask children to find information from the net whether the children have the ability to find things for themselves or not. As a result, children commission their parents or the cyber cafe operative to do their assignments. I know of several cyber cafes where you only have to tell the operative the class the subject and the topic and within a few minutes you have the assignment done. But then does this promote learning or does it merely help the cyber cafe owners make a better living? Should parents be so stressed out as to consider the assignment their child gets to be the be all and end all of their parental duties? A neighbour of mine is barely computer literate and she dotes over her son. So when the son who is in the seventh standard has an assignment on garbage in Goa and the children were supposed to get pictures, she came to me to ask me to help her get the pictures. Fine for the mother's learning. But what did it do for the son? Some book and chart publishers have prepared charts that deal with various assignments of various classes. Another silly trend is decorative assignments with ribbons, tassels, buttons and beads. Come on are we evaluating the ability of the child to decorate an assignment or are we evaluating the students knowledge? I suppose this is one of the dirty habits started by the 'city' and 'convent' schools and has spread like a cancer in the entire school community. Certain notions in Goa are hard to get rid of. Gerard Fuller in 'Stories for all Seasons' In today's gospel Matthew reminds us that besides the shepherds, wise men from the East journeyed to Jerusalem in search of the new-born king. They mistakenly went to the palace of King Herod to find out the whereabouts of Jesus. But Herod, when he heard the news, was greatly perturbed at the prospect of an infant king and he desired to find out where the new king is born so that he might destroy the infant king. Like the shepherds and the wise men everyone has to embark on a faith journey. We too are invited to leave familiar and safe surroundings and journey into the unknown, depending totally on our faith to guide us. Like the wise men we may sometimes be searching for God in the wrong places and so we do not find him. Instead of a royal palace they had to search for Jesus in Bethlehem of Judah, least of all the cities. Having received instructions the wise men again set out and rediscovered the star that lead them to the place where Jesus was. On entering the house they saw the child with Mary his mother, and they knelt down and paid homage offering him the gifts they had brought along with them. Having seen the Lord they made plans to return but being warned about Herod's evil scheme to eliminate Jesus, they returned home by a different way. This last part of today's Gospel has much to teach us about our own faith journey. The journey to God is never clear and we have to persevere in our journey in faith. Secondly, we cannot come empty handed into the presence of God. The wise men offered what they had brought along: gold, frankincense and myrrh. What have we to offer to the Lord when he comes? Christmas is after all a season of gift-giving, God offering his son as a gift to us. Have we offered ourselves to God? Lastly, after meeting the new born king the wise men were told to return home by a new way. If we have met the Lord we will be changed people, our lives will no longer be the same. We have to live life in a new way. Every God-encounter should be a conversion experience. Revealing Jesus to the World The first Christmas was an almost hidden event. God became human but nobody knew except Mary and Joseph and a few shepherds. Even they did not realize the full meaning of what had happened. Then the wise men came from the East to acknowledge that this infant was a special one sent by God. The coming of Magi was to show that God took on human nature not just for the chosen people but to save all people. The enterprising trio followed God's inspiration, found Christ and brought the good news back to their own people. They were not distracted from
