Bravo to this Saudi woman.

Because of the social contact between the ruling family and the religious
establishment, there is a delicate balance between the two power groups in
the Kingdom leading to a face-off on most clashes. The King who has all the
authority, will only step in and chastise the religious zealots them if they
exceed all bounds.

Goan writing in Portuguese gets another close look, back home

GOA, India: Five decades after the Portuguese language
suddenly lost its prominence in this society, a
researcher-priest is to come out with a detailed study of the
literature that influenced the minds and hearts of 19th and
20th century Goa.

  Dr. (Fr) Eufemiano de Jesus Miranda is to release a
  new book titled Oriente e Ocidente na Literatura
  Goesa (East and West in Goan Literature).  The
  322-page book's subtitle focuses on the "reality,
  fiction, history and imagination" of the writings
  from Goa's past.  It will be released on Wednesday,
  May 30, 2012 at the Margao Ravindra Bhavan's Black
  Box at a function which starts at 4.45 pm.

This work looks at the work of many prominent writers of the
yesteryears -- Francisco Luis Gomes, Orlando da Costa, and
themes such as the image of Mother India in the poetry of the
Portuguese-speaking Goan, the figure of the dancing-girl in
Goan Lusophone literature, and the works of "Gip" and
Augustinho Fernandes.

Dr Miranda also looks at the creative output of other Goans
writing in Portuguese --  Floriano Barreto, Nascimento
Mendonca, Mariano Gracias, Adolfo Costa, Paulino Dias,
Adeodato Barreto, Sanches Fernandes, Lino Abreu, Vimala Devi,
Laxmanrao Sardessai and R.V. Pandit.

Eufemiano de Jesus Miranda earlier did his PhD at the Goa
University on the topic 19th-20th century Indo-Portuguese
Literature -- a study of major themes in the socio-historical
background (Literatura Indo-Portuguesa dos Séculos XIX e XX:
Um estudo de temas principais no contexto sócio-histórico).

  Miranda has also been at St Xavier's College at
  Mapusa, Goa, for ten years as a lecturer teaching
  both Portuguese and English.  In 1988, he was
  awarded a scholarship from the Gulbenkian
  Foundation, Lisbon, to work on the thesis which was
  completed under the guidance of the late
  vice-principal Fr. Ivo de Mascarenhas, at the Goa
  University.

He has continued to teach at various institutes and colleges,
and as a priest involved actively in the pastoral ministry at
Curca-Santana, Alto de Porvorim, Santa Inez and presently at
Chicalim.  Miranda is currently the parish priest of the
Chicalim Church.

Miranda has a classical formation from the seminary from 1954
to 1960, having learnt Latin, Greek, Hebrew, French, Marathi
and Konkani.  His other passion is music, and he founded the
Music Lovers' Society and the Goa String Orchestra, and he is
also president of the Stuti Choral Ensemble, Goa.

Stuti is the Konkani word for "praise", and he is actively
involved in organising concerts in various in religious and
other venues with the goal of fostering the culture of
classical and popular music and taking it to the people.

  In his book, Miranda suggests: "The Indo-Portuguese
  writer is a 'romantic', a man under the spell of a
  'rupture' and a 'longing for totality'.  It argues
  that this writer -- ethnically Indian but often
  imbibed with Western, Christian and Latin traits,
  and also strongly influenced by the
  "Vedic-Upanishadic Hindu substratum", was marked by
  a painful search for "self-identity and
  self-definition".

Though the book is in Portuguese -- one of the few to be
published in recent decades in that language in Goa -- it has
chapter summaries in the English language.

The book has been supported in part by the Goa
government's Directorate of Arts & Culture, and its launch is
being held in association with the Ravindra Bhavan, Margao.

Its introduction is by Prof. Dr. Hélder Garmes of the
Department of Classical and Vernacular Literature of the
University of Sao Paulo in Brazil.

A few Brazilian students are known to have done or are still
doing their research on topics relating to Goan writing in
Portuguese, a genre seemingly forgotten in its home of origin
itself.

  Angela Goldstein has been studing the writing
  (short stories) by Vimala Devi for her Masters.
  Pedro Vinícius Leite has been doing a comparative
  study between *O signo da Ira* and *O ultimo olhar
  de Manu Mirando*, two novels by the awardwinning
  Portugal-based late Orlando da Costa who traces his
  roots to Margao.

Octavio Carillo has been working on a comparative study
between *O Signo da Ira* and Lambert Mascarenhas'
*Sorrowing Lies My Land* at the undergraduate level.  João
Cunha who already did a study termed as impressive on *Jacob
and Dulce* by "Gip", for his Master, now, in his PHd, is
studing the works by Jose da Silva Coelho.  Prof Helder
himself has been doing a comparative study between *Os
Brahamanes* (1866), the novel by Francisco Luis Gomes, and
*The Guarani* (1857), a romantic Brazilian novel by Jose de
Alencar.

An editor of a popular multi-edition Marathi newspaper has been involved in
using threats and complainants to scuttle legal proceedings in a case
involving misappropriation of public funds, a Goa court has said. 

The startling observations were made by special sessions judge Nutan
Sardessai in her order allowing complainants Kashinath Shetye and Ketan
Govekar, incidentally both Right to Information (RTI) activists, to
intervene in the anticipatory bail case of an ex-committee member of an
educational trust that has been accused of misappropriating Rs 21 lakh of
public funds.

“The powerful and politically connected persons of the School Trust/Society
and the editor of Lokmat, Raju Nayak, either flexed their muscle to instil
fear in their minds or otherwise tried to entice or lure them with promises
of rewards in the event they comply in order to scuttle the legal
proceedings,” Sardessai said in her order, which has come as a shocker for
the media fraternity here.

“The problem of misappropriation of public funds in Goa is on the rise, a
threat of immeasurable gravity, threatening the future of the Government and
the society and much more so when an educational establishment, teachers and
officials of the police of the State are inextricably entangled in
corruption to protect them and to facilitate their functioning. The
interveners are receiving threats periodically on phone to withdraw the
application. Even the editor of Lokmat, Raju Nayak is involved,” Sardessai
further said.

The order also states that two complainants had not only been threatened and
induced, but also harassed, put “under private surveillance” and were
“constantly followed”.

“The authorities concerned for extraneous reasons and/or for illegal
benefit/gratification from the proceeds are turning a blind eye to the
illegalities and also to their complaint. The police are pressurized into
inaction which is apparent from their refusal to act since 2009 and
hesitating to arrest powerful politicians who are in fact the primary
accused in the matter,” the court further said.

Sawant, an ex-committee member of the trust running the Shri Durga English
School of Pernem, 30 kms from here, had filed for anticipatory bail after a
criminal complaint accused trust officials of misappropriating Rs 21 lakh
from a Rs 36 lakh Government loan.

Lokmat is a popular Marathi daily which runs several editions in
Maharashtra, including one in Goa.

When asked for comment on the court order, Lokmat’s group editor Dinkar
Raikar did not respond.

A brave Saudi woman confronted members of the country's religious police
after they accused of breaking strict modesty rules with her freshly
painted nails.

The woman, who has not been identified, refuses their demands that she
leave the mall where she is shopping and tells them that her nails are
'none of [their] business'.

After she filmed the incident on her mobile phone and it was posted it to
YouTube, her row with the members of the Commission for the Promotion of
Virtue and Prevention of Vice (CPVPV) has gone viral.

It has ignited a debate in Saudi Arabia over the way that members of the
commission should deal with people in public places.

The video shows several men in traditional Saudi dress, who have apparently
stopped the woman to chastise her for the immodesty of her freshly
manicured nails.

One of the men orders the woman to leave the mall, but she refuses and the
pair become embroiled in a heated argument in the middle of the mall's
concourse.

'The government didn't send you to follow me,' she yells at the men. 'The
government said there would be no persecution [of women].

'Your job is to advise people and move on. You have no right to harass
anyone.'

Known as the mutaween, or religious police, members of the CPVPV are
granted power to enforce Sharia Law in Saudi Arabia by the order of King
Abdullah himself.

They are known for their callous brutality and strict interpretation of
Islamic law. In 2002 mutaween reportedly stopped girls from escaping their
burning school because they were 'not properly covered'.

They locked the doors of the school from the outside and attacked
firefighters to stop them from entering the building to rescue the girls.

Fourteen of the youngsters died of burns or smoke asphyxiation. Since then
the powers of the mutaween have been curtailed but they still have a
powerful hold over Saudi society.

Perhaps fearing she would come to a similar sticky end, the woman who took
them to task in the recent film sought the help of the mall's security
guards.

'I don't trust them,' she told the guards, according to the Saudi
Gazette.
'They may hit me with their car.'
 'You are not responsible for me and have no right to ask me why I have
manicured nails!'

The security guards try to allay her fears and tell her to listen to the
commission member, who they say is a good man, the Gazette reported.

Nevertheless, she tells them: 'I will publish this video on Twitter and
Facebook so the Hai’a Chief Sheikh Abdullatif Al-Asheikh may see your
behavior.

'You are not responsible for me and have no right to ask me why I have
manicured nails!'

The woman's actions have incited a mini-revolution in Saudi Arabia, with
many comments on YouTube in support of her stance.

An official investigation has been opened into the incident, the Gazette
reported.

In a democracy, the bureaucracy must be allowed to function independent of
the political establishment. Only an independent bureaucracy can render the
rule of law. The performance, character and role of the bureaucracy depends
on the social and political scenario around it. Officers remain as honest,
upright and efficient, as the society around them or as their political
masters want them to be.



The rule of law requires government officials to comply with the law at all
times. Every executive action must have legal authorization and no decision
can contravene or violate a legal restriction. Political interference, in
the day-to-day administration is not permissible neither acceptable. A
perusal of the file notings of some senior officers reflects that they have
just surrendered to the political establishment. Some of the officers
knowing that it is an exercise in futility simply pass files up the ladder
without any comments.



Officers need to be encouraged to give their free and frank opinion. They
should be at liberty to work out details and implement their decisions. The
political and administrative wings of the Government together should pursue
the path of progress by accommodating diverse viewpoints and interests
without bias.



We have witnessed many officers including Chief Secretaries and DGPs who
have been sent packing overnight for not bowing down to politicians in
power. One can understand the suffering and agony that such officers go
through due to these abrupt transfers.  The trauma these officers endure
should however not be in vain. It should only strengthen and solidify the
resolve of their peers and strengthen the system towards sanity.



The IAS was never meant to be ( I Agree Sir ) and the IPS ( I Please Sir ),
but the reality is a sordid tale.  If the pinnacle of the bureaucracy caves
in, the entire force crumbles and this needs to be rectified. Let us hope
every bureaucrat from the top to the bottom will vow to assert his position
and always do what is right. This resolve and courage will have to emanate
and flow from the top across every layer of the administration. May this be
the humble plea to the conscience of every IAS and IPS officer.
