Restored at 3.5 crore, Reis Magos fort opens TNN | Jun 6, 2012, 02.47AM IST PANAJI: The recently-restored majestic Reis Magos fort was opened as a cultural centre by chief minister Manohar Parrikar on Tuesday. Prominent citizens, bureaucrats and art lovers were among the over 250 people who were present on the occasion. Renovation work on the fort which had begun in 2008 was completed a few months ago at a cost of 3.5 crore. The restoration project was funded by the UK-based Helen Hamlyn Trust. The fort was built by Adil Shah as a smaller fort in 1497 and destroyed by the Portuguese in 1510. It was later rebuilt on a bigger scale in 1543 to keep the Dutch treat to the Portuguese colony of Goa at bay, said Gerard Da Cunha, the architect behind the restoration, in his address. Da Cunha said that the fort was turned into a jail in 1900 and a lot of freedom fighters—three of whom were present on the occasion—were incarcerated in it. After liberation, it lost importance and was left to slip into a dilapidated state. He credited the late Mario Miranda for being behind efforts to restore the fort and thanked Lady Hamlyn for her support. Parrikar, in his address, sought to remind the gathering that he had initiated an early effort to restore the fort in his first stint as chief minister. Parrikar said his late uncle was also jailed in the fort. We as a society should remember the past, said Parrikar, adding that if we don't, that society can't build defence for the future. Parrikar felt the fort would have to find a way to make itself commercially viable. The government is good at building, not maintaining, Parrikar acknowledged, adding that the restoration was privately funded. He suggested hosting of heritage marriages at the fort as one solution. Parrikar also said comunidade land (surrounding the fort) would be taken over by the government (to create a precinct area) and make the fort commercially viable for economic activity (to be) carried out without damaging the environment. Tourism minister Dilip Parulekar, chief secretary Sanjay Srivastava and Shobita Punja of the Helen Hamlyn Trust also spoke on the occasion. http://timesofindia.indiatimes.com/city/goa/Restored-at-3-5-crore-Reis-Magos-fort-opens/articleshow/13858603.cms

[Goanet-News] NEWS: Goa beaches: two reports, DI and TOI
-- Forwarded message -- From: DIRECTOR INFORMATION PUBLICITY dip...@gmail.com Date: 5 June 2012 17:30 Subject: TOURISM MINISTER VISITS BAGA AND CALANGUTE BEACH CALLS FOR BETTER INFRASTRUCTURAL FACILITIES ON BEACHES TOURISM MINISTER VISITS BAGA AND CALANGUTE BEACH CALLS FOR BETTER INFRASTRUCTURAL FACILITIES ON BEACHES Dated: June 5, 2012 Minister for Tourism Shri Dilip Parulekar has emphasized the need for providing better infrastructural facilities on all beaches in the state He said, this was necessitated not only to develop major tourism spots like beaches but also to attract more domestic and international tourists, increase revenue and promote tourism in Goa in a big way. The Minister who visited the famous Baga and Calangute beaches in North Goa today alongwith Shri Michael Lobo, MLA, Shri Nikhil Desai, MD, GTDC and other senior officials of the Directorate of Tourism and Goa Tourism Development Corporation further stressed the need to keep all the beaches clean and provide adequate facilities such as life guards, changing rooms, toilets, parking, High mast lights among other facilities required. The Minister during the course of his visit also directed the concerned tourism authorities to initiate steps for proper planning and promote tourism sector. He further instructed them to explore the possibility of setting up of sewerage treatment plant at Calangute beach under centrally sponsored scheme and a viewing tower with 50 mts. height at Baga for safety and security of the general public and tourists. The Tourism Minister also reviewed the garbage situation on entire Candolim-Calangute, beach stretch and interacted with the Sarpanch of Calangute and Candolim as regards cleanliness on beaches. He urged the local MLA and Village panchayats to join hands in undertaking cleanliness drive and keep the beaches clean. He held discussions with the concerned officials on the proposed Baga Beach Circuit Development Project funded by the Union Government and said that the Government has also plans to change the Shack Policy. In addition to this, 350 tourist guides are also to be appointed this year, he added. Shri Parulekar witnessed the life saving system demonstrations presented by Drishti which provides beach safety management for Goa Tourism Department for the entire coastal beach stretch in Goa. Smt. 'I was visiting Calangute beach along with newly elected ward member of Umta Vaddo, Jainath Parulekar. We were shocked to see heaps of garbage on the right hand side of the steps opposite Calangute Residency,' he said in a note addressed to the tourism minister and director of tourism. 'All the beaches in my constituency- Candolim, Calangute and Baga are very filthy with garbage and plastic waste,' the letter stated. While garbage from the interior of the village is regularly collected by the village panchayat, the collection of garbage from the beaches is the responsibility of the tourism department, it is learnt. However, the appointment of a garbage collector for all beaches in Goa has been stalled for various reasons. Lobo told TOI that he had already discussed with the chief minister the need to purchase two SUV vehicles by the tourism department to ply on the beach to collect garbage from shack owners. He said he had asked the government to ensure these vehicles are in place before the start of the next season, adding that the village panchayat had volunteered to operate these garbage-collection vehicles. In Candolim, too, Fermino Fernandes, panch member and former sarpanch, said that the job of collecting garbage from the beaches would become easier if it was entrusted with the village panchayat which already collects garbage from the rest of the village. Tourism director Swapnil Naik said that it won't be possible to hand over the job to the village panchayats. We are trying to appoint one agency to collect garbage from all the beaches, but the process has been held up because of the unavailability of garbage treatment plants in both North Goa and South Goa, he said. http://timesofindia.indiatimes.com/city/goa/Filthy-beaches-tick-off-Calangute-MLA/articleshow/13830842.cms
Re: [Goanet] [Goanet-News] Clare Mendonca, ToI film critic in the 1930s and 1940s
Duing my college days in Bombay in the 50's, there was a rumour floating around in film circles that TOI denied Clare the rcognition she deserved, by changing The Clare Awards to Filmfare Awards. Below is the obit: Obit in TOI, March 15, 1953: One day, in the year 1950, all the film critics in London received on the phone a surprise invitation to a party given by the film critic of the Times of India who was on a short visit to Europe. The film critics responded enthusiastically, and when in the evening they met the hostess, 40 year old Clare Mendonca, they found in her a critic so well-informed that she could tell from memory what any one of those critics had written about the latest releases! The famous British film critic, Dilys Powell, was so impressed that she exclaimed: what a phenomenal memory Clare has! Clare Mendonca's death removes from our midst the most distinguished movie critic of the last two decades who made significant contributions to the development of film criticism in this country. She was not only a critic but an institution. Her reviews were not only read by thousands of ardent readers but were respected by movie producers, directors and stars who found in her the proverbial guide, friend and philosopher. Faced Many Odds Many were the odds which Clare Mendonca had to face during the first few years as a film critic. That was a period when the Indian film had just learned to talk, and the industry was in its infancy. She realized that it was futile to criticize the technical standard of Indian films and to compare them to foreign products. From the year 1931, when she first started writing the film feature in the Evening News of India, to 1935, she devoted herself to the task of making people interested in films, to encourage the growth of the film industry in this country and to make people realise the tremendous potentialities of the screen as the medium of mass education. She was happy when from 1935 onwards New Theatres, Prabhat and other companies began producing inspiring and noble films. But her happiness was short lived. World War II broke out. Came the boom period for motion pictures, and the industry was soon infested with a large number of mushroom producers. The standard of filmmaking deteriorated rapidly. Clare felt

Re: [Goanet] Fwd: yogic farming..for publication at Goanet
As I said before, real scientific research is published in credible technical scientific journals after a rigorous peer review process. Furthermore, any finding published in this manner has to be independently replicated and published by other scientists multiple times after such a rigorous evaluation, to become accepted as established scientific fact. Merely displaying some pictures on the internet or making some categorical statements in the lay press does not amount to scientific validation. Neither the magical claims of Emoto regarding water nor the spiritual ones of the Brahma Kumari Raja Yoga cult have been subjected to any kind of scientific validation and replication. That is why they and their research are not credible by any normal standard. In the interest of furthering scientific temper and literacy, two other considerations that people ought to take into account are: 1) Science deals with specificity and precision in answering questions. In other words, if one claims that thoughts influence ice crystal formation then one has to demonstrate and independently replicate this specific effect, and this specific effect alone, by experiment. The same applies to the claim of Brahma Kumari Raja Yoga affecting crop yield. Show me the published and replicated experimental results that demonstrate this specific fact. Nothing else matters. One cannot trick people into accepting that the latter has to be true just because there is a guy on the internet who claims that the former is true, or because famous researchers like Martin Seligman, Herbert Benson, etc. have made some unrelated observations about positive feelings and mental relaxation having an effect health, or because the Brahma Kumaris run a modern hospital at Mount Abu, or because consciousness is a difficult research problem, or because our bodies and plants are made up of water. Free association and wild imagination have no value in validating scientific claims. 2) Anybody who makes the claim that he/she has discovered a novel scientific phenomenon also has the burden of explaining how current understanding of physics, chemistry and biology can be extended to account for it. This burden becomes even greater when the claim appears to violate established physical, chemical and/or biological laws and facts, which is clearly the case with thoughts affecting water and Raja Yoga influencing plant growth. Cheers, Santosh - Original Message - From: Celina Pereira c...@uri.edu The reference to how thought affects water structure is Masaru Emoto's publication on the effects on the water crystals. This experiment has not been duplicated in USA, but, as one of you pointed out , it is very difficult to do research on consciousness as there are so many variables to be considered. That positive thinking deeply affects our health and behavior has been demonstrated by Seligman from the American Psychological Association and you might google 'authentichappiness.com' or 'seligman' A corollary to Emoto's findings is that thought must affect us as we are eighty percent water... and therefore also plants. Anyone who has grown up in India is aware of the spiritual powers ( sidhis) of Yogis and how the physical elements can be controlled by the spiritual powers. Meditation is one of the main Yogic practices and was researched by Herbert Benson from Harvard and shown how it can create changes in the brain structure on Pet Scans..so now that we have sophisticated imaging, truths that were accepted for centuries, have become evidence based. Research on Meditation/yoga comes from three main groups in USA...Herbert Benson's group at Harvard, Jon Cabat Zinn in Wooster Mass, and the Transcendental meditation group. ...

[Goanet] The power of the media
In a recent report in The Times of India, the power of the media was expressed by Tony Blair, the ex-prime minister of UK. The report said: QUOTE Blair said he had made a strategic decision not to take on the power of the press during his time in office, despite calls for tougher media regulation following the death of Diana, princess of Wales in 1997. He said he had taken care to court the press because if media groups had turned against him, it would have been a huge and sustained attack. The biggest problem in the British press, he said, was blurred lines between news and comment in some papers, where reporting becomes an instrument of political power. Blair identified The Sun and the right-wing Daily Mail, owned by Associated Newspapers, as Britain's most powerful newspapers. Once they are against you, that's it. It's full frontal, day in, day out; basically a lifetime commitment, he said. The fact is if you fall out with the controlling element of the Daily Mail you are then going to be subject to a huge and sustained attack, he added. There is a substantial power there. In my view not simply in the Murdoch media. The power is significant. If you've got a readership of three to four million... that's power. He said it was inevitable that top politicians and senior media executives would have close interactions. Among the main media blocs, Murdoch's are most powerful, he said, and you have to take that into account with your strategy. It was absolutely important to try and get The Sun on board as he tried to oust the Conservatives from office after 18 years at the 1997 election, Blair said. UNQUOTE The issue here is whether the media is using the power in a professional manner or not. The sense I get from what Blair says that he thinks it is not. (I would personally agree with him in this context, even in India.) If this contention is correct, then, I think, the media should introspect and ask itself how the power can be used in a professional manner, and that the media is not used as an instrument of political power. Recently, I mentioned to a business friend of mine that NDTV and IBN have accumulated losses of Rs 300 crores each. As a businessman, he asked how these losses are financed. I told him that the balance sheets published by them do not give a clear indication. I asked him if he would ask representatives of these organisations the query he had in his mind, if he ever met them. He said that he would not, because the media has a huge nuisance value, and he would not wish to expend his time in dealing with such issues. I wondered that it is strange that in a democracy we should be so afraid of the media. PS: The Outlook magazine has accumulated losses of Rs 100 crores, which is financed by unsecured loan from the promoters, namely the Rahejas of Mumbai. Tehelka magazine has accumulated losses of Rs 50 crores. It is being financed by increase in equity, at very high premiums. The source of the funds is not clear. All the above information is gleaned from published figures.
Re: [Goanet] Goanet Reader: The Great Scam (Venita Coelho)
To Goanet - Last month, Ms Venita Coelho alleged that Manohar Parrikar was perpetrating The Great Scam (Goanet, May 2012) - http://lists.goanet.org/pipermail/goanet-goanet.org/2012-May/221639.html To which I responded (Goanet, May 12, 2012). Here - http://lists.goanet.org/pipermail/goanet-goanet.org/2012-May/221647.html Almost a month has passed, and there has been some development (no pun intended) on the matter. First of all, the irony of the situation is risible. I mean, here is an 'activist' writing in the very publication that was uncovered to be a 'paid news' scam enterprise by a true journalist named Matabhshan Nagvenkar in a sting operation. Apparently the comedy of the situation escapes Ms Coelho when she uses the same soiled pages to accuse (falsely, as it turns out) others of a scam. More to the point, it turns out that Ms Coelho did lay a whopper of an egg, just as I had suspected in my response. Here is a screen grab from today's (June 5, 2012) Herald - http://www.parrikar.org/misc/coelho-nonsense.pdf But no matter. Blowing smoke is par for the course on Goanet. One can lie through one's teeth here, make up stuff, and spout all manner of nonsense without every carrying the burden of coming back and saying I was wrong. At any rate, Ms Coelho should be truly proud of herself for no other reason than the fact that Selma Carvalho valiantly bumbled to her defense. But Ms Coelho is forewarned. An entire generation of Goan Hindus has been brought up to hate Catholics (paraphrasing the Queen of Crock) is an impossibly tough act to follow. But you may try. We need the entertainment, after all. Regards, r Venita Coelho wrote - Mr. R Parrikar understands wrong. Mr M Parrikar has made no commitments whatsoever to retain the eco sensitive zones that are identified in RP2021. It is one of the things that the much vilified GBA is trying very hard to get him to commit to. I am sorry Mr Parrikar considers the GBA a scam. As one of the people who gave several years of her life to working with the GBA to the best of her ability, all I can say is that we learnt a long time ago that you will be vilified the most by those who stand on the sidelines and do nothing but talk - or write as the case may be. We who did the work and fought our hardest to get the best for this state know our conscience is clear, and that what we did is highly valued at the grassroots by those who truly benefitted. I was not sleeping Mr Parrikar, I was out organising workshops teaching villages how to do proper socio economic planning, I was working on the Regional Plan for my village, I was following up complaints from ordinary people and making field visits to check on the truth of violations. And by the way - the election commission too considered the timing of the announcement political opportunism and ordered it stayed. Venita venitacoelho at gmail.com -- From: Rajan P. Parrikar Date: 12 May 2012 22:43 To Goanet - I strongly support Parrikar's decision to re-draft the RP2021. I had forcefully argued for it when I met him in February. Some of the members of the earlier committee were ROTTEN to the core. I am glad that the CM has now gone ahead and initiated a re-work of the document. My understanding is that while RP2001 will go into force in the interim, the eco-sensitive zones marked in RP2021 will remain in effect. Is this not the case? Venita Coelho alleges, based on solid research (i.e. calls she got from random people), that this is Parrikar's Great Scam to help builders. I do not as yet know whether Ms Coelho is correct on this one. We will know soon enough. There is no way that this scam - if it is indeed that - can be kept under wraps for long. But it is odd that Ms Coelho slept peacefully through the last scam, aka the Goa Bachao Abhiyan (GBA). It is doubly puzzling that Ms Coelho is glad that the GBA blah blah. So clearly Ms Coelho likes some scams more that others. Regards, r

Presidential Pardon Pratibha Patil the President to retire soon is adding another controversy of pardon to 30 murderers, rapists, , besides retirement home and spending Rs 230 crores in foreign jaunts It is a definitely a record that raise legal eyebrows. The President under art 71 and the Governor under art 171 enjoy constitutional power to grant pardon and commute death sentence to life imprisonment The previous Presidents have been lethargic and discrete in exercising this power It would be interesting to note her decisions on these cases She surely want to be remembered as the Apostle of Peace The courts through a laborious process award death sentence in the rarest of rare cases The convict enjoys constitutional right to appeal to the President, which can be rejected Many case are kept on hold for unduly long periods thus extending the agony and the torture. The joys of those who get Presidential reprieve are understandable, but the agonies of victims crying for justice is a different story The President is questioned whether or not she has fully applied her mind and the circumstances under which such decisions are arrived at. with great care and caution. The commutation by the President appears to interfere with the courts arriving at the conclusion in awarding death sentence with material on record People are inclined to think it is a mockery of judicial process and grave injustice to the victims .Commutation per se is the constitutional power vested by law and the President/Governor cannot be faulted in utilizing it, albeit in rarest of rare cases too Is the miscarriage of justice grounds for Presidential commutation of death sentence? The Presidential power is open for judicial review, but that again is a constitutional provision and may be interpreted as seeking revenge and not practical in most cases of late we are familiar with resolutions by state assembly asking for pardon in similar cases. It is far better to review the Presidential power of commutation, delete or abolish the death sentence, as has been done in many countries around the world This will set at rest the controversies by Presidential pardons Nelson Lopes Chinchinim

How does the Goa government expect such a person to defend the interest of the State before the High Court. Experience and competence should be the sole criteria in the appointment of Government advocates. One wonders why Mr. Atmaram Nadkarni has not appointed his Senior most assistant Adv. [Goanet] NEWS: Restored at 3.5 crore, Reis Magos fort opens
[Goanet] LAWYERS UNDER ADVOCATE GENERAL OBJECT TO DISCLOSURE OF THEIR BIODATA UNDER RTI
A point has been proved. All these people will want the details of the PM or President to be disclosed but when it comes to providing their own details there is nervousness. This Lok Pal and Lok Ayukta are only attempts to demoralise the political opponents and confuse the public on the real facts. By forcing resignations of senior Ministers and MLAs on moral grounds based on unproved allegations an attempt is made to weaken the party in power and bring it down. It has nothing to do with cleansing politics. Laws are always for others to follow. - Soter D'souza
