Two decisions on a manic Monday By choosing to unveil two crucial “decisions” on a single day — the day the SSC results were also declared — chief minister ManoharParrikar has demonstrated his penchant for strategy. Strategy is a politicians way out. As then leader of the opposition, Mr Parrikar was very much part of the BBSM that protested against the Congress decision to give grants to English medium schools. That he has had to implement the same decision in some measure, now that he is in a position of responsibility, is what gives the public its distaste for politics. It is another matter that the much awaited “decision” on the medium of instruction for primary schools, which was expected to be a policy of sorts, turned out to be a “non-decision”. The onus of a final “policy” is now before a committee of educationists. The Diocesan schools who switched to English last year, have a breather, but for how long, no one is quite sure. And that is the one question the CM did not answer clearly. Will the grants to these 127 schools continue beyond academic year 2012-13? That will be the “decision” the committee is left to take. Committees can swing either which way depending on their composition and a host of political and other factors. So the final call on the medium of instruction imbroglio has been deferred yet again. The uncertainty will continue for some more time, which cannot be a good thing. That same Monday, interestingly, Mr Parrikar also chose to have an internal order, not a gazette notification, but an internal order —- passed on his earlier decision to announce a freeze on RP 2021. The long and short of the order, is that the new BJP government which had expressed apprehensions about RP 2021, has in a round about manner effectively put the RP 2021 into use for the moment, until a new plan is in place. It effectively means people can construct, but within the restrictions of RP 2021 and RP 2001. The positive aspects of both plans will hold for the moment. This has naturally come as good news to the Goa Bachao Abhiyan who held that the RP 2021 —- without the later controversial amendments added on by the state level committee, of micro industrialzones, eco tourism zones and golf courses —- was a good plan. It does not really matter which government is in power, if a plan is good, it must be used. All amendments made that did not concur with the participatory process that the plan went through should be scrapped. It is not clear if this will happen under the new dispensation, and a lot of crucial factors that were put forward in the planning process have been left vague by the Parrikar government. What will be the fate of the MIZs and eco tourism zones that had been objected to? Section 16 and 16 A amendments to the Town and Country Planning Act, that carried exemptions for government and PPP projects continues to be in force, creating a gaping loophole. Governments may argue that it needs some leeway in planning processes to take forward development. But as the SEZ experiments have proved, citizens are justified in their need to constantly hold projects, even government fielded projects, to scrutiny. To do so, government must be transparent. Internal orders, that are vague, peppered with words like “etc” leave too much open to “negotiation” and throw a cloak of secrecy over government functioning. The current order makes it clear that it will apply only until “further orders” are passed. There is already a subtle closing up and clamping up of the systems of governance. Surely gazette notifications are a preferable means of communication. Internal orders that would translate into far reaching ground level changes must be accessible to the press and the people. Bye Bye River Princess Any landmark, intentional or unintentional sooner or later becomes a point of direction; our ancient navigators used stars to navigate the deep sea and landmarks closer to the coast. Ornithology tells us that it is not just humans that depend on landmarks for navigation but even birds use objects to identify the surrounding or note directions. For the next few weeks a lot of birds will be at sea or even the fish and the snails too, with the disappearance of the mermaid called MV River Princess off the coast of Candolim, they will surely be confused as the 12 year long standing landmark finally vanishes for their familiar surrounding. It took the Goa government twelve unhealthy and ecologically damaging years to finally get rid of the massive aberration that lay half buried off the coast of, the once scenic beach of Candolim. Over the years, rudiments and the sediments of the decaying monster played havoc with our marine life as well as the coast itself with its deadly toxins and its equally potent byproducts harmful to our marine bio diversity and as well as the human skin. Even as the ashes of the River Princess are being scattered all along the coast of Candolim, one question still haunts Goans and all those who have been witnesses to the apathy of our past government towards our environment, why twelve long years for what took just a few months ? It surely baffles all logic and reason that our erstwhile luminaries allowed the degradation of our already fragile environment for twelve long years, but even then, though late, it's better than never. There is no doubt after playing havoc with our environment, the River Princess on it's last voyage to eternity has indeed played havoc with the tax payers money, as it has become public funded private undertaking. Most countries adhere to tough environment law and those flaunting these delicate laws are taken to task with very little leeway given to stature or the financial position of the offender but unfortunately in Goa it all depends on the stature and the financial power of the offender. In most countries the owner of the vessel would have been held financially responsible for the entire operation including the clearing and the cleaning, to reverse the quantum of damage that can be salvaged, over which a hefty fine for negligence would have been applied, it's just amazing how our irrational babus and our bureaucrats work in Goa, as the offender goes scot-free with the bulge in his pockets still intact while denting our public coffers. Any activity against the environment is a criminal activity as dangerous and as serious as murder because all life depends on our environment and without it we will perish and hence offenders against the environment should be dealt with severity, only then people trying to flaunt the environment laws, will have to think twice before playing with our environment. Our political and bureaucratic babus should make sure that issues and cases threatening our environment should dealt with swiftly, effectively and efficiently to avoid reoccurrence of an accident or incident like the MV River Princess. I am sure the residents of Condolim will now enjoy the joy of the sunset from their porticos instead of trying to strain their necks to look over the half buried monster. *RENOVATED REIS MAGOS FORT, GOA:* *Built by Adil Shah as a smaller fort in 1497, the Reis Magos Fort was destroyed by the Portuguese in 1510. The Portuguese conquerors rebuilt it on a grander scale in 1543, particularly to ward off the Dutch invasion. Prominent Goan Architect, Gerard da Cunha, known for Natural Achitecture, was the force behind the restoration. The fort was converted into a jail in 1900 and several freedom fighters - three of whom were present on the occasion - were imprisoned in it. Gerard recalled the efforts of Goa's famed cartoonist, the late Mario Miranda, to restore the fort, supported by the UK-based Lady Hamlyn Trust. Restored at Rs.3.5 crore and rechristened Reis Magos Heritage Centre, the stupendous work is a pioneering endeavour in 'adaptive resuse' of the rich heritage structures in Goa. 4th June 2012 Press Releasee GBA welcomes the decision of the government to protect the eco sensitive zones marked in RP2021 as well as the lower FAR and VP1 and VP 2 status and views the order on this, as a move in the right direction. The government has issued an order superceeding the order of 20 March 2012 which had put all permissions under RP 2021 on hold. The order that was issued today by the TCP, while keeping the RP 2021 on hold will not permit land use contrary to RP2021 while using RP 2001 only as reference plan. The order effectively means that land use permitted is limited to what is common to both RP 2001 and RP 2021. Any settlement shown in RP2021 which was not in RP2001,its status needs to be clarified The clause on protection of ecosensitive zones means that, no development on eco sensitive zones will be allowed even if it is marked settlement in RP 2001. However, the order needs clarity on certain issues. GBA demands that no development should be permitted in areas marked as natural cover as the report of the two committees appointed for identification of forests have not been incorporated so far,. In RP 2021 natural cover is considered on par with orchard for the purpose of development. The order,while stating that RP2001 will be used as reference plan and some aspects of RP2021like FAR, Vp status etc will be protected. The GBA states that the etcetra should be spelt out as many controversial aspects like eco tourism ,MIZ ,marinas, golf courses without the consent of people were included in RP2021. The order also states that the approvals given prior to 9th April 2012 shall be allowed to be executed. GBA demands that if there has been an objection to these projects by the people they should be considered before giving blanket approval for execution. GBA reiterates that the process for hearing objections from the stake holders to rectify the plan should be spelt out clearly. The guidelines for accepting or rejecting suggestions should be clearly spelt out and made public.The timeline for completion of the plan should be notified. My concerns are that some truths cannot be proven by the now available research methodologies. This of course does not mean that every proposal should be accepted based on faith. Some forms of yoga do have to do with concentrated thought .and hence my reference to meditation and thought processes, and the research on these. My reference to the Brahma Kumaris Hospital in Mount Abu was in context of the remark made about the Brahma Kumaris being a cult. Some of the research on consciousness is published in 'Noetic Sciences', a publication started by an US astronaut. My concerns have to do only with claims regarding scientific truths or truths about the natural world. I am not particularly concerned about what someone chooses to believe as part of his or her personal faith, unless, of course, if that belief is harmful to others. Nobody has ever demonstrated that scientific truths/truths about the natural world can be uncovered by any other method than the well-established method of science. I am aware of, and am deeply involved, as we speak, in research on consciousness. All of this research, conducted by scores of highly competent scientists, is published in standard scientific journals with strict peer review requirements - journals such as Consciousness and Cognition, Brain and Behavioral Sciences, Journal of Consciousness Studies, etc. There are hundreds of studies on yoga, meditation and spiritual activities published in these journals. Some of these studies show that they are perfectly good methods of physical exercise and mental relaxation having beneficial effects on the general physical and mental health of individuals. But not a single one of these properly conducted and replicated studies shows that there is anything extraordinary, inexplicable or supernatural going on when someone is engaged in these activities. But really, those interested in salvation at least of the Christian kind -- will LIVE a certain way. They will live a Christ-centered life, or do their best to do so. Basically no point in even talking about salvation. In an odd roundabout way many Hindus are expecting more from the Christian -- to live that Christ-like life, and they will remind you if you show lack. Most of us are lacing.. So all the turning the other cheek, and jowl stuff comes into play here. I feel that we Indians tend to get too attached to talking about Christian salvation. Seriously are people so out of it? It cannot be that people have taken to fear? As someone who sees myself as a Hindu Christian, I find it pathetic. Time will tell, or the perhaps the sword edge. Lets see what will it be. As far as I know, salvation is available to all, and it may be ignored and happily ridiculed, in which case it basically suggests an unmasking of ones being -- no matter what ones half-baked Christian neighbor, or even the zealous Christian neighbor may say. It is pointless that these angsts intermittently get interjected by the omni-potentates on Goanet, while questions that could bring people together, a hi here, a whatup there, a nod to someone's poetry, etc., (if that is the intent, and in the interest of knowledge) are ignored. Two decisions on a manic Monday By choosing to unveil two crucial “decisions” on a single day — the day the SSC results were also declared — chief minister ManoharParrikar has demonstrated his penchant for strategy. Strategy is a politicians way out. As then leader of the opposition, Mr Parrikar was very much part of the BBSM that protested against the Congress decision to give grants to English medium schools. That he has had to implement the same decision in some measure, now that he is in a position of responsibility, is what gives the public its distaste for politics. It is another matter that the much awaited “decision” on the medium of instruction for primary schools, which was expected to be a policy of sorts, turned out to be a “non-decision”. The onus of a final “policy” is now before a committee of educationists. The Diocesan schools who switched to English last year, have a breather, but for how long, no one is quite sure. And that is the one question the CM did not answer clearly. Will the grants to these 127 schools continue beyond academic year 2012-13? That will be the “decision” the committee is left to take. Committees can swing either which way depending on their composition and a host of political and other factors. So the final call on the medium of instruction imbroglio has been deferred yet again. The uncertainty will continue for some more time, which cannot be a good thing. That same Monday, interestingly, Mr Parrikar also chose to have an internal order, not a gazette notification, but an internal order —- passed on his earlier decision to announce a freeze on RP 2021. The long and short of the order, is that the new BJP government which had expressed apprehensions about RP 2021, has in a round about manner effectively put the RP 2021 into use for the moment, until a new plan is in place. It effectively means people can construct, but within the restrictions of RP 2021 and RP 2001. The positive aspects of both plans will hold for the moment. This has naturally come as good news to the Goa Bachao Abhiyan who held that the RP 2021 —- without the later controversial amendments added on by the state level committee, of micro industrialzones, eco tourism zones and golf courses —- was a good plan. It does not really matter which government is in power, if a plan is good, it must be used. All amendments made that did not concur with the participatory process that the plan went through should be scrapped. It is not clear if this will happen under the new dispensation, and a lot of crucial factors that were put forward in the planning process have been left vague by the Parrikar government. What will be the fate of the MIZs and eco tourism zones that had been objected to? Section 16 and 16 A amendments to the Town and Country Planning Act, that carried exemptions for government and PPP projects continues to be in force, creating a gaping loophole. Governments may argue that it needs some leeway in planning processes to take forward development. But as the SEZ experiments have proved, citizens are justified in their need to constantly hold projects, even government fielded projects, to scrutiny. To do so, government must be transparent. Internal orders, that are vague, peppered with words like “etc” leave too much open to “negotiation” and throw a cloak of secrecy over government functioning. The current order makes it clear that it will apply only until “further orders” are passed. There is already a subtle closing up and clamping up of the systems of governance. Surely gazette notifications are a preferable means of communication. Internal orders that would translate into far reaching ground level changes must be accessible to the press and the people. The intensity of rainfall is very high on KR region. The annual average rainfall is 3500 – 4500mm with intensity of rainfall frequently exceeding 80mm per hour. The lateritic rocks, with the lethomargic clay combinations is having constant geological change, and the experience has been that the deep cutting slopes become unstable under the heavy intense rainfall conditions. Since then efforts are being made to regularly inspect the vulnerable spots and stabilize them by various Geo-Safety works. Multi disciplinary Expert Committees had been appointed to address the issue. Based on the recommendations of the expert committees / teams, essential works have been identified and completed since the commissioning of Railway line. KRCL has continuously been executing the following Geo-tech safety works to stabilize the cuttings. The main Geo-tech safety works already done are: - Easing of slopes by providing berms and flattening of deep cuttings slopes. - Providing steel boulder netting as isolated boulder fall prevention measures in cuttings. - Shotcreting and rock bolting of tunnels. - Providing RCC retaining wall and Gabion wall. - Providing micro piling soil nailing. - Providing side drains and catch water drain lining.etc. The incidences of boulder fall/ soil slips have been reduced considerably after completing flattening of deep cutting slopes, rock bolting / shotcreting of tunnels, construction of lined catch water drains etc. As of now 74 nos. of cuttings have been completed. The total expenditure for the period from 1999 to April 2012 incurred towards the various Geo-Tech safety works on Konkan Railway is approximately 267.00 Crores. GROUND SETTLEMENT AT NIVSAR STATION YARD: KRCL has successfully tackled the problem of Ground settlement at Nivsar Station Yard which was a bottle neck in smooth running of traffic. KRCL had tackled the problem by providing a diversion line at Nivsar Station yard before monsoon 2011. Therefore, there was no unusual occurrence of ground settlement during the last year and the traffic has been running uninterrupted since then. POMENDI CUTTING: Pomendi cutting is one of the vulnerable cutting in Ratnagiri region. The depth of the cutting is more than 45 meters. KRCL approached Technical Expert Committees to help resolve the difficulties faced at Pomendi cutting. Accordingly as per the recommendations of the Expert Committees various Geo tech safety works were carried out which included widening of the deep cutting slopes by providing berms, concrete lined Catch water drains, Berm water drains, cross drains etc. for making the slopes stable. Approximately 3 lacs cum of Earthwork was executed and approximately 1200 cum of concrete lining is in progress. Landslides had occurred during monsoon 2011 on 17th June, 17th July and 30th August’ 2011. The traffic was interrupted for 2 days, 4 days and 1 day respectively during the above mentioned period. KRCL worked round the clock on war footing basis to handle the crisis and left no stone unturned in struggling to restore the traffic in the least time frame. This year all the requisite monsoon precautionary works have been executed to avoid any unusuals/ landslides at Pomendi Cutting. Other than the above, following additional safety precautions have been taken: - Patrolling of unlined portion of tunnels round the clock and throughout the year is being done. - Monsoon patrolling (block section to block section) is done during monsoons. - Watchmen are posted at vulnerable locations i.e in cuttings, bridges and embankments. - Adequate stock of reserve material has been made available for tackling monsoon emergencies. - One excavator mounted on BFR has been kept at Ratnagiri and Verna to attend to any cases of soil slippage/ boulder fall if any during monsoon for immediate restoration of traffic. - Necessary liaisoning is also maintained with the concerned State Govt. Authorities so that release of excess water from reservoirs / dams/ bunds do not affect the Railway Traffic. - Konkan Railway implements a monsoon time table on its route to ensure smooth train operations during rainy season. But really, those interested in salvation at least of the Christian kind -- will LIVE a certain way. They will live a Christ-centered life, or do their best to do so. Basically no point in even talking about salvation. In an odd roundabout way many Hindus are expecting more from the Christian -- to live that Christ-like life, and they will remind you if you show lack. Most of us are lacking.. So all the turning the other cheek, and jowl stuff comes into play here. I feel that we Indians tend to get too attached to talking about Christian salvation. Seriously are people so out of it? It cannot be that people have taken to fear? As someone who sees myself as a Hindu Christian, I find it pathetic. Time will tell, or the perhaps the sword edge. Lets see what will it be. As far as I know, salvation is available to all, and it may be ignored and happily ridiculed, in which case it basically suggests an unmasking of ones being -- no matter what ones half-baked Christian neighbor, or even the zealous Christian neighbor may say. It is pointless that these angsts intermittently get interjected by the omni-potentates on Goanet, while questions that could bring people together, a hi here, a whatup there, a nod to someones poetry, etc., (if that is the intent, and in the interest of knowledge) are ignored. Lord there is so much to do: read the Katha Upanishad, the Gospels, Junia (a Forgotten Apostle, and a woman), the Hadiths, disciplina arcani -- whatever and get a grip.
