The New System of Cleaning Roads and Bridges. Courtesy: Manohar Parrikar's Government of Goa. I travel to Panjim only when required and when unavoidable, which is often. Many times that I have driven to Panjim, I have taken photographs of stunted telephone poles being hindrance and dangerous to road traffic at the foot of the Mandovi bridge, and after the exposure, it being removed. I have taken photographs of the trash piled up on the side of the Mandovi bridges and posted them for the world of Goans to see and be ashamed about, but we have never seen anybody with a broom sweeping, collecting the stuff and taking it away. The Goa government has always relied on the passing traffic's air wake to clean the twin bridges. I had to write a tribute to the COOKING GAS CYLINDER (during the first tenure of Manohar Parrikar as CM of Goa) which was monumentalized at the entrance of the Twin Mandovi Bridges (from the Secretariat side) when it was removed in a jiffy. Today was different. As I was crossing to Panjim over the old Mandovi Bridge, I saw a couple of trash-pickers picking up the trash collected for ages on the Panjim side of the bridge. But before I could say whow ! and release a sigh of relief, a double take on the action of those two rag pickers was a disaster, actually. Thanks to God I did not break hard to get a photograph. If I had done that as a reflex action, there was every possibility of a pile up of cars resulting in calamities and even deaths. Hold your breath These two rag-pickers were picking up the plastics and whatever from the side of the bridge with long sticks and throwing it into the river over the side of the bridge. No broom. No garbage bag. No nothing, not even uniforms. Discreet enquiries with my friends in Panjim got me to understand that the Manohar Parrikar Government has recently signed a voluminous contract with a foreign / outside Goa firm to keep the twin Panjim bridges clean. If this is the type of cleaning that we Goans get from expensive contractors, then it is better to have boards posted over the length of the bridges saying ' WARNING ! THROW YOUR WASTE OVER THE SIDE INTO THE RIVER OR GET FINED. This way Goa's exchequer will save a lot of crores and also keep the bridges clean. After visiting the empanelled hospital in my area, the Directorate of health and speaking to the ICICI Lombard insurers, I understand there is a MOI between the previous DigambarKamat government and the Insurer. I was advised to find details from Google! Here Aarogya has only one a and it is Bima not Vima! A cashless scheme for those admitted for treatment upto Rs 60,000/-. Parrikar reportedly will raised the limit to Rs 2 Lakhs. The hospital I visited told me that it is only for when a patient is operated. No OPD treatment and no super specialist either, only primary and secondary diseases. They could not give me a list on what I am not entitled to! Also,I witnessed cards given to anyone without checking or even if they said only had an Aadhar card, which was issued in a hurry to all regardless as a Unique Identification number. We were asked to produce our EPIC card, which those receiving then Rs100/- fee or those making the card never checked. Migrant labor easily got their cards made. So Goa will be insuring all Indians in Goa, whether not goans (what is the defination) or resident etc. This is important because when someone goes to the empaneled hospital they may admit patient for surgery even though not required, and may claim exhorbident/fictitious rates. All Hospitals may understand the MOU differently and the uneducated taken for a ride.The Goa government maybe paying a lumpsum as insurance fees. It appears no one is clear on what is exactly mandated by this scheme. The government must officially make details of this scheme clear to all concerned!The Hospitals, the Insurer and the patient, so there are least hasels and chances for another scam.

Right To Information champion Aires Rodrigues is chasing windmills like the positions of Information Commissioner, the GMC Dean, the government clerk himself filing RTIs, govt advocates and all manner of other relatively inconsequential matters when such huge scandals ruining Goa's finances are begging to be exposed and investigated. This very public River Princess matter which has been affecting the environment, the coastline people and the govt for many years, could have done with some no-nonsense revelations like Aires has proved to be capable of. For example: Why was Anil Salgaocar who owned the vessel not held responsible for salvage costs and punitive fines. Why did the Centre so willingly allot 70 crores from disaster management funds. Was there an illegal Salgaocar-Centre trade-off. Where did the 70 crores go. At the cost of which Goa State expenditure will the 99 crores now come from. Which citizens and projects will be affected. [Goanet] Toronto Rocks In Summer
Recently Toronto slipped to eighth place in the 'World's Most Livable City' ranking. Hongkong topped the list. The reasons apparently were 1) not easily accessible by public transportation (true) and 2) lacking cultural activities (false). Vancouver the only other comparable Canadian city which usually also features, did not make this year's list at all. While in winter, though mostly but not completely, the city takes a break from outdoor entertainment, it more than makes up for that in summer. Outdoor restaurant patios are reopened giving the city a bistro look, fairs come into town, the Canadian National Exhibition sets up shop, street festivals make their appearance, Niagara Falls and that town take a carnival look, Orchestras and Bands perform at the Harbor Front and a host of other entertainment activities are organized. The last weekend we decided to go for a Swing Band free outdoor show along the Harbor and it was well worth it. There were full rhythm, brass and wind sections and 6 crooners, 3 male, 3 female. All the singers and band members were under 25 with the pianist only 15 years old. It was a marvelous performance with an extensive Benny Goodman, Count Basie, Louis Armstrong and boogie-woogie repertoire. Both performance and showmanship were remarkable. All the more because this was the music of the times of the performers' grandparents. Comparable to such free entertainment is the Bayshore area in Miami city though the emphasis there is on Cuban and Latin music. Toronto too has its Salsa Street Festival where Latin music abounds, but this is for a week while in Miami it is almost year-round. CASTE AND COMPROMISE By DALE LUIS MENEZES Love triumphs all, is a theme that is not new to any of us. We have experienced this theme in movies, TV soaps and literature: the lovers go against all odds to assert their love for each other and to gain acceptance in a wider society of their (generally) clandestine affair. I have always felt that such narratives provide a utopian picture of the real world for us. Things are not always as black and white as they are made to appear… Pandharinath D. Lotlikar’s debut novel Toddzodd joins the long list of such narratives. He is no stranger to the readers of Konknni, having contributed to various magazines and having written both in Romi and nagri. Formerly with the All India Radio and Durdarshan, he decided to publish his first novel in the Roman script because he wanted his novel to reach a wider audience all the while acknowledging the important contribution of writers in this particular script to the corpus of Konknni literature. The story that Pandharinath Lotlikar sets out to tell is one which moves back-and-forth between many identities: Catholic-Hindu, rich-poor, upper-caste-lower-caste. The protagonist of the novel is Suzan who is Catholic, as the name suggests. Suzan is also a girl coming from a financially modest family and as suggested by the narrative of the novel, one can safely presume that she is of low-caste birth. She falls in love with the son of her boss and their amorous affair eventually leads Suzan to unwed pregnancy. Although the son, who is known as Babush, agrees to marry her, there is a lot of opposition from his family. Hence, Suzan has to abort the child and due to the stigma attached to unwed pregnancy, along with her mother leaves for the Gulf where her father is employed. Suzan has a very sympathetic and ‘modern-thinking’ uncle. He is of the opinion that narrow barriers such as caste and wealth should not come between the union of two people. To that effect, Suzan’s family visits the house of Babush to discuss the marriage arrangements. But they are driven out very unceremoniously and due to influential contacts of the father of Babush with the police, they even get arrested. Babush is cast as a playboy, who even after the fiasco with Suzan does not stop his philandering and hedonistic ways. After a few years Suzan returns back to Goa. Due to his immoral behaviour, Babush receives a lot of infamy and his chances of a happy married life are impaired because of his previous record. Babush starts to drown his sorrows in alcohol, which concerns his parents. His parents Mr. and Mrs. Khomvtte (Khaunte) are these elitist bigots who like to keep their distance from the ‘others’ and who never fail to insult those people who are low-castes, for instance Subhada’s friend Udai. The story takes a turn when their daughter Subhada elopes with a boy from Bihar. It is here they realize that Subhada’s friend Udai, who was from the barber’s community and who had just completed his studies in medicine could have been a suitable match for their daughter. The bigoted parents realize their faults and set out to make amends. Bubush now has to redeem himself in the eyes of Suzan because he realizes that he still has feelings for her. Since Babush helps Suzan’s family in a nasty property dispute involving an unscrupulous builder from Delhi, things start to change for the better. In the end they get married and even the estranged daughter and son-in-law of Mr. Khomvtte are reunited with the family. Happy ending! Although there is a happy ending to this novel, I believe that there are many issues that the author has raised and some that he has glossed over and such issues need to be critically examined. In order to break the narrow shackles of caste, Pandharinath Lotlikar suggests and in a way endorses least possible interference by adults when the question of their children’s marriage is concerned. But the rubric of adlem chintop (old thinking) is too broad or vague to discuss caste divisions or religious divisions. There are no clear-cut indications of whether the author is pointing towards caste or religion. The idea that inter-caste/religious marriages can lead to greater social justice and general happiness is not something that one can easily accept because the power and gender relations of caste and marriage are much more confounding than the simplistic view that we find in Toddzodd like, for instance, “Vornna vevostha” or Varna hierarchy is no longer existent in contempo rary and technologically advanced times. Although Suzan is the protagonist of the novel, her role is that of the passive bystander. Most of the decisions pertaining to her life are either made by her uncle, Antao or she is shown as having no other option but to accept what fate has in store for her. But if one remembers during the period from 2000 -2004 there was filling taking place allegedly by the City Corporation and the issue was brought to light by then MLA Victoria Fernandes and the Chief Minister Parrikar smilingly feigned ignorance about who was doing it. It was during the period of the first IFFI. Further away from Heera petrol pump one sees massive land filling of mangrove area and scrap yards, garages and what not have come up.
