suspect from Sanatan Sanstha

Eight days after anti-superstition crusader Narendra Dabholkar was gunned
down outside a temple in Pune, the city Crime Branch has finally picked up
a suspect in the murder case.

A special team of the Pune Crime Branch probing the murder of Dr Narendra
Dabholkar has taken a sadhak of 'Sanatan Sanstha' into custody from the
organisation's Goa headquarters.

31-year-old Sandeep Shinde was picked up from Hindu organisation Sanatan
Sanstha's headquarters at Ramnathi in Ponda on Wednesday at around 5 pm.

The team included seven members, who were assisted by Ponda police in the
operation. The team consisted of Crime Detection Branch of Faraskhana
police station, led by ASI Geet Bagwade.

This is the first arrest in the reformist's shocking murder, days before
the Anti-Superstition Bill he was campaigning for was passed in the
Maharashtra Assembly.

Sanatan Sanstha has already been in the news for gloating on Dabholkar's
death, though they denied any connection with the murder.

In a front-page statement in its daily mouthpiece Sanatan Prabhat,
Sanatan Sanstha leader Jayant Athavale said births and deaths are
pre-destined and everybody gets the fruit of their karma.

Instead of dying bedridden through illness, or after some surgery, such a
death for Dabholkar is a blessing of the almighty, Athavale said in the
statement.

Dabholkar was shot dead by unidentified motorcycle-riding assailants
Tuesday 7.30 a.m. near Omkareshwar Temple in Pune while he was on his
morning walk.

Political parties in India have also shown greater enthusiasm in courting
the diasporic population. All Indian parties have used the rhetoric of
nationalism while engaging the diaspora, but there are significant
differences among them. The Congress Party has generally emphasized the
economic aspects of the diaspora's relationship to India and has used
strong nationalist rhetoric to mobilize the overseas population for
economic investment. Occasionally, it uses anti-Pakistan rhetoric in the
context of representing the interests of India in international forums or
in the United States. The Hindu nationalist Bharatiya Janata Party (BJP)
has made serious attempts to mobilize overseas Hindus in support of its
ideology of a Hindu nation, along with following the economic-investment
framework to attract the diaspora.

Hindu nationalism or Hindutva -- an ideology that propagates the
establishment of India as a religious Hindu nation -- has been
systematically promoted among overseas Indians. There have been organized
attempts in the United States to mobilize funds and other resources for the
Hindutva cause. The ideology has tried to tap into the need of Hindu Indian
immigrants for a cultural-religious identity in an American society defined
primarily by racial identity (Rajagopal 2000). Although nationalism is a
common theme in the attempt to attract diasporic communities to the country
of origin, it is a particular kind of narrow, religion-based nationalism

I have enjoyed the discussions between Prof. Borges and others. What is 
especially rewarding to me is that they have relied on historical facts, common 
sense and reason. Driven by an unshakable bad habit, I have silently 
fact-checked all of the professor's assertions. It has been a fun experience 
for me. On the basis of this experience I have no doubt that he is on solid 
ground in making the statement that he has made below. Therefore, I cannot wait

India's triple-jumper for the 1948 Olympics, Henry Rebello, is featured on
Wikipedia's People from Goa page. I think he was an Anglo-Indian born in
Lucknow and then moved to Bangalore.
Since Rebello was more of a Goan surname than an Anglo, it's likely that
he's included in the Wikipedia under the Goan category. People in UK should
know about his background or, at least, can make enquiries with family
members.
I don't have Avitus D'Cruz's book on Goan sportsmen but those who have can
check if Rebello is included there.

The scheme is ushered in with great fanfare. It looks very attractive, but
6 page form and the requirement are cumbersome for illiterate parents, Some
schools even refuse to attest the documents of their own students. It is
work for them , which benefits their own students, The form calls for
mindless percentage and total marks, when grades are in vogue

Most of the migrants residing for over 20 years plus have no Ration cards
the Landlord does not have house number for the rented premises. It suits
them   not to pay the Panchayat fees for renting the premises  The
affidavit in lieu of Ration card costs Rs120 plus Rs 80= for Notarisation.
It is common knowledge that Ration card are available for Rs 8000= to Rs
10.000 per card. Similarly another  Rs 200/ is the cost for obtaining
affidavit vouching for Minority status, The cost of Panchayat for income
certificate ranges from Rs 20 to Rs50= besides frequent visits and absence
of Secretary One can imagine the time, costs, photo copies  etc to get
ultimately Rs 1000=  at Rs 100/ per month for 10 months ,after spending
half the amount due

Is it a clever ploy to fuel sale of stamp papers and enrich and shore the
coffers of the bankrupt state   finances. It is also providing revenue for
  typing establishment and much needed income for the Panchayats. Imagine
Panchayat charging Rs 100= for getting new house number already existing in
the records of the Panchayat, but not communicated to the owner. The
Notaries are smiling at the unexpected windfall with people standing
patiently in long queues

The Notaries issue no receipt as needed without request and there is no
uniformity on their fees .Many of the appointed Notaries are practicing
lawyers and are not available during court hours

The form should have been simple, less elaborate on requirements  of income
certificate, affidavits, etc. it is not a minority friendly scheme, but a
propaganda scheme to boost the image of present Govt to show that it is
responsive and cares The OBC, EBC, girl child schemes provide  much more
relief but do not capitalise on publicity agenda

night.

Arrested have been named and shamed in the press as well as TV channels
Even we saw them and their pics with face covered.
Hotel name shown / given as Viva Goa

Those arrested Victims could be anybody, including me

Some years ago, I was in a city hotel.. an employee came up to me and 
said ‘Shett kuch ‘time pass’ ya ‘enjoyment’ chahiye to bol, ancha 
‘young’ maal hai. Daarne ki bhat nahim, yeham saabkuch ‘safe’ hai
(including police)

Believe me or not when I am told everything is safe, I really
got tempted but I said no for I had a flight to catch at 5 for which I had to
get up at 2.am

What if I had gone out to  so called safe place? 
What if the police raided the place and arrested innocent me?

When one goes to another place for a holiday (away from work, tension, pressure 
etc) he does need rest, enjoyment, moja hi moja,
tension-free stay etc. Enjoyment could mean anything including sex but does not 
include rape.

What’s wrong with that? My money, my time, my pleasure, my body
and I will deal with it the way I want. 
You nosy people bugger-off, you are invading my privacy, get yourself a life.

Btw, those so called recued six girls, were they tied,gagged and lifted 
up on the terrace and released? 
Or were they forced to dance under threat  or coercion the ‘Basanti’ way 
as in Sholay?
In other words, did  they not know why they were up there?
What it means 6 arrested / remanded and 6 rescued? Are so called rescued minors?
Why this gender based treatment for the same offence committed? 

However, a Local TV said 6 arrested along with alleged prostitutes, 
then again they say 6 victim girls rescued and sent to protective home 
at Merces and the 6 accused customers granted 7 days police remand by JMFC

When two are caught red handed, i mean in nude state or in a so 
called ‘compromising position’, its always ‘he’ is arrested and ‘she’ is 
rescued. Vah re vah!

Urges and vices, we all have it, if anyone says ‘no’ then he / she is lying.

In the meantime, we  (the affected people) are thinking of holding a 
protest meet at Azad Maidan on 29th of this month :-)

India is not done by a long shot.  Just over a couple of years ago, the general 
view was that the
USA was finished, but it is bouncing back again.

A country comprises of its people.  There are just too many smart people in 
India  with a stake in this country for it to be finished.  At one time Japan 
was finished. Germany was finished.  South Korea was finished.  But these 
countries rose from the ashes and have become power houses.  Unfortunately 
India has hit a long road block with the current dispensation, spineless, and 
without a clue as to how to restore the country's economy.  In my humble 
opimion the recently passed
Food Security Bill is a fiasco, designed solely for the ruling party to be 
re-elected.  Giving cheap food
to the poor may sound utopian, but then what ?  Instead of giving cheap food 
and making the populace welfare-dependent, India should find ways to enable the 
poor to make a decent living, by
expanding educational opportunities, developing infrastructure, developing 
irrigation, industry and agriculture etc. etc. 

At one time I too bought the line that the BJP was communal.  But I think that 
this bugaboo promoted by the ruling dispensation is wearing thin.  Now if the 
ruling party is re-elected then I too
will throw in the towel, knowing that recovery will be a long ways off.  India 
needs a change at the
center, only then will people's mindset  change and as new brooms sweep clean, 
the corrupt will be
swept away and hopefully given their just desserts.

I have enjoyed the discussions between Prof. Borges and others. What is
especially rewarding to me is that they have relied on historical facts,
common sense and reason. Driven by an unshakable bad habit, I have silently
fact-checked all of the professor's assertions. It has been a fun
experience for me. On the basis of this experience I have no doubt that he
is on solid ground in making the statement that he has made below.
Therefore, I cannot wait to read his response to the rhetorical question
posed to him.

Response:
Mine was not a rhetorical question but a well intentioned query in the
pursuit of knowledge.

I consider myself fairly well-read and well-informed. I am aware that Fr
Jerome D'Souza s.j. from Mangalore was a member of the Constituent Assembly
and was offered reserved seats in Parliament for the Christian community.
But the christian representatives and Fr Jerome turned down the offer
stating that the community did not need any reservations and would like to
stand tall and shoulder-to-shoulder with other Indians. The Christians
placed their hopes, aspirations and security in the hands of other Indians,
especially the majority Hindu community. In a major concession, the
founding fathers and framers of the Constitution, in their far-sightedness,
large-heartedness, and broad-mindedness provided Articles 25  30 to
protect and preserve the culture and religion of religious and linguistic
minorities. Such was the spirit of the framers and founding fathers of our
nation.

Hence, Prof Sebastian Borges' statement on the issue of reservations to
dalit christians comes as a total revelation to me as I have never ever
come across any such literature / information. In case there has been a gap
in my knowledge, I would like to fill it up and update myself. I earnestly
look forward to Prof Borges to enlighten me on this issue.

10) Ban all import of hubcaps with a diameter of more than 1 meter in order
to save foreign exchange, and announce it prominently so that this can
become the lead item on prime time newscasts. If this doesn't work, we can
add typewriters, fountain pens, 5-inch floppy discs, novels written by
William Wordsworth and all paintings done by Steve Jobs to the banned list.
 
9)  Announce that any government official caught saying our fundamentals
are strong will be suspended immediately since every time someone says it,
the markets take it as further confirmation that the government really has
no clue and the rupee sinks some more.
 
8) Put the gold reserves of the RBI on public display on Dalal Street in a
well-protected glass case, to generate confidence in the rupee.
 
7) Organize musical performances by Manmohan Singh, the economist and prime
minister of India, Raghuram Rajan, the RBI governor, Sonia Gandi , the
president of UPA-2, P. Chidambaram, the finance minister and prime
ministerial candidate of UPA-3, etc.  The lead song, 'The Rise of The Rupee'
could be set to the music by A.R. Rahman and supported by an all-Bollywood
cast.
 
6) Promise Rajiv Gandhi Khel Ratna award to anyone who can throw a 10-rupee
coin the highest, in order to subtly suggest that the rupee is headed
higher.
5) Let there be parliament session every day and every day before the
Parliament session begins, ask MPs to stand up and say BOO to all who are
selling rupees and buying dollars, to exhibit our national will to save the
rupee. They could also pass a resolution to this effect.
 
4) Send Mamata Banerjee to Dalal Street to obstruct the path of
rupee-sellers going to do their dirty work in the morning. Her crossed arms
and deeply offended look will chill the heart of every rupee seller and
dollar buyer and stop them in their tracks.
 
3) Organize a whole-day debate ending in a boxing match between Amartya Sen
and Jagdish Bhagwati, supported by their respective co-authors, Jean Dreze
and Arvind Panagariya, at the Jawaharlal Nehru Stadium and sell tickets at
$10,000 each. TV rights and film rights could be sold separately.
 
2) Organize a week long Indian trip for foreign investors who will
be escorted personally by the finance minister who will show them all the

 protect and preserve the culture and religion of religious and linguistic
 minorities. Such was the spirit of the framers and founding fathers of our
 nation.

 Hence, Prof Sebastian Borges' statement on the issue of reservations to
 dalit christians comes as a total revelation to me as I have never ever
 come across any such literature / information. In case there has been a gap
 in my knowledge, I would like to fill it up and update myself. I earnestly
 look forward to Prof Borges to enlighten me on this issue.

Whether the order passed on 8th August by retired Justice R.M.S
Khandeparkar as Chairman of the Goa State Police Complaints Authority
against Police Inspector Vishwesh Karpe is absolutely illegal and bad in
law is being debated in legal circles and amongst the members of the
public. A perusal of the 41 page order in my view, is clearly unstainable.
The order is, improper and invalid, besides discloses non application of
mind to the bounds of jurisdiction of the authority.

Genesis of the matter commences with a complaint filed with the State* *Police
Complaints Authority by Mr. Jowett D’Souza contending that he had earlier
filed a complaint with the Agacaim Police Station, seeking registration of
a First information Report (FIR) in view of newspaper reports pertaining to
the alleged custodial beating of Cipriano Fernandes at the Panaji police
station alleging that Vishwesh Karpe who was then the Police Inspector at
Agacaim police station had failed to register the FIR.

Justice Khandeparkar while deciding on the complaint filed by Jowett
D’Souza held that Police Inspector Vishwesh Karpe was guilty of failure to
record the FIR which amounted to indiscipline, and directed appropriate
disciplinary proceedings against Vishwesh Karpe (though this direction has
been suspended for an year subject to no involvement in any misconduct
during this period, and automatic revocation thereafter in the event of no
such misconduct). Vishwesh Karpe was further directed to perform social
service by educating the members of ten different village Panchayats on the
complaint disposal procedure of the State Police Complaints Authority.

Mr. Vishwesh Karpe in his  reply had contended that the custodial beating
being alleged to having taken place at Panaji police station, the FIR could
not be registered at Agacaim police station and that the enquiry into the
custodial death had been initiated both by the Sub Divisional Magistrate
(SDM) Panaji and the Sub Divisional Police Officer (SDPO) Bicholim, and
that he had acted in good faith in accordance with instructions from  the
Director of  Prosecution and also his superiors, and that before
registration of an FIR a preliminary enquiry had to be  undertaken, by
which time the FIR came to be registered at  the Crime Branch.

The State Police Complaints Authority was constituted by the State Govt, by
notification published in the Official Gazette dated 19/4/07, pursuant to
the directions of the Supreme Court, as a multi member body consisting of a
Chairman and three members. However, all the members of the then
constituted authority since resigned and the Govt then only appointed
Justice Khandeparkar as the new Chairman vide notification dated 28th March
2013 but with no other members. The members having not been appointed, it
is respectfully submitted that Justice Khandeparkar could not function as a
one man actor in the muti-member body.  The order passed by him is thus
illegal and a nullity in the absence of appointment of its members, as the
Chairman could not, on his own, decide the complaints filed before it. As
the notification provides that the State* *Police Complaints Authority
would be a multi member authority so the order passed by the Justice
Khandeparkar as Chairman alone in the absence of appointment of any member
to the Authority is therefore an usurpation of power of the Authority by
its Chairman and is entirely without jurisdiction.

The order passed being illegal it should be challenged by Mr. Vishwesh
Karpe not merely to undo the injustice done to him but for the sake that
law has to prevail. Anticipating retribution by the government Vishwesh
Karpe may decide to bear with the illegality of the order and not appeal.

But can we allow such a patently bad order to go unchecked. The Bombay High
Court at Goa could take suo motu cognizance and undo the illegality. And of
course Justice R.M.S Khandeparkar could himself find a way to acknowledge
the error and set the record right. If he shows that magnamity he would be
remembered for the right reason that Justice was placed back on track.

Eight days after anti-superstition crusader Narendra Dabholkar was gunned
down outside a temple in Pune, the city Crime Branch has finally picked up
a suspect in the murder case.

A special team of the Pune Crime Branch probing the murder of Dr Narendra
Dabholkar has taken a sadhak of 'Sanatan Sanstha' into custody from the
organisation's Goa headquarters.

31-year-old Sandeep Shinde was picked up from Hindu organisation Sanatan
Sanstha's headquarters at Ramnathi in Ponda on Wednesday at around 5 pm.

The team included seven members, who were assisted by Ponda police in the
operation. The team consisted of Crime Detection Branch of Faraskhana
police station, led by ASI Geet Bagwade.

This is the first arrest in the reformist's shocking murder, days before
the Anti-Superstition Bill he was campaigning for was passed in the
Maharashtra Assembly.

Sanatan Sanstha has already been in the news for gloating on Dabholkar's
death, though they denied any connection with the murder.

In a front-page statement in its daily mouthpiece Sanatan Prabhat,
Sanatan Sanstha leader Jayant Athavale said births and deaths are
pre-destined and everybody gets the fruit of their karma.

Instead of dying bedridden through illness, or after some surgery, such a
death for Dabholkar is a blessing of the almighty, Athavale said in the
statement.

Dabholkar was shot dead by unidentified motorcycle-riding assailants
Tuesday 7.30 a.m. near Omkareshwar Temple in Pune while he was on his
morning walk.

I am sure Prof. Borges will provide the facts on the main issue of this thread. 
But on the peripheral issues of balance and rhetorics, I have to say that 
neither of the respondents below have ever shown any propensity for balance, 
especially when it comes to sectarian matters. This is evident even in the 
contents of the present posts and the proverbial bird flocking behavior on 
display. The fact that rhetoric was very much involved in the first case is 
obvious from the repeated use of the hyperbolic word revelation.

Political parties in India have also shown greater enthusiasm in courting
the diasporic population. All Indian parties have used the rhetoric of
nationalism while engaging the diaspora, but there are significant
differences among them. The Congress Party has generally emphasized the
economic aspects of the diaspora's relationship to India and has used
strong nationalist rhetoric to mobilize the overseas population for
economic investment. Occasionally, it uses anti-Pakistan rhetoric in the
context of representing the interests of India in international forums or
in the United States. The Hindu nationalist Bharatiya Janata Party (BJP)
has made serious attempts to mobilize overseas Hindus in support of its
ideology of a Hindu nation, along with following the economic-investment
framework to attract the diaspora.

Hindu nationalism or Hindutva -- an ideology that propagates the
establishment of India as a religious Hindu nation -- has been
systematically promoted among overseas Indians. There have been organized
attempts in the United States to mobilize funds and other resources for the
Hindutva cause. The ideology has tried to tap into the need of Hindu Indian
immigrants for a cultural-religious identity in an American society defined
primarily by racial identity (Rajagopal 2000). Although nationalism is a
common theme in the attempt to attract diasporic communities to the country
of origin, it is a particular kind of narrow, religion-based nationalism

There
were a few Christian members in the Constituent Assembly. Prominent among
these were Dr. H.C. Mookherjee (W. Bengal), Mr. Joseph Alban D'Souza (Bombay) 
and
Rev. Jerome D'Souza SJ (Madras).  It is
difficult to guess whether Mookherjee, being a Protestant from Bengal, was
acquainted with caste discrimination among Christians. JAD'Souza too might not
have reckoned that the Caste distinction among Goan and Manglorean Catholics was
serious enough to mar the egalitarian character of Christianity. But the same
consideration cannot be given to the reverend, since there exist separate
churches and cemeteries for dalits in Tamil Nadu to this day! But then, being a
Catholic priest, he could not be expected to admit this fact. Moreover, it
would have been a bad advertisement for the Faith, since it was the general 
impression that Scheduled
caste Hindus converted to Christianity in order to escape the oppression by
caste Hindus.
Perhaps,
I am putting the cart before the horse. The debates of the Constituent Assembly
are very instructive in this regard. The necessity of reservations for the SCs
was a general consensus. However, Mookherjee said that in a secular state 
minorities
should not be recognised on the basis of religion. Christian masses, he said,
are not interested in reservations; all they asked for was food, clothing, a
shelter over their heads, medical aid and good roads. Their interests were
secure in the hands of the majority community which had been very generous 
toevery one of the minority
communities. He also felt that minorities would be wise to trust the majority
community, and win its good-will if they wanted to live in peace and honour in
this country.For this Dr. Mookherjee was hailed by Sardar Patel as the great
patriotic Christian leader.Fr. Jeromereferred to the multiple
signs of good-will on the part of the majority communityand fully
backed Dr. Mookherjee in his decision that there should be no reservation of 
seats.
According to him, a man is to be assisted because he is poor, because his birth
and upbringing have not given him the opportunity to make progress, socially,
politically and educationally; it should not matter whether he be a Christian,
or a Muslim or a Hindu or a Brahmin or non-Brahmin, or a Scheduled Caste member.
He went on to say that it
is not we (the Christians) who are taking a  risk, it is the
majority community that is undertaking a responsibility!
J A D'Souza does not appear to have participated in the debate.

Some
members like Guptanath Singh (Bihar) were more open-minded. He said that those
classes who are the backbone of Indian society - agricultural, pastoral or
artisan classes - though they are not counted as Scheduled Castes or Tribes
should be given some opportunities to serve in government services. He proposed
the addition of and
such other castes who are educationally and socially backwardafter Scheduled
Castes and Scheduled Tribes.
But,
unlike the Christian leaders, others were not as gullible. Like Christian 
Dalits,
the Sikh Dalits  too were excluded from
reservations because, according to Sardar Patel,  untouchability is not 
recognised in the Sikh
religion. The Sikhs felt that if these Scheduled Castes who have been converted
to Sikhism are not given the same benefits as the Scheduled Castes have been,
there was a possibility of their reverting to the Hindu Scheduled Castes and
merging along with them. Therefore, Sardar Hukam Singh, a Sikh leader from East
Punjab, fought tooth and nail to overturn this in respect to four backward Sikh
castes namely, the Mazhabis, Ramdasis, Kabirpanthis and Sikligars of East
Punjab.  And he succeeded!
Had
the Christian leaders, especially Fr. Jerome, adhered to the reality and 
followed the example of Hukam Singh, history
would have been different.

It now transpires that Marshall knew all this. So why the question? If Articles 
25  30 were a boon to the Christians, why are we fighting to obtain 
reservations for Dalit Christians today? Did these Dalits not exist in 1947?
