If I am reading you right, you are saying it was right to be Indian and being a Portuguese was/is not the ways of a Goan.I say, bah, humbug My parents also travelled and worked/lived in Kenya and Tanzania, and they would never have desired an Indian passport, if it were not forced onto them in order to bring up their kids in India, after independence Kenya. The British, the Kenyans, and most of the western world have seen the difference in our lifestyle, compared with the Indian, and but for the colour of our skin, we have not been accepted as white Portuguese. We disdain from referring to ourselves as Indian. When the Indian is truly ethical in business dealings, morally correct in personal habits and treatment of others, fair and sincere with all neighbours, treat Christians and others as equal in India then I will be a proud Indian. It helps to keep in mind that it is Goa that is the classic case of a 'failed state', and not Pakistan, as Indians like to believe. Goa was once a beautiful territory protected by Ghats on three sides, rich with an abundance of water, blessed with fertile land, and made up of villages each of which had control of their commons through a sophisticated system of village governance that far predated the Portuguese Colonialists. Today however it is a state governed by politicians who work hand-in-glove with their crony partners whether in mining, real estate or industry, a state in a freefall towards entropy. The Goan Catholics, it is sad to say, are the ones most to suffer -- the issue of their identity still trapped in a time warp, and a future in the West the only possible occasion for them to celebrate it. Should anyone doubt the veracity of this new-found magic, all they have to do is go to the Portuguese consulate in Panjim and see the serpentine queues. Not to forget of course that many of them now happily ensconced in the West, will settle their family squabbles without murdering each other, sell the ancestral house to someone from Gurgaon for a few crore and thank God for their good fortune. Goa then becomes a place you reconnect with thanks to a one week's stay at a time-share. It is also possible that for some Goans, the understanding of Portuguese Colonialism is more than just the discovery of a new route that opened out the unknown world to a rapacious sea faring nation anxious to strengthen its position in Europe. I am connected to Goa, Portugal, East Africa and India and it is therefore as difficult for me to forget the barbarous Vasco Da Gama who sacked and plundered the ancient kingdom of Lindi in present day southern Tanzania, as it is for me to forget that the infamous inquisition in Goa probably forced my Gavde ancestors (Goa's scheduled tribe) to convert to Catholicism. Or indeed, as difficult to forget that the Fascist Portuguese dictator Salazar consciously took US and Apartheid South Africa's armed support to fight Frelimo and MPLA guerrillas in Mozambique and Angola; or to forget that Great Britain's security forces twenty years earlier, were running their own Gulag against the Mau Mau rebellion in Kenya. In that larger context then, it may not be that simple to be excited with an article attempting to prove that Portuguese Colonialism was somewhat more benign or liberal or whatever, and which, by default, then opens the door to retrograde jingoism. Perhaps an earlier and not that distant a paradigm may still make sense -- one where 'The Third World' was ranged against 'The First World', and where a concerted Non-Aligned Movement, in retrospect, kept US adventurism down to the minimum. Much though one may trumpet the virtues of globalization and attempt to give it new clothes, the earlier divides may not have been washed away. And in any case,

The Editor Navhind Papers and Publications, Navhind Bhavan, Panaji, Goa 403001 7th September 2013 Dear Sir: Re: Fresh water problems due to rising sea levels Experts currently meeting is San Juan, Puerto Rico are sounding a new alarm about the effects of climate change for parts of the Caribbean. Rising sea levels could contaminate supplies of fresh water and changing climate patterns could result in less rain to supply reservoirs in the coming decades, scientists and officials warned at a conference in St. Lucia this week. “Inaction is not an option,” said Lystra Fletcher-Paul, a land and water officer for the UN Food and Agriculture Organization. “The water resources will not be available.” Some possible solutions include limits on development, increased use of desalination plants and better management of existing water supplies. But there will still be challenges in a region where many governments carry heavy debts and have few new sources of revenue. (Ref. 1) The problem of rising sea levels affecting aquifers has also been reported in other parts of the world from the Pacific to the Atlantic. Now that Goa is approaching the end of the monsoon season it may be appropriate to take a good hard look at the conditions currently in Goa. It is a known fact that most hotels and multi-rise buildings cannot survive without daily replenishing their water reservoirs with water supplied by water tankers. Today these vehicles are ubiquitous in Goa. These water tankers mostly obtain their water from ground water via bore wells. According to the meeting of experts in San Juan, this situation is not sustainable in the long term. Very soon the ground water in coastal areas (like Goa) will be contaminated with sea water due to rising sea levels. Goa is in a fortunate position because of regular and more or less predictable tropical monsoon rains. It is time for the government to incentivize the citizens of Goa to harvest this naturally occurring bounty instead of letting it just run into the sea. This can be done mainly by education and perhaps interest free loans. Another more expensive option would be to build new giant reservoirs specifically designed to collect this rain water. The more modest schemes by encouraging homeowners to implement simple water harvesting may be a better solution. It is prudent to act proactively in situations like these. [Goanet] ADVOCATE GENERAL ATMARAM NADKARNI MUST GO
Despite a week having elapsed since that infamous Supreme Court judgment on the NEET issue pertaining to the post graduate students at the Goa Medical College, the Advocate General of Goa Atmaram Nadkarni has yet not put in his papers. Such heavy and loaded language in which the Goa Government has been rigorously castigated and rightly ridiculed has never been heard of. The Supreme Court appropriately cracked the whip on a government that had intentionally gone berserk and insane on the NEET issue. Any other Advocate General with any self respect would have taken the high moral ground and swiftly stepped aside. But Atmaram Nadkarni, India’s highest paid Advocate General who otherwise publicly professes to be very spiritual and a believer in Karma, seems to be infact very thick skinned. It is not surprising that the colour of the eyes can say it all. That he is reportedly clandestinely aspiring a direct elevation as Judge of the Supreme Court is a matter of great concern. It would be the darkest day for India’s Judiciary. On the NEET issue Chief Minister Manohar Parrikar’s silence is also deafening. The innocent students have had to unnecessarily go through the trauma and incur huge financial burden to knock the doors of the Supreme Court for justice. The Goa Government should have at least had the courtesy of publicly apologizing to those brave students and their families. And this government which is now known for dishing out financial packages to all and sundry should come up with some financial assistance to the NEET affected. Is this the Government which the people voted for a Parivartan? Can there be a certificate of anyone better than the Honourable Supreme Court? Money is not everything in life, Mr. Atmaram Nadkarni. Time to step aside. Else the rolling dice may soon catch up. The sooner the better. We cannot allow temples of justice ending up as dens of chicanery and jugglery. Following up on the thread about taxes paid in the USA and Canada by Merwyn Lobo and Jim Fernandes. My feeble geriatric mind is truly befuddled. Merwyn states that he is a Canadian tax payer. But he also files USA tax returns. Presumably this is possible because (though he always finds fault with the USA) at one time he resided in the USA and presumably has a US Social Security number. So it is possible for him to file a US tax treturn. And if I understand him correctly the sole reason for filing a USA tax return on which he presumably reports his Canadian income and the amount paid in Canadian income taxes is to get a refund in the USA for the higher taxes paid in Canada. Devious, but theoretically possible. One of the loopholes in US tax laws. And if Mervyn has a US Social Security number, although he now lives in Canada and is a Canadian citizen, when he gets to retirement age he will probably claim U.S. Social Security payments as well ? Unlike Jim, I dont care much for Obama care. I pay USA Meicare dues and also have supplemental medical insurance, though I do not live in the USA all year, and neither USA Medicare or Private supplemental Medical Insurance provide coverage in India. Peace of mind is what led me to this scenario, in the event I get sice while visiting the USA. Good job Merv, you know how to use the sustem to your benefit.

Growing up as a Goan Catholic in the usual rigid mould that was cast for a boy or girl of that time, a notable part of my childhood and early teens was devoted to religious based activities. There was the Sunday mass which under no circumstances could be missed, the daily rosary, altar service, annual retreat, benedictions, novenas, various feasts and a host of other related events too numerous to be enunciated. Going to a Jesuit school, there was further pain. Anyone who lived in those times will attest to the enormous and stifling influence that religious figures like church and school priests, nuns and brothers could have on one's life through instructions, suggestions and societal pressure on parents. My father was utterly liberal about all this but it was my mother who more than made up for his remissions related to my catholic upbringing. In such an environment, visiting a church other than Catholic on Sunday was tantamount to heresy. That didn't stop me from trying. In a quiet corner of Byculla's main street then called Victoria Gardens Road was a small and architecturally very pleasing Wesleyan Methodist chapel of the Church of South India - the latter being an umbrella organisation of Protestant churches. Probably built when Bombay's ruling class and their Anglo-Indian cohorts were in large numbers in that neighbourhood, I had always wanted to see the inside and attend a service of Catholicism's greatest enemy of the time. Breathe the P word and all hell would break loose on you, so asking permission to do that was out of the question. If anyone espied going to the enemy's place of worship, you were done for, being worse than just your parents seeing you go there. But I did it anyway. It was a different experience. As I let myself in quietly, out of nowhere came a member of the congregation welcoming me and asking if it was my first time. He made me feel welcome and wanted, insignificant non-adult that I was. The service itself was quite different from anything I knew. There was singing and there was the homily. Everybody in the audience participated. Years later this would come to my mind when I read an interesting and well written book called Catholics Can't Sing authored by a Catholic musician. Goans of course would have been the exception. In those days in village churches everybody sang in loud voices and with grateful hearts. The Methodist service was absent the rituals and the chapel devoid of statues of saints and other religious symbols except for a large leather-bound open bible that was placed on a small central table and which the pastor used during his homily. It was a serious commentary on a passage of the day explained with simplicity and logic, devoid of fire and brimstone. Nothing about hell, the Methodists didn't believe in it. To a early teen and one that was steeped in the concept of punishment for sin rather than the love of God, that was a pleasant surprise. I thought nothing of that incident and the years flew by until I emigrated to Toronto. I was disappointed at most of the Catholic churches I attended. The priests were old, their zeal missing, their ideas few and their homilies and organizational prowess uninspiring in all but a few parishes in the city. I had been used to dynamic priests in Bombay and missionaries in the Gulf and this was a let-down. There was no personal touch like before and they seemed indifferent to whether you participated in the Church's services or in its community where it seemed like not much was happening anyway, How much of this was lethargy and how much was prevention of being legally liable I don't know. It seems to be changing a little bit now with the necessary importation of foreign priests from India, the Philippines and parts of impoverished Europe. On the other hand Toronto and indeed Canada is dotted all over with various Protestant and non-denominational congregations. There is major presence of the Pentecostal, Presbyterian, Anglican, United Church of Canada, Baptist, Lutheran and other evangelical churches. I have from time to time attended Sunday services in many of these denominations. They are a relief to the Catholic landscape which counts on fifty percent of Christians in Canada. People who go to these non-Catholic churches dress well, are on their best behaviour at service, are friendly to strangers (like in the old Byculla Methodist church) and full of Christian charity in daily life. Everyone takes off their coats in winter and keep them in adequate closets provided. Childcare is arranged for small children and bible classes for the older ones so they do not disturb the service. The pastors prepare well for their sermons which are infinitely more absorbing than those of Catholic priests. They are filled with missionary zeal and they send lay members of their congregation well funded to various parts of the globe to preach and convert

It is noteworthy that none of those in the past either Mayors from Municipal Corporation as well as from the Assembly did anything to relieve the acute congestion in the market area of Panjim. Even Manohar Parrikar did precious little to understand the traffic woes of those living and visiting Panjim even though he represented the capital city for nearly 20 years. Being a resident of Panjim since his childhood, Furtado knows and realizes well the problems caused by the army barracks in central Panjim. Why should army have canteens, shops, garages, hospitals, army mess and sales counters in central Panjim? As such service personnel never pay commercial taxes and are afforded subsidized groceries and provisions. The people of Goa have given enough for the defense causes huge tracks of land around Tiswadi at Bambolim, Merces, Verem, Altinho etc We have surrended the prostine Angedive islands too! That was really a great mistake committed by our Goa Government. The residents of Panjim have suffered for far too long the unnecessary presence of service men in the prime commercial area of the capital city. Mr Furtado has successfully initiated the just cause of requesting the Army to vacate these buildings and properties which in fact belong to the Municipal Corporation. While it was a good gesture to allow army to be in Panjim for 50 years shown by local body, it is prudent that the area was once belonging to Camara Municipal de Goa, be now handed over to the residents of Panjim. We require spaces for Panjim vehicles to raise a New Corporation building, for waste management and other civic services. Not only defence personnel, even the Captain of Ports office in Central Panjim needs to be shifted to Marmagoa or Vasco and the vacated premises be used by the C.C.P. I am fully aware that the Captain of Ports failed to maintain the cleanliness of the river Mandovi, which is fully congested with casinos, supply boats and other regular vessels. Frequently accidents do occur due to bad navigation with no supervision from the officials of Captain of Ports, which gives an impression that there is no accountability and no proper register is maintained of their working system. Today, Panjim is degrading fast. The casinos are cooking meals in the heart of the city for their guests visiting their casinos. Earlier it was reported that Almeida Guest House situated just opposite the Panjim Navigation jetty, their casino clients were seen urinating around the Customs House building. The kitchen of these casinos services is bang opposite the Captain of Ports Jetty. The waste food is generating a stink on D.B. Marg . Hopefully Surendra Furtado act fast to stop this messy activity too? While appreciating Furtado for taking a small step in the right direction, I hope our Defence Minister Mr. A.K. Antony, understand the problems of Panjimites and that he offers his solace to the ever obliging resident of Panjim by shifting out all the Army office out of Panjim into areas given to the Defence forces. Right from Shashikala Kakodkar, Pratap Singh Rane, Wilfred D’Sousa and upto Manohar Parrikar all these Chief Ministers have been put to shame by the little step Mayor Surendra Furtado has taken. Will Surendra Furatdo succeed where these sleeping giants as Chief Ministers of Goa have failed? All said and done us Goans wish out Mayor success in his endeavor in public interest! It is easier and less controversial when the same recipients are also nominated for the National awards. The criteria as it is known is as follows 1-at least 20 years of teaching experience 2-selected teacher shall be actually present and serving in the school.3- Teacher`s reputation in the locality.4-Teacher`s academic efficiency and desire for improvement 5-Teacher`s general interest in extra curricular activities and love for children 6-teacher`s share in the social life of the community 7- outstanding innovative work by the teacher The scale , if any, devised to measure the parameters will be more subjective as can be judged from aforesaid factors. It is a fact that many qualifying teachers stay away. The political recommendations, influence is finally the deciding factor Sometimes, the ADEI`s encourage teachers to apply with hopes, But it is seen that it is only a ploy to make up number of contestants Not all the teachers selected in the past can be classified as protegees of politicians, but many are and there no two opinions about it. The classification as secondary, primary, Govt employees, Headmasters, Principals, teachers of Higher secondary seems perfectly reasonable. What ways heavily is the new criteria of religious affiliation This distribution is really predominant in the final outcome Whether the number of years in each category is strictly followed is doubtful from the selections There is wide spread discontent among the teaching community and they know exactly the significance and the merit of the awardees They are not enamoured by such gimmicks. May be the general public thinks they are really deserving, There is an array of judges with unflinching background , but are they honestly independent to decide without covertly influenced? When a request was made to disclose the criteria of selection, they hid behind the cover of confidentiality. Have you nay time read the great qualities of selected teachers, other than their names and institutes they serve, a request was made to the education department to print the summaries of all awardees, so that it forms an inspiration for others to follow and emulate, But they will have none of it, simply because the truth will come out in the open from the closet, Further these teachers could form a formidable group for reformation and usher in desirable values, attitudes and changes with their gifted talents. They are all but forgotten after conferring the best teacher awards There are a large number of DSE and ABE schools but their number and contributions are inconsequential and the judgement of being pampered is passed by a person of doubtful educational merit himself. Do these meritorious teachers stand tall in the eyes of all teaching community? People simply confirm flowing with the tide for not being labelled as spoilt sport and harbouring sour grapes principle More teachers need be added in proportion to their numbers and the process must be transparent and decision and their achievements must be made public The controversy will erupt like a volcano with totally subjective criteria and political patronage The reason to keep the decision under wraps ensures discontent at bay in a non transparent manner utterly subjective outcomes of doubtful integrity At one of Headmasters gathering this is what two of them admitted openly. “ I do not know why they selected me” The other commented as “ I do not know why they selected me, May be my postings in rural schools and my association with Lions club clinched the issue, An organisation recently had the students decide the awards to their teachers, At Chinchinim, the NGO, P. C. Trust awards founded teacher prizes and also those sponsored, occasionally by local Banks at Chinchinim In this way a small effort is made to appreciate, encourage and recognise the contribution of teachers, who will be forever left out of teachers awards at state and national level, however they might be deserving, but have no influence to promote their cause There is no alternative to bring out a folder, detailing the achievements of teacher awardees in the future at least, It is not an unreasonable, outrageous demands, but just , fair and, equitable Nelson Lopes Chinchinim

As America gears up to fight in yet another war, many folks - both within and
outside the country must be wondering why the US needs to get involved in
Syrian conflict. Some of you are quite right in saying, why do we have to care
if those idiots in Syria want to kill themselves?
Then there are others who might say, the US is the only country in the world
that has the balls to set the tone in world affairs. These folks would argue,
if the US does not intervene, things could get quite ugly for those humans who
happen to be in not-so-stable parts of the world.
I am neutral in this latest consideration - because I do not have enough
information to side one way or another. { Out of the last 3 wars - I agreed
with two (Kuwait Afghan) and disagreed with one (Iraq) }
But one thing is pretty clear - more people are going to loose lives in Syria
regardless of whether America enters the war or not. Wars are always ugly and
they affect different people differently, including the children left behind by
the war's fallen.
