[Goanet-News] LINK: Ramachondra Mangesh Adwalpalkar: The first architect of the Public Works Department of Portuguese India. more by Alice Santiago Faria
http://bit.ly/AliceSantiagoFaria Ramachondra Mangesh Adwalpalkar, born in Assonorá, Bardez, Goa, joined the Public Works Department of Goa as a contracted architect on 28th March 1922, for a period of two years even though his contractual status was only formalised a month later... Of his work, we do not have a great deal of evidence but it is known that in January 1923 he held the position of Head of the Building Section from which he resigned in the following year The Maternity and Surgical Pavilion of the Central Hospital of Goa, in Pangim, is the only building we can confirm he designed but there are other buildings that may have been his work in the period between 1922 and 1924, such as the Nossa Senhora dos Milagres Hospital, in Mapuça, on which construction began in 1923. It is also known that Adwalpalkar sat on the commission and oversaw the conversion work on the building bought from Misericordia to house the Afonso de Albuquerque High School, in Altinho, as well as the commission that chose the plot for the construction of what would become the Massano de Amorim primary school. It is also known that he carried out inspection of the repair work on the Church of Pérnem http://bit.ly/AliceSantiagoFaria -- FN Phone +91-832-2409490 Mobile +91-9822122436 Blog: The View From My Window http://wp.me/1c1F

[Goanet] Experience at Jet Airways
GoaNetters, Most developed nations have customer service that goes well beyond their call of duty to provide their customers a better experience. But in India, there is no such thing as a customer service. In India, its all about How-Quickly-Can-I-Make-My-Money or How-Much-Bonus-Can-I-Make. A case in point, is my recent experience with Jet Airways in India. In order to simplify purchasing my airline ticket on a website, I purchased one ticket from JFK to BOM on Virgin Atlantic and a second ticket from BOM to GOI on Jet Airways. Both tickets were purchased using my US issued credit card. I did not realize that because I purchased two different tickets, my baggage (2 pieces of 50 pounds each) would not qualify for the same weight limits on Jet Airways. The lady at the Jet counter in Mumbai explained to me that there was nothing she could do to lower my excess baggage bill and that the orders to charge for excess baggage came directly from their CEO Mr Gary Toomey. So I ended up paying Rs 7000 in excess baggage - because their rules allowed only 15 Kg (33 pounds) of baggage per passenger. This is unbelievable! First of all, they charged close to $200 for a round trip flight between BOM and GOI - a mere 50 minute flight each way and another $115 dollars on excess baggage! On the way back from GOI to BOM, I cut down on my baggage because of the rip off. Never the less, I still ended up paying Rs 4500. I just had to bring some Goan stuff back with me - otherwise I would have never considered paying outrageous fees. Just so that you do not fall in this trap, my advise is to purchase your tickets on the same PNR (one booking for the entire journey). Congratulations Mr Gary Kenneth Toomey on your extra earnings. Please enjoy the extra bonus you are going to reap at the end of the year! But you are never going to see me or my family travelling with your airline - ever. I am copying this email to Mr Toomey and their public relations folks, so that they can share this good news with their company's stake holders. On the other hand here are two most recent positive experiences in North America. 1. During a recent trip to Toronto and its suburbs, I ended up driving on 407 ETR. I vaguely remember going through some section of a highway where it indicated that its a toll road. I thought, their cameras could simply scan my US issued EZ Pass or I could simply pay my toll manually and be on my way. But there were no toll booths nor any human collecting the toll. So I simply drove away. About six weeks later, I got a bill from Canada for $18 indicating that my car was scanned driving on their toll road without a transponder that pays the toll. I called the customer service at 407 ETR and tried to explain to a very fine lady that I wanted to pay the toll but that there was nobody collecting it. She treated me courteously and explained how their system worked. Since this was my first time going through the Canadian ETR system, she waived off the fee. How nice!!! I feel like going back to Canada and spend some more money there! 2. I over shot my parking time in NYC by about 4 or 5 minutes and was promptly issued a parking ticket. If you are not aware, parking tickets in NYC aren't cheap. So I pleaded not guilty and submitted a nice explanation along with my proof of parking payment and highlighting that I missed only by a few minutes. At most, I thought they might reduce my pain by lowering the fine. But I got pleasantly surprised when I opened their email and found that they dismissed my ticket. Wow!!! You will never find such luck in India Maybe if you bribe! Jim Fernandes. New York.

Re: [Goanet] Old-style measurements... paileo, kudov, khandi
For you Rico, Greetings. This is of one of my findings. The podd measures 1.024 litres according to the methods I have used. It can be used to measure rice, solam, salt, dry fish prawns. Now, if it is plain water, it could be taken as 1 kg. Rice works out to be roughly 0.75 kg. So also the weight of other items will vary. I once checked out with the Legal Metrology officials so they could move to leagalise it, but it found no favour with them. There are also more measures; smaller ones like ginnati, onnati, etc which are fractions of podd and monn which is a multiple of podd. One good source of info and pictures is the dean's palace in Quepem town. [Goanet] BJP's poster boy Narendra Modi -- more of a street fighter than a prime ministerial candidate -- By Nisser Dias
*By Nisser Dias 19th Nov 2013* *BJP’s poster boy Narendra Modi – more of a street fighter than a prime ministerial candidate* In the run-up to the parliamentary election 2014 there is a pitched battle between the two main national parties – Congress and the BJP. While the saffron party has already declared its prime ministerial in Narendra Modi, the Congress probable candidate is Rahul Gandhi. There is sea of a difference between the two personalities. While Narendra Modi is seasoned politician heading Gujarat as its chief minister for more than 10 years, Rahul Gandhi is novice. But while Rahul is suave and has acceptance among the modern young voters and the youth, Modi tries to project a chaste image but behind every Indian’s mind is the horrifying illustration of his alleged involvement in the horrifying Godhra riots in Gujarat. While the Congress party is riddled with charges of massive corruption, Gujarat is projected as a developed state under Modi governance. Having said that the tone of the campaigning for assembly election is 4 states in the last few weeks adopted by Narendra Modi has been very cheap. He initially tried to malign Prime Minister Dr. Manmohan Singh with various allegation and innuendo and then went on to attack Sonia Gandhi and Rahul Gandhi. Without a shadow of doubt, the people of this country are disappointed with the UPA and are looking for a change. A change that will bring about a transformation of the administration, stability of the rupee, higher growth in country’s economy, better development, better infrastructure so on and so forth. In the last ten years these things have not happened as per the expectation of the people and Narendra Modi turning Gujarat around in various aspects the citizens have high expectation of him. But in last few weeks aspirations and hopes of the citizens in the ability of BJP’s prime ministerial candidate have crash landed. The reason being Modi has not spelt out his future plans for the country in case he is successful, he has only concentrated on attacking the prime minister, Sonia and Rahul Gandhi and the Congress. We all know that the UPA has floundered and faltered on various issues and people of this country are eager to know Modi’s or BJP’s plans to undo the mistakes of the UPA and turn the country around. Citizens of this nation are keen to know Narendra Modi’s agenda for the governance of the country, its development. Indians are eager to know his plans to alleviate the down trodden and poverty stricken population and other host of issues plaguing mother India. Launching a scathing attack on the UPA in a bid to expose its main players is one aspect the other being his plans if people hand over the reins to the BJP. We do not want Hindutva rule where Mosques and churches will be burnt and broken nor do we want India made attractive only to the industrialists and the other sections of the people neglected. Though we require our economy to grow we also need peace and security for its people. But from tone and texture of the Modi’s speeches during his campaign it is relatively clear that he is more interested in belittling the prime minister and the Gandhi’s. As a prime ministerial candidate of BJP it was expected from Narendra Modi to show a great degree of culture, finesse, poise and refinement to suit a position as great as that of the prime minister. But as of today, at various public meeting in different states he has projected himself as a street fighter due to which he has lost his popularity among the intellect and the youth of this country. Personally I would not want Narendra Modi as my prime minister given his alleged involvement in Godhra riots, given his dictatorial attitude and arrogance. But then the BJP does not have a more popular leader than him. Along with Narendra Modi, the BJP too has lost their rating, firstly for frequently disrupting functioning of the Parliament and also due to internal dissention and bickering. Yes we need a change in governance but the choices before us are nil, it is either the UPA or NDA or third front with regional political parties which is still in its foetal stages and is unlikely to be ready before the 2014 Parliamentary polls. In Goa people brought about a change by handing a humiliating defeat to the Congress led coalition and brought in the BJP led coalition to power. Today we realise that we have jumped from the frying pan into the fire – where the will of the people’s elected representatives does not represent the will of the people. Law and order has become a joke and crime graph is increasing, economy is a bad state but promises are being made galore, students are put to inconvenience due to extended timings and decrease in holidays and there is no sign of distribution of Tabs as promised. The list can go on. Hence we

Re: [Goanet] BAN EXTENSIONS IN SERVICE AND CONTRACT APPOINTMENTS TO THE RETIRED
Government should stop giving extension in services. They should employed more administrative as well as technical people. It i they should train during probation period, which will reduce the number of retire people. On Sat, Nov 16, 2013 at 6:26 PM, Jose Colaco cola...@gmail.com wrote: On Nov 15, 2013, at 6:51 PM, Aires Rodrigues airesrodrigu...@gmail.com wrote: To protect the interest of the Goan youth there needs to be a total BLANKET ban on extensions in service and contract appointments to the retired with NO EXCEPTIONS whatsoever. Infact the government needs to revert the retirement age to 58 and bring hope to the young UNEMPLOYED. That will be a true and much needed Parivartan. COMMENT: I believe that Governments have the primary responsibility to govern. The civil service would be best managed IF there was a system of apprenticeship by which juniors are trained by seniors to take over when it is time for the seniors to retire. What damages good governance is a combination of the following (incomplete list): political interference and favoritism, influence peddling, back-biting, domination of junior babus by senior babus even to the point where juniors are delegated to routinely do household chores for the seniors, and near non-total non-performance of the job they are hired to doetc While Aires may be expressing his (the common) frustration with the unending ghuspott in Goa, his solution is not only unreasonable but also counterproductive. jc jc
[Goanet] A Tall Order?
Sometimes the easiest solution is also the most difficult. The people of Goa should forget about dissipating their energy in all directions like the drugs problem, the corruption problem, the traffic problem, the outsider problem, the mining problem, the beaches problem, the political interference problem, the robbery problem, the gambling problem, the prostitution problem, the goonda problem right upto the word problem itself. Everthing can be traced to an ineffective, spineless and underpaid police force. Push, agitate, don't rest until just two related things are achieved. A) the police are well-paid (Goa can afford it if it can afford many of the current idiotic benefits that are thrown much like confetti). This may not totally eliminate bribery but it will be controllable and thus punishable. B) Remove political control and put it under civilian, totally non-political Police Board oversight like the rest of the world does. Board staffed with publicly respected people from different walks of life. Since the CM, Home Minister or any other minister will have zilch to do with the police, any orders from them in the interest of the state or of governance should go through the board and in writing subject therefore to RTI. Appointments, promotions, transfers all done by the PD itself, higher levels reviewed by the board. Robbing sand? Culprits arrested and charged. Mineowners flouting the law? Ditto. Vagrants sleeping on public property? Keep a large police marine rubber dinghy and send them for a night's rough sleep in a group with duty police onboard. Ditto for polluting and lawbreaking casino operators. Home Ministers and sons found dabbling in drugs? Sodium Penthotal (truth serum) aka narco tests like for serious criminal and terrorists in India. Nigerians on the rampage? Just clamp down on the drug trades both local and foreigners. By the way all that wouldn't have happened at all if everybody trusted the police. As an interviewed Nigerian said it, his people suspected police would plant drugs on the murder victim. A not unfounded expectation given the history of the Goa Police in such matters. All democratic and lawful methods within existing powers implemented without fear or favor for public, politicians and police alike. Of course I may be accused of smoking sonething strong to expect such a solution to be implemented (which minister with his chamchas want to leave office in the same financial situation as they entered it or which Goan voter is bothered enough to actually want to do this) but if one has equally or more effective solutions please make it known. [Goanet] Breach of Catholic Trust
First it was widespread pedophilia among Catholic clergy throughout the world and the even more scandalous suppression of it by the hierarchy of bishops reaching up to a previous pope. In India's Catholic world too, similar scandals were not unknown. Though pedopholia was probably rampant like elsewhere, though not as publicly revealed, due to the extraordinary respect once given to priests in Indian society, sexual exploitation of nuns especially in Goa's backyard Kerala, was the bigger scandal. The revelations took place due to courageous nuns risking their lives, their livelihood and their monetary benefits due from the church, baring their sordid experiences through books and through other public means, how they were shamelessly taken advantage in the name of God. As if hundreds of thousands leaving the church finding it hard to beleive that their own salvation could be obtained through a tainted entity was not enough, now comes another revelation from an Italian public prosecutor in Calabria that the Calabrian mob (Ndrangheta) could be considering the assassination of Pope Francis because of his intolerance to the financial crimes of every kind that the Vatican has been embroiled in. Rumors in serious circles have always made the rounds that Benedict the previous Pope very unusually took a bow from the papal office because he was under a similar threat. While Vatican apologists will take consolation in the honesty of Benedict and Francis, we Goans will feel betrayed by the bureaucracy of a Church whose every earthly word was as good as oheaven-sent to our fathers and mothers and all their ancestors who beleived and prayed like their life and life thereafter depended on it, little knowing that the source of all their beliefs could have come from a bunch of crooks who spoke one thing but did another. Woe to those who will tell me that we cannot hold them to a higher standard. From the days of paid indulgencies to pedophilia and financial thuggery do the most poor and vulnerable and naive always get taken for the hardest ride? Roland. Sent from Samsung Mobile

40 lakhs insurance on gas cylinder explosion The consumer is insured from the time of release of the gas connection. The risk cover varies according to the instalment paid and can go up to 50 lakhs for damages and hospitalisation. The consumer has to pay Rs 70 for two years towards vital maitenace charges and get certified that accessories are original and ISI approved. The recipt should be insisted upon for periodi check by the acredited company mechanic. If this condition is not satisfied then claims will not stand as the consumers will be blamed for flouting the norms.10, 000 accidents take place in a year due to cylinder explosions, but the number of deaths are less. The companies pay huge installments to Oriental Insurance, but not a single compensation is paid , because there are no claims and consumers are ignorant about their rights and responsibilities The companies and agencies do not give due publicity because of the additonal expenses in the highly subsidised product, Not even mandatory notice is displayed on the notice board The consumer should be compulsorily provided with the detail information of risk cover at the time of getting the domestic gas connection. On the other hand the consumer in his own interest should demand in writing from thre gas agency the details regarding risk cover, Ignorance of law will not protect even the most knowlegeable consumers in case of cylinder explosions and consequent damage It is a small price to pay and ensure risk cover Nelson Lopes. As far as the customer service in flight goes, My wife travelled Qatar Airways to and from Dabolim (GOA) -Vienna (Austria) -Goa. A request to the Air hostess by my wife to help her with her hand-bag to place in the cabin overhead storage rack above her seat got a promt reponse. That is not my duty Therefore, we must have it defined what is the duty of the cabin crew when it comes to senior citizens. Dear FriendsNever take lic policy from employees of LIC. There are many LIC employees who have taken lic agencies in their relations' name and far away from posting. since the employees are not transfered there is no problem. A friend of mine took a policy from an employee in Mapuca and went on paying the premiums for 20 years . She always thought that policy was in Mapuca but when maturity came she had to go two times to canacona to get her money. This employee had his agent in canacona and not only that the staff got promotion and is now out of Goa . A employee from Panjim has taken lic policy in Pernem. and so on and everyone knows about it. I am writing this because the other day when I went to Mapuca to pay my lic premium a staff approached me offering me rebate if i do policy with him. Now we?re facing widespread revulsion, and targeted as racist. There is no doubt this tourism season will be impacted, and the damage done has been quite possibly permanent. It was a total failure of crisis communications. Instead of pointing out the fact the real issue was a result of straightforward drug cartel rivalry that spilled into violence, members of the government of Goa put itself in the back foot with outright racist comments, ie ?Nigerians are a cancer.? The government then went on a kind of witch-hunt into Parra and neighboring villages, seeking out and evicting African visitors whether or not there was any evidence to connect them to the drug trade. The same Goa government that has tolerated every kind of illegality (including far worse than the small-time Nigerian peddlers ) by foreigners and locals in the coastal belt, singled out Africans for group punishment. Here it is useful to point that Nigeria and India continue to share a lot of history, and are major trading partners. They both fought for and won independence from Britain in close succession. India immediately became the world?s largest democracy, and Nigeria the largest country in Africa. Today, no country in Africa supplies India with more crude oil ? almost half-a-million barrels each day, worth more than $10 billion. Non-oil trade is also increasing rapidly, coming close to the same $10 billion per year. A million people of Indian descent (an estimate) live and work in Nigeria. This is why the badly mismanaged and sensationalist communications about Goa?s campaign against Nigerians has caused a political storm in public opinion in that country, and led to consternation among the politicians in Lagos. Earlier this week, the House of Representatives of the Federal Republic of Nigeria ? the highest elective law-making body of the country ? spent its day worriedly discussing Goa! That august African body mandated its powerful committees on Foreign Affairs and Diaspora to investigate the incidents immediately, and enacted

http://bit.ly/AliceSantiagoFaria Ramachondra Mangesh Adwalpalkar, born in Assonorá, Bardez, Goa, joined the Public Works Department of Goa as a contracted architect on 28th March 1922, for a period of two years even though his contractual status was only formalised a month later...

I did?not realize that because I purchased two different tickets,?my baggage (2 pieces of 50 pounds each) would not qualify for the same weight limits on Jet Airways. First of all, they charged close to?$200 for a round trip flight between BOM and GOI - a mere 50 minute?flight each way and another $115 dollars on excess baggage! Congratulations Mr Gary?Kenneth Toomey?on your extra earnings. Please enjoy the extra bonus you are going to reap at the end of the year! But you are never going to see me or my family travelling with your airline - ever. I am copying this email to Mr Toomey and their public relations folks, so that they?can share this good news with their?company's stake?holders. On the other hand here are two most recent positive experiences in North America. 1. During a recent?trip to Toronto and its suburbs, I ended up driving on 407 ETR. I called the customer service at 407 ETR and tried?to explain to a very fine lady that I wanted to pay the toll but that there was nobody collecting it. She?treated me courteously and explained how their system worked. So I pleaded not guilty and submitted a nice?explanation along with my proof of parking payment and highlighting that I missed only by a few minutes. At most, I thought they might reduce my pain by lowering the fine. But I got pleasantly surprised when I opened their email and found that they dismissed my ticket. Wow!!! You will never find such luck in India Maybe if you bribe! Jim Fernandes. New York.
Re: [Goanet] Experience at Jet Airways
Floriano, this is unbeleivable although I know you wouldn't be lying about it. Akbar Al-Baker who as civil aviation minister founded and nutured the airline and has been CEO from the start is a total fanatic about customer service. I know him well and became an acquaintance from the days he owned a small outfit called MotherCare in Doha. He is known to travel incognito on QA which being an unassuming and slightly built man is easy to do and the flight staff used to tremble lest he saw them commit even the slightest customer boo boo if they outed him. If he hears of your incident, it is instant dismissal of the stewardess concerned and if your wife was sufficiently insulted to want to email this and accept the fate of the offending staff, I assure you that is what will happen.
