Devnagari Konkani, in effect, is nothing but a Goan version of Marathi. BY VINAYAK NAIK Editor-in-Chief, Goa Today magazine Dear friends, I would have, ideally, liked to speak to you this evening, in Konkani. But I have decided to speak in English instead simply because the type of Konkani I speak has a pronounced Devnagari flavour. And this function being, essentially, one of Romi Konkani, I do not want anybody in this august assembly here in front of me, to run away with the idea, right at the start of my talk, that I may be a supporter of Devnagari brand of Konkani. Actually, that’s precisely what I am not. Most of the people present here, of course, know it. But some may not. That’s why this clarification. In fact, I would like to mainly dwell, at some length, on the rather problematical Romi-Devnagari issue on this occasion. I’ll do that in just a moment. But before I launch into that topic, I would like to extend my hearty congratulations to the Dalgado Konknni Akademi for the fabulous work it has been doing, all along, right from its initiation, for the prime purpose of fostering the growth of Konkani – especially Romi. In fact, no praise would be too high for Dalgado Akademi and all its constituents for having striven, all these years, to keep the Konkani flag, or rather the Romi Konkani flag flying. Very well done indeed! Also, I would like to congratulate the five outstanding Konkani personalities who have become the Dalgado Konknni Akademi award recipients, this time, for their meritorious endeavour towards Konkani’ s elevation as well as propagation. No doubt about it, it’s an honour each one of them has most deservedly earned. Well, along with the five awardees, I too feel honoured, on this occasion. In fact not just honoured, but doubly honoured, because it’s the second time that the Dalgado Konkani Akademi has deemed it fit to have me as the Chief Guest for its function , the earlier occasion having been, well over three years ago, when the late Dr Olivinho Gomes’ book had been ceremoniously released at my hands. Now, I’ll get down to brass tacks and come to the subject I promised to discuss, a while ago. I mean, the ongoing Romi Konkani versus Devnagari Konkani scuffle. Those who know me well enough, are fully aware of my pro-Romi stand right from the time the script controversy came to the fore. In fact, I have been absolutely consistent and rigid in holding on to that stand. Mark you, it has not seen even the slightest mutation over the years. One can easily check this fact by reading afresh the Romi Konkani –friendly editorials I have written in the magazine I have been editing, Goa Today, over the last 18 years. Well, I have never done it with a view to playing to the gallery. Or for that matter, to seek popularity for myself in Goa’s Romi- Konkani-espousing community. I have done it all along, going by the prompting of my heart. Today, 18 years down the line, I would say, my commitment to the cause of Romi Konkani is stronger than it has been ever before. It is my immutable belief that it is Romi Konkani which should have been recognised as the sole Official Language of Goa, and not Devnagari Konkani, which is unfortunately the case. The Devnagari brand of Konkani, relatively speaking, is very recent. In fact, I would call it a post-Liberation creation. Honestly, I don’t remember having heard of the term Devnagari Konkani until Goa’s Liberation. That’s because it didn’t exist at all. Maybe just an odd man or two had scribbled a few lines in Devnagari Konkani, but that output was too little to merit being labelled as Devnagari Konkani literature. Believe me, some people, who have been reading my editorials, have expressed great surprise over my patently pro-Romi stance. Some have even questioned as to how I could be having so much affection for Romi Konkani despite not being able to even hold a simple conversation in it. Well, there you are! That’s precisely the reason! Because I don’t understand Romi well enough, I am able to genuinely appreciate the large-scale difference that exists between the Devnagari version of Konkani and Romi Konkani. The two are far too different! All the more reason therefore, according to me, for their independent existence. The lovers of the so called Devnagari Konkani are conveniently trying to give the impression that the two versions of Konkani – Devnagari and Romi – are very nearly synonymous. Meaning, they are as good as the same. But, in reality, that is not the case at all! I dare say, they are poles apart. That’s why one should try and understand the difficulty in learning Devnagari Konkani experienced by thousands of Christian children in Goa, who have been exposed, from the time they were out of the womb, to only one brand of Konkani at home. And that’s Romi! The contention of several Devnagari Konkani votaries is that since all the kids coming from the Catholic households in Goa have to study the

[Goanet] A PANCHANAMA OF MANOHAR PARRIKAR'S TWO YEARS AS CHIEF MINISTER.
Election promises cannot be like China-make goods which come neither with a guarantee nor warranty. As the Manohar Parrikar Government completes two years in office it is time that we, the people, audit its performance. This government has to be assessed as per the 'Goa Vision Document 2012-2017', released by the Bharatiya Janata Party in the run-up to the March 2012 Assembly elections and also vis-à-vis Manohar Parrikar's first Budget Speech on 26th March 2012. On March 9th 2012 Manohar Parrikar started his second innings as Chief Minister by burdening the State exchequer with Rs.11 lakhs squandered on that pompous swearing-in ceremony on SAG grounds at Campal rather than the customary modest one at Raj Bhavan. Were the best and brilliant from amongst his MLAs chosen as Ministers? Matanhy Saldanha's sudden death was a jolt to this government. But how is it that the BJP which claims to oppose Family Raj could find only Alina to fill the void? Late Matanhy himself was strongly opposed to Family Raj. On Manohar Parrikar's political tricks of the trade to get Alina elected unopposed, the less said the better. In its 'Vision Document' the BJP promised that Annual Performance Reports of every government department would be prepared and publicized. This has not happened. Also promised was participatory governance at village level as envisaged in the 73rd and 74th amendments, which too, has not seen the light of the day. Promised was a new Agricultural policy to make agriculture a more rewarding effort but all that we witness today is the sight of fields and hills being converted to concrete jungles. We were assured a new regional plan keeping in mind Goa's identity, but there is no effort in that direction while a selected coterie of builders are having a field day with constructions mushrooming everywhere without basic infrastructure of electricity and water, parking, sewage and garbage disposal. To ensure regular, uninterrupted power supply we were promised that the whole of Goa would have underground cabling in five years. The government which had promised to make Goa plastic-free in three years now has just a year to fulfill that promise. Two years have passed and the promise that a garbage management system would be in place in 18 months is still a distant dream. The government has miserably failed in its promise of 12 hours-a-day uninterrupted drinking water within two years. It has failed to appoint a Minority commission as promised. Contrary to assurance, the six-lane Zuari Bridge seems no more a priority. Let the government enlighten us as to how many Non-Resident Goans (NRGs) it has encouraged and in what manner, for Goa's development, as promised in that Vision document. In his first budget speech the Chief Minister had assured us that every Department would implement e-governance within 18 months. Sadly, even most government websites are dysfunctional or remain not updated for months. The '*aam aadmi*' is now paying much more for all government services. Even the fee for registering a Power of Attorney which was earlier Rs.25/-, has shot up to Rs.500/-. It has been two dismal years of confusion, contradictions and controversies. This may sound like a requiem but that, is the unfortunate ground reality. During the election campaign, Manohar Parrikar had promised us the moon but has reneged on almost every promise. He used every trick under his sleeve to usurp the office of Chief Minister. We thought he had learnt from his past mistakes and would turn a new leaf. Sadly, it was not to be. It is the same old Manohar Parrikar, puffed up with added arrogance and highly allergic to any criticism. His one remarkable achievement is of having stifled the entire voice of the Opposition. Through his trademark tactics he has successfully leashed and grounded most Opposition MLAs. Surprisingly, to Parrikar's credit goes the fact that many of the otherwise vocal and proactive NGOs have gone comatose. He has been playing to the gallery on the issue of Special Status but has done nothing to control the alarming and unacceptable levels of migration into Goa. Despite having been given a clear mandate, Manohar Parrikar has been unable to deliver on the '*Parivartan*' or grassroots change that he promised by way of Good governance and Zero tolerance to corruption. Rampant corruption continues unabated. Scams continue galore. What has changed is only the identity of the agents, brokers and beneficiaries. And we are without a Lokayukta till the Chief Minister finds another pliable one! We were assured clearance in three months of the garbage strewn all over. Apart from a cosmetic exercise on some roads, the garbage situation statewide has instead turned critical. He has not had the spine to deliver on his promise of banning plastic bags. Escalating level of crime is a matter of grave concern. This government will never be forgiven for hushing up the January 14th 2013 rape of a 7-year old Vasco

It's true CanOrient has its own premises. The GOA has a house in the Canada Wonderland area. But it's not rezoned yet to have community clubhouses. Combining these two associations is no easy task. They have assets worth several million dollars. GOA and CanOrient youths had many joint events together. But no more. Each youth group is doing things their own way. Many Goans held or still are members of both associations. The Pakistani Goans were mostly involved in CanOrient. I have been for functions organised by both groups. Each has its own flavour, even though a lot of the recipes overlap. Wish to see the result of the meeting. Also wish to know who called the meeting in the first place. Have not committed any breach of privilege by raising various issues against Rajendra Arlekar who happens to be the Speaker of the Goa Legislative Assembly. Regarding the notice of breach of privilege given by MLAs Ganesh Gaonkar and Pramod Sawant, have done nothing wrong to apologise and would rather go to jail then be cowed down by such high-handed tactics. The issues raised against Rajendra Arlekar of his alleged misdeeds before the Anti- Corruption Branch, Income tax authorities and Hindustan Petroleum are in his personal capacity and have nothing to do with his role as Speaker of the Goa Legislative Assembly. So in no way, can it constitute a breach of privilege of the House. With utmost respect to each organ of the democratic set-up, including the Judiciary and the Legislature, one should never be reluctant to take on anyone in the set-up, for any wrong doing, which is in breach of the Constitutional mandate. This has to be done to uphold the Constitution and the laws of our land. The rule of Law must always prevail against the rule of the sword or that of the mob. The privilege notice given by the two ruling two MLAs Ganesh Gaonkar and Pramod Sawant is a gross abuse and an attempt to intimidate. Recourse will be taken to all legal avenues to expose this misuse of the provisions of Privilege. The powers under Article 194(3) of the Constitution is not an independent power, but powers necessary for the conduct of the business of the House. Have done anything which would impede the functioning of the House. The freedom of speech and expression and the right to life and liberty and the right to approach the Courts of law, guaranteed by the Constitution, could not be lightly interfered nor taken away, by means of such tactics, using the cover of breach of privilege of the House. As the petition filed against Rajendra Arlekar is currently pending before the Special Court under the Prevention of Corruption Act, this notice of privilege amounts to gross interference in the administration of Justice. The attention of the Court will be drawn while seek appropriate orders when the matter comes up for hearing on 12th March. Shall as a law abiding citizen appear before the 7 member Privileges Committee headed by Deputy Speaker Anant Shet and the Legislative Assembly when summoned and satisfy them beyond any reasonable doubt that no breach of privilege whatsoever has been committed. There is no reason to tender any apology. Would respectfully appear before the Goa Legislative Assembly and say that I am sorry that I cannot say sorry. Several matters arising out of the proceedings of the Goa Legislative Assembly - whether in relation to the Tenth Schedule of the Constitution or in the matter of dissolution of the Assembly, have all reached the corridors of the highest Court of the land. Am ready to take this battle to the portals of the highest Temple of Justice, to obtain an appropriate interpretation of the scope of breach of legislative privileges - an undefined term, which would then be a precedent for the country, in the larger public interest, so the dark days of Emergency are not being brought in by the back door, by misuse of official machinery. The teacher with limited time and compulsions cannot give a wider, broader knowledge on all aspects of the topic. These assignments need to be planned well in advance , possibly at the beginning of the academic year, so that there is no crowding of work in the end of the year, both for evaluation and satisfactory completion .. The topics may be related to school matter or student be given choice to choose their own topic of interest or an application, practical device.,on related topics, under guidance and supervision. The difficulties that are likely to be encountered need to be foreseen and acted upon. The assignments must create interests and motivate self learning arousing their interest and curiosity.The assignments be divided one in each term, month wise for subjects .The teachers need to guide students about availability of reference books and the topics and pages be catalogued for easy access. It means that the educators themselves must be prepared in advance about the type of assignments to be given and the topics, It is the bound ant duty of the teachers to make available source material , augument in the school library or direct to specific sources in the village or municipal library, with which the teacher himself is well familiar with.Gathering information, compiling on some specific projects, etc in the vicinity could also be interesting and meaningful , Too often the assignments are written materials only, which may not lead to creativity and innovations The evaluation of assignments need to be done orally about the insight gained as a process, sources used as a reference, abilities of selecting, comprehension and reporting and most of all whether it is independent work of the student .Merely copying from internet does not meet the specific objective designed .Many a times the unrealistic, impractical assignments are homework for the parents, who are anxiously fretting about, trying to beat the deadlines to help their wards The best assignments could also be displayed as a part of exhibition of assignments in the schools Nelson Lopes, Chinchinim

The voters at large are fed up with the antics of the two major National parties and long standing splinter groups, remants and factions of older parties. Every move and action of AAP is vociferously contested, analysed to discredit them, and painting them with the same brush as the older parties. Questions were raised about their integrity, finances of AAP, when they were available on the net, which none other parties want to replicate, as an exercise of transparency and accountability. On the contrary donations below Rs20, 000= are major contributions filling the coffers of parties and unaccountable.. The awaken masses, youth and women force will not be blown over by excessive exaggerations of some slips., The yawning gap between promise and actions is not unbridgeable like in the major political parties . who own jets and travel at willat the cost of industrialists.The one travel by private jet does not discredit the credentials of APP, or the accommodation example of AAP. Many politicians, who are defeated, still continue to live in Govt accommodation, defying all rules and norms of decency. Pratibha Patiltried in vain to build a palatial residence for herself , post retirement on land allotted to forces .The scandal by Ashok Chavan and othres stands as a mute testimony of abuse and the recent land coversion in the precincts of Parliamament is worst example of nepotism. Only Abdul Kalam can be called the epitome of simplicity. AAP has stated its clear position on corruption, simple, and ostentatious living, travel and facilities, Their experiences in covering the tracks are not woven into a masterly fabric of deceit and cunning, The press and media going hammer and tongs on just one isolated incident is in poor taste and unwittingly in a tearing hurry. The major political parties are content to see them falling in the same muck , so as to say, Six decades and people of India are aghast at the behaviour of National parties to fool them on issues confronting the the very existence of accountable administrations, responsive to the needs of the country. The advent of a new force to reckon with , bereft of muscle and money power, trying to displace their cosy , comfortable position in politics is resented with all their might at their disposal .Though AAP was against the collaboration with either National party, Congress found it convenient to buy some time in aligning with AAP, Even then the AAP went against the very interests of Congress ,even for a short time, knowing well that congress will pull the rug under their feet. One does not expect AAP to work miracles, which the major political parties have failed over sixty years of misrule of corruption and self-aggrandisement. The youth power and generation next cannot be fooled any more by old tested promises of deception It is not just to compare AAP to long standing parties in delivery of their promises without majority. It is equally unjustified to comb their minor aberrations with a fine comb, magnifying , enlarging their faults to the extent of extinguishing their effort and thus enhancing the status quo ante The election results of the 2014 will indicate the anger, annoyance, intolerance of the masses in order to build a new equitable order, The regional parties are on the ascend ency on the National scene and their influence will obliterate the tall claims of both National parties, taking for granted their superb skill of manipulations of the system to their advantage. Every one has axe to grind in not allowing AAP not to take roots and foothold, because AAP is a threat to corruption and unresponsive administration. The poor are marginalised and all talks of ameliorating their sufferings are only adding salt to the wounds. The banner of aam admi floated by the parties is a banter of deception to cling to the power . AAP must be encouraged to tide over the teething problems, but do not undermine their purpose and resolve to make a difference to the politcal system. Administrative experience is a different matter and the old guard entrenched in the system and with allegiance to old masters will not give up so easily, so as to expose themselves and their shady deals. However unpalatable the floundering AAP might be , it must be allowed and given a chance to take roots to usher in a new order, By all means expose their

-- Samir Umarye *Major relief for tenants in evacuee properties* PANJIM: Chief Minister Manohar Parrikar on Friday said the Goa ( Abolition of proprietorships, titles and grants of lands) Bill, 2014, which has been passed in the Goa Legislative Assembly, was exclusively for those who come under the title. Speaking to reporters in his chamber after the bill was passed in the Assembly session, Parrikar said it is however not applicable for ' aframento' properties. This law ( referring to the Bill) ensures that people get freedom from the custodian property existing at Mayem and at certain places in Siolim as well as Cuncolim... It is applicable for only the title related... he said. Parrikar on Tuesday had introduced this special legislation transferring all the custodian controversial lands to the Goa government and made provision of Rs 20 crore for its implementation, in his Budget. All rights, title and interest of every proprietor, title holder, owner, grantee, in respect of any land held by him for his predecessors or his ancestors, under the erstwhile Portuguese regime, including those which has been declared as ' evacuee property' under the Goa Daman and Diu Administration of Evacuee Property Act 1964 and presently vested in the custodian of evacuees property shall stand abolished, extinguished and permanently cancelled and all such rights stand transferred and vested in the State government, the bill reads. This is aimed at resolving the long-pending issue of evacuee properties in Goa and as chief minister Manohar Parrikar put it, set the ball rolling for the liberation of Mayem. Opposition leader Pratapsingh Rane proposed that the bill be referred to a select committee for proper study as the bill did not specify the financial implications of the new act. Parrikar said that the government has made a budgetary provision of 20 crore which can be raised to 40 crore. He also said all problems arising from passing of the bill can be resolved. The government has given an assurance to pass the bill in this session of the legislative assembly, so we wish to go ahead and pass the bill, Parrikar said. The bill sought to abolish the rights of the landlords over the evacuee properties that were acquired from the Portuguese government. Later speaking to the media, Parrikar said that the new Act refers specifically to land granted under titles of conde, visconde, marquis, etc by the erstwhile Portuguese government. This relates specifically to evacuee properties, primarily in Mayem village and some in Siolim. While the Act abolishes all rights of the landlords over the land that will henceforth vest with the government, the landlords have a right only to claim compensation. The amount of compensation will be decided by the district collector. Parrikar said the land is mostly mundkarial and the Act has a clause for the government to hand it back to the mundkars. Parrikar virtually ruled out possibility of the Act being challenged in court. Almost the entire Mayem village, measuring about 3,773 hectares and having about 2,500 houses, is evacuee property.
