I think I have answered this in my article in Herald on 12th June. He was brought up by the RSS and bonded to them .He paid his dues in 2002 and changed subsequently to win consecutive elections in Gujarat.He has paid his dues to the BJP by winning this election for them to dominate the LS. Now he is his own man, and I expect he will do what he thinks is right and surprise both his detractors and admirers! We can only wait and watch. But one nagging doubt remains. Did Modi have the power to prevent the train slaughter in Gujarat and if he couldn't, why on earth not. Worse, if he was involved and even responsible for holding back state forces that could avert the tragedy, what was his reasoning for doing that. It is time for him to come clean before his countrymen, other than those of his natural followers in the RSS and BJP who need no explanation, with whatever defence he has, to wipe his soul, the conscience of his voters among whom I would count myself if I had the vote and not least of all, the stain on a good country. Prabhudessai has been made a scapegoat by the Goa government for allegedly having leaked information on that tax payer sponsored Brazil junket which was hatched by six MLAs including three Ministers with the blessings of Chief Minister Manohar Parrikar. Whoever has been vigilant to save the State exchequer of those whopping 89 lakhs must be infact honoured and felicitated on 15th August. By unjustly penalizing V.M.Prabhudessai who is a proven upright and competent officer, Chief Minister Manohar Parrikar has only reaffirmed that he does not believe in transparency and openness in governance. If that Brazil junket as claimed by the Chief Minister was for the good of Goa why did the government have to be so secretive about the whole affair? Spread 400g of loose soil out on a flat, non-metal dish. Heat the soil on a high temperature in your microwave for 90 seconds until it starts to steam, then allow to cool thoroughly before use. A long time ago I saw the video of Manohar Parrikar, answering a question, giving all sorts of explanations as to why although it happened under his (Modi's) watch,Modi could do nothing about it. I remained unconvinced. Personally I have Parrikar pegged as a flip flop, unable to convince anybody about anything, unlike Modi. Events that followed with Manmohan Singh and the Congress Party's bumbling with the nation's matters brought me back to thinking that there was no alternative to Modi. He would be India's saviour as much as that country had a need of a political strongman saviour. Now that he is ensconced in a position that could effect good change for India, we are all watching to see if our expectations come to fruition. I have no fear on the communal side. Better a strong BJP leader to prevent a national communal tragedy than a vacillating secular, indecisive prime minister always watching his back and wary of pressure groups on all sides who could easily make him change his action. But one nagging doubt remains. Did Modi have the power to prevent the train slaughter in Gujarat and if he couldn't, why on earth not. Worse, if he was involved and even responsible for holding back state forces that could avert the tragedy, what was his reasoning for doing that. It is time for him to come clean before his countrymen, other than those of his natural followers in the RSS and BJP who need no explanation, with whatever defence he has, to wipe his soul, the conscience of his voters among whom I would count myself if I had the vote and not least of all, the stain on a good country.

Director is unwarranted. The main reason that the Government has stated is that he is not been accountable as he has leaked out matter from the files of the World Cup study tour to the Press as well as others. He should have been given opportunity as per the conduct rules for explanation by first issuing a Memo and subsequently an inquiry when his reply was far from satisfactory. Now, this amounts to harassment for no reasons whatsoever, by not following set of Govt rules. Now, since he has defended this punishment by explaining the public and that he is devastated and may be at the verge of committing suicide it has become a serious issue. This shows that he is an innocent person and the Government was in hurry to take immediate steps to demote him. The administrative procedure should have been followed with suspension and if there was any substance than demotion or even termination with one month notice either side could have been issued. The main question is whether this file was CONFIDENTIAL or not? If NOT there was no need to have secrecy and in our democratic set up, the public is entitled to know the facts, unless it is SECRET OR CONFIDENTIAL or TOP CONFIDENTIAL The later is generally been followed in defense forces, therefore this demotion is not justified when he has not leaked out. He has other way out to get the justice done under the Indian laws in force. And the Court can reinstate him with all the loss of his salary etc from the day he has been relinquished or demoted from his position as Acting Director if the ruling comes in his favour. Dear Bureaucrats, Ministers, laymen, social workers, and all those players who a part and parcel of Disaster Management etc, As per our Goan fellow Mr. Vivian D'Sousa who tells us how this disaster management can be tackled in India or in Goa itself and there was no need someone to catch the flight and go to Brazil or elsewhere to learn this management and skills. Please read Vivian text below, and it is very simple to achieve the goal. No need for a rock scientist either, to explain this phenomenon of learning methods and skills for management and organisation technique etc. Thank you, Vivian as an expert in this field and if required may be our Govt of Goa can take your help and present some lecturers or a seminar in this field which will help this state bureaucrats to deal with any disaster provided finances are available with the Government. Can Chief Secretary coordinate with him and find a programme for all these people who could not go to Brazil for a junket study tour and of course others in the field. Agencies like the Police, Fire Brigade, Health Services need to identify an individual within their department to meet with his/her counterparts. A Safety and Disaster Management position needs to be established, to conduct regular meetings and to conduct mock drills. The rest is plain commensense. Mock drills with persons designated to evaluate the response to the situation are essential to pinpoint weaknesses in response, communication etc. etc. Situations that can be simulated include, collapsing building, floods, cyclones, major fires, train crashes or de-railments, plane crashes factory disasters, etc. Each situation may need a different response. In large scale situations such as floods, public buildings such as schools need to be identified all over Goa to serve as temporary housing, food preparation and delivery to people deisplaced by the emergency needs to be discussed and planned in case of emergencies, response by medical personnel, ambulances,, fire brigade etc. All commonsense. Responses to specific situations can be discussed in brainstorming sessions conducted by the Safety and Disaster Management official.
