distinction. The distinction has to be bestowed on you by your peers. The only 
Goan I know who has proclaimed distinction on himself is Goanetter, Dr. Leo 
Rebello. At times he has claimed to have a cure for AIDS, to be on the short 
list for the next President of India and even just about to be awarded the 
Nobel prize. 

As for your list of environmental journalist, this looks to me more like a 
directory. There already are several directories of Goans in Toronto/Canada/USA.

Panaji: First, it was about banning bikinis and mini-skirts, then
brow-beating 'rogue' NGOs and activists.
Now, the Opposition as well as civil society, has charged the Goa
government with muzzling the socially oriented, but slapstick Konkani
theatre. It is extremely popular, especially with the Christian community
which accounts for more than a quarter of the state's population.
Organisers and artistes performing in the tiatrs (Konkani theatre) may soon
have to submit a formal undertaking to south Goa's biggest and most
well-known state-run theatre performing facility, the Ravindra Bhavan,
promising not to speak against politicians, government officials and VIPs,
while performing onstage.
Goa's social media, civil society and the tiatr-world was first shocked and
then went into a tizzy after an Opposition MLA Vijai Sardessai on Monday,
brandished in the state legislative assembly a document, which he claimed
was sourced from the Ravindra Bhavan and openly threatened censorship of
Goa's most popular and revenue generating live art-form.

The controversial 'undertaking form', which he claimed has to be signed by
the theatre groups before staging a performance, directs artistes and the
organizer to ensure that there is no criticism of the government,
ministers, MLAs/VIPs  made during on-stage performances at Ravindra Bhavan,
Margao.
No criticism of any individual/institution shall be made during on-stage
performances at Ravindra Bhavan, Margao, it also says, further warning the
signee, that they would not be allowed use of the facility if they violate
these norms.
Goa's minister for Art and Culture Dayanand Mandrekar did not refute the
legitimacy of the document, but distanced himself from the issue by telling
the House that it could have been issued by semi-autonomous bodies which
function under his ministry, such as the Ravindra Bhavan.
But Sardessai claims that the document, coming on the heels of demands for
a ban on revealing clothing and a crackdown on NGOs and activists, only
goes to show that there is already an undeclared emergency in Goa imposed
by the BJP-led coalition government.
You are bringing a legislation to bring NGOs to book, a case has been
filed against the leader of opposition and now you are silencing tiatrists.
This is an undeclared emergency, Sardessai said.
Interestingly, Sardessai was also joined by ruling MLA Vishnu Wagh, himself
an accomplished playwright and writer, who wants the state art and culture
ministry to lay their hands off theatre artists.
Tiatr also has a social context. Onstage, tiatr songs and actors often
comment and discuss about what's happening around them. They criticise too
and sometimes they cross the line. If they criticise, we have laws to
handle it, but why should a government fear criticism, Wagh said.
For thousands of Goans, a tiatr is more than just a play or a theatre
outing. With its socially and politically relevant and organic themes,
watching a tiatr show on weekends, religious feast days and holidays is
like watching their own lives play out under bright lights, mixed with a
bit of banter and slapstick fun and a touch of tragedy.
Interestingly, the roots of the tiatr are embedded not in an Indian art
form, but owes its inspiration to Italian operettas which were a rage in
colonial India, especially erstwhile Bombay.
The story goes that the first Konkani adaptation of the Operetta was
performed in Mumbai in 1892, which makes the tiatr legacy more than a
century old.
'Prince' Jacob, who could with all modesty be reckoned as the Amitabh
Bachchan of Goa's tiatr, claims that signing such an undertaking could
spell disaster for this creative legacy, which has often thrived on taking
on errant politicians and shortcomings in society.

Maharashtra is among the worse in terms of its record on the Supreme Court 
2006 directives on police reforms.  Worse, inspite of our campaign,  in 
February 2014, the state passed the Maharashtra Police (Amendment) Ordinance 
2014 (now an Act) which too does not comply with the Court's scheme, dilutes 
accountability mechanisms and strengthens government / politicians’ control 
over appointments, postings and interferences. 

Our demand is  that the  state should go in for a comprehensive review of 
the police act and involve the public through consultations. 

Our campaign is now focusing on educating the public on key concerns of the 
Act as well as of bad legislative practice (no debate and public consultations 
were held before passing the Maharashtra Police (Amendment) Act 2014). 

An eminent panel of Shri Julio Rebeiro, former Mumbai Police Commissioner  
Chairman-PCGT and Ms Maja Daruwalla, Director- CHRI are key note speakers. The 
presentation will be followed by an open discussions and the action plan for 
the way forward.

This man has near rotten leg and is found lying helplessly on the door
steps of Goa Medical College. His right leg looks rotten and GMC steps were
full of red liquid flowing across hospital steps. No doctor, nurse, student
or any one else has been attending to him. These pictures were clicked at
4.14 pm today August 07, 2014. It would be nice if authorities were to
attend to the plight of this man at the earliest. He is still lying there
at GMC. Not sure if Goa Government cares for such people. There is no one
to lift his and take to OPD.

Offer that simply cannot be rejected.
Only problem they may have is to tender exact change i.e.
Rs.6
Parrikar will also agreed to compensate PMC (Ponda) for
the revenue lost not from his pocket but from Tax payer’s money.
 
In the mean time, Panjjim sopokars had decided to demand
same rate as Ponda as they (in Ponnje) paying Rs.10 per 1x1m space.
They also demanded refund of excess paid since December
2008, a difference of Rs.4 per day or Rs.1460 per year i.e. 6 years x Rs.1460 =
Rs.8,760 per head plus 9% compounded interest. 
There are about 400 sopekars in this category.
i.e. 8760x400 = 35,04,000 plus interests
 
CCP Mayor, who always mourns saying  not enough money in the coffers, demanded 
that
Parrikar should also compensate him for the revenue lost i.e. Rs.4 per head per
day (from present Rs.10 to Rs.6)
Which is roughly 4x400x30 = 48,000 per month in this category
alone.
 
 
Again, Sopekars who were quoting items per Rs.20, 4 years
ago, now quoting the same qnty per Rs.50 e.g. Chickoo were quotes 8 for Rs.20,
the same now quoted 8 for 50 
 
Public at large ridiculed Parrikar’s decision to raise sopo
by just Re.1 saying that even a beggar will refuse to take Re. One coin in his
bowl.

Two days after a controversy over censorship of local Konkani theatre
erupted in Goa, a theatre actor-producer has claimed that he has received
telephonic threats, including one allegedly from a right wing Hindu group,
over an upcoming performance on the subject of communalism.

Speaking to IANS Thursday Tousif de Navelim said that he got four calls
from various numbers in Goa and Karnataka, and each caller warned him
against going ahead with his tiatr (theatre in Konkani), scheduled to be
held Aug 9 in the south Goan town of Margao, 35 kms from Panaji.

I got four calls today threatening me against staging the tiatr. One
caller threatened to kill me if the play was staged. Another caller who
claimed he was from the Sanatan Sanstha said that his (onstage) set would
be ransacked on the morning of the performance, Tousif alleged. The
tiatrist also claimed he was awaiting legal counsel before heading for the
local police station to file a formal complaint.

The play 'Atankvadi Goeant Naka' (Don't want terrorists in Goa), posters of
which have already been distributed across the state, deals with the
subject of communalism in Goa and even names a notorious right wing
activist-politician.

My intention behind the play is to protect Goan unity. We do not want
people to come to Goa and try to divide us, he further said.

When contacted for comment, spokesperson for the Goa-based Sanatan Sanstha
Manoj Solanki said that the Sanstha had always believed in peaceful
protests and dialogue was their preferred mode for conflict redressal.

After asking for the mobile numbers from which the threats were made and
checking them with the Sanstha's database, Solanki said: These numbers do
not belong to our sadhaks (the Sanstha's disciples). We do not believe in
breaking the law. Our protests are always peaceful.

The Congress party meanwhile, has described the threats to Tousif as the
beginning of Talibanisation of Goa.

The hidden agenda is now showing up. This is a dangerous trend and needs
to be countered democratically as well as legally, party spokesperson
Durgadas Kamat said.

On Tuesday, the BJP-led coalition government was charged by the opposition
as well as the tiatr industry of trying to muzzle freedom of expression,
after an opposition MLA brought to light an official document released by a
division of the art and culture ministry, which mandated theatre artists to
ensure in writing that they will not criticise government officials,
politicians, MLAs and VIPs.

The government later claimed it was a draft notification and had not been
endorsed formally.

The threats come at a time when there have been calls for a Hindu nation by
Goa's cabinet ministers along with demands made by another cabinet minister
for a ban on bikinis, mini-skirts and pub culture.

Keri: With the Anjunem dam in Sattari and Amthane dam in Bicholim
attaining their maximum water levels, the water resource department
released the excess water on Wednesday. The catchment areas of both
these dams are also receiving the required amount of rainfall.

Anjunem dam at Keri-Sattari is a medium-scale irrigation project
located at the upstream end of a 1.5 km long gorge of the Costinadi.
It attained 90.09m of water on Wednesday, so executive engineer
Dnyaneshwar Salelkar decided to release the excess water. He told TOI,
All four gates have been opened 2cm each for discharging a total of 3
cubic metre of water. We released the excess water in the morning as
it was low tide. Releasing of water will be controlled in the late
evening during the high tide starting at 8.05pm. We have already
posted trained and skilled staff at the dam to deal with the
situation.

Anjunem dam has an area of 2.325sq km of reservoir with a total
storage capacity of 4,483 hectare metre (hams). Amthane is a minor
irrigation dam with an area of 0.7sq km reservoir and has a capacity
of 585 hams. As the Amthane dam was overflowing and had attained
50.05m, water was released on Wednesday morning.

Officials of WRD have already alerted villagers about the releasing of
excess water from both these dams.

As the Chorla Ghat border areas from Maharashtra and Karnataka are
currently receiving continuous heavy rains, the Valvonti and the
Bicholim rivers are overflowing and there is a possibility of flooding
in Bicholim and Sakhali towns.

Mamalatdar of Bicholim Gurudas Desai has already instructed the
disaster management cell to remain alert.(toi)

Toronto has a powerful police board that comprises of eminent civilians who 
appoint the Police Chief on a fixed term contract, lays down broad police 
policy, and oversees its general functioning. 

With much less power but using people power instead, is Bombay's Police Reforms 
Watch with convenor Dolphy D'Souza and his panel with Retired Police 
Commissioner, Governor and Ambassador Julius Ribeiro playing a prominent part.

The people in Goa would do well to emulate the Police Reforms Watch of Bombay 
and use it as a model to build their own unique organization.

In a state where the Chief Minister is a hard-nosed autocrat, like Canada's 
prime minister Stephen Harper, this is an absolute necessity. A CM has the 
authority to refuse a top cop's posting to his state if he feels he will not 
bend to his will and command. Parrikar does this often along with ordering the 
director general like he was his puppet. I don't know if the current police 
chief is strong enough to resist this. The point is that the people of Goa 
should not depend on CM-DG dynamics and should look after their own interests.

Talking of Parrkar, has anyone noticed that he has become more Catholic than 
the Pope, so to say? While Modi is treading on egg shells despite his party's 
brute majority, our Parrikar because of his perceived friendship with Modi is 
rushing in where angels fear to tread. See his recent requirement that that 
tiatrists give an undertaking that they will not criticize ministers in their 
plays. 

What Parrikar doesn't know is that in Modi he has found another hard nosed 
pracharak turned PM of India who will dump him in no time if he is embarrassed 
in his current chair, shared BJP history or not.

introduced by them through Haliyal yard while they lived in costal Velliapura. 
Giving another look through the eyes
of Kannada language expert at both cremation stones inscription from Velimpura
it can be seen that they are both sponsored by Jayesha ‘…by his grandson’ and
the other‘…by her nephew’ equivalent to year 1368AD and 1396AD. It is easy to
conclude that Kadamba Purandaria ruler of Hangal lived past his son as
cremation rites was carried by his grand son Jayesha. The name of Jayesha’s
father who was crown prince (Uvraj of Hangal) is not known. The second stone 
marks the death and cremation of his
father’s sister the Queen of Goa VeenomaiDevi beauty and wife of  Suriya-Deva, 
slain Sovereign at Chandrapur
palace and daughter of  Late Purandadeva,
Kadambarasa of Hangal also confirms this history that in the absence of  her 
own heir the cremation rites were carried
by her nephew Jayesha. According to this famous historical source held sacred
by Coterie, Purandarai ruler of Hangal and family on the eve of his fall in
1347 secretly traveled over night to joined his daughter  who herself took 
shelter in safer Jayakeshi
Velimpura compound in 1345 when her husband was assassinated by Mohammedans at
present day Chandor. They both spent the rest of their worldly life in
Velimpura.
 
With his father out of picture it must have been
Jayesha after the birth of his son Mailkar II deciding for the safety of his
family was converted by the Nasranis of Malabar to disguise themselves to
Mohammedans commanders of the area in the 1400’s. Syrian origin worship items
and anointing oil alabastrons saved by Mr.Upadhiaya’s great grand father who
served as ‘Sarva-Karyakarta’ meaning chief secretary, those items which he
moved to Belgaum 
after the 1855 British confiscation of Haliyal compound is convincing evidence.
Following that Nasranis conversion they took to Christian names like Tumasa as 
of
St.Thomas. From Haliyal stone inscriptions of 1509 ‘enemy turned into 
friend’.We get the name of Irivinda
Tomasa, grand son of Mailkar II,  Tomasa had made a deal of mutual co-operation 
with Timu
the Konkan sea pirate to keep the Mohammedans away. Timu in those crucial years 
provided protection for their ancestors in Haliyal yard in return for timber 
for his shipbuilding needs. According to Mr.Upadhiaya this timberyard which was 
located separately east from the Goa Kadamba Haliyal fort was basically Goa 
ruling reigns
armoury. If we superimpose this period in history we can derive that soon after
the deal Timu went a step further and brought his friends at sea namely
Portuguese troops and announced his administration in Goa .
The Haliyal compound was with the Velliapura Roqiue Santana family descendents 
until the
British confiscation in 1855.

Dr. Leo Rebello is a most interesting character. If you google his name, you 
will find tens of thousands of links. If you have tried and failed, I do not

President of India. His comedy is better that Russell Peter's.

As for your second question, let me reiterate that no Goan living in Canada 
will 
self-award himself with distinction. Actually, I do not think a Goan living 
anywhere would do so either. The only exception I know is Dr. Leo.
