[Goanet] ANOTHER SKEWED DECISION BY THE CHIEF MINISTER
The decision by Chief Minister Manohar Parrikar to ban the sale of liquor at Old Goa during the ensuing 44 day exposition of the relicts of St Francis Xavier which begins on November 22nd is very high handed, uncalled for and unjustified. There has been no request to this effect from the Church and the Old Goa Panchayat has also strongly opposed it. The claim by Manohar Parrikar that people will drink and go to Church is just another of his crazy thought. Nothing of this sort has ever been witnessed during all the earlier expositions and even at the Feast of St Francis Xavier every year. Will the Chief Minister’s next move be to ban sale of pork and beef at Old Goa to play to keep content those fanatics within his party cadres. The late night sale of liquor across Goa should instead have been the Chief Minister’s concern. After that Panaji Pub sword attack the Chief Minister had promised to clamp down on late night sale of booze. But he was quick to make a U Turn. Was it to secure the vested interest of Advocate General Atmaram Nadkarni whose to be son-in-law runs a very busy pub at Candolim serving liquor all the way till sunrise? Another concern of the Chief Minister should be the widespread sale of illicit and spurious liquor across the State. One of the kingpins in this business is his BJP Taleigao Mandal Chief who has a string of outlets in Panaji and Porvorim specializing in this network of selling spurious liquor. His family has been running this nefarious trade for decades while astutely being in good books with the political party in power. After cozying with the MGP and later Congress governments their trade now continues to thrive with their loyalty now swapped to the BJP. By making a Parivartan from party to party the family has kept their sale of duplicate liquor bottles booming. An now this illegal trade continues to thrive with the blessings of Chief Minister Manohar Parrikar who though fully aware of this criminal rot. But as usual it’s Zero action against the corrupt. Goa Chief Minister Manohar Parrikar’s offer that he along with his friends would fund any NGO or activist to file a petition on the Mhadei issue is highly objectionable. While speaking in the Goa Legislative Assembly on the Mhadei issue yesterday Chief Minister Manohar Parrikar stated that he was ready to personally fund and would also get his friends to pitch in towards the expenses incurred by any NGO or activist who is ready to file a petition on the Mhadei issue before the Supreme Court or the Green Tribunal. Fomenting or funding of any litigation before any Court is absolutely illegal and a very corrupt act. It is no surprise that such a reckless suggestion has come from Chief Minister Manohar Parrikar who now seems to have clearly lost his mental balance. A transcript of this highhanded statement made by the Chief Minister would be sent to the Chief Justice of India and the Chief Justice of the Bombay High Court to draw their attention to the despicable manner in which the Chief Minister had offered to circumvent the laid down law on filing petitions. Would any right minded person ever make such an offer which the law clearly does not permit? One wonders whether the very flexible Advocate General Atmaram Nadkarni is in consonance with this devious strategy mooted by the Chief Minister of the government virtually outsourcing the filing of the petition. As Chief Minister Manohar Parrikar had just recently accused NGOs and activists of filing petitions with vested interests, the double talk by the Chief Minister now stands utterly exposed. The so called integrity and honesty of the Chief Minister is now clearly questionable in view of his attempt to initiate litigation by proxy, something which has been strongly deprecated in various Judgments passed by the Supreme Court and the High Courts. This dubious offer made by the Chief Minister also runs contrary to his much publicized mantra of Zero tolerance to Corruption and Good Governance. The Government should vehemently protect Goa’s interests on the Mhadei issue within the frame work of law rather than stooping to the illegal mode of Chief Minister and his friends funding others to carry on the government’s battle. OPEN LETTER TO CHIEF MINISTER PARRIKAR To The Chief Minister, Government of Goa, Secretariat, Porvorim, Goa Dear Mr. Parrikar, It was a happy moment for the people of Goa two and a half years ago when they came together to celebrate the installation of your majority government in the seat of power. At that time, we the people, had earnestly hoped that as a newly constituted government, unhindered by the constraints of coalition politics, you as the Chief Minister would usher in new and refreshing winds of change not only in terms of instituting transparency and effective governance, but also in redefining the very concept of healthy and sustainable ‘development’ with a human face. Now that your government has completed half its term, a reality check on the quality of governance you have delivered, gives rise to concern and apprehension amongst the people. For instance, on the Special Status issue, it is alarming that you have expressed the necessity “that we determine what we want under the special status” only after your petition has already been submitted and rejected by the NDA government at the Centre. Are the people of Goa to presume that its government’s negligence in ensuring due diligence and application of mind whilst drafting the request filed by it with the Central government has cost us the long awaited Special Status? And again, given the manner in which huge tracts of land are being parcelled out to various real estate lobbies and other vested interests, the burning question is whether there will be any land and identity left to safeguard by the time the new process for Special Status now being initiated by you is complete. How then are we expected to take your word against the expert reports that tiny Goa’s air traffic is capable of sustaining the two airports of Dabolim and Mopa when Chipi airport in an advanced state of construction, is located just 53 kms. from the Mopa site? Has your government applied its mind to the consequences of setting up a huge airport like the proposed Mopa Airport in an ecologically fragile zone like Mopa, abutting the Western Ghats? After all the tragedy near Pune has been laid at the doorstep of an unthinking government, whose irresponsible development precipitated the tragedy resulting in the death of around 150 people. It is also distressing that the people’s trust, hopes and aspirations have been repaid with pedestrian, unimaginative and uninspired governance, which is probably one of the reasons behind your insistence on the necessity of building an unnecessary airport at Mopa, when we have the existing Dabolim airport, ideally located in the vicinity of the sea port and the railway line. Yet, even under your watch, it still remains the only airport in the country without a regular coach service connecting it to the various major towns. In fact, connectivity of Dabolim Airport could be greatly enhanced through imaginative and intelligent planning involving the railway line just opposite the airport. Revenue generation of the airport too, could be hugely boosted by connecting it with Mormugao Port, and coordinating cargo transportation. This port enjoys the facility of being operational 365 days a year. Mr. Chief Minister, time and again you have justifiably and strongly expressed your utter dissatisfaction with the functioning of the airport under the AAI. Dabolim Airport is a very valuable asset to the state of Goa. It would therefore be expected that the state government makes concrete moves to have a long term development plan for Dabolim and actively engages the Ministry of Civil Aviation and AAI for synergistic improvements both inside and with respect to the surrounding infrastructure around the airport. It is shocking to note that absolutely no infrastructural developments have taken place around Dabolim airport although it is an existing vital installation and an international airport since 2000 and the area around the airport is barren and lacks purposeful and coordinated development that will serve a useful purpose Your stand as Leader of the Opposition regarding the denotifying of Sy.8/1, Dabolim, which was reserved for parking and city side facilities, was fully supported by the people of Goa. Now that you are the person occupying the highest position in the state, why are you afraid to act decisively in reacquiring that land, particularly in view of the fact that a strong public purpose exists and no other suitable land around the airport is available for acquisition. It is perplexing why your government fights shy of acquiring 40,000 sq. metres of barren land for an existing airport, when it has not the slightest hesitation in taking over around 84 lakh sq. metres of fertile land for the proposed Mopa Airport. Every elected government is expected to safeguard and protect the collective assets as also the interests and identity of the community it professes to

Worse, the blatant disregard for people is evident even as he turns a blind eye to the obliteration of the village of Terekhol to make way for a mega project which has come in the guise of a golf course. After using the emotionally rousing issue of the Regional Plan to win elections, our CM placed an interim Order pending rectification, on the desks of the TCP department directing use of a mix of the RP2021 with RP2001. It is today rendered useless by countless violations, both with and without TCP sanction, and unwillingness of the Government to act. The GBA has brought these to the notice of the public and concerned officials through letters and press conferences. In between there have been many announcements about looking into the Regional Plan to no avail. The process of consulting villagers and correcting errors in the RP2021 by the TCP department was stopped due to election code of conduct . After the government took over,no steps were taken to complete the process of rectification. GBA states that the Chief Minister has deliberately misled the legislators in the Assembly session which concluded yessterday, stating he received only one letter of communication from GBA, demanding scrapping of the RP2021. This is totally false. The GBA has made its stand clear through at least three letters to the CM's office, dated 12th March 2012, 19th April 2013, and 6th August 2013, seeking an appointment to discuss the issue of guidelines and rectification of errors, not scrapping. Besides several letters have been sent to Chief Town Planner on the subject. Just like previous announcements in the Assembly, there are no details, guidelines or notifications to rectify the plan in this latest statement of setting up a House Committee. The chronological developments make clear the Government’s intention of inaction on the RP2021. *16th March 2012 -* GBA sent the first letter stating its position and seeking an appointment to discuss the process of rectification of the Regional Plan. *9th April 2012 -* Government issued an order stopping all permissions under RP2021. * 4th June 2012 -* Government Order announced bringing in old 2001 plan which had no eco-zones listed. It stated that 'All permissions given before 9th April 2012 will be honoured and permissions will be given based on what is common to RP2021 and reference RP 2001.' GBA pointed out that 18 big projects had applied under Expression of Interest ( EOI )and it would undo the protection of eco-sensitive zones marked in RP2021 as most were planned on eco-zones. These projects by virtue of sheer scale are seeking to be brought in under the Amendment 16A to the TCP Act, which allows easy access and bypassing of people for the PPP model. By *July 2012*, GBA received distressing news of violations and it filed complaints/ letters on mangrove cutting, private forest demarcations, arbitrary change in building regulations, changes in ODP with various government authorities. Government announced that RP2021 will be kept open from 16th August to 17 September 2012, without official notification nor details or guidelines spelt out. GBA once again asked for framing of guidelines for addressing the concerns in RP2021 like eco-tourism zones, micro industrial zones, and projects like the golf course which were inserted in the plan without involving the people. *8th November 2012 -* Government issued a gazette notification for ODP correction, and GBA questioned its motive of allowing hurried 'changes' to the select ODPs of Panjim, Mapusa, and Taleigao. *5th December 2012 - *GBA inwarded letters to various authorities including TCP objecting to piecemeal planning and subverting RP2021. *11th December 2012 -* GBA delegation went to meet CM Parrikar at the Secretariat, which is a public hearing date. However, the Chief Minister hurriedly left without meeting the delegation. *9th March 2013 -* GBA continued to lodge and pursue complaints even as the CM completed a full year in office without doing a thing to bring a people’s RP2021. *19th April 2013 -* GBA once again sent a letter to Mr Manohar Parrikar who is the TCP minister stating the concerns of

Goans have as much unity and resolution for action as a bunch of crows who are galvanized only when one of them is knocked off by a BB gun. Even then unlike crows, they will say he asked for it. Parrikar well into his term has made obvious his inability to govern or to fulfill.
