We would sit for long hours at the Cafe Prakash near Panjim's
Azad Maidan -- now sadly going through a rough patch, and not
as noisy as it once was -- discussing issues.  Mostly me
listening and the author narrating.  One could just provoke
Luis with a short question, and expect to be regaled with a
long series of detailed anecdotes.  Some whispered in soft,
almost conspiratorial tones, so much so that you were not
sure whether you had just heard right!

  Luis de Assis Correia is a Goan in his eighties.
  Like many of that generation, particularly those
  who had a tryst with the world of migration and
  diaspora, he has indeed had a colourful past.

Ironically enough, our discussions were often about his
earlier books relating to the writing of Francisco Luis
Gomes, or Goan history going back 10,000 years.  The logical
question would be: why not a book on the writer's own life?

A suggestion or two was all that was needed.  In between
bouts of health challenges and spending his winters in
Benaulim, the London-based Correia has actually come out with
a hard-bound memoir.

*Winds of Change Across Africa 1958-1969* strikes one as a
bit of an understatement for a title.  It suggests the book
merely describes political change in those tumultuous times.
Which it does; but it is much more, in fact.

Two examples make this point.

One day, Correia casually placed a photograph on the
tea-stained table.  At first glance, it made no sense.  It
had a few young African Blacks, and, as one then saw, some
Asians.  One young man in the picture seemed to be staring,
almost fascinated, at the young woman.  Turns out that this
was the Goan Reita Faria, India's first ever Miss World, on
her visit to Africa.  If you search hard enough, you could
probably find this photo in cyberspace today.

The next photo he shared has an even more intriguing story.

  One can see a long row of young Africans, clad in
  ill-fitting suits, some holding large envelopes.
  The travel agency in the background suggests
  they're about the embark on some long voyage.
  Correia then went on to explain his role in
  arranging tickets for this group going as students
  to the United States, one of whom actually included
  the father of US President Obama!  The envelopes
  were their x-rays, which they had to undergo some
  three days before travel, to ensure they were not
  carriers of tuberculosis while going to the Land of
  the Free and of Opportunity!

In this book, Correia interweaves his own personal story with
that of Africa's.  A writer bringing himself or herself too
much into the story can often act as a failing and detract
from the story.  But here, one sincerely feels that Correia
could have done more to personalise the story, to bring out
his own experiences, and to give a hint to the reader back in
Goa about the often hidden role played by the Goan diaspora
even in the so-called Dark (and, should one say, still
despised) continent.

Correia, like quite a few other Goans, started off life in
the world of travel.  After an education at Xavier's Bombay
-- an institution which has built so much skills and talent
in the Goan community -- he worked for awhile at Air India,
and then shifted to Africa.

  His story of landing at dawn in Africa, and how it
  fulfilled a 'prediction', gets us off to an
  interesting start.  And he writes (p xi), Within
  less than three months after my arrival in Nairobi,
  I was invited by [Kenyan nationalist leader who
  spearheaded the negotiations for independence] Tom
  Mboya to handle his own travel arrangements and
  also those of the African Elected Members for the
  Lancaster House Conference. By some coincidence,
  at this very time work is underway on the political
  memoirs of another Goan who actually attended one
  of those crucial conference -- blame it for setting
  postcolonial Africa onto the wrong road, if you
  wish -- JM Nazareth, who traces his roots to Moira.

Winds of... is itself dedicated to Tom Mboya and Pio Gama
Pinto, the mostly forgotten rare Goan who took the side of
the Black nationalist cause, and post-Independence, and paid
with his life for his pro-people, radical politics.

In Part I of this book, we accompany Correia from Bombay
(which he left in June 1958, p 3) to Kenya, Tanganyika and
Zanzibar.  One gets a hint of what it meant in those times,
as someone from colonial Portuguese-ruled Goa, to work in
post-Independence India.  Correia's tryst with the media
(through community newspapers) is interesting, as is his
bird's eye view of Africa's politicians.

Surrounded by the villages of Marcela, St Estevam, Corlim and Banastarim, 
Cumbharjua is a unique village in Tiswadi taluka which, at one point in time, 
was a peninsula. Around 164 years ago, its western side was excavated for 
navigation and, from then onwards, it became an island. The Cumbharjua canal is 
also a famed crocodile habitat and stretches of its canal is home to the Indian 
Magar crocodile.
Cumbharjua is a name derived from Kumbhars (potters) though hardly any one 
living on the island pursues this profession today. The island village has a 
population of 4,878 out which 3,919 are registered voters.
Cumbharjua has 12 vaddos including Talap Vaddo, Surchem Bhatt, Goll Vaddo, Tak 
Vaddo, Malla Vaddo, Zor Cantor, Gavant, Thapah Vaddo, Chaddassseai, Rambuvan 
Vaddo, Khaddap Vaddo and Gaundalim.
Of late, an element of uneasiness is brewing up among locals of Cumbharjua. 
They feel left out and completely let down by the state government which they 
say has not provided a direct access road to Cumbharjua to two bridges under 
construction; the Cumbharjua -Gaundalim bridge and the Cumbharjua-Marcela 
bridge.
The soon-to-be ready bridges will not be favorable to us, Cumbharjuakars. It 
is an irony that our villagers sacrificed so much of their 'xhettam' 
(agricultural fields), but, it has given them no benefits at all, said Shivaji 
Shet of Khaddap vaddo, son of late freedom fighter Mukund Shet.
Government sources say these two new bridges are scheduled to be inaugurated 
either this year on December 19 or on January 26, 2015. The bridges will 
decrease the distance between Panaji and Belgaum by 15 km.
In the field of sport as our village is bereft of sports facilities; be it a 
Goa Cricket Association (GCA) or Sports Authority of Goa ( SAG)-owned and 
maintained cricket ground. The neglect of the village is clearly visible with 
the construction of the two new bridges in which local consideration has not 
been given a serious thought. We, too, want to get connected to these bridges 
from our village and not by using the 2km-long route via Marcel. It is very 
important to note that these two bridges save time and distance in travelling 
to Belgaum and other parts of Goa be it Bicholim , Valpoi etc. Even the 
distance required for travelling to Panaji from Cumbharjua would will get 
reduced by atleast 7-8km, said Vijay Kumar Shet from Goll vaddo, who, in his 
higher education days, played for Bombay University as an opening batsman in 
the years 1972-75.
Concurs Suryakant Gawde of Gawant vaddo Access roads are the only way which 
can allow Cumbharjuakars to use the two bridges. For example, the road at Talap 
vaddo between the St Francis Xavier Chapel and the old Cumbharjua-Marcela 
bridge could be used as an access road for the new Cumbharjua-Marcela bridge 
because this road would not lead to any destruction of any house or property.
The panchayat is steadfastly standing behind the demands of villagers. The 
panchayat will do everything to act as a facilitator if the state government 
decides on the construction of access road. The local self government is 
aggrieved too that despite its farmers who have sacrificed over 30,000 sqm of 
land , they cannot directly use the bridge from their village. The panchayat is 
with Cumbharjuakars in their demand for the access roads to these bridges, 
said Cumbharjua sarpanch Suresh Naik.
Residents of Gaundalim, however, feel the construction of new bridges will 
terminate the ferry operations on the canal between mainland of the village and 
their vaddo. As the ferry service will come to end, parishioners staying on 
the mainland side of the village will stop coming to the parish church and 
prefer going to Holy Family Church at Marcel as it will become relatively 
closer, states Fr Eufemiano Lino de Sa, the parish priest of the 
1653-constructed St Blaise Church.
MLA Pandurang Madkaikar said, One of the bridges has already been constructed 
while the other is under construction. Land for the approach road has been 
acquired by the government though work is yet to begin.

still struggling to go online, where it will be accessible to all Konkani
speaking people world wide.Knowledge is Power.

Lets us come together and share the knowledge we have for the betterment of
our Konkani speaking community worldwide. For now and ever !

You may also inform our  Konkani speaking  Community in Mangalore.  They
also have a rich collection of literature in Konkani.  Script is no issue.
There is a software which does an excellent job of transliterating from one
script to another, be it Romi, Devanagari or Kannada.


Any person willing to translate small paragraphs from English to Konkani,
kindly let me know. I shall email the articles one by one.

Step 2: Scroll down until you reach a bright orange box where you'll

GFDO welcomes CM Parrikar's move in taking the initiative to petition the 
Central Government to make more land available at Dabolim Airport from the Navy 
for parking of aircraft, and it is hoped that his BJP Party’s government will 
look kindly upon the fulfilment of this very genuine need of the state. 
However, it would be in the interests of proper professional planning, if the 
CM would hand over a long term Master Plan for Dabolim Airport to the Defence 
Ministry, requesting the total amount of land it would require, rather than 
approaching it with piecemeal and short term requirements. It would be well for 
the state government to formulate an all encompassing co-ordinated policy for 
development of Dabolim Airport to its full potential, considering the fact of 
its central location, and its fortuitous position in the vicinity of an 
excellent natural harbour and railway line.

In fact, as Mr. Parrikar’s late cabinet minister Matanhy Saldanha wrote on 
January 2, 1996, “The Goa government has all the legal rights to claim the 
airport considering the size of Goa. It is fair to request the defence forces 
to shift from Dabolim to Sea Bird base. The Goa government must stop acting as 
a stooge of the Central government. It is time the state government should 
learn to call a spade a spade when the state’s interests are to be protected.”

However, in the meantime, GFDO earnestly requests CM Parrikar to fulfil other 
crying needs of the airport, which are within the reach and in the control of 
his own government like re notifying the Sy.8/1 Dabolim, which had been 
previously notified for parking of vehicles and other cityside facilities for 
Dabolim Airport, and which has been inexplicably handed over to a builder for 
commercial parking in total and complete contravention of the public interest. 
It will be recalled that the AAI has already paid a substantial deposit of over 
Rs.4 crores for this elusive land. Hence it is only ethical on the part of the 
state government to fulfil its pledge to develop the aviation needs of the 
state.

GFDO also takes the opportunity to place on record the fact that CM Parrikar’s 
figure on Dabolim’s capacity to handle just 4 million passengers per year as 
stated by him at Calangute on Tuesday is totally incorrect. According to design 
figures obtained under RTI from the AAI, the minimum amount of passengers that 
can be handled by the new expanded Dabolim Airport is 13.65 million per year. 
The ICAO report predicts 9.27 million passengers for Goa for the year 2035, 
which Dabolim Airport can comfortably handle. Thus CM Parrikar’s undue haste in 
implementing the unwarranted Mopa Airport project gives rise to well founded 
suspicions on the motives of the state government.

The recent incident in Varca, when tourist taxi drivers allegedly intimidated a 
Russian representative of a travel company, and demanded that she show them her 
travel documents is most unfortunate, but quite understandable given the total 
absence of rule of law in Goa. This is an issue that goes beyond a mere dispute 
between taxi drivers and tour operators. It is in fact a reflection of the 
government’s inability or obstinate refusal to inspire a sense of security in 
Goans by protecting their interests through strict implementation of the law. 
That is why the sleazy national and global underbelly is descending in droves 
upon our tiny Goa and carving out apparently impregnable kingdoms for 
themselves. If the government is soft on international and national 
lawbreakers, then surely, the message goes out loud and clear to vulnerable 
Goans that we live in a jungle where it is survival of the fittest.

CII-IGBC conducts Training Programme on Green Building

 

Panaji: CII-IGBC Goa Chapter conducted a 2-day Green Building Training
Programme for senior engineers, architects and other government Officials of
the Government of Goa including the PWD. The programme was inaugurated by
Mr. Ramkrishna Dhavalikar, Hon'ble Minister for PWD. 

 

In his inaugural address Hon'ble Minister Mr. Dhavlikar stated that Swatch
Bharat is a laudable effort by the PM, and stated that Green Building is the
need of the hour. It refers to healthier spaces and will contribute towards
Swatch Bharat. Water being a scarce resource, it should not be wasted but
should be used judicially. His Objective is to give 24X7 water supply to Goa
through the JICA Project.

 

The minister called upon architects and engineers to work towards
sustainable and greener Goa. He called on CII and IGBC to conduct such
workshops to create awareness. He further stated that the government would
provide any assistance for fruitful development of State and bring about a
Green Revolution.

 

Mr. Amar Britto, Chairman IGBC Goa Chapter, in his welcome address stated
that we look forward to Govt of Goa planning, designing, building and
operating all its future projects to be Platinum/Gold rated buildings. This
move by the government will not only ensure that government buildings are
sustainable but will also go a long way in fulfilling the Hon'ble Prime
Minister's dream do Swatch Bharat Abhiyan.

 

Mr. Dattaprasad Borker, Principal Chief Engineer, PWD expressed the view
that this knowledge was very relevant for the PWD Engineers and Architects.
Ms. Radha Pamnani Chief Architect stated that the training prog was a dream
come true and that we looked forward to doing green projects in Goa. Mr.
Kirit Maganlal, Chairman CII Goa State Council stated that the CIII IGBC
would extend all support needed to the government for sustainable
architecture and Green buildings. 

 

The day long deliberations were informative  lively and interactive with
case studies. The IGBC faculty Mr. Ankoor Sanghvi and Dr. Vishal Garg
explained Site Selection and Planning, Water Efficiency, Energy Efficiency,
Materials and Resources, Indoor Environment Quality, Innovation  Design to
make projects green  sustainable.

tournament in Asia and third oldest in the world. We have heard of the

against United Sports Club in December 2012. Since then the two clubs have
met three times in the I-League, with Sporting Goa winning once more and
USC winning the other two encounters. All is set for another gripping

Hon CM,

Since you have already inaugurated recently a Water Sports  by National
Institute Authority - NIWS  which is a part of this project
under construction at Aivao Caranzalem,  the residents fear that in future
such accidents may occur if this project is completed. Also it tends for a
traffic hazard at Caranzalem-  D.Paula as the residents of D.Paula are
already fed up with plenty of tourists vehicles/buses  crowding everyday
 at this NIO-circle as there is no solution with the Government to tackle
the flow of tourists who are visiting  the D.Paula Jetty.   I have
already advised the Tourism Dept headed by Hon.  Minister Dilip Parulekar
to stop temporary until the sewage project and the widening of road D.Paula
-Bambolim is completed. It appears that Government of Goa and Tourism dept
is deaf in these issues. The traffic police dept. cannot control at all
this traffic at D.Paula area.
Now is that the tragedy is occurred at Cannaguinim where three women
Russians died due to drowning as the boats operating by water sports  have
not taken  note from the warning of Govt. of Goa and the Met Dept. is a
sign that the Govt must take care of such activities.
We expect that the Toursim Dept to take action in all the boats
who have ventured into the sea with tourists for violating orders.  This
tragedy has occurred  due to NILOFAR cyclone warning.
Chief Minister is requested to halt this  project immediately at
D.Paula-Aivao because such  tragedies are also expected in this area at
Caranzalem in future. Surprisingly this project had come up which was
halted since  2005 which needs to be studied in detail as it comes at CRZ
violation zone and at low lying area and should
be stopped in the interest of public.
The Aivao village residents are deprived of playing ground and
growing vegetables for their essential commodities in this area.

This one is going to cause a disaster. The more affluent pilgrims travel with 
kerosene stoves, the less affluent use firewood collected around the grounds 
for cooking. I am sure many of you have seen them camping and cooking in the 
building next to SFX's tomb.

Rosario Rodrigues, one of the greatest stalwarts of Khell-Tiatr on 24th
October, 2014, at the Gomant Vidya Niketan, Margao. On this occasion, five
Khell Tiatrists were presented Lifetime Contribution to Khell/Khell Tiatr
Awards comprising of a shawl, Memento, Citation and Cash Burse of Rs.
2/-,  for their valuable contribution to the Khell/Khell Tiatr during
their lifetime.



The felicitated artistes are Caitano Antonio Santano Furtado (Catush),
Inacio Rosario Luis (Jali), John de Parra, Filomena Rodrigues and Telles
Moraes. The awards were presented at a specially organised function at the
hands of the Chief Guest, Shri. Nilesh Cabral, Chairman of Goa Tourism

Furtado who was  the Guest of Honour  and Shri. Jacob Fernandes and Shri

On 18 October 2014 for the first time I attended the 25th annual seminar hosted 
by the Goan Chaplaincy UK along with the Friends for the beatification of 
Father Agnelo and representatives from Goan organisations and prayer groups 
based in London and the South East of England.   
For 25 years, they have been praying and banging on the doors of the Vatican 
for the beatification of Father Agnelo.   The general consensus is that Father 
Agnelo is not well known outside Goa and India.   
Taken from Wikipedia:  Quote Beatification (from Latin beatus, blessed and 
facere, to make) is a recognition accorded by the Catholic Church of a dead 
person's entrance into Heaven and capacity to intercede on behalf of 
individuals who pray in his or her name (intercession of saints). Beatification 
is the third of the four steps in the canonization process. A person who is 
beatified is in English given the title Blessed.   Unquote
I grew up during the reign of Pope John Paul and remember his election with the 
white smoke and black smoke from the Vatican chimneys while the world waited 
for the results.   He was made a saint soon after his death.   Mother Theresa 
was also made a saint very soon after her death.   As we approach the 87th 
death anniversary of Father Agnelo in November 2014 the power of prayer should 
not be under estimated and through goanet that weaves it way through borders 
around the world including ships at sea and aircraft perhaps readers, movers 
and shakers can let others know and spread the message.

We would sit for long hours at the Cafe Prakash near Panjim's
Azad Maidan -- now sadly going through a rough patch, and not
as noisy as it once was -- discussing issues.  Mostly me
listening and the author narrating.  One could just provoke
Luis with a short question, and expect to be regaled with a
long series of detailed anecdotes.  Some whispered in soft,
almost conspiratorial tones, so much so that you were not
sure whether you had just heard right!

  Luis de Assis Correia is a Goan in his eighties.
  Like many of that generation, particularly those
  who had a tryst with the world of migration and
  diaspora, he has indeed had a colourful past.

Ironically enough, our discussions were often about his
earlier books relating to the writing of Francisco Luis
Gomes, or Goan history going back 10,000 years.  The logical
question would be: why not a book on the writer's own life?

A suggestion or two was all that was needed.  In between
bouts of health challenges and spending his winters in
Benaulim, the London-based Correia has actually come out with
a hard-bound memoir.

*Winds of Change Across Africa 1958-1969* strikes one as a
bit of an understatement for a title.  It suggests the book
merely describes political change in those tumultuous times.
Which it does; but it is much more, in fact.

Two examples make this point.

One day, Correia casually placed a photograph on the
tea-stained table.  At first glance, it made no sense.  It
had a few young African Blacks, and, as one then saw, some
Asians.  One young man in the picture seemed to be staring,
almost fascinated, at the young woman.  Turns out that this
was the Goan Reita Faria, India's first ever Miss World, on
her visit to Africa.  If you search hard enough, you could
probably find this photo in cyberspace today.

The next photo he shared has an even more intriguing story.

  One can see a long row of young Africans, clad in
  ill-fitting suits, some holding large envelopes.
  The travel agency in the background suggests
  they're about the embark on some long voyage.
  Correia then went on to explain his role in
  arranging tickets for this group going as students
  to the United States, one of whom actually included
  the father of US President Obama!  The envelopes
  were their x-rays, which they had to undergo some
  three days before travel, to ensure they were not
  carriers of tuberculosis while going to the Land of
  the Free and of Opportunity!

In this book, Correia interweaves his own personal story with
that of Africa's.  A writer bringing himself or herself too
much into the story can often act as a failing and detract
from the story.  But here, one sincerely feels that Correia
could have done more to personalise the story, to bring out
his own experiences, and to give a hint to the reader back in
Goa about the often hidden role played by the Goan diaspora
even in the so-called Dark (and, should one say, still
despised) continent.

Correia, like quite a few other Goans, started off life in
the world of travel.  After an education at Xavier's Bombay
-- an institution which has built so much skills and talent
in the Goan community -- he worked for awhile at Air India,
and then shifted to Africa.

  His story of landing at dawn in Africa, and how it
  fulfilled a 'prediction', gets us off to an
  interesting start.  And he writes (p xi), Within
  less than three months after my arrival in Nairobi,
  I was invited by [Kenyan nationalist leader who
  spearheaded the negotiations for independence] Tom
  Mboya to handle his own travel arrangements and
  also those of the African Elected Members for the
  Lancaster House Conference. By some coincidence,
  at this very time work is underway on the political
  memoirs of another Goan who actually attended one
  of those crucial conference -- blame it for setting
  postcolonial Africa onto the wrong road, if you
  wish -- JM Nazareth, who traces his roots to Moira.

Winds of... is itself dedicated to Tom Mboya and Pio Gama
Pinto, the mostly forgotten rare Goan who took the side of
the Black nationalist cause, and post-Independence, and paid
with his life for his pro-people, radical politics.

In Part I of this book, we accompany Correia from Bombay
(which he left in June 1958, p 3) to Kenya, Tanganyika and
Zanzibar.  One gets a hint of what it meant in those times,
as someone from colonial Portuguese-ruled Goa, to work in
post-Independence India.  Correia's tryst with the media
(through community newspapers) is interesting, as is his
bird's eye view of Africa's politicians.

DR. NARENDRA PRATAP SINGH, DIRECTOR, ICAR RESEARCH COMPLEX FOR GOA TO VISIT
BANGKOK AND PHILLIPINES.

Dr. Narendra Pratap Singh. Director, ICAR Research Complex for Goa has been
invited by the   International Rice Research Institute (IRRI), Phillipines
to participate in the  4th International Rice Congress (IRC 2014) which
will take place  during 27 October - 1 November 2014 at the Bangkok
International Trade and Exhibition Centre (BITEC) in Bangkok, Thailand.
The IRC   2014 theme is Rice for the World, reflecting IRC as the largest
regular conference and exhibition of the global rice scientific research
community and industry.  Held under the patronage of the Royal Government
of Thailand, specifically the Ministry of Agriculture and Cooperatives, IRC
2014 is organized by the International Rice Research Institute (IRRI) and
Kenes MP Asia Pte. Ltd.
Focusing on the world’s latest advances in rice research and technologies,
IRC2014 is the only major global event that brings together all aspects of
the international rice industry that feeds half the world.
 About 2,000 rice scientists and rice industry players from all over the
world are expected to participate in IRC2014.  Thousands of Thai rice
entrepreneurs, government officials, extension workers, and farmers will
also visit the industry exhibits.

Rice science and research, tropical as well as temperate, form the
foundation of IRC 2014, providing a platform for the sharing of the latest
findings in international rice research and technology.

After the Congress, Dr. SIngh  will also visit the IRRI headquarters at
Manila Phillipines from 2nd to 5th November, 2014  to have an overview of
Rice Breeding and  agrnomic activities.
