Dec 16 2014 : The Times of India (Mumbai)After TOI report, govt scales down
Xmas day plans, schools to stay shutAbhishek ChoudhariNagpur:The Union human
resource ministry on Monday whittled down activities planned for Navodaya
Vidyalayas as well as other CBSE schools on December 25 to just a “voluntary
online essay competition“, casting aside the planned declamation contest, quiz
contest and film screenings in Navodaya schools--activities that would have
required these schools to be open. The change of plan seems to have been
triggered by the TOI report on a circular issued by the Navodaya Vidyalaya
Samiti on December 10, asking Navodaya schools to hold a series of activities
on Christmas Day , which the Samiti said would be observed as `good governance
day' to mark the birthday birth anniversary of Atal Bihari Vajpayee and Madan
Mohan Malaviya. The Samiti comes under the HRD ministry .The report led to
opposition MPs protesting against the move in Parliament. In the Rajya Sabha,
finance minister Arun Jaitley denied the report by maintaining that the only
school activity planned on Christmas was a voluntary online essay competition.
In the Lok Sabha, parliamentary affairs minister Venkaiah Naidu said the same,
and asserted that all schools would be shut for Christmas. However, by
afternoon, the circular issued by Navodaya Vidyalaya Samiti on December 10--the
document which alerted TOI about the move--was out on the net. The circular
issued by the Navodaya Vidyalaya Samiti on December 10 clearly established that
it had been planning a raft of activities on Christmas, ma king it apparent
that it was on ly an afterthought to limit activities to an online es say
competition. The Samiti had also sought a compliance report from the schools,
showing that observ ance of `Good Governance Day' with activities wasn't ex
actly voluntary . G S Bothyal, commissioner of the Samiti, who had issued the
December 10 circular, sent out a comm. unication to deputy commiss ioners late
on Monday evening which said, “Since CBSE has not yet issued any circular so
far regarding the activities to be undertaken on December 25, you are requested
to await the issuance of the (same) before taking any further action.“ A
statement issued by the HRD ministry said, “This is to clarify that CBSE has
not directed any schools to remain open on December 25. All schools will follow
their vacation schedule including holiday on December 25 as specifically
clarified by CBSE.“Naidu said in his statement that Navodaya schools were
residential schools, and some of them don't have winter breaks. In such
schools, while there will be no classes, students “will have the opportunity to
participate, if they so wish, in the essay competition“. When the principal of
a Navodaya school was asked if there was a fresh circular from the HRD ministry
, he said the school would do as has been stated in Parliament. Maha rashtra
chief minister Devendra Fadnavis declared in the assembly that schools in the
state would remain closed on December 25.“I spoke to human resources minister
Smriti Irani over the matter and she clarified that there was no need to keep
schools open for the competition as the entries would have to be submitted
online,“ he said. In Parliament, Congress MP from Kerala K C Venugopal raised
the issue during Zero Hour while questioning the Samiti's circular and wanting
to know why schools have been asked to conduct activities on Christmas Day .In
the Rajya Sabha, CPM leader Sitaram Yechury disputed Jaitley's claim that only
an online essay competition has been planned for Christmas, and said the plans
were much more than that. Venugopal told TOI, “Why are they silent on the
Navodaya circular and completely denying it? Does this mean that Navodaya
commissioner G S Bothyal announced activities for December 25 on his own
without taking his ministry into consideration? Congress party is meeting on
Tuesday morning and this will be one of the issues discussed. We shall
certainly follow it up till things are crystal clear on whose plan it was to
have these activities at Navodaya on Christmas Day .“The HRD press note on
Monday doesn't mention the December 10 circular at all. When TOI tried to get in
touch with Bothyal, who issued the circular, on Monday , his office said he had
gone to the ministry and was expected back by 4.30pm. Repeated calls after that
went
unanswered.==http://epaperbeta.timesofindia.com/Article.aspx?eid=31804&articlexml=No-school-on-Christmas-Day-TOI-is-not-16122014012072

[Goanet] Goa's fight for independence from Portugal - BBC interview with Libia Lobo Sardesai

2014-12-17 Thread roger dsouza
Goa's fight for independence from Portugal

*16 December 2014* For just over 14 years, Goa remained under Portuguese
rule despite the rest of India having won independence from the British in
1947.

Despite a long political campaign for freedom, Goa was only set free when
the Indian army marched across the border into the western territory in
December 1961.

Libia Lobo Sardesai, who ran the Voice of Freedom radio station in Goa, was
part of the political struggle to win independence.

She tells Witness of the last days of Portuguese rule and the
"intoxicating" feeling of winning freedom at last. Please click on the link
below.

[Goanet] BJP Agenda is Regression, Not Growth BY PRABHAKAR TIMBLE

2014-12-17 Thread roger dsouza
BJP Agenda is Regression, Not Growth

Posted by: Navhind Times in Opinion

*BY PRABHAKAR TIMBLE*

It is getting apparent and patent day by day that the ‘temple’ party which
repositioned itself under the slogan of development and “sabka vikas” is
moving backward and is gearing to take the Indian Hindus to the
discriminatory, regressive and traditional past rather than an equitable,
progressive and scientific future. The six months of political ‘parivartan’
made possible due to the pull of Hindu mobilisation by “hindutva” forces
and the push provided by the emerging middle class putting the eggs of
their aspirations in the Narendra Modi-led BJP incubator could end making
both the social segments worse off than before. The freedom-loving Indian
Hindus and the beneficiaries of the guarantees provided by the Indian
democracy could well be in the trap losing their freedom and creativity
under the onslaught of the right-wing ‘hindutva’ brigade.

Six months of the new dispensation have not brought new ideas on the table.
On the other hand, India’s past is becoming the agenda of India’s future.
The Rashtriya Swayamsevak Sangh (RSS) and the saffronites are in a haste to
convert their communal agenda into an action plan under the cover of
development and nationalism. It is true that one cannot judge the
performance of any government in such a short time. However, the initial
footsteps of the NDA government do not show that they are in the direction
of growth and development. The play on the drums of Hindu, Hinduism,
Hindusthan has been given top priority. This is followed by slowly
dismantling the idea of composite India by pulling curtains on the rich,
secular and tolerant heritage. The process of decimation of Mahatma Gandhi,
Jawaharlal Nehru, Sardar Patel, Babasaheb Ambedkar which was within the
confines of RSS properties has been brought to the national stage. The
footprints that the BJP wants to leave will prove detrimental to the Indian
Hindus and the middle class as the fundamentalist elements of the Hindu
society take control to monitor the knobs of education, human resource
development, history, culture and internal law and order. Liberal
economics, intolerant and hate politics and regressive social frames seem
to be the agenda of the BJP government.

Nathuram, Gita and Ghar-vapasi
Nathuram Godse, a right-wing activist who shot the father of the nation
Mahatma Gandhi thrice in the chest at point-blank range, is being eulogized
by hosting a ‘Shaurya Diwas’ in Maharashtra by Bajrang Dal, an affectionate
branch of the RSS tree. A BJP lawmaker Sakshi Maharaj says, “Nathuram Godse
was a patriot just as Mahatma Gandhi was. I believe Nathuram Godse was also
a nationalist.” Granting that each individual has the freedom of choice and
expression, these incidents though look small and stray, indicate the
intolerance and hate penetration of the right-wing forces. We are fortunate
that the BJP law maker did not demand that the day of assassination of
Mahatma Gandhi be observed as ‘Patriotism Day.’ We are told there was a
move to declare the ‘Christmas Day’ as a ‘Good Governance Day’ and there
were failed attempts to make a small beginning in this direction by roping
in school students and educational institutions. These are indicators of
the new, polluted and corrosive thinking.

External Affairs Minister Sushma Swaraj wants the nation to accept that the
“Bhagwad Gita has answers to everybody’s problems and that is why the
Bhagwad Gita should be declared as a Rashtriya Granth (holy scripture).” In
reality, the Gita is not the supreme scripture. All schools of thought of
the Hindu religion don’t accept it. It is one of the many texts available.
There are many interpretations of this scripture and there are many
additions and alterations made to the Gita. Such outbursts show the
ideological and cultural agenda of the government and it cannot be
dispensed as the wish-list of an individual. If at all, anything is a
national scripture for a democratic government, it has to be the Indian
Constitution.

The issue of reconversion or ‘ghar wapasi’ at Agra and Aligarh will keep
the nation on the boil. Undoubtedly, freedom of religion includes the right
of choice of religion. Missionaries of all religions are associated in
facilitating conversions. The issue creates social tensions when political
forces play a clandestine role.

Think twice, watch out

All the above has absolutely no link with ‘vikas’ (development) and
national pride. But, issues such as the above are now pushed forward by the
right-wing organisations as the climate is considered ripe for the “hidden”
agenda. The way the matters are being allowed to erupt and handled shows
presence of political patronage.
I do not wish to conclude these as threats to India’s secular democratic
fabric. This is too trivial and this track is overbeaten. The threat of
such fanatic elements is more

Re: [Goanet] [WildGoa] RE: [Aamchi Panaji] Air Pollution in Goa: Comment from Maya de Souza

2014-12-17 Thread DARRELL SEQUEIRA
Maya,

Thanks for your input. I support all that you say but it is well known to most
staff in the concerned authorities and while public education is constantly
needed, particularly for change in the long-term, more of it will not change
much in the immediate future.

The better results strategy is naming and shaming, focus on specific issues,
feedback to society and action for change.

But then you also have to contend with the sensitivities and sense of values of
the average resident and Indian tourist in Goa. Take noise pollution, for
instance. The public buses that ply the narrow roads in my village firmly
believe that it is their God given right to startle and keep the whole village
awake by hooting continuously as they ride by, no matter the time of night and
day. As far as I know, nobody has objected, possibly because most of the
villagers are not disturbed (Indians love noise) or because they have no trust
in the Panchayat or police to take action. (What to do, its like that only in
Goa, syndrome). If you want to hear a musical discord take a little time off at
the Mapusa bus stand, the place where the hooters congregate and hoot to
kingdom come right under the window of the RTA office, assuming it has not
moved. Leave it to you to imagine what the hooters are saying. (Continuous dog
noise is another similar issue). Once again, a sense of values and the comfort
of impunity and bribery solution to all evils in the face of the law. By and
large, we are not a society in which the rule of law prevails. Another aspect
of our civilization. We are an ancient civilization, remember?

The option, a rapid results approach is implement the law (noise pollution,
public nuisance etc.) and demand better laws and penalties.
The common approach to an issue is to pretend that things are being done. Today
we have great activities to clean up our India. About time wouldn't you say but
at best the campaign will only have limited and localized success for the
simple reason, in the case of Goa, that people are not offered a proper,
efficient, consistently working system to dispose off their garbage. Segregate
and then what? Clean an area and how long will it take the spoilers to make it
filthy and smelly again? Like noise, do the majority of Indians love and feel
comfortable in smelly filth, one might ask. Again, a matter of values of the
majority, implementation of the law, and a progressive approach of our leaders.

The fight must go on as we must never allow the spoilers to take over Goa.

2014-12-17 Thread Joao Barros-Pereira
Politics, Politicians, Politicking

No doubt about it. Our politicians are smart. They know how to fool the
voter and get elected to office. The voter is easily fooled!

Take, for instance, the Regional Plan. Where is it? Hiding? Prior to
elections we were promised it would be taken care of quickly, but was it?
Are Goans expected to keep quiet indefinitely? Is this moral or immoral?
It is neither. In the unforgettable words of the former Congress Party
Chief Minister Digambar Kamat to Goans: "I do not need your votes," his
sentiments it appears are unexpressed but shared by the majority of
politicians in our progressive state which is rushing towards the goal of
development with a level of intelligence similar to lemmings.

Politicians, all over the world, are neither moral nor immoral. They are
amoral. If they have to say something to achieve their goal - the means to
the end - namely, the story they tell - well, it is nothing more than a
story! The goals, of course, are various. For some, it is money, for
others power, and still others, power and money. There is of course
another group who is not interested in money but ideology. They seek power
to achieve their ideological goals. To which group does your MLA belong?

Almost all politicians, ideological or not, have a hidden agenda and also a
hidden inferiority complex. They need the voter to feel a sense of
self-worth; their egos are slavishly dependent on the voters, their
followers. They learn to hide their dependence on the voter even though
they humbly kiss the feet of the voter before the elections and kick his or
her behind after! Hidden inferiority complexes and hidden agendas provide
an accurate enough description of the behavior of politicians everywhere.
Great speeches and assurances aside.

A study of the history of Goa's Regional Plan is interesting, and reveals a
lot. Deputy CM Francis D'Sousa says the plan has to be in place by 2017.
Why? Is it a lucky number? He says the process will start in January of
next year. But when will it end, when will it be notified? Meanwhile, the
government is in the process of building wide roads - 10 metre and even 20
metre roads - through our villages! Machiavellian brilliance?

Goans are a confused people today. Earlier, the Congress Party tried to
sell them a make-believe heaven which resembled hell more than anything
else, and this political party was deservedly rubbished, to be replaced by
another which promised to undo all the wrongs created by the evil party of
looters under the garb of secularism. Today, unfortunately, the two appear
to be similar with regard to their goals, and for this reason Goans are
confused and dizzy because of the U-turn on several major issues. Broken
promises!

Will Goans achieve the Special Status which Mathany Saldhana was fighting
for single-mindedly for the last two years of his life only after a lot of
Goa's land is no longer in Goan hands? The major issue today in Goa, more
than the garbage mess which is becoming synonymous as well as an icon of
this government, is the aberration of an international airport which the
government stubbornly insists is something we need even after two expert
committees have declared it cannot be viable without the closing down of
Dabolim airport which is expected to collapse on its own weight.

And, as if this is not enough, a golf course is on the way, in an until now
beautiful Goan village with a small population which will deplete further
the available water resources in a state where there is already a shortage
of water. Not to ignore the chemicals and the poisoning of the land which
go together like a Romeo and Juliet tragedy. Add a 76-crore bridge for this
village which already has a bridge for a very small population but which
the government claims is necessary! All this makes no sense to anyone
except the government. Unless Goans actively protest the arbitrary taking
over of their villages in the name of development, the ground from under
their feet might well disappear along with their villages. Development, of
course, means more often than not their own personal bank account
development! Other than this explanation or the world is made of coconut
chutney, nothing makes sense!

Is the art of governance simply a matter of having power and doing whatever
one likes simply because it has the power? If one has political connections
does it mean procedural matters and the law are unimportant with regard to
major projects? Are only people who do not have the necessary connections
expected to follow the rules? Does the public have to shut up, and the
government will listen up only at the time of elections? If the government
does not show respect for proper procedure and the law, is this a good
model for the State? And Goan society?

If the BJP government would like to continue for another term and keep the
sacred trust of the people until the next election then upholding the law
and having respect for proper procedure and

[Goanet] Killer junction

Killer junction
Dec 17, 2014, 02.00 AM ISTREAD MORE Sumita Lotlekar|Siridao-Palem|Isidore
Domnick Mendes|Goa Velha|Francisco Silveira
Isidore Domnick Mendes

Bordering the villages of Bambolim, Curca and Goa Velha on one end and the
Arabian Sea on the other, the coastal village of Siridao-Palem is inhabited by
2,423 people and has 7 vaddos or  wards: Jesus Nazareth or Ward 1 , Modlo Vaddo
or Ward 2 , Firguem Bhat or Ward 3 and Modlo Bhat or Ward 4 ( in the beach side
i.e., Siridao) Puter or Ward 5,  Choker or Ward 6 and Diwar or Ward 7 ( the non
beach side Palem)

During the past seven years, the intersection lying on National Highway 17 (NH
17) has become a death trap as more than 35 young and old lives from this
village have been lost and the killer junction has also left wounded and
injured scores of its locals. Nevertheless, the biggest irony for this peaceful
and prosperous village of Tiswadi taluka is that neither the past Congress or
the present BJP state government is least interested to protect the lives of
its people.
Everyday, in the mornings and afternoons, the movement of children studying in
the two village schools i.e. Our Lady of Rosary in Firguem Bhat and government
school at Palem is severely affected as there is no subway.

The foundation stone for this subway was laid way back on April 12, 2008, by
former chief minister Digambar Kamat in the presence of the erstwhile MLA
Francisco Silveira.

Numerous representations by villagers, who are mostly fisherfolk, for building
of a vehicular subway, have fallen on deaf years. "The junction has become a
virtual death trap because pedestrians, riders and drivers have either been
mowed down or grievously injured by speeding vehicles at the intersection. When
we come to the intersection to cross the road, we are not aware what our fate
will be," said Sumita Lotlekar of Modhlo vaddo.

Even the policeman manning the traffic at this deadly traffic intersection has
been by-and-large transitory in nature. "Successive state governments have been
completely indifferent to the lives of sons and daughters of the soil of
Siridao-Palem. Forget about they being permanently present, the cops are hardly
seen controlling and directing both the heavy and light vehicles moving at a
terrific speed at the deadly unmanned junction of NH 17," says Chandrakant
Lotlekar of Modhlo vaddo.

Like erstwhile chief minister Digambar Kamat, Manohar Parrikar too before being
inducted at the Centre as defence minister, kept on giving empty assurances
both inside and outside the assembly on the construction of the said passageway.

According to sources, just before the Lok Sabha elections of 2014, a meeting
was chaired by then chief minister Manohar Parrikar and attended by all the
panchayat members and sarpanchas of St Andre constituency, in which, Parrikar
made it clear that the work of the proposed subway would begin in right earnest
in September 2014.

But, all these assurances whether issued by Digambar Kamat or Manohar Parrikar
have remained empty promises. The public works department (PWD) continues to
display callous attitude on this vexed issue.

"For how long will the state government remain a mute spectator to the deaths
and injuries occurring in the households of Siridao-Palem? Why don't the
authorities, at least, now act to fructify the dream of passageway for both
vehicles and pedestrians at the intersection?" asks Pedrina Afonso of Firguem
Bhat.

Siridao-Palem panchayat is just one of the many panchayats in Goa facing the
brunt of the villagers because of the government backing down on undertakings
it gave to the people. "The panchayat is completely unaided and helpless to
redress the people's grievances in which the state government had pledged to
construct a subway. Due to the non-delivery of promises by the state
government, villagers vent out their anger on the panchayat. Like other village
panchayats, Siridao-Palem panchayat too is like a sub-post office with a
mandate only to stamp on a set of papers. The local self government is only a
nominal head whereas the government departments be it police, TCP, PWD are real
executives," laments sarpanch Antonio Jose Afonso.

The sarpanch further adds "A lot of lives have been sacrificed at the killer
intersection. The need of the hour for Siridao-Palem is the coming up of the
much-needed subway."

When contacted, St Andre MLA Vishnu Surya Wagh said, "Getting the subway in
Siridao-Palem and the state-of-art rural health centre in Azossim-Mandur have
been my two most important priorities since becoming the St Andre MLA.
Nevertheless, it is also being thought to construct a flyover straight from
Bambolim to Goa Velha junction, which would not lead to destruction of any
houses as earlier envisaged in the widening of road by NHAI (National Highway
Authority of India), but, at the same time also completely minimize the flow of
vehicular traffic on the existing NH 17 a

Dear Joe,

Thanks for your photography and the videography.

Your photos on "BEGGARS BEGGARS EVERYWHERE IN THE CAPITAL CITY OF PANJIM"
is really and eyesore to the people of Goa as well the tourists who flock
to Goa in search of fun, frolic and entertainment.

These beggars who are migrants must be shunted out of the State Goa or
imprisoned for six months and then externed once and for all to deter them
from coming back to Goa and once again start begging, as this was the
punishment meted out to Beggars in Mumbai city and elsewhere in
Maharashtra..

Some years back Begging was considered a crime in Mumbai and as a matter of
fact the Government of this state had promulgated that Begging is a crime
and that all Beggars should be shunted out of the city limits of Mumbai and
elsewhere or else imprisoned as convicts..

The remedy for the Goa Government should be; to come out with a plan to
make begging a crime and shun beggars from all the places in Goa and from
its pristine beaches or elsewhere in Goa would further deteriorate and
degrade Goa's good reputation and peace loving people.

Begging is also the handy work and patronization of all sorts of elements
from other parts of India who are trying to make a fast buck by bringing in
migrants from other parts of India with a job promise and labour and slowly
turning them as beggars to serve their own purpose and cause as this gives
them easy money to live at the cost of others in Goa for free.

Begging has really become an eyesore and a menace to the Peace loving
Society in Goa but this is also patronized by Crime mafia at al.

This begging which is mostly encouraged by some Goondas as well with the
blessings from political nexus in conjunction with the local lords to serve
their own cause and various nefarious activities in mind with reasons only
God knows must come to an end, and put a FULL STOP must be put to it.
Otherwise Goa will gradually GO DOWN THE LANE TO GUTTERS as already this
has happened in Mumbai city.

To being cleansing; some initiative must be taken by some strong lobby in
Goa by filing a PIL in court so as to stop this begging menace and other
nefarious activities of the migrants etc. The guilty must be punished
severely for creating nuisance and marring the Public life of Goans and
allow them to move freely with their heads held high as Goa belongs to only
Goans and not outsiders, though India may reign supreme..

Unless good Governance, unity and a sense of camaraderie prevails amongst
PEACE LOVING GOANS, NOTHING WILL EVER CHANGE FOR GOOD BUT further damage
the ecological factors, its environs and further Goa themselves would be
shunted out of Goa gradually with calamitous events.

SO ALL LIKE MINDED PEOPLE OF GOA WAKE AND UNITE TO FIGHT FOR GOOD
GOVERNANCE BY THE GOVERNMENT OF GOA AND SHUN ALL BAD ELEMENTS AND THEIR
ACTIVITIES OUT OF GOA ONCE AND FOR ALL.. or else we all Goans will forever
be DOOMED from our own mother land.

[Goanet] TIRACOL - PERNEM PROJECTS ( MOPA AND BRIDGE ) IN TROUBLE?

2014-12-17 Thread Stephen Dias
*HC issues notices to Govt, Leading Hotels on PIL against Golf Course
project*

*First major legal challenge to controversial golf course and villa
project; tenants with help of Goa Foundation move court against tenanted
lands being used for golf and hotel project*

*TEAM HERALD*

PANJIM: A Division Bench of the Bombay High Court comprising Justice
Ravindra Manohar Borde and Justice F M Reis, today issued notice on a PIL
filed by the St Anthony’s Tenants and Mundkars Association, Tiracol,
challenging the construction of a golf course by Leading Hotels on lands
covered under the Agricultural Tenancy Act, 1964.

Notices were issued to the State of Goa ( through Chief Secretary), Chief
Town Planner, The Town and Country Planning Department, the Goa Pollution
Control Board and the State Environment Impact Assessment Authority,
Collector North Goa, Mamlatdar of Pernem and Sandip Ganguly of Leading
Hotels and his company and other representatives.

Other petitioners include Anthony Mendes, a Tiracol resident and a tenant,
and the Goa Foundation. The Court fixed the next hearing of the matter on
January 12.

The PIL has challenged the Leading Hotels’ purchase of the land alleging
that it had sought to bypass the provisions of the Goa Agricultural Tenancy
Act and Goa Land Use Act.

The petition states that through questionable proceedings in lower courts
and connected administrative decisions, 95% of the land in Tiracol village
– which was earlier tenanted – has been shown to be purchased by the
Respondent resort company which proposes to install a golf course and hotel
project. The petition challenges the diversion of these lands for use of a
golf course in explicit violation of the provisions of both these Acts.

The petition alleges that the entire land area of Tiracol village
admeasures some 13,84,000 sq mts, and the tenanted land comprised 11,27,097
sq mts of the total.

Subsequently, several of the deemed tenants filed applications under the
provisions of the Act to obtain orders in respect of the purchase price
under the Act and for mutation.

The Association became aware in 2011 of some efforts being made by agents
of Leading Hotels to illegally free tenanted lands from the provisions of
the Tenancy Act and immediately took steps to inform the authorities of the
nature of the land and the bar on its conversion to non- agriculture.

The Association wrote to both the Collector and the Chief Secretary,
enclosing all relevant Forms 1 & 14 which belonged to members of its
association and which were tenanted.

The petition has alleged that “ it is the experience of common people that
when powerful actors are at work and politicians get involved, law is
subverted and made useless. Inconvenient documents including earlier
proceedings before the Mamlatdar were withheld from the Civil Courts.
Efforts were successfully made to show the tenancies as “ wrong entries”
and thereafter to procure appropriate orders for getting “ tenancy- free
certificates.” It alleged that in this case, entire batches of applications
for tenancy free status were disposed of on a single day, en masse, by the
Deputy Collector of Pednem.

The petitioners have prayed that the High Court invoke its inherent,
extraordinary, revisional jurisdiction to quash and set them aside.

They have also challenged Town Planning permissions for the golf course,
consent to establish golf course issued by the Pollution Control Board,
Environment Clearance issued by the State Environment Impact Assessment
Authority ( SEIAA) and sanads issued by the Collector, North Goa.

[Goanet] Goa’s CM bats for anti-environmental projects: asks greens not to raise red flags against hotel, airport projects; Parsekar’s personal interest projects are under public scrutiny

2014-12-17 Thread roger dsouza
*Goa’s CM bats for anti-environmental projects: asks greens not to raise
red flags against hotel, airport projects; Parsekar’s personal interest
projects are under public scrutiny*

*Says activists must look at projects with a sympathetic view as they
contribute to employment and revenue generation *

17 Dec, 2014,

PANJIM: Reacting to sustained opposition to projects such as the proposed
Mopa Greenfield International airport and the private hotel project at
Tiracol, Chief Minister Laxmikant Parsekar on Tuesday appealed to the
people, especially activists, not to raise unnecessary objections to such
projects stating this would hinder the State’s development.

Simultaneously, he said the government is committed to promoting
pollution-free and environmental-friendly projects in the State.

“The government is fully conscious about conserving the environment. But
that does not mean we should start opposing each and every project without
any study,” Parsekar said, towing the Manohar Parrikar line, and added
“continuous opposition to developmental projects is a major hindrance in
running the State.”

Parsekar said it could be any project – airport or hotel -- but “If it is
planned on a barren plateau, we should not oppose it. We should look at
such projects with a sympathetic view as they contribute to employment and
revenue generation.”

The chief minister was speaking at the inaugural of the day-long workshop
on ‘Role of Media and NGOs in Environment Conservation’, jointly organized
by the Goa State Council for Science and Technology (SCST) and Goa Union of
Journalists (GUJ).

Expressing concern over the hue and cry being raised by some people,
unnecessarily, on proposed developmental projects without ascertaining the
factual position, Parsekar said, “The jobs in government departments have
reached a saturation point. Now, we have to look at the private sector to
create employment. We should invite environment-friendly projects.”

The Environment Impact Assessment (EIA) study of the Mopa airport is
currently being undertaken and the preliminary report has given a green
signal to government for executing the project.

The chief minister said the government is committed to create greater
awareness about the importance of environment and efforts in this direction
are already being initiated. “We need industries but at the same time, we
should also take care of the environment so that ecological balance is
maintained,” he said.

Parsekar urged the Department of Science and Technology to prepare a road
map for settling environment issues in the State.

*Parsekar’s personal interest projects are under public scrutiny (Editorial
Herald)*

17 Dec, 2014,

So the heat is getting to him.Chief Minister Laxmikant Parsekar chose a
discussion on the role of the media and NGO’s in Environment Conservation
to basically say that environmentalists were disrupters of development.

And without mentioning either projects, he referred to the Mopa airport
project and the Tiracol Golf and Resort project, both in his political
backyard of Pernem taluka and asked activists not to raise ‘unnecessary
objections’.

Look at his words: “The government is fully conscious about conserving the
environment. But that does not mean that we should start opposing each and
every project without any study of it. Continuous opposition to
developmental projects is a major hindrance in running the State."

If this was a general statement, it would have been a good ground for a
healthy and meaningful debate. But since it is no secret that the elephants
in the room are two projects that are being challenged for the right
reasons, by the right people with the right intentions, his stand is
perile. But Parsekar is no child when he says that projects are being
opposed by those who have no study of it. In fact he is under pressure
because there indeed has been too much study of both projects- the Mopa
airport project and the Tiracol Golf Course which has caused this reaction.
In case you didn’t notice, his remarks coincided with the Goa bench of the
Bombay High Court issuing notices to the his Government, in a PIL filed by
the villagers of Tiracol and Goa Foundation against the manner in which
tenanted lands meant for agriculture were sold for the Golf Course
projected against the Goa Tenancy Act and the Goa Land Use Act.

The Mopa airport project has almost become a private or at the very least a
private interest project for the Parsekar family with land prices in and
around the airport area leapfrogging five times, while those who lands are
being taken away, got one-fifth the same land prices as compensation. The
Environment Impact Assessment for the Mopa project should have been done as
soon as the land was identified, not after the Request for Qualification

[Goanet] IT’S FINALLY HAPPENING ALL OVER!

2014-12-17 Thread Marshall Mendonza
*IT’S FINALLY HAPPENING ALL OVER!*

*-Fr. Cedric Prakash sj**

It's finally HAPPENING ALL OVER!

Not that the intelligent Indian IS SURPRISED!

Everything is ON EXPECTED lines!

The "events" are meticulously planned and are being strategically executed

Plenty of thinking has gone into MAINSTREAMING the BUNCH of THOUGHTS

of Golwalkar, Sarvarkar and Hegdewar.

So they begin by demonising the minorities.

"Tell A LIE A THOUSAND TIMES and people will believe you"

The strategy of the Nazi Goebbels is evidently clear

Then the divisive games are plenty: "WE" or "THEY"

Either you are “sons of Ram” or “ILLEGITIMATE children”

They create a sense of ‘MAJORITARIANISM’

This COUNTRY belongs to ‘US-kind-of-attitude’

So they talk about Sanskrit; and myths and lies of how advanced we "have
been"

(They will send THEIR CHILDREN to ENGLISH-medium schools and to "phoren"
lands)

Our HRD MINISTER has studied "three days" in YALE and then goes to an
ASTROLGER!!!

They conveniently forget that we have a Constitution wedded to SECULAR and
DEMOCRATIC principles!

So the BHAGWAD GITA has to be the Sacred Book and

It is NO LONGER the CONSTITUTION

They suffer from selective amnesia

and have to be reminded that the ARYANS FIRST INVADED India

*They forget*:

that Sardar Patel had BANNED them

that Nehru contributed greatly to India's ALL-ROUND DEVELOPMENT

that GODSE is NOT a patriot but ONE OF THEM who MURDERED Mahatma Gandhi

that Ambedkar led thousands of Dalits to the Buddhist fold

Yes. they forget plenty..

And then they begin their "GHAR-WAPASI" programmes

With FORCE and FRAUD with huge bribes...

creating of course a LAW AND ORDER PROBLEM

While ALL WILL SCREAM and YELL and SHOUT

They will very CONVENIENTLY say (with the MEDIA in their pockets)

WE NEED AN ANTI-CONVERSION LAW in the Country!!!

Just like the ONE in GUJARAT!

So should we ban “all conversion” or only “forced conversions?”

So overnight, they attempt to throw out ARTICLE 19 and ARTICLE 25 of the
Constitution

Desperately trying to DESTROY the PLURALISTIC FABRIC

and the SANCTITY of DIVERSITY of our Country

They send out an official circular saying that Christmas is a “working day”

And of course they deny itbecause telling lies is their forte.

So Christmas is indeed a holiday!

And some morons, will clap with joy

Since a ‘big favour’ has been done to them.

They will RUN WITH THE HARE and HUNT WITH THE HOUND

The "big guy" will continue to talk ALL KINDS OF CRAP

with his "acchhe din" still fooling some of the people

But the fact is that HE IS ONE OF THEM

LEOPARDS NEVER CHANGE THEIR SPOTS!!!

His BLUFF WILL BE CALLED ONE DAY

Indians ARE indeed MORE INTELLIGENT

and will certainly see through things

It is still NOT late for the REST OF US to RISE UP as ONE

and with TAGORE to strongly say, ‘WE HAVE HAD ENOUGH!!!’

and to pray,

"*Into that heaven of FREEDOM my Father: Let my COUNTRY AWAKE*!"
