While still in school everyone thought l'd be an engineer,
since my father was one. Since I knew all the cars' names
that passed on the road, that clinched it.

  In college, I wrote a couple of articles for *A
  Vida's* English section. Then I read a long
  article-cum-interview on J. Krishnamurti in the
  *Illustrated Weekly of India* by its editor A.S.
  Raman. I got interested but could find nothing on
  or by Krishnamurti in Goan bookshops. So I ordered
  from Pune a couple of books by him and got *The
  First and Last Freedom* with a Foreword by Aldous
  Huxley, and a verbatim report of some of his talks
  in India. I read them and decided I could write an
  article on him. I wrote in long  hand on a lined
  foolscap, titled it Psychology of Freedom and
  mailed it to *Sunday Standard* (now *Sunday
  Express*). It was published under the title Quest
  for Inner Peace but was otherwise unchanged.

By now, my low marks made it clear I wouldn't be an engineer.
So I opted for journalism and enrolled at Bharatiya Vidya
Bhavan's Institute of Mass Comunication and Media in Mumbai.
Its main subjects were: Reporting, Editing and Writing. At
the end of the year I passed with a Silver Medal in Writing.
My Principal, Joseph John, gave me a letter of introduction to
V.K. Narasimhan, Editor of the *Indian Express*.

I met Narasimhan who questioned me closely on Krishnamurti
after reading the article: This is the best job I’ve seen on
Krishnamurti.(Thank you) Did Krishnamurti write his books or
were they based on his talks? (Some he wrote like
*Commentaries on Living*; some were based on talks). Had I
read Camus?  I had read his Myth of Sisiphus. How close was
he to Krishnamurti? On different wavelengths, I thought...
and so on. Then he said I could join the *Sunday Standard*. I
should go and meet its editor Kapadia. I did but Kapadia had
other ideas. It can't be done in a jiffy, he said. I'd first
have to go to Madras. I'd be a fish out of water there. I
didn't want to leave Bombay. So I walked out of there.

  In any case, I was more interested in books than in
  journalism. So I applied to Jaico, was called,
  interviewed by its founder Jaman Shah and got the
  job of editorial assistant. I had to read and
  assess manuscripts, go through issues of
  *Publishers' Weekly* and *Bookseller* and ask for
  review copies of books for possible reprint in
  India. I asked him why he didn't reprint
  Krishnamurti's books? He couldn't get
  reprint rights. Did fiction sell? Only short
  stories, not novels. So I set out to compile a book
  on Krishnamurti and one of Goan Short Stories.

I discovered a small magazine *Chetana* that specialised in
articles on Krishnamurti, bought a few issues and set out to
work. I selected some, sorted them out into sections, added
some more material from elsewhere, including my article which
led the rest. After obtaining  permission from the editor of
*Chetana* and others concerned, I was ready.

Then I started on my collection of Goan short stories. I sent
letters to the editor of *Navhind Times* and *Herald* and
collected stories published in these and other Goan
newspapers and was ready, after obtaining the required permissions.

Finally both were out. 5,000 copies of *The Mind of J.
Krishnamurti* were printed and 3,000 of *Modern Goan Short
Stories*. Krishnamurti sold out immediately. It has been
reprinted 22 times and still sells 45 years later. The Goan
short stories had two bad reviews. One Neela d`Souza thrashed
it in *The Times of India* and  Dr. Carmo de Azavedo panned
it in *Goa Today* though all the well known authors had been
included. It didn`t sell  more than 1,200 copies during the
nine years I was in Jaico.

Around this time  Maharishi Mahesh Yogi's Transcendental
Meditation (TM) had been in the news on three occasions.
First when the Beatles joined him in Rishikesh; next when
they abandoned him and lastly when he dubbed the technique as
the Science of Creative Intelligence and invited scientists
to investigate it. Physiologists Robert Wallace and Herbert
Benson had  conducted various tests on it and published work
about its beneficial results. Wallace went on to become the
head of Maharishi International University. Benson went on to
develop his own technique which he termed the Relaxation
Response. TM consists in repeating for 20 minutes, twice a
day a one-word mantra prescribed by Maharish and which you
undertake not to

Among the bribe taking fraternity in Goa and the rest of India, there is a 
certain elite, an aristocracy if you will.

While the plebians will await your gratuity and only ask you when none seems 
forthcoming, the aristocracy  having some sort of honour, will never ask you 
for a bribe. They will let you figure it out. And figure it out you will, when 
you go several times to get your work done, or are presented redundant hurdles 
or are repeatedly delayed in completion. 

Among these aristocrats are a smaller number who on being presented with 
"something" will cower away from the dastardly offer saying "Che, Che ami ten 
korpache munis nim". (We aren't the type to do that kind of thing). This type 
requires either a) more than you are giving or b) you need to give through a 
subordinate or c) you need to repeatedly ask him to kindly take it as a favour 
to yourself.

Cross Examination is a specific term.. It is usually done by the lawyer for
the defence. It follows Direct Examination by the prosecution. It would be
very incongruous for MB to be subjected to "cross-examination to get out
information from him as to who from the Herald leaked information about the
"memo"

[Goanet] The Sting Operator Who Gave Up Anonymity

Some readers mostly Diasporic, may not know that Bush (Mayabhushan Nagvenkar) 
is an old hand at sting operations. 

He has worked stings at election time in Goa where the Herald was involved. 

At press conferences as The Bush has revealed, party candidates distribute 
press notes along with a 500 or 1000 rupee note. The gratuity was for the words 
"paid advertisement" to be omitted.

Reminds me of a common practice with bus drivers in Goa after 1961. 

The last few buses to Cavelossim from Margao every evening would fill above 
capacity since people would like to hang out in Margao at bars, restaurants and 
shopping places until they could. Besides the bus passed through Hariya Baand, 
Benaulim, Varca, Orlim and Carmona to the end point Cavelossim, a well 
travelled route.

At the Margao New Bazaar crossroad, there would always be a cop since this was 
a lucrative place for bribes. The bus drivers, hard working and work worn, knew 
they could not avoid paying but it didn't mean they liked it. So to show their 
disgust, as the bus approached the said point, a traffic cop would appear from 
nowhere and the bus driver would pretend to slow down. Just as the cop neared, 
the driver would speed up and instead of putting the 5 or 10 buck note in the 
cop's palm, he would fling it to the road and make the cop shamelessly bend to 
pick it up.

Herald, inspire of previous stings, like that traffic cop, seems to have no 
qualms with dirty money.

In the court of public opinion, is The Herald paying a price for its blackmail 
and extortion or is it business as usual?

In a court of law, this recording may carry little weight.

A) Adwait Desai can say they were staging a mock reality show.

B) Mgmt can say Adwait was acting on his own, he had no permission to 
negotiate, he wanted to show himself in a good light to his bosses. He becomes 
a scapegoat (most common scenario).

C) Mgmt can allege that Adwait was set up by a media rival to discredit The 
Herald.

D) Mgmt can tell the court the whole demand of 25 lakes pm was implausible. How 
could they demand from the casino lobby a spending increase from 50K to 25 
lakhs per month.

There must have been feverish data removal and record shredding of all files of 
memos to and from Adwait in the newspaper offices as soon as MB's expose hit 
the public domain.

One question remains pertinent. Have any important people in Goa been jailed 
for murder, money laundering, getting caught at airports with a foreign 
currency stash, drug smuggling and distribution, communidade land grabs, 
illegal structures, tax evasion, plundering of govt revenues and a hundred 
other crime genres, a short period in luxury prison for slapping a public 
servant notwithstanding.

Then why would any reasonable person expect The Herald to pay unless it suits 
very powerful persons?

This issue is more complex than that. Some facts to consider:

* Sujay Gupta (and Herald) played a key role in BJP's ascent to power
  in Goa, 2012.
* Without stoking Catholic disenchantment against Congress, this would
  probably not have worked.
* For whatever reasons, for some time now the paper has been attacked the
BJP.
* The casino video dates back to early 2015.
* When asked why the delay in releasing it, Mayabhushan replied that he
  "got the video last month". https://goo.gl/qw0Hmb
* Whatever the matter, this does give a bad name to dissent,
  and strengthens the official hand.
* Critics will more easily be seen to have questionable motives.
* Adv Rajeev Gomes, Margao, filed a police complaint, which was said to
  have been getting examined, against "management, managerial staff and
  editorial personnel" alleging extortion. http://goo.gl/8klUjp Gomes
  has discussed his action via Facebook.
* The police meanwhile proceeded on the 'illegal lottery housie' case

* The 'Mexican housie' and 'German housie' has been very publicly run
  for quite some time now; seven years by one count. There is nothing
  new or covert about it.
* Mayabhushan has been campaigning against media corruption and misuse.
  In Goa, his campaigns have focussed mainly on the Herald. This paper
  is his ex-employer (and, btw, mine too).
* Media misdeeds, corruption are indeed not restricted to the Herald
  alone. Is the official action taken even-handed and consistent?
* Meanwhile, continuing on the strange twists, taking cognisance of the
  Herald complaint, meanwhile, the Goa Police summoned Mayabhushan in a
  case alleging data theft and hacking from the newspaper.

The aim here is not to defend one side or the other, but just to point

[Goanet] Bicholim police station gets new building

BICHOLIM: After persistent demand for years, the new police station in Bicholim 
was finally inaugurated by Chief Minister  Laxmikant Parsekar on Thursday. 


The old Primary Health Centre at Bicholim which was in a dilapidated condition 
has been renovated and been converted into police station. Spread over an area 
of 1600 sq mts, the new police station comprises of three main blocks 
interconnected with each other. 

Block 1 consists of the offices for police officials and the home guard and a 
reporting room, wireless room, barracks for men and women, pantry, store room 
and a toilet block. The same block has a separate lock up for men and women 
each with attached toilets and a high security armoury room with a steel door.

Block 2 which is a structure with one floor consists of spacious barracks for 
home guards, a conference room and additional rooms to accommodate staff in 
future. The third block has the legal aid cell, administrative offices and 
separate rooms for counselling, motor vehicle checking, meeting, maintaining 
records, district legal services and other requirements. 

 The police station comprises of a compound wall on all four sides with an 
overhead water tank, underground sump, pump room with adequate capacity, 
canteen and parking for approximately 15 four wheelers and 20 two wheelers.

Speaker Anant Shet, GSIDC Chairman Pramod Sawant, Bicholim MLA Naresh Sawal, 
IGP Sunil Garg, Bicholim Municipal Council Chairperson Satish Gaonkar were 
present for function.

There are lots of twists and turns to come before election day. Personally,
I feel that this race will be much more closer in November and that is when
one can bet on his/her choice - as you would  be getting much better odds
against Hilary.

Bus Stop at Navelim

The existing bus stop at Navelim on church side  was demolished for
renovation. The garden  built at enormous cost to the exchequer was
dismantled and in its place a parking lot was constructed. Was it shot
sight  or political expediency to  overlook the parking requirement of
parishioner and please vested interest to use prime space for forest dept?

Number of school   and college  children from two schools, higher
secondary, vocational stream are left high and dry both during rainy season
and summer heat without much needed shelter, Request have poured in from
individuals, NGO, in public readers column and even personally to the
MLA/Minister.All efforts have  fallen on deaf ears with  standard response
of looking into the matter, Whether the bus stop has to be shifted or
constructed else where ,it has taken unusual   laps of years. How long will
it take to take shape again and give relief to waiting commuters, specially
vulnerable students .Beautification  a luxury should not have take
precedence over dire necessity

It took Vishnu Wag  to serve  an ultimatum that made Govt. wake up to
restore the shelter at Bambolim, which was much needed by everyone, Now
they sigh relief acknowledging the action of MLA

What protest and agitation will see the restoration of bus shelter  at
Navelim  soon Is there a like of  Vishnu Wagh at Navelim

Busacca was speaking at a packed Media Interaction in Kochi on Sunday (July
24, 2016) on the sidelines of the FIFA MA Refereeing Course which is being
attended by all elite Referees, Assistant Referees and Referee
Assessors/Instructors.


“We want to work with clear projects. It’s important to see that there are

Before we drum up the merits of the present scheme, why the previous health
scheme is not made operational. transferrable , modified by accepting
details from earlier card with imbedded chip of information  and why
subject Goans to another bout of  administrative, procedural hassles and
torture. The present Govt is on its last leg and just like LED bulbs, hopes
to win voters by another Scheme, The MLA `s are creating a tamasha  on

new scheme

The previous scheme named as SWARNAJAYNATI AAROGYA VIMA YOJNA,   Medical
 Insurance for all Goans, under Directorate of Health Services launched in
the year 2011 Rightly so it is not named after any person, The cost  per
family was Rs100= has gone down the drain without any effect Fortunately it
is not named after any individual. Time lapse has also memory lapse and
questions are not asked about it, The scheme remains identical as to the
number of persons eligible per family with increase in cost of coverage

This new  health  grandiose scheme  all India  first wonder will not be
emulated or discussed, The salient features are as follows

1-Benefit all Goans residents of 5 yrs, irrespective of financial status,
presently Govt, employees excluded because of receipt of reimbursement  2-
Family of 3 will be covered up to 2-5 lakhs and family of 4 plus 4 lakhs.
 3- DDSy scheme launched , 30-6-2016 to be operational on 15-8-2016, the
forma are just being distributed.  4- 0.35 million families  with annual
premium to be paid per family by Govt is   Rs 3,206=. The costs to the
Govt, is estimated as Rs one billion. It is agreed  on discounted premium
for St, SC, OBC , and other backward classes . 5- GEL will handle the
technical aspects and insurer is United Insurance Company   6-   447 types
of investigations and related surgeries at all Govt, Hospitals and
designated Pvt. Hospitals. 7— covers 276 types of disease at Govt.
Hospitals.  8—Hospitalisation for 147 diseases at  pvt. Hospitals   9—costs
include hospitalization,medication, medicines, surgeries. 10-

Adhar card by the present Govt. was considered as inadequate to be replaced

All of India’s metropolises are grappling with problems of pollution, poor air 
quality, no sewage treatment and inadequate solid waste disposal. We ignore the 
issues until they suddenly erupt in the form of frequent fires at overused 
dumping grounds (Mumbai), lakes frothing with toxic foam that hit the streets 
or mass death of fish (Bengaluru), cities being flooded (Chennai) or having to 
resort to extreme traffic restraints (Delhi). Most of this is a result of 
economic prosperity and soaring land values which have led to indiscriminate 
infrastructure building by openly flouting rules or even no serious 
rule-making. Growing prosperity also means a sharp spike in waste generation by 
individual families.

The entire gamut of these issues is high on the agenda of prime minister 
Narendra Modi’s in various forms—the Swachh Bharat Abhiyan, the Clean Ganga 
project, or the drive to build toilets or plan to build smart cities with 
well-planned infrastructure. The task is humungous and needs change at the 
local level where multiple political equations and entrenched corruption comes 
into play. But some cities have managed to beat the problem, while the bigger 
ones struggle. Let’s consider just one example.

may not rank among India’s cleanest cities as yet, Pune, which is now a part of 
the PM’s Smart Cities initiative, has made big strides in improving its solid 
waste management problems, in recent years. The success of the ‘Pune model’ of 
solid waste management (SWM) is often discussed by Mumbai activists and 
concerned citizens. On 9th July, a dozen-odd activists, engineers, journalists 
and concerned citizens visited Pune (a self-paid, independent trip) to figure 
out why it is doing better than Mumbai. The visit included an overview of Pune 
Municipal Corporation’s (PMC’s) activities and a visit to Noble Exchange 
Environment Solutions Pvt Ltd (NEX) which converts bulk food waste into 
bio-fuel that will soon power Pune’s public transport buses, in a shining 
example of converting waste to wealth.

What we found is an effort to reduce the waste going to landfills and 
greenhouse gas emission that needs to be expanded and amplified in cities 
across the country, with some fine-tuning for local characteristics. What has 
triggered the push for better SWM is also important; but is not the subject of 
this column.

Here are four things that seem to be working in Pune where the integrated SWM 
effort has ensured high (50%-55%) segregation at source in a city that 
generates 1600-1700mtd (metric tonnes a day) of waste every day.

  1.  Right Man for the Job: Committed and dynamic individuals drive change. In 
Pune, joint municipal commissioner, Suresh Jagtap is the driving force and 
seems totally committed to the 4Rs (reduction, reuse, recycle and recover) of 
sustainable development. Concerned Punekars acknowledge that there is genuine 
‘stakeholder engagement’ and accountability that extends from rag-pickers’ 
collectives, to NGOs, citizens’ groups, educational institution and elected 
corporators. This is through increased transparency and a third-party audit by 
three educational institutions who produce a well publicised colour-coded 
monthly scorecard on how each corporator’s constituency has fared on the SWM 
front.

  2.  Multiple Solutions: PMC has combined an integrated approach with a 
decentralised waste management strategy that encourages NGOs and private sector 
participation. It has 25 decentralised bio-methane plants which produce 600kw 
of electricity and compost; the 300tpd NEX plant that converts food waste to 
bio-CNG, 300TPB (total plumbum) vermi-compost and compost projects (Ajinkya 
Biofert and Disha), and the Rochem Separation Systems which processes mixed 
waste to produce 300tpd producing RDF (refuse derived fuel). It also has 13 
smaller composting plants. 

[Goanet] GOVT ISSUES REMINDER TO ROSARY HIGH SCHOOL MIRAMAR OVER ILLEGAL DONATIONS

The Education department has issued a reminder to Rosary High School
Miramar directing it to file its detailed comments on the complaint that
the school was collection illegal donation and making students sell
lotteries. Former Panaji Mayor Tony Rodrigues is the Chairman of the Rosary
High School Managing Committee.



Deputy Director of Education Shailesh Zingde in his reminder to the school
has sought the reply within three days to take further action.



Acting on a complaint the Department of Education on 22nd June had issued a
notice to the Rosary High School Miramar over the collection of alleged
illegal donations from parents. The school had been directed to submit a
detailed explanation within seven days.



The Rosary High School has been collecting illegal donations and forcibly
asking students and parents to sell lotteries issued by the school. As the
rules strictly prohibit collection of any donations, all the donations
illegally collected must be refunded back to the parents and an F.I.R of
cheating must be registered against the School management.



As such unauthorized and unaccounted donations are being collected in other
schools too, the Government must ensure that no educational
institution illegally
extorts unlawful donations from parents and a receipt should be mandatorily
issued for every paisa collected.



The law should also require that those managing schools should possess at
least some basic educational qualifications. Very anguishing is the sordid
state of affairs at Rosary High School at Miramar where the Chairman Tony
Rodrigues does not know to even read or write.



Educational institutions are sacred Temples of learning imparting knowledge
and grooming students to be future pillars of our nation. These centers of
learning cannot be reduced as dens for business opportunities.
