[Goanet] The Portuguese Presence in Goa.
John Menezes of Ucassaim, Bardez and Colaba, Bombay has written his first book titled “The Portuguese Presence In India - Latter Day Thorns Amidst The Tranquilities”. This is living history unlike material left to us by departed historians who cannot be questioned or challenged. John has a brilliant mind and a long memory (All these Menezes!) and some of his Goanet postings of a decade ago gives one an idea of this. In a recent email he writes to me thus: “I am an engineer by profession, now 87 years of age, a staunch lover of Goa and I was an activist for the Portuguese Flag in Bombay during the period 1957-1961. I have made an attempt in putting down my memoirs along with historical jottings in a book:"The Portuguese Presence in India; Latter Day Thorns amidst Tranquilities" and the book is now sold worldwide by Amazon. The purpose of the book was to leave behind in memory lane the truth as I and all of us Goans had known it”. The book is available on Amazon.in for R 1,610 in hardcover, shipping free and it has 400+ pages. If ordered from outside India, it costs more than three times that price and that too in softcover, fees and shipping extra. Here is the Amazon introduction: “The author of this book hails from a Goan emigrant family and was born in British India and has had a rare exposure to British rule in India, to the Portuguese presence in Goa and to independent India, besides having lived in the United States for three years for post-graduate studies in engineering. After Independence, India raised objections to two forms of the Portuguese presence: (1) Portuguese government’s patronage over certain Catholic dioceses which had been evangelized by the Portuguese in the sixteenth century, a dispute which was quickly resolved by July 18, 1969 and (2) the Portuguese political presence in Goa, Daman, Diu, Dadra and Nagar Haveli, which India claimed on grounds of geography and Portugal claimed on grounds of history and juridical superiority,the absence of any significant desire of the people to merge with India. The author has been privy to a full set of diplomatic exchanges with India, a few other countries and within the Portuguese Government, in four volumes published by the Ministry of Foreign Affairs, Lisbon, an official de-classification, on Goa and its dependencies, 1947 to 1967, some of which have been extensively used in their complete text for better understanding in the book.” As John has mentioned, he was the ‘Portuguese flag bearer’ in Bombay, thus belonging to a small group who held views contrary to most Goans in the city at that time who were looking forward to the Indian take over. That itself should give the book significance. Reading about the Church’s role in Goa’s Portuguese governance adds another interesting dimension to it, of which not much was generally known. [Goanet] PANAJI IS IN THE DUMPS
It is very appalling that the Corporation of City of Panaji (CCP) has miserably failed to tackle the growing menace of stray cattle moving around all over the City. The situation is no better at Ribandar which is part of the CCP. The law does not permit cowsheds within city limits but this is not being complied with. Being the capital city, it should have been the endeavor of the CCP to ensure utmost cleanliness and hygiene all over. But with the stray cattle merrily moving all around and messing up even the footpaths it is a matter of health concern for the citizens. The Panaji Market and the Bus stand lie in a despicable state. Even some of the city’s recently renovated gardens and parks are in a pathetic condition. The St Inez and Rua de Ourem creeks continue to be a horrible eyesore with our nostrils bearing the brunt of that unbearable stench. The stagnation and neglect of vital infrastructure, the environment and sustainable development is all too evident. Unless there is transparency and accountability in the working of the CCP with Zero Tolerance to any scams, Goa’s capital city will languish as it is. With the CCP elections scheduled for March next year let us hope the citizens elect young and bright Corporators who are knowledgeable persons with integrity and a vision to uplift the city. Does the Panaji MLA Atanasio Monseratte have to be reminded of his glossy 22 page Panaji Vision Document that he had released in the run to the 19th May Panaji by-election last year? Not an iota of that mountain of promises has been fulfilled. All that has happened is that he betrayed his voters and joined the BJP for his own vested interests. With regard to my previous post, here is an important correction: Out of 80,000 to 100,000 Goans in Bombay at that time, only around 5,000 Goans wanted Goa to join India. This is contained in the report of the First Secretary of the Brazilian Embassy, Dr. Jorge de Oliveira Maia, when he visited Bombay in February, 1956. Furthermore, he has also stated that in his interviews of the Goans, if it came to the push, the majority were prepared to return to Goa than abandon Portuguese citizenship. This report puts India in such bad light that even 66 years later it has prudently not been included in his book. The Indian Army entered Goa precisely because Nehru's two satyagrahas in 1954 and 1955 and all other pressures had failed to get the Goans to revolt against Portugal. Roland. Toronto.

Across the pond, the Oxford Uni and AstraZeneca COVID-19 trials are underway, in the race for a solution. Renu Swarup, Secretary of Department of Biotechnology (DBT) confirmed that 5 sites across the country are ready for the Oxford-AstraZeneca COVID-19 vaccine phase 3 human trials. The Pune-based Serum Institute Of India (SII), the largest vaccine manufacturer in the world, has been chosen by Oxford -AstraZeneca to manufacture the vaccine once it is ready. Adar Poonawalla, CEO of SII, said, “It is too early to comment on the vaccine’s price. However, we will keep it under 1,000 per dose.” Furthermore he suggested that it is extremely likely that the COVID-19 vaccine would require two or more doses, like in the case of antidotes for measles and other diseases. The vaccine could be available en masse, first quarter 2021, if everything goes smoothly with a breakthrough.

MPS AND MTNL INTERNET SERVICES It is reported that Mahanagar Telephone Nigam Ltd provides the official quota of internet services, whilst MPs are also allowed private operators services on their mobile phone! MTNL services being poor/ inefficient, a House Committee instead of correcting what is wrong in the State run enterprise in public interest, recommended switching to private internet providers and Speaker Om Birla approved it! It is shocking to me that a party so high on national security and nationalism, fails to do what is necessary in national interest to ensure private operators have competition and the importance of security in communication by government operated efficient services, which can be important also in keeping the prices down for the common man! In Goa we have BSNL which it appears, is on the way to privatization. If everything is to be privatized, what do we need so many MPs, MLAs and government servants draining our economy with pathetic services to the citizens?
