[Goanet] OUR HIGH COURT NEEDS TO BE SAFEGUARDED WITH A WATERPROOF ROOF

The foundation stone for our new High Court building at Porvorim was laid
seven years ago on 19th December 2013. With several deadlines missed the
project is yet to be completed. The work which was initially tendered for
72 crores was later increased to 90 crores and by now must be nearing 200
crores.

With the credentials of that building contractor in doubt, our High Court
must conduct an independent structural audit before taking possession of
the new premises. On public display across Goa are glaring poor
constructions including that of highways and the connecting flyovers by
this very politically well connected contractor who should have infact by
now been blacklisted.

Taxpayer’s money has to be very judiciously spent on every project with
quality of the works never ever compromised. Every building constructed, so
too every road, has to be a very lasting one. A successful project is the
one which can achieve a balance between cost, time, and quality. Citizens
need to be also vigilant about public projects coming up in their
neighborhood as ensuring quality is everyone's responsibility.

Surprisingly our High Court building has been designed like the
Gujarat High Court and has no sloping roof. This is absolutely not proper
in view of the very heavy rainfall Goa gets. The authorities need to take
remedial measures about the roofing or else we may end up with a
leaking High Court while our files float in knee deep water.

Goa’s highest Temple of Justice instead of being just another concrete
structure should have infact reflected the facets of unique Goan
architecture. The legacy of Goa’s rich history in the field of judicial and
legal services could have been placed in a better context for posterity.

Now be it as it may, the High Court should take possession of the new
building only once it is complete in all respects and the quality of the
works ascertained and approved. This infact should be followed in every
public project instead of inaugurating incomplete ventures.  A classic
example is the prestigious Atal Setu Bridge of which one wing is yet to
come up while debris is lying all over even after almost two years of its
grandiose inauguration.

To ensure that every government project is properly and meticulously
executed, Goa desperately needs a full- fledged Quality Control department
that is well equipped to technically and administratively monitor and
ensure strict compliance of established standards. There should be no room
for any substandard construction.

Goa Liberation year long celebrations
It is  an academic  exercise whether Goa was anexed or liberated. Goans
know well who are real freedom fighters and pseudo  ones. Many have
claimed  benefits who were mere  students  others who were smugglers
jailed and those who were certified as freedom fighters for a fee  Real
freedom fighters did not seek doles,pensions ,neither for themselves  nor
families. Their sacrifices were their patriotic pride and honour.  Those
few who qualified never claimed pensions,since it would destroy the
purpose.Those jailed for nefarious activities passed off as freedom
fighters in the  absence of credible infor mation and authentic records
unavaiable
It is disgraceful  that freedom fighters irrespective of their economic
plight  are clamouring for employment and other benefits for their kit and
kin. Ad a matter of right . I WONDERS how  long after liberation  in 1961
new freedom fighters are discovered  and there is no end in sight as of now
.Did freedom fighters like Nehru, Gandhi  ever dreamt of pensions  not
even  as legislators .Do our so called freedom fighters even remotely
compare themselves to such standards of patriotism  Those who championed
the cause of merger enjoy the best benefits of Goa as a state and  and as
separate identity. The opinon poll has assured our identity and those who
championed  the cause are not even in the reckoning. The mergerists  adorn
the place of honour in sacred space of Goa as a state.Forget about the so
called  nomenclature of being known as father of opinion poll but
certainly  Jack Sequeira  worked  for the opnion poll and today there is no
public or political recognition and that is shameful
In 60 years of liberation surely much has been done though much more
remains to be to be done and improvement is never ending process
.Politicians who vex eloquent  were not even born forget about their
contribution to Goa as a state.Some announcements have to be made
periodically as routine  but that is no solution to development  How   does
year long celebration of liberation spending scarce resources will develop
Goa? IT  is a political gimmick to keep issue burning or in focus to fuel
election  advantage Instead of proposing  a few pressing  projects , marked
for time bound completion by the year end. Mere celebrations and speeches
are no solutions to the needs of Goa.The records of history are
reposository of freedom struggle and freedom fighters and no amount of
selective,  motivated announcements will detract the truth by pseudo
claimants.

  Flights to and from the UK have been banned till December 31 over a new
fast-spreading strain of the coronavirus across Europe, the government said
today as several countries announced similar moves earlier.

A joint monitoring group on COVID-19 had met this morning to discuss the
mutant coronavirus that is spreading rapidly in the UK..

Canada, Saudi Arabia, and several European countries have suspended flights
from the UK over the new strain, believed to be 70 per cent more infectious.

Much is unknown about the strain, but experts say current vaccines should
still be effective against it.

The health ministry earlier said the government was fully alert about the
new strain and stressed "there's no need to panic".

The ban will come into effect on Wednesday and all passengers arriving from
the UK before then will be tested on arrival at airports.

Bwana Namesake,Prudent people all over the world are being cautious. While I 
agree that Xmas 2020 is going to be like nothing seen before, maybe it is one 
of those times to take it easy and reminisce about Xmases past. Many of us have 
been privileged to have great memories of Xmas past.

[Goanet] A brief roadmap to the konkni postcolonial language

I am not an outsider to the above topic as I was bornand grown in Goa, spoke 
konkni and preached sermons in almost all churches ofSalsete-Goa. 

While drawing the roadmap of my language following thetrail that I found in the 
lucid and substantial essay by Kyoko Matsukava, I retrieved two citations from 
his text thatstruck me and called my attention. My text took then a different 
path.

One citation is of Pramod Kale who writes onGoan Tiatr. Premod affirms that in 
Goan Tiatr (of Goans in Bombay) “one canperceive elements of what my be termed 
as Goancatholic ethos”. The language used for the dialogues had a 
spontaneousdevelopment that had very little to do with the Konkni sponsored by 
ShenoiGoembab. The other cited author is  AlexanderHenn.  According to Henn 
‘Goa came toexistence geographically due to the centuaries-old Portuguese  rule 
 in Goa.
Curiously this ‘createdsymbiosis’ is anathema to themarati writer who was born 
in Nagpur and now is settled in Goa, Vishram Gupte. The colonization of 
Goalasted for more than four and half centuries. Precisely because Goan space 
wascarefully sealed off, this type of colonization left a deep brand on 
psique,ethos and sociability of Goan small community. Gupte reveals his 
ignorance,bad faith and lack of analytical rigour when he , a real outsider, 
takes stockof the Portuguese contribution to Goan identity. His essay 
‘Identity, exile andliteratures in Goa’  is the proof.
