April fool’s Day is a time to play pranks and jokes on unsuspecting people
and people have gone to great lengths to create elaborate April's Fools'
Day hoaxes.



Rather than only doing it on one day the Pramod Sawant government is
accustomed to fooling the people of Goa with false promises throughout the
year.



Any other broken promises that he has in his secret bag of politriks, he
should make public today as he will get away with it being April fool’s
Day. Confirming that Smart City Panjim works have all been completed on
time, on budget and to great standards, would be a fantastic April Fool's
joke.



Hope his government realises that April fool’s Day is one day and not 365
days when he and his government get to play the Joker! April fool’s Day is
a light hearted day where nobody is offended but sadly Government broken
promises adversely affects many people.

The first Konkani Teatro in Toronto, Canada titled
'Irmanv-achem Cazar' written by Miguel Rod, was performed in
1976 and the pride of place belongs to Richard Fernandes, its
Producer/Director.  A real-life Goan priest performed Cazar
on stage.  I was present for this first Tiatr in Canada.  The
Tiatr performance was okay, considering it was held in Canada
with a few Goans around with a nominal theatrical experience.

Richard Fernandes also organized and produced the second
Tiatr in Toronto, 'Ghorchem Kestanv' by Miguel Rod in 1977,
which was even more successful.

  Later in 1978, a group called The Goan Theatrical
  group (GTG) was formed, most of their members being
  expats from East Africa consisting of Margaret De
  Souza and her father Frank De Souza and her sister
  Delphine Francis, Richard Fernandes, Braz D'Cruz,
  Frank Fernandes, Zulema De Souza and others.  This
  group had great enthusiasm and organizational
  power.  Margaret D'Souza co-ordinated this group
  and wrote most of their Tiatros, although in
  English, which were then translated into Konkani.
  GTG had a series of Tiatros every year and they
  even performed in Montreal and London U.K.  This
  Group lasted until 1997.

Later in 1989, another group was created and it was called
The Goan Konkani Troupe (GKT), mostly comprising of members
directly from Goa, Bombay and the Gulf.  It was started by
Richard Fernandes and later headed by a new up-and-coming
actor-turned-director Jr. Menezes. This group became very
popular overnight as most of the members were well conversant
with Konkani as they migrated directly from Goa with some
village Church Tiatr background and they never looked back.
The level of Tiatro performance gradually went up. GKT took
one Tiatr to New Jersey. This GKT Group was later dissolved
on March 15, 2006.

After GKT folded up, Jr. Menezes directed more plays on his own
almost every year, even though rivalries began to show up and
more directors cropped up.

Later another actor-turned Director Marshal Fernandes started
on his own and directed some Tiatros, to be followed by yet
another all-rounder actor Joe Vaz, who also directed a couple
Tiatros.

This went on till the year 2019, when Covid -19 stopped the
Tiatr Production during the pandemic.

 A Tiatr is a contribution from various Tiatr
 components.  The main one being the playwright
 followed by performers, musicians and stage setting,
 etc.  In Toronto Canada, some Directors have ignored
 the Tiatr writers altogether and they have not
 compensated them for their intellectual property
 rights.  As you will see from the Tiatr table below,
 the names of Tiatr writers are missing for most of
 the Tiatrs performed in Toronto, Canada.  This could
 mean that the script has either been copied or the
 name of the Tiatr writer has deliberately been
 excluded and not credited and possibly the Tiatr
 title has been changed.  Most recently, a hit Tiatr
 'Ekuch Rosto' which was written by M.  Boyer and had
 been previously performed in Toronto without
 permission a long time ago, was again performed the
 second time, but its name was changed to 'Anik Upai
 Naslo'.

Four Konkani Cassettes/CD Albums were produced in Toronto
including 'Maim' by Marshal Fernandes, to be followed by
'Adeus' by Jr.  Menezes and 'Classic Goa' by this writer
(Silviano Barbosa) and later another one CD Album by Joe Vaz.

  While all performers in Canada have kept their
  acting standard close to the Goa standard as of
  now, most audience favourites like Ace Comedians
  Jr. Menezes, late Lina Remedios, and lately Samson
  Santimano and Serah Barbosa have matched their
  talent with Goa-based professional comedians as
  they regaled the Toronto audience with bouts of
  laughter for their powerful comedy.

Powerful actors such as Frank De Souza, Lina Remedios Nunes,
Francis Moraes, Joe Moraes, Joe Vaz, Tony D'Silva, Cajy
Fernandes, Ben Joanes, Birdie Gomes, Russel D'Souza, Faria
Fernandes and many others on the performers list have kept up
their names with their great acting power enthralling the
audience.

  Singers with powerful voices like Ruth Kumar, Jr.
  Menezes, Joe Vaz, Hazel Jacob, Vinnie Crasto top
  the singing talent in the form of cantos, duets and
  solos.  The bands bring the traditional Goan Tiatr
  music flavour of trumpet, saxophone, violin,
  keyboard and drums and make you feel you are in a
  Goan Tiatr Hall, adorned

Perusing my Facebook account, I came across a post that said,
'Giving away a brand new coffin.  Bought it for my husband,
but he has lived longer than I had hoped and expected, so no
longer required, and it's cluttering up my house.'

The mindset is neither surprising nor shocking because it
reflects the mindset largely prevailing in Goa.  A
self-serving attitude, where materialism is all that matters,
has taken root.

The managing committees of the 'comunidades' have been
ripping the system apart for personal gain.

This mindset, in time, is slowly becoming part of our ethos.
Any semblance of the community-building attitudes of old has
disappeared into a cesspool of corruption and apathy, with no
sign of any resurgence.

Money when removed from its purpose of serving one's needs
becomes a source of evil.  Like a virulent contagion
spreading from individual to individual, it corrupts society,
leaving little room for change.

Goa of yesterday is almost gone -- at least the old mindset
has disappeared.  This is evinced more concretely in the
state's gradually disappearing natural beauty.

Those returning home for a holiday will find it difficult to
find the past with which they grew up.

  All that was once unique to Goa is being destroyed.
  A classic case in point is the attempt to taint the
  comunidades of Goa -- a system of governance
  started a thousand years ago and which was a
  near-perfect example of community living by equally
  sharing nature's bounty.

The ancient gaunkari system, which predated the Portuguese,
was codified by the conquerors to become the comunidade
system.  In these times, however, the land under the
comunidades has depleted.

That which remains with the comunidades, nevertheless, has
led the custodians of the comunidades to join the bandwagon
of 'make hay while the sun shines'.

The Government of Goa has decided to acquire comunidade land
for public projects by amending some articles of the Goa
Legislative Diploma and the cabinet has granted approval for
a bill.

The government, it appears, through this bill wants to become
the custodian of comunidade land.

The new bill indicates:

(a) That the comunidades will need approval from the
government if they want to develop their own land through
private agencies.

(b) The process of election of members of managing committees
will be improved by amending articles 39, 50, 70, 327 and
334-A of the Goa Legislative Diploma No 2070.

(c) New articles 334-C,339-A and 339-B will be inserted in
the code so as to grant land through long leases for such
period, on such terms and conditions it deems fit to
government departments; government undertakings or any
statutory bodies constituted by the state government.

(d) Properties vested with the administrator of comunidades
will be considered public properties to face eviction.

(e) Government will pay a circle rate for land acquired,
bought or leased from a comunidade.

  The comunidade system is what Goa is all about.
  Unfortunately, we have not been able to get the
  best of the system to pass down through the years,
  with many leaders of the system (members of the
  managing committees) ripping the system apart for
  personal gain.

There are 229 comunidades in Goa, and to get even a handful
to function the way they were envisaged is a herculean task.
Greed having taken over, sharing is caring has turned into an
outdated adage.  Now the comunidade land is eyed greedily by
unscrupulous outsiders.

When a code of the comunidade needs to be amended or changed,
all comunidades are sent a notice to delegate a member for a
convention that is headed by the proxy of the governor.

It is during this meeting that changes, if any, are
discussed, made and then submitted to the legislative council
for approval.

The general body of all comunidades is supreme.  This is
legally accepted and can be seen in judgments passed by the
High Court of Bombay in Goa.  But these decisions are either
ignored or overlooked time and again.

Honestly, the personal greed of quite a few, which is an
understatement, has led to the sorry plight of the
comunidades today.

Comunidades in South Goa, a part of the Novas Conquistas, are
managed differently than those in the north.  The difference
can be seen not only in administration but in the mindset and
the way of living.

Instead of sharing, the emphasis is on looting, and success
is measured by the amount looted and how far it is kept away
from the law.

This is the sorry state of affairs.

Ours is a case where coffins need not be disposed of, but
hoarded, to hide the shame

[Goanet] BIKARI MLAS ARE AN EVEN BIGGER CONCERN

It beggars belief that the Mormugao MLA Sankalp Amonkar has expressed
concern that his constituency is full of 'Bikaris' (beggars) while offering
no practical solutions to help. An admission of such poverty is a
reflection of his own Government's failures and its tragic consequences for
the suffering public while those in power continue to milk and empty the
state coffers.

Often poverty is relative as one man's poverty may be another man's riches.
Those unscrupulous eight MLAs that defected in September last year,
betraying God, their voters and all political ethics for the greed of the
Rupee and lust for power probably now see others as Bikaris, having boosted
their wealth overnight.

MLAs are meant to be role models. However, the constituents of Mormugao
could not have a shoddier role model than their own MLA, who as one of
those eight defectors, abandoned his principles and loyalty to his
constituents and went with begging bowl in hand like a bikari to beg for
even more riches and for the crumbs of power that may fall from the table
of the BJP.

Many MLAs who have gone from rags to riches overnight see public office as
an investment instead of a vocation. Those who live in glass houses should
not throw stones at others. Not everybody has the same opportunity as MLAs
to be rich quickly no matter how! And many of the Bikaris are a vote bank
for the MLAs.
