[A word of thanks to Goanetter Victor Rangel-Ribeiro, who spends time
mentoring and passing on his skills, during his annual sojourn in Goa. --FN]

Victor and Lea were (unnecessarily, if you ask me) apologetic for a
seven-minute delay at Porvorim on Saturday at 9 am. But, after that,
everything went smoothly.

How was the book-editing workshop, someone wanted to know

In his usual thorough style, Victor/VRR had done his elaborate 'home work'.
He came armed with reams of neatly-printed A4 papers and a series of
'assignments'. Everyone (all the five participants) present were very
serious. Venita could not make it due to a sudden indisposition, while
Mayabhushan wanted to attend but applied too late.

To be frank, I see this as a process, and not just a one-off event.
Personally, I feel that I've gained immensely from this workshop, and also
Victor's earlier generous gesture of editing one of my manuscripts, which I
had given him just to write the foreword to. (When you see your own,
otherwise invisible mistakes... that's when learning happens the best.)

Of course, one can't expect to demand off Victor's time indefinitely, and
I'm grateful that we have a skilled veteran writer taking time off his
still-hectic writing commitments (even at the age of 83) to mentor and share
skills with us during his visits to Goa.

In his usual style, story-teller Victor kept us engrossed by throwing in
some interesting stories from his own many decades of experience ("Gee,
you've got a nice tan!" "My dad is pink, my mum is brown, and I'm normal".)

Prava was almost pinching herself in disbelief that the book-editing
workshop happened just while she was visiting Goa. Melinda looked with
disbelief how mistakes can slip in to one's text without even being aware
(or because one is not aware). DogEarEtc.com's Leonard was tuned in to ideas
of how to beat the commercial pressures. Savia told us interesting stories
about how she sold her first fiction book. And your's truly was discussing
book covers and other things, making the most of Victor's mentorship.

Lea offered quiet and patient support (objecting just once, when Victor
pointed to her, when asked when he would be visiting next!). The XCHR team
was very helpful, offering tea both during the morning and evening sessions,
despite it being a Saturday half-day.

My wider concern is whether we can work to bring together all these various
emerging strands -- more books being published here, the book economics
working here finally though in a rather modest way, more authors coming up
to write books, more freelancers offering services in editing or printers
taking on outsourced work, etc. -- in a way that builds the book in Goa.

In the past, I have appreciated Victor's willingness to share his skills.
And I'll do so once again now  Thanks, Victor! FN

Maybe it's time the "Hindus" themselves choose some articulate,
rationale, non-fundamentalist and more convincing spokesmen for
themselves. Though I very much suspect that the game is lost by
positing the issue in these terms -- do we think of ourselves as
Hindus, Muslims, Christians, Parsees and Jews OR Indians OR Goans OR
rationale people with a point to make?

There were times when Indian leaders were looked up to, by a large
section of the world. But then we started dividing India on religious
lines, and how can we expect others to buy our case?

Amartya Sen turns into a "leftist fraud". Manmohan Singh is
unacceptably Congress. The North Indians are unacceptable in Mumbai
(hang on, we thought these guys were fighting for a Hindu cause!)
Everyone else is a Ghanti for us Goans.

Any surprise we have no spokesmen left?

Btw, while on this topic, I think it's time we also start holding
accountable those who claim to "speak for us" Christians (X fill
in your community's name here), and demand that they go beyond
meaningless emotive issues, and instead work on the human concerns
that matter to all!

RTI Case: HC stays Info Commissioner's order on Governor's report

Panaji, Aug 6 : The debate whether Goa Governor S C Jamir's
confidential report to the Centre on political developments in the
state come under the purview of the Right to Information (RTI) Act for
public disclosure or not, has now reached the Bombay High Court in
Panjim.

Admitting an appeal against the State Information Commission's order,
the court's single judge bench of Justice N Britto yesterday stayed
the order, directing the joint secretary to the Governor of Goa to
supply information related to the Governor's report to the Centre
pertaining to political crisis between July 24 and August 14, 2007, to
the Opposition leader Manohar Parrikar.

The court also served notices to the respondents Mr Parrikar and the
Goa Information Commissioner in this regard. The appeal against the
order was filed by Dr N Radhakrishnan, Public Information Officer, who
is also joint secretary to the Governor of Goa.

Advocate General Subodh Kantak, pleading on behalf of the petitioner,
told the court that the petition raised the issue whether the
Governor's office was a public authority as defined under the RTI Act
for disclosing reports of confidential nature between the Governor and
the Centre.

As far as growing the avocados go, I'm not an expert. My view is that they
take root easily in the soil in Goa. Miguel, a qualified agricultural
scientist, would know the exact details. If you want the seeds, you're free
to pick them up from here. We have many dozen seeds and you can have a few
at no cost. (The idea is to spread them about, so that we have more greenery
and another fruiting crop.) I could drop them for you somewhere in Panjim if
you wish. Unfortunately I don't reach Betalbatim often.

Actually, I was rather puzzled on reading

exactly the 17-year-old did to deserve sainthood. Is the Wikipedia
page inadequate in reflecting his life? Or, did he get sainthood
because of his family connections and links to influential rulers of
Poland?
I think it was Dr Teo de Souza (or someone else I read) who made the
point about the Jesuits being formed by largely by members of a class
with links to feudalism, that was under pressure at that particular
point in history.
I've studied in a Jesuit school myself (Britto's) and do appreciate
some aspects of this religious order, their commitment to academics,
discipline etc. But this doesn't necessarily imply one should have a
closed mind towards debate. FN

PANAJI — The Chief Minister, Mr Digambar Kamat today said that the
government, if needed, would launch a new scheme for producing
documentaries on the life of living Goan achievers in diverse fields,
so as to preserve their life and times for posterity.

"Those film-makers who display keen interest in directing such
documentaries, would be asked to do so," he added.

The Chief Minister, earlier released the DVD of a documentary on the
life and times of noted Konkani litterateur, Ravindra Kelekar, in his
presence, at the Maquinez Palace, on Thursday.

The documentary is produced by the department of information and
publicity and directed by Mr Dharmanand Vernekar and Mr Dilip Borkar.

Speaking further, Mr Kamat said that the new generation is ignorant
about the contributions of many living Goans, who have excelled in
various fields, during their lifetime.

The president of Goa Konkani Akademi, Mr Pundalik Naik, in his speech
said that Mr Kelekar is a national writer who writes in Konkani
language. He also said that Mr Kelekar had given recognition to
Konkani language on the national level.

Prof Suresh Amonkar and Mr Borkar also spoke on the occasion. The
director of information and publicity, Mr Nikhil Desai compered. The
documentary was later screened for the audience.

Just to say I had indeed made this point earlier ... but was then
criticised for being "anti-BJP".  Our recent book 'In Black And White:
Insiders' Stories About The Press in Goa' includes an essay that goes
back to the 1960s, and talks about the misuse of the media in
electoral politics (written by Ben Antao, a journalist in Goa then).
Another essay in it, is a trenchant critique of reporting on crime in
today's Goa. The theme of how editors relate to freedom-of-the-press
issues also comes up. Of course, most choose to selectively criticise
the media when it suits a certain goal. That's a reality.  --FN

PANJIM: Congress gained a whole lot of friends and 'admirers' in Goa's
Fourth Estate during its long decade-and-half tenure in power here. But the
BJP, heading an hotch-potch coalition since late 2000 has already taken the
art of influencing the media to a new high in this small state.

Goa CM Manohar Parrikar has charmed former pro-Maoist student activists who
are now mediapersons, thrown sops to the journalistic community, accomodated
editors on various official bodies, and in a word placed a lid on the key
quarters capable of fuelling dissent or raise critical questions.

This has seriously impacted the boundaries of discussion on public life here.

More so because the slothful and corruption-prone Congress finds itself
unable to play the role of an Opposition party, its leaders stand attacked
by cases selectively filed -- though probably well justified -- by the
government, and some of its top leaders also face allegations of snuggling
up to the saffron party in power.

In his first year in office, the chief minister unveiled a state-funded
'pension scheme' for private-sector employed journos. But it later became
apparent that after the fanfare, the government lacked the finances or the
political will, or both, to adequately continue funding this scheme.

GUJ, the local journalists body, was also given a spacious premises in the
government-build building in Pato, the extension of state-capital Panjim
which once comprised paddy fields, and now is pretentiously claims to be
Goa's 'Nariman Point'.

But beyond the collective perks, individuals have also sought to be
pandered. One deal for an IT-related project was handed over to the kin of a
journalist, leaving the bewildered Opposition to ask whether any tendering
process had been followed.

Journalists seen as friendly to the government are seen as being accomodated
on official committees, including the recently-reconstituted Right to
Information committee.

(Goa has an interesting RtI Act, which has been systematically subverted by
reluctant officials and politicians. After a fiery campaign, journalists
have themselves seldom utilised the potentially-utilised law to ferret out
information which could have ensured transparency.)

Editor Chandrakant Keni of the little-read Marathi daily Rashtramath has
been appointed to head the Goa NRI Facilitation Centre, though his link with
the subject remains unexplained. Some other editors have also been similarly
accomodated on official panels.

Prior to Goa's critical May 31 elections last year, a well-timed advert
called for voters to back "stability...at a time when (the) sovereignty of
our nation is being threatened by enemies". It didn't name any party, but
was clearly aimed at boosting the BJP chances.

This ad, calling on voters to "think twice before casting your vote" also
blasted "tainted elements" and those "defecting" (read Congressmen) and was
signed by three Goa editors -- Sharad Karkanis of Gomantak, Pramod
Khandeparkar of Gomantak Times and Keni of Rashtramath.

Former Herald chief reporter Julio D'Silva was among the early journos to
side with the BJP, and contested twice the Chandor seat in Catholic-majority
Salcete taluka for the party.

Another former scribe, Rajesh Singh, has been appointed to head the
long-politicised Department of Information; an appointment which was dragged
to the courts. Singh was press liaison officer to Goa chief minister
Parrikar before being made the information director.

Some scribes perceive this as just a different style of functioning by the
party in power; at least one senior union office bearer termed it a "total
degeneration".  In news conferences, the alliances show up when mediapersons
deflect any attempts at raising critical questions by either 'adjourning'
the session arbitrarily or shifting gears to some other inocuous subject.

Interestingly, the press' capitulation has worsened the lack of an effective
Opposition in the state. Congress' ex-CM Luizinho Faleiro is seen by som

and multi-race), then we probably need to reflect its diversity better
in translations too.  Was just wondering if we could work out some
collaborative translation project -- like the collaborative subtitling

While the Goa governments (of whichever party) offers tall promises
about how IT savvy they are, what great plans they has to offer
broadband connectivity across the state, or give almost-free computers
to 25,000+ students, the fact is that this technology is hardly used
effectively here.

While we are all good at incurring expenses, are computers used to
actually communicate more effectively? Some time ago, I had written to
over 107 government officials as a teast case, and got back just two
replies!

Earlier this week, I was a bit surprised to find that that the
Directorate of Art & Culture (on the 5th Floor, Shram Shakti Bhavan,
Patto, Panjim ph 243 8103) actually uses a yahoo.co.in address for its
official work -- [EMAIL PROTECTED] One would have
thought that official addresses would be used for official work.

The Goa String Orchestra presented a concert of classical
music on Thursday, December 13, 2007 evening at the Kala
Academy. It was conducted by Nauzer Daruwala.

Some background on the GSO (till recently known as the Goa
State Strings Orchestra):

 The Goa String Orchestra (GSO) (till recently known
 as the Goa State String Orchestra) founded in April
 2002 is a group of musicians -- music teachers and music
 students of at least Grade VIII performance level, young
 and not so young, professionals in their own fields and
 college students -- bound together by strings of love
 for Western classical music from all over Goa. At
 present it functions with Fr (Dr) E Miranda as
 president, Vasco Dias as treasurer and Burjor Shroff as
 secretary. It has performed down the years under its
 resident conductor Nauzer Daruwala at Kala Academy
 (Panjim), Clube Harmonia and Holy Spirit Church (Margao)
 and at the prestigious Monte Music Festival held every
 year in Old Goa under the aegis of Fundacao Orient with
 major works principally of the Baroque, the
 Rococo-Classical and the Romantic periods. To be a
 member of the Music Lovers' Society it costs Rs 250 per
 year, and you could be a Friend of the Orchestra by
 giving any donation in favour of the sMusic Lovers'

its impact for some time now. And certainly not because Goa

Hi everyone,

We basically did two things in last meeting -  OpenSUSE 10.2 DVD
installation and demonstration of XGL/Compiz effects in Ubuntu 7.04.
One VERY good news is that now we have shiny new PCs to work with,
making it possible to demonstrate DVD distros and high-end graphics
effects.

OpenSUSE 10.2 installation was covered in detail. We covered both
methods of installation i.e.
1. Letting OpenSUSE propose the partitions
2. Taking things in your hands by doing custom partitioning from scratch.

Concepts of mount point, primary partition and extended partition were
explained to newbies. We also made sure to cover points like resizing
of existing windows partitions, automounting windows partitions, and
configuring boot loader settings to make the newbie transition from
windows to linux is a smooth one. A brief introduction to the concept
of packages was provided. As engineering students, we made sure to
select development packages required for programming. (They are not
selected by default.)

The demonstration of XGL/Compiz effects in Ubuntu 7.04 was the fun
part. Most newbies were extremely impressed with spinning 3d cubes and
wobbly windows. In case you couldn't attend the meeting and want to
have a taste of what you missed out on, you can see some screenshots

Desktop effects are said to be experimental in Ubuntu 7.04, yet we
found them to be extremely stable during our demonstration.

The meeting ended with an announcement about ECAP, the computer
exhibition organized by Computer Society of India. The venue is Hotel
Mandovi, Panjim, Goa. Date: 8 and 9 Sept. ILUG-Goa i.e Indian Linux
Users Group - Goa will be having a stall there. On both days (Saturday
and Sunday), there will be talks on various linux related topics. I'll
be giving a small talk on how to get newbie programmers started in
linux. Assuming that the audience knows basic C programming (Hello
World) using windows, I'll show how to compile and run the same
program on linux. Anyone from GEC interested in giving talks can
contact me or post a message on this group.

The Right to Information movement is all set to sweep right
across Goa soon. Saturday, 30 June saw the formation of a Goa
RTI forum at the end of a two-day regional seminar on the
Right to Information jointly organised by Media Information
and Communication Centre of India (MICCI), The International
Centre, Goa (ICG) and Friedrich Ebert Stiftung - India (FES)
at the International Centre at Dona Paula. Shri. Pratapsingh
Rane, Speaker of the Goa Legislative Assembly and President,
ICG set the right mood for citizens to ensure that they
implement their right to information. He noted that RTI needs
to be used but not misused. Dr. Rajeshwar Dayal, Media
Advisor of FES-India and Nandini Sahai, Director of MICCI
highlighted the importance of the right to information and
the power of RTI Act as a tool for ordinary citizens to try
to overcome bureaucratic stonewalling.  A book 'Information
on the Right to Information' authored by Anil Parulekar was
also presented to the Shri Rane, Ms. Sahai and Dr. Dayal by
Brig. (Retd.) N H Braganza, GM, ICG.  The book was also for
sale at the venue on the days of the seminar and is now
available at ICG Library.

The seminar attended by a number of activists, media persons,
teachers, professors, corporate trainers and even creative
persons from the advertising world saw thought provoking
discussions and presentations on the use and challenges faced
by the Act. Advocates Jamshed Mistry and Deval Patel from
Mumbai who practice at the Bombay High Court shared the legal
perspectives of the Act. Adv Mistry, who has done significant
work in connection with the Goa State Plan for Persons with
Disabilities, noted that RTI would be important armour in the
lives of ordinary Goans.

Session on 'National RTI vs. Goa RTI: Was Goa RTI more
pro-people?' was chaired by Jamshed Mistry while Prof. M
Pinheiro and Mr. Anil Parulekar made their presentations at
the session.  Prof. Pinheiro while explaining about the
features of national RTI expressed that the government
doesn't recognize that if the information is voluntarily made
available to people lot of time, of people as well as
government officials, will be saved to process the
applications under RTI.  Mr. Parulekar provided insights of
the Goa RTI.  Queries were raised regarding of the 30 day
limit for disposal of request under subsection (1) of section
7.  It was clarified that unless it is clearly specified it
has to be understood as 30 calendar days.

Adv. Ganesh Sovani, Adv. Deval Patel, both practicing in
Bombay High Court and Mr. V A Kamat, Trustee, Nitall Jinn and

Challenges facing RTI' chaired by Brig. (Retd.) N H Braganza.
Sovani made a detailed presentation on evolution of RTI in
India and stressed on the precautions applicant should take
while applying under RTI.  Adv Patel while highlighting the
need of government gearing up to implement RTI Act suggested
that the mindset of public servant should change along with
awareness among the people.  Mr. Kamat spoke about the ground
realities that a applicant faces when any information is
sought.

Last session on Media's role in Implementing RTI was chaired
by Ms. Nandini Sahai. Suhasini Prabhugaonkar, Frederick
Noronha and Swati Deshpande noted how the media can act as a
vehicle to create awareness about the Act and its success
stories.  All agreed that media needs to do much more to make
people aware of the act and encourage them to use RTI.
Besides this it was also felt that media itself should use
RTI more than before.

Among the recommendations that ensued from the discussions
were, that there was a need to create grassroots awareness of
the Act and of its use even among the media. Cajetan Vaz, an
advertising professional, suggested that alternate media like
street plays and direct marketing as well as Prasar Bharati
run TV and radio channels which have the maximum reach ought
to be used to spread information about the Act.   Prof. M
Pinheiro, Principal, V M Salgaonkar College of Law in Goa and
Adv Ganesh Sovani also from Mumbai spoke about how the Act
can be used practically.  Sovani pointed out that indexing
and maintaining of records has been slow in most government
