Does a private Investigation into a crime that the State is in the process of 
investigating hold any 'Locus standi" in the Court of Law?

IF YES. Then how?

IF. Not ! Then what is the reason for collecting Foreign Public funds for the 
same and cheat the Public as the end result, whether fact or fabrication, will 
be futile?

Here is a case where people are influenced through sentiments.

We need to guide them.

There are people who do not lose opportunity to collect donations in the name 
of a cause. We have seen plenty cases so far. I have recently come across 
another Appeal for donations to fund a "Private Investigation" into the death 
of Fr. Bismarque Dias. The site shows a collection of Four thousand plus 
Dollars .

My questions now are:
1 - Is this foreign funding for a private service which may conflict with State 
interest permissible/legal or ILLEGAL?
2 - Are there experts in the field of Criminal Investigations in Goa, or is it
