It is for the first time that a top cop has stood up to the Home
minister and stalled the orders. For this act of the DGP he should be
awarded a bravery medal by the people of the state for curbing
political interference in the functioning of the police department.

Politicians also play a dubious role during the recruitment process.
Lakhs of rupees are collected from candidates to get them enrolled in
the police force. But the height was during Manohar Parrikar’s regime
as chief minister and also Home minister. It is alleged that he
recruited the maximum percentage of police personnel from the majority
community.

Of course he had planned his escape route very well, when media
questioned him, his reply was that minority community candidates did
not apply.

However his act was exposed when High Court observed that the
selection of PSIs during his tenure as illegal and presently the case
is before the Supreme court.

Good and competent officers talk less. DGP, Dr Aditya Arya, hadbeen
lecturing a lot but there was no concrete action. It was all a cosmetic
exercise that did not last or sustain.



Having witnessed DGP Arya himself succumb to the political pulls and pressures,
I had first hand experience interacting with the DGP for no personal
favours but over three issues in public interest.



On the case relating to the cheating of the State exchequer by two Advocates
the DGP had assured me of immediate action. However the instructions he
gave to his subordinates were to the contrary. Similar was the fate of the
complaint I filed against the Director of Prosecution for having caused
financial loss to the State exchequer. I was also promised immediate action
in the recovery of the Rs 4, 33, 200 from former IGP K.D.Singh for the
expenditure incurred on repairs of the official vehicle damaged by his son.
That too was shelved by DGP Arya.



On 16th October DGP Arya drove to Gokarna in Karnataka for the day with his
official Innova vehicle without seeking prior written permission of the
State Government as was required. This rule always existed. The circular
issued on 1st December only reminded heads of all departments that Clause
11 of the Rules for use of Government vehicles mandates that whenever any
vehicle is taken beyond the boundary of the State prior written approval of
the Chief Secretary has to be obtained. To make matters worse Dr Arya as an
after thought tried to justify that trip by claiming that it was an
official one as Gokarna was an important transit point for entry of
narcotic drugs into Goa.



Showing his men Singham and lecturing them on Gandhigiri was an exercise in
futility. The DGP should have led by example. Dr Aditya Arya miserably
failed the test of credibility, honesty and competence that is expected
from every officer specially the head of a department. Having received his
marching orders Dr Aditya Arya while leaving Goa will remember his seven
month stint as Goa’s Director General of Police. That trip to Gokarna he
will also never forget.
