Hi,

 I also heard this French station on 738 kHz, but on the 19th of January at
 15.25-16.00 UTC. They had a programme in Vietnamese, followed by Pashto or
 Farsi. Very good strength, but interfered by Spain. I also wondered about
 the strength - only 4 kW:s?

Reason is simple: At thast time Spain was running on reduced power on
738, as they built a new transmitter for that frequency. So the Paris
transmitter was better audible.

q   ABU-HFC tackles shortwave broadcast interference:
The High Frequency Coordination meeting organized by the ABU has successfully 
reduced collisions among shortwave channel frequencies by 13 per cent after 
five days of negotiations by participating shortwave broadcasters.
Around 40 frequency managers of 18 shortwave broadcasters met in Kuala Lumpur 
from January 24 to 28 to address frequency channel requirements for more than 
6,800 daily shortwave broadcasts by using coordination methods and complex 
software tools.
The ABU-HFC provides a platform for participants to negotiate the resolution of 
interference to their shortwave services on a yearly basis. The next season for 
shortwave transmission begins on 27 March.

The recent tsunami calamity has underscored the critical importance of 
shortwave radio in bringing disaster warnings and news of relief efforts to the 
affected population, and the need to keep it free from interference.

The ABU-HFC Steering Committee also discussed the future functions of the 
group. This included appointing new office-bearers as well as securing greater 
participation from broadcasters in the region.. 
 
q   Radio Taiwan International to stop five foreign-language broadcasts:
Radio Taiwan International announced that it will stop five foreign-language 
broadcasts as part of its efforts to streamline the company, the Radio 
Netherlands Media Network has reported. 

The five languages - Korean, Burmese, Arabic, Mongolian and Tibetan - will 
cease broadcasting from 1 February.

Chairman Lin Feng-cheng said that the company, with a workforce of 488 people, 
currently broadcasts in 18 languages daily worldwide and is the only 
international broadcasting station in Taiwan.

 
q   BBC re-launches Internet radio player:
The British Broadcasting Corporation (BBC) has announced that it is to 
re-launch its internet Radio Player to make almost every BBC Radio program 
available live and on-demand for seven days after broadcast. 

The new Radio Player will offer 500 extra hours of programming and offer a 
range of new features. 
The re-launch allows audience to listen at convenient times, control their 
schedules and fast-forward through programs while exposing them to new shows - 
and perhaps whole networks.

The BBC says the new Player provides all the programs and benefits of the 
current model - which makes many of the BBC's radio programs available online - 
but  includes over 80 more programs, making virtually all of the BBC's national 
radio output available on-demand via the Internet. 

The improvements follow 30,000 emails received from listeners about the Radio 
Player since it was launched in June 2002, and record online listening figures

17595CPBS-Shijiazhuang,  0335-on,  Loud and clear signal in Chinese.
 Good clear ID at 0400.
17540CRI-Kashi,  good in English,  News and report programme in English.

Germany.
3955   HCJB-Juelich,  weak at 1600 sign on,  German programme,  good signal
by 1615. 
6075   DWR-Sines.   Very good in German from 1900 UTC.
9470   Hrvatska Radio-Juelich.   0500 good with news in Croatian,  then 
signal
   dropped away to weak,  but soon came back to very good at 0700 
with
   English news.
9610   IBRA-Juelich.   1900 on air in Hausa with id,  poor to close at 
2015.  Much
   side splatter,Main offender CRI in German 9615.

Hawaii.
10320  AFRS-Pearl Harbor.   Very good and clear signal in English from 0635 
0700.

India
9705AIR-Panaji.   GOS signal on after int sig 2245,  good level at that 
time.
 Unfortunately gone totally by 2320.
11715  AIR-Panaji.GOS signal comes on air 2045 in English,  very good 
and
 readable to past 2131

Northern Marianas:-
21570  RFA-Tinian,   Excellent signal at sign on 0600 in Tibetan,  finished 
at 0700.
 QSL card with 2005 Year of Rooster,  and my 5700th shortwave 
QSL.
 (no wonder stations get hard to find).

Uzbeckistan:-
9345 RNW-Tashkent,  Sign on 1400 in English,   SINPO 5 says it all.

Wanted to hear - but no trace at all.
6045 Hamburg Lokal Radio.
7120 Radio Strike.

The BBC's Burmese Service is the most popular, and generally regarded as the
most reliable, of the Burmese-language shortwave broadcasters. The Irrawaddy
spoke recently with Tin Htar Swe, head of the Burmese Service.

Question: What sort of news do you feed to your audience inside Burma?

Answer: Our aim is to provide ground breaking stories, whether global or
regional. We have a   highly sophisticated audience who are well informed
about the world events. One would have imagined that-given the limited
access to foreign newspapers, periodicals and journals-people would be
deprived of information. On the contrary, we realized that most people are
very much up to date with what is happening in the world. When we put out a
story we have to make sure that we explain the story well and that all
angles are covered. When it comes to news we do not draw a line between
global and Burma news. There are some exceptions of course; because Burma is
a closed society we also try to put out stories which can be too local for
the international audience but definitely not for the Burmese people inside
the country.

Q: How do you evaluate the role of the media in bringing democracy and
freedom of expression to a military-ruled country, like Burma?

A: Our job is to give an accurate and balanced account so that people are
better informed, enabling the listeners to form their own views. Our medium
is not only to help keep people informed but also to give an opportunity for
the listeners to express their views. This is important for people in a
country where there is a lack of freedom of expression.

Q: What is your assessment of the Burmese media at home and abroad?

A: Obviously the control of the media by the Burmese military regime is
restricting the potential for young talented people to enter the profession.
However I have noticed that the market for newspapers and periodicals is
thriving in Burma and together with this I also noticed there is a pool of
talented new writers and journalists. Decades of censorship have deprived
the country of strong debate on social, religious or political issues which
are the foundation for a stable democratic society. On the other hand many
young Burmese aspirants in exile are trying their best to fill the void by
setting up electronic news sites on the web. These sites have become
invaluable for many Burmese who want to keep themselves up to date with the
developments in Burma. I am a regular visitor to these sites and I am very
much impressed by some of the articles and stories published. A number of
notable Burmese writers are in exile but so far they have not taken any lead
in publishing new works.

Q: How do you feel working as a journalist covering Burma from abroad?

A: I think it is fair to say that it can be very frustrating for journalists
who cannot have  direct access to the country that he or she is reporting
on. An eye witness account from a journalist can often give a complete
picture of the story and this is something that journalists covering the
country from abroad cannot enjoy. Sadly, many stories about Burma are
related to gross human rights violations committed by the people in power
and, like most journalists, I often find myself under tremendous emotional
pressure when I interview the victims.

Q: As a seasoned journalist covering Burma, what is your analysis of the
country's current politics, especially the impasse between the government
and the opposition?

A: The removal of prime minister and military intelligence chief General
Khin Nyunt has put the army firmly in control of the state. The current
impasse between the junta and the opposition will continue as long as the
generals who do not believe in holding a dialogue with the opposition are in
power. Undoubtedly, the junta's strategy is to dismantle the National League
for Democracy party and to keep the party's key person, Daw Aung San Suu
Kyi, under strict house arrest. The junta, with some degree of success, has
isolated her from the people. Senior General Than Shwe, who is obsessed with
his legacy, is searching for a place in history and has so far managed to
hide the tension between him and General Maung Aye. [When] the military acts
as a government, [it] tends to undermine the military institutions and
create factions between those who are being favored and those who are not. I
think the emergence of these factions will fuel the rivalry between the two
men.

Q: What will bring about democracy in Burma? Do you see any imminent
changes?

A: There have been various attempts by the international community to
pressure the junta to move towards democratic reforms in Burma [but] it hasn
't been possible to convince the generals, who have acquired power forcibly,
of the wisdom of peaceful change.  Domestic dissent and international
pressure have so far failed to persuade the junta to make reforms. The

the special QSL they were offering for their
Nov.2004 30th Anniversary tho the QSL printing date is

[HCDX] Correction and addendums to my log from Puerto rico

Hi..

A sharp-eyed list member has kindly brought to my attention an error on my log
from Puerto Rico.

My posting:

09:45  4835  55355  UNID Female crying and talking about her sins and
sufferings while male (in background with a reverberating voice) talks to her
about Jesus in Spanish, (very eerie transmission)

The correct frequency is 4385 kHz and afterwards was properly identified by me
as Radio Imperio from PERU.

Also another kind list member has identified the spanish language time standard
station in 3810 kHz as HD2IOA, Instituto Oceanografico de la Armada, Guayaquil,
Ecuador

My apologies for the error and my apreciation to the list members that wrote to
help me.

China Radio International signs new contract for international broadcast
services with WRN

At a signing ceremony in Beijing, China Radio International (CRI) has
renewed and extended its agreement with WRN, the London-based international
broadcaster and transmission service provider, for the extensive provision
of global broadcast services. The new contract was signed by CRI Vice
President, Mr Xia Jixuan and WRN Chairman, Mr Karl Miosga, at CRI's
headquarters on 9th December 2004.
WRN has worked closely with CRI for more than six years since signing a
Collaboration Agreement in Beijing in 1999. WRN works on CRI's behalf,
distributing its daily programmes to reach listeners around the world using
AM and FM transmissions that augment CRI's traditional Short Wave
broadcasting from China. CRI's daily programmes can be heard on FM in Berlin
and Moscow and on AM in London, St Petersburg, across Western Europe, South
West Russia, Ukraine and Romania. WRN identifies the most appropriate
transmitters, undertakes local negotiations and monitors the output for CRI.
Furthermore CRI's daily programmes in English, French, German and Russian
can be heard on WRN's international news networks, distributed around the
world via satellite, cable, local FM relays, wireless applications and the
Internet.
After the signing ceremony, Mr Karl Miosga, WRN's Chairman, said: WRN is
honoured to have signed a new agreement expanding its cooperation with CRI.
2004 saw significant growth in both local and new media outlets that carry
CRI programmes. WRN's networks distribute CRI on key platforms such as
Sirius satellite radio in the USA which has now achieved over 1 million
subscribers, and Sky digital which is reaching over 8 million homes in the
UK and Ireland. 2005 is going to be an exciting year full of new
developments and WRN looks forward to bringing these to CRI.
After the signing ceremony WRN met with Mr Wang Gengnian, the new Director
General of China Radio International, to discuss issues of mutual interest
to the two organisations.
