Yes, I had a quick look there before asking on the list, but not all 
the GNU projects use texinfo to build their manuals.
I'm searching something specific and I hoped I could find someone in 
this list who had direct experience with this sort of things.

There is a list of GNU manuals at https://www.gnu.org/manual/manual.html.

You could also look at the htmlxref.cnf file which is distributed with
Texinfo, also available at http://ftpmirror.gnu.org/texinfo/htmlxref.cnf .
This file is used for links between HTML manuals.
