Yes, I had a quick look there before asking on the list, but not all the GNU projects use texinfo to build their manuals. I'm searching something specific and I hoped I could find someone in this list who had direct experience with this sort of things.

You could also look at the htmlxref.cnf file which is distributed with Texinfo, also available at http://ftpmirror.gnu.org/texinfo/htmlxref.cnf . This file is used for links between HTML manuals.
