The only suggestion i have is to use that run_hammer.bat file you get in the

This is the error occuring on several steam tool
 programs, including
Hammer and it's compilers, VRAD and VVIS. I have
 reports of this
 affecting two other users.
For me, it only occurs while the compile tools are
 executed from the
command line. This happened after today's beta SDK
 updates around
 midnight, PST.
Two users have reported to me issues with running
 Hammer, with the same
 error.
 Any ideas?

For what it's worth - I get this when trying to run GMod in debug mode.

I can only get it to run in debug mode by removing all the extra gfc mounts.

Trying to complie the sdkshaders i have ran into the
shadercompile.exe not finding steam.dll - when i copy
the only steam.dll to the sdk bin folder, i then get
the 221 issue - what have you done valve, and is it to
late to revert back to the non beta?

 again.

This brings an old objection to Steam back to the
 forefront once again.
I truly despise the fact that Steam goes off and
 does unsolicited

 locked out of
working on my mod for nearly half an hour during the
 previous upgrade as
Steam dribbled in its upgrade at a whopping
 1K/second. And this last
upgrade hosed the SDK tools completely until I found
 the work-around
more than a hour later. It's bad enough having to
 chase my own coding
bugs without having to fight Steam's on top of it.
 For this reason (and
others) I will never accept Steam by choice. It's
 more of a nuisance
 than an asset.
