Same thing happened to me. I took the quickplay beta cvar out of the cfg and rebooted. Within 10 minutes the server was full. The beta cvar has been working for me, with no crashes. Since the update servers have been full through the night with no dropoffs going at 23-24 players. Before this update it was a lot more spikey going from 24 to 16 players at a time. I have it near the bottom of my server.cfg configuration after my tf_server_identity_account_id and tf_server_identity_token if that helps anyone.
