Depends on how low the FPS drops; I see if the FPS drops below than half the
tickrate it can cause high rate players to lag...

You don't need the FPS to change. Going from 500-450 will not change any
gameplay (like you stated). Tossing more CPU at the situation will only lead
to less gameserver slots on your machine.
